Methodology of Construction
The contractor shall perform all necessary work in these terms of reference, including all technical
studies, field investigations and related services. During the Project execution stage, the contractor must
cooperate fully with the relevant services of the Gambian government, in particular the Ministry of
Transport, Works and Infrastructure and the National Roads Authority, among others.
The contractor will provide the necessary support services to carry out the mission. The work must
cover but not limited to, the aspects described in these terms of reference.
The main objective of the Project is to execute the below said works in Two Sections :
1) 22.5 km long and 42 m wide, including a 2 x 7 m roadway,
2) 2 x 3 m separation median,
3) 10 m central median,
4) 2 x 4 m wide service lanes,
5) 1.5 m closed drainage canal outside and a 0.5 m shoulder on each side, as well as improving the
horizontal and vertical road to adapt to the nominal speeds of 40 to 80 km/h.
Construction of the site (preliminary work): preparation and developmentof the site,
warehouse maintenance of equipment for the contractor and relocation of services.
Earthworks: Preparatory work for cleaning theconcrete, removing existing concrete, stones, and
borders, removing existing road signs and protective walls, in addition to earthworks
involvingfilling, cutting and borrowing materials.
Construction of foundation and base layers: foundation layer composed of selected laterite
material, layer of embankment (sub-base), base layer composed of laterite material selected on
the pavement, etc.
Pavement: A layer of bitumen pavement on the pavement and branch lines.
Drainage works : side drains, culverts in box and pipe, and protection of road embankments.
Swampy areas and streams
Structures: 3 new overpasses approximately 400 m long each at 3 intersections:
Ancilary works roadside protection, road signs, road markings,
Improvements to the central median, public lighting, telecommunications infrastructure, as well
as mitigation measures on the environment.
Section I begins from the junction of the airport to the junction of the Senegambie; and Section II
covers the junction of Senegambie to the Sting junction. The table below shows theplanning of the
workdivided in terms of responsibility between the ownerand the owner of thework.

II. Organization of the site
A. Building installation
Prior to the start of the project, the company will proceed with the construction of the premises as the
basis of life/support for the project after the indication and recommendations of the engineer.
This life base will be a building. The entire building will be powered by electricity networks drinking
water, telephone and a septic tank, furniture depending on their destination.
The company will ensure the caretakering and cleaning for the duration of the work.
In addition, the company will proceed to develop a base for the installation of equipment that can be
used for the work, but this land will be submitted to the engineer for approval before any
unauthorized development.
The installation will be done in stages as the work progresses and the engineer's requirements for the
project to proceed smoothly.
The company will put in place the Project Signboards needed for good visibility of the Project
The company will take over the construction laboratory which will also be equipped in accordance with
the Project requirements.
B. Execution studies
For each phase of work (Earthwork, Embankment, subbase ...) an execution sheet will be established.
This execution sheet will describe the execution methodology in as much detail as possible. The
controls to be carried out will also be defined, as well as the Hold points before and after the execution
of this phase of the work. Execution checks will be carried out by the Company's execution agents,
possibly assisted by the Company's Laboratory and Geometers. It's internal control.
Hold points are phases of work control subject to formal and written agreement of the Client or his
representative. The continuation of the work cannot take place without this agreement.
This can be: Altimeter or geotechnical reception of the bottom layer, the foundation layer or the base
layer.
Execution Report
Based on topographical surveys, survey results and standard plans in this file, the Contractor will
establish at his own expense the completion records of each of the works to be reconstructed or
expanded. These execution files will include the errors, calculation notes and any justification, as
indicated in Article 6 of CPC Paper 1 (France) and according to technical requirements.
Projects to carry out the works will have to be submitted to the Engineer as they are developed and in

due course to comply with the work schedule. In any event, the complete execution record of a given
work must be submitted at least 45 days before the start of the work under consideration.
For any calculations supporting the project of execution, the Company will comply with the
requirements of the following regulatory texts Content of the execution records
Each book file will include:
-1 implementation plan,
-1 longitudinal section of the structure with trial pits and the natural terrain,
-1 cross-section of the structure
-The formwork and reinforcement drawings
The reinforcement plans will include a Reinforced Steel nomenclature (type, diameter, geometry,
number, length) and a steel weight summary by type (HA or Adx) and by diameter. The Company will
have all the instruments, tools and equipment on site at all times necessary to carry out the checks
planned in accordance with this CTC.
In particular, the company will set up a geotechnical site laboratory with all the necessary equipment
for the reception tests. This laboratory will be used by the Control Mission.
Recolleation plans
At the end of the work, and within a maximum of 30 days after their provisional receipt, the Contractor
will provide the Engineer with a reproducible copy and 4 prints of the plans (longitudinal profile; Profile
cross section; As-built drawings) of the work that has actually been executed.
On these plans will be carried over the costs and altitudes of the completed road, in general and in the
modified areas, as well as the final Chainages, pavement thicknesses, locations and characteristics of
the remediation works.

