This has reference to the instruction of the National Program Manager to provide our
comments and recommendations on the pilot project entitled the Pilot Project Gulayan
sa Barangay implementation proposed by the Enhanced Partnership against Poverty
and Hunger - National Program Management Office (EPAPH-NPMO), as a result of
our internal meeting with them last June 17, 2021.

With this, attached are the following documents for approval and/or further instructions
of the National Program Manager:

This has reference to our discussions during the internal meeting held last June 17, 2021, on the
Pilot Project Gulayan sa Barangay implementation under the collaborative effort of member
agencies under the Enhanced Partnership against Poverty and Hunger (EPAHP).

With this, may we submit to your office our clarifications and recommendations as follows:

1. Ongoing efforts 4Ps on Gulayan sa Barangay which covers gulayan activities within
homes/backyard and open spaces in communities/barangays is part of the overall advocacy
activities of the program lodged under the Family Development Session (FDS). It aims to
promote securing food in the home considering that not all 4Ps households have an open
space to have backyard gardening and have the time to do it. This is not a condition within
the program nor has a separate budget allocation. We rely on the available time and land
space of the household beneficiaries particularly in the National Capital Region, where most
of the beneficiaries are living in congested areas.

2. To date, there are about 207, 637 beneficiaries within the National Capital Region (NCR)
who are presently not involved in any gulayan activity with various reasons, such as
unavailable space, unavailable time as both parents may have jobs, limited water supply,
and weather conditions, especially to those households who put their plants at the roof of
their houses.

3. The above number of households who are not implementing the Gulayan Project is now
being monitored and validated by the DSWD NCR to define where they are located, and for
better understanding of the challenges and for appropriate interventions.

4. As you may know, our mandate is focused on holistic case management of our program
beneficiaries and one strategy that we can best do in terms of food security, aside from the
cash grants and promoting Gulayan through FDS, is for other partner agencies to
complement these existing services or interventions. Direct provision by our partners