The debris will be executed by the Company according to the indications of the project execution of
each linear and according to the instructions of the Engineer. The deposits shall be subject to the
engineer's approval. After stripping the vegetable soil, the materials of debris can be reused in
embankments if necessary, when their qualities meet the criteria required for materials that can be
used in embankments. As a result, during the execution of the waste, the company will inform the
Engineer of the materials encountered. For their eventual use in embankments, the Engineer's approval
will be required. All other materials that are not used in embankments will be landfilled.

This operation concerns embankments regardless of the nature, situation, cross profile, thickness of
the layers and width of work, methodically compacted from debris or loans approved by the contractor
and in accordance with the SPC.
It includes:
- Geotechnical investigations of Borrow pit areas.
- Extractions of borrow pit material regardless of mode, loading, transport to three km from borrowing
materials, storage and recovery on potential material stock.
- preparation, sorting and splitting as well as the possible crushing of materials depending on their
destination resulting from the conditions of use.
- the redevelopment of end-of-exploitation borrow pit area, including the reconstruction of vegetation
cover and reforestation; subjugations and consequences resulting from the presence of groundwater
or surface water.
- Water depletion and watering to clean up the work surface
- the realization of gabion supports in order to reduce the slopes of slopes to less than 3V/1H and all
subjections.
It also includes:
- test samples of the execution of embankments.

C. Paving Works
Crushed aggregates
The aggregates, for the construction of the paving works, will come from the Diak, Goundiane or Bakel.
The company expects to be able to use them, it will have to present a complete approval file to the
engineer, who will let him know his answer, accompanied by technical sheets.
The granulometric curve will be part of a predetermined 0/16 laboratory spindle for asphalt for
wearing course, or possibly re-reflecting when it comes to resurfacing areas. Apart from the
formulations that the Entrepreneur will have to establish through tests.

The categories of pure hydrocarbon binders or bitumen in a mixture in the form of cut-backs, and
depending on their use will be: fluidized or cut-back 0/1 for impregnation, pure bitumen 80/100 or
fluidized bitumen 400/600 for hanging layer and surface coatings bilayer and monolayer, pure bitumen
40/50 for dense coatings.
For the execution of the work, the company will make available the equipment essential for
implementation.
Procedure
This operation involves the construction of the foundation and base layer of selected materials in
accordance with the specifications and execution plans. It applies to materials supplied from external
quarries or from borrowing areas managed by the Contractor or produced on site from materials from
the waste and includes:
· The extraction of materials, their preparation including possible crushing, screening, resumption on
temporary deposit,
· The shape layer will be put in place no later than two weeks after receiving the Formation.
· The possible geotextile will be implemented in accordance with the requirements set out in the

specifications.
· the superficial protection of the shape layer,
· The compacting water content will be regulated in such a way that it provides lift and/or density
equal to or greater than the values obtained on test board, testing and supply controls,
· Bringing materials to work including loading, transport regardless of distance, and unloading,
· Spreading materials by layer of thickness compatible with the nature of the materials and the means
of compaction,
· Watering or aeration to obtain the required water content,
· Compact compaction required in accordance with specifications, including pre-test boards,
· The adjustment and finish of the shape layer at the final rib and the required spill,

· The maintenance and systematic protection of the finished surface of the form layer by superficial

Procedure
This operation involves the completion of the wearing course in accordance with the Client
requirements and according to the definitions and stipulations for the base layer in binding course
above.
It includes:
· The wearing course

· Spreading / Setting: The coatings will be spread after the rupture of the emulsion.

Procedure
This operation involves the completion of the impregnation or hanging layer in accordance with the
Clients's requirements and execution plans:
- Cleaning and/or pre-scanning using mechanical brooms of surfaces to be impregnated,
- The choice of the right weather conditions,
- The supply, loading, control, transport instead of bitumen implementation, regardless of whether
distance and unloading.
- The construction of the test patches,
- Heating bitumen and spreading in accordance with the specifications ,
- The operating constraints of quarries and crushing plants for the supply of aggregates.
- Maintaining the temperature of the bitumen,
- Removal of the rejected Work on the instructions of the Client and depositing the rejected gravels.

modified afterre-engineering of test boards.
The frequency of thickness checks is as follows:
Three (3) points (edges and axis) every five (5) linear metres of pavement. The thicknesses will be
measured under a plank of forty (40) centimeters by fifteen (15) cm, laid flat on the finished layer.
Tolerance will be more or less (± 1 cm).
Whenever the required qualities are not achieved or the thickness tolerances are exceeded, the
Contractor will be required to carry out any useful operations to remedy these failures (removal of
paving, intake, removal or replacement of materials, re-implementation, etc.).
The installation will be done with tight joints, with a 4 mm joint being allowed in each paving. Some
types of pavers with spreaders will allow for regular-width joints.
The nest will require:
5 slabs in the direction of width: 5 x (0.20 - 0.004) - 1.02 m
and 4 length slabs: 4 x (0.25 - 0.004) - 1.02 m
The implementation will be carried out by progressing diagonally. The laying worker being turned in
front of the progress of the paving, ie the poser being placed on the work already done.
Particular attention will be paid to the shoreline stalling due to the poor horizontal diffusion at these
points, vertically transmitted efforts and the presence of significant horizontal effort due to rolling
loads. This stop will be achieved by the construction of 20 cm x 30 cm reinforced concrete paving on
the banks.
The link with the shores will be done either by using special paving stones provided for this purpose, or
by cutting pavers to the banks, without having elements less than half a pavement. For the connection
with the various existing or to be built structures, visiting glances, gutter, buildings, the dimensions of
the joints and their nature will have to be similar to those of the other joints between cobblestones.
The sealing of the 0/3 sand joints, of the same type used for the sand bed, will only be done after
controlling the perfect paving. The use of a sealing mortar is prohibited.
Its good penetration into the joints will be ensured by watering and sweeping refused. The use of
dynamic compaction equipment such as lady or cylinder, with rubberized sole or rim is mandatory.
Product-appropriate compaction will be carried out to ensure the installation of the pavers and tighten
the joints. A vibrating cylinder of ten (10) tons minimum will be used. After passing the compactor, the
number of passes will be defined in agreement with the Engineer, the joints will again be clogged with
sand and the flatness constantly checked. Any pebble that can break the edges of the pavers under
compaction must be removed before compacting.

5. Sidewalks and Kerbs
Sidewalk concrete will be a lightly reinforced concrete C25/30, dosed at least 350 kg of cement per m3,
about 10 cm thick.
The prefabricated borders are placed on a 2 cm thick M30 cement mortar and joined with the M40
mortar. All joints will be smoothed with a trowel and then with a wet sponge. They will be perfectly
aligned in plane and elevation (tolerance 3 mm). The borders are placed on a concrete sole of at least
10 cm thick and 50 cm wide, made along the entire length of the borders. A partially rear shoulder is
carried out on 2/3 of the height of the border and the width of this shoulder is 20 cm at the sole.
The borders to be implemented as part of the market will have to meet the classification of the NF EN
1340 - NF P 98-340.

The Company will take responsibility for carrying out the study and convenience tests in due course in
order to meet its contractual obligations relating to the turnaround time.
All performance control tests to be achieved will be carried out in accordance with market regulations.
1. Overpass
The vast majority of the Overpasses and gantries are cast insitu; however, their simple design also
makes possible a partial or total prefabrication of the work. With the exception of cases of total
prefabrication (see 4.3), usually reserved for executives of modest scope, their construction follows the
following order:
- earthworks and excavations,
- execution of foundations, consisting of Footings , piles or bars in the case of gantries, or by writing it
off in the case of frames,
- execution of the pedestals,
- execution of the apron,
- making the head walls,
- setting up drainage and filling up buried parts,
- making the transition slabs and ledges,
- finishes: installation of equipment, surfacing, waterproofing, coating and remediation of the deck.
1.1 - CAST INSITU Works
As with any concrete structure, the execution of the frame bridges and gantries is regulated by paper
65-A of the General Technical Clauses Book. Although these are simple works to make, experience
shows that hazards can occur in construction sites of this type. It therefore seems useful to recall the
most significant phases of implementation and the execution precautions that must be adopted at
each stage in order to obtain a quality work.
1.2 - Foundation Works
The execution of the foundations does not have any particular specificifications. In addition to
respecting the Client Specifications , the focus will be on:
- the proper execution of stakes when the work contains them, especially with regard to respect for
implantation tolerances;
- the execution of quality clean concrete;
- the precise implantation of the vertical irons waiting for the traps, which must also be avoided by
accidental deformation. The soles or the rooting are then concreted up to the primer of the traps,
where the first concrete resumption is located.
1.3 - Execution of the pedestals
For the execution of the traps, one will pay particular care:
- the proper maintenance of vertical steels (in the case of gantries the stirrups, supplemented by

spreaders, should normally suffice);
- to the correct setting up of the gabion walls, immediately above the future level of the sidewalks;
- the good parallelism of the formwork and the rigidity of their layouts;;
- the careful grouting of the interior formwork, so as to avoid any loss of laitance and any burrs after
stripping;
- the use of formwork and steel spacers and supports that leave no mark on the stripped facings. In
general, we will take the usual precautions to preserve the quality of the finished surfaces
- no reinforcement left in the sidings;
- arrange the clamps under plastic tubes, cut clean after de-de-cluttering, without raging;
- concreteting of the pedestals without resumption or segregation: in particular, any fall of the
concrete from a height of more than 1.50 m is to be avoided. Compliance with the latter condition is
usually achieved by cleaning concrete windows in the outer forms (earth side) of the pedestals, or by
concreted with a chute. The second concrete resumption is at the top of the traps, at the beginning of
the corner pods. It should be noted that waiting frames bent at the top of the pedestals can be
dangerous to personnel during subsequent operations . As a result, these frames can be left vertical at
first and may not be bent until after the hanger and the frame of the crossbar have been placed in
place. In this case, the proper accuracy of the shaping in place will be ensured. Given the presence of
the support cover of the transition slab, the upper cover on a pedright may take place either below or
above these crows, the choice essentially depending on the position of the crows in relation to the top
pod primer and the design of the upper crossbar hanger (a bend linked to the forms of the pedestals or
put in place after de-de-de-forming). The most conventional and convenient arrangement, where
possible, is to match the upper level of the crows with that of the pod primer (Figure 64 b). In all cases,
the crows must be cast at the same time as the trapping part in which they are anchored, with any
vertical concrete resumption to be prohibited.
1.4 - Running the crossbar
With regard to the execution of the crossbar, the correct constitution of the hanger, which will show a
counter-flag of the order of 1, increased by the counter-arrow compensating for its own deformation.
The latter should be low, not exceeding 2 cm at the loading by fresh concrete.
Compliance with these conditions prevents any irregularity of the ridge and any excessive arching of
the spans (festooning). Also for reasons of appearance, it is essential to take care of the execution of
the forms of the sidings seen, both for the panels of the sloping sides of the slab and for the panels of
intrados, the layout of which must be very regular. In this regard, it should be noted that it is easy to
obtain an animated sub-slab with a geometric pattern by placing these panels adequately (quinconce,
checkerboard, etc.). Always in a spirit of aesthetics, the edges of intrados will be softened by
chanfreins (sticky strips in the angle of the forms). The spacing of the steels with respect to the forms
will be provided by stowage holds ("distancing" or "self-guided wedges") on an accreditation list. These
holds will have to be in sufficient number and of good resistance so as not to deform or break under
the weight of the scrap metal and the workers who make it. It is also advisable to reserve traffic routes
for these. After concrete, care will be made for the careful adjustment and treatment of the top of the
crossbar.

1.5 - Finishing the sidings
We will finish with a careful leveling of all the cavities, in particular the pebble nests, then by a
whitewashing of the buried facings and the sanitation of these by stacking porous slabs. Any blockage
in dry stones, which generates disturbances in the adjacent embankments, should be avoided.
2. Drains
This operation involves the execution of ditches/canals of the embankment feet and those of clearing
embankment ridges, bermes, and ditches to be carried out at the ends of hydraulic crossings (Culverts)
in accordance with the execution plans and specifications.
It includes:
- the execution of excavations in land of all kinds for the creation of ditches, sorting, loading and
transporting the waste over a distance of threekilometres, unloading at the place of reuse or final
deposit, approved by the Master of Work.
The adjustment of the embankments around these ditches.
The setting of the water wire.
Connections between ditches.
All subjections.
The execution of ditches at the theoretical depths defined on the typical planes.
Unpaved trapezoidalditch.
3. Culverts
The realization of the Culvert except that for their measurement will be carried out in place of
topographical verification.
After the preparation of the land and its possible compaction with a specific control and attention of
the foundation ratings will be carried out the implantation of the foundation.
The Culvert will be made of reinforced concrete with the following succession of tasks:
- - Reinforcement and casting of the lower part of the Culvert with the waits for the recovery of the
reinforcement for the side part:
- The concrete pouring will be carried out using a mixer and a manual spreader, will be continuous if
the calculation gives this possibility or will be carried out a construction joint or achievements as will
be established in the execution studies;- The concrete will be vibrated to bring out all the water in
excess and to guarantee the homogeneity of the installation;
- After 24/48 hours, the reinforcements will be laid from the side part with the resumption of the
reinforcement for the realization of the future upper slab;
- After the construction of the frame, shuttering will be made between the two internal and external
part that will be solidarized with draughts protected by plastic pipes;
- The pouring will be carried out with a concrete pump and will be vibrated;

-The casting will be continuous if the calculation will give this possibilityor will be carried out a joint of
construction or achievements depending on that will be established da the studies of executions.
- After stripping, the formwork for the upper slab will be prepared with contrasting formwork and
shoring on the lower slab..
- Once the formwork for the slab has been completed, the reinforcement will be placed and the
pouring will be done using a concrete pump with the same rate and system used for the other parts of
the frame.

F. Signalling
4. Horizontal signage
Before application, the surface to be painted must be cleared, by mechanical brushing, of all dust.
Painting can only be done in dry weather.
The quantities to be implemented must comply with the paint manufacturer's requirements. The
incorporation of glass beads should immediately follow the coating.
5. Vertical signalling
The panels are made of 1.5 mm thick aluminum sheet. The inscriptions and drawings are enamelled.
The fastening poles are machined off smooth tubes of soft steel and one end is hooded. Their diameters
are at least equal to 76 mm They are treated against corrosion by a zinged coating and two coats of
paint. The second layer is olive green.
Before any installation, the Contractor provides the Engineer with a sample of the different types of font
panels (circular, triangular and octagonal), steering and location, as well as samples of the fastening
poles.
The work includes:
The installation of the panel in accordance with the Contractor's execution plans and/or the Engineer's
instructions;
The installation of concrete foundation ;
The laying of the pole or poles. Location panels, when they are more than 1.10 m long, and directional
signs are attached to two poles;

Welding panels and signals onto clogged tube supports at their extremities and galvanized.
6. Equipment
Turn tags
The turn beacons are circular, 20 cm in diameter and 140 cm high. They are prefabricated in C350
concrete with a light assembly frame. The requirements for Title III - 3.10, relating to concrete Q350,
apply.
They are painted white with a retro-reflective red stripe at the top.
The work includes:
The installation of the beacons, in accordance with the Contractor's execution plans or according to the
Engineer's instructions. The turn beacons are placed in the outer shoulder of the curves where there is no
slide. The spacing between the beacons is between 10 and 20 m;
Security slide
The work consists of:
The installation, by sinking, in the shoulder, of the metal supports every 4 m. The support sheet must be
at least 50 cm long;
The attachment of the sliding elements, so that the upper edge is 70 cm above the shoulder;
A fine adjustment to achieve parallelism between the top edge of the slip element and the pavement;
The laying of "buried" elements at each end;
The red and white paint of the sliding elements.

The forms can be either made of wood, plywood or metal. They should be perfectly clean, with no trace
of old concrete, mortar or milk.
For the hidden siding of the works, they will be made by ordinary forms as defined in Article IV of
Article 27 of Paper 65 of the C.P.C.
Guardrail or metal barrier
The method of carrying out the railings or metal barrier will be in accordance with the specifications of
the SETRA G.C 77 folder.
The Contractor will propose, at the Engineer's approval, the execution drawings, the method of
manufacture, the installation arrangements and the protection envisaged.
Surfaces to the right of injuries, cuts or welds performed on site will be reconditioned.
The south region's landlocked project does not evade the legislative and regulatory
requirements in Senegal as well as the requirements of the donors who support the country in
the implementation of the project.
Our company in order to comply with the environmental clauses of this project, has
empowered its Quality, Hygiene-Health-Safety Environment (QSE) team to establish the PGES,
its implementation and any other steps necessary for environmental and social preservation
during the execution of the project.
The primary objectives of the QSE team will be to provide the necessary documents before the

The information reports on the implementation of environmental safeguards actions will be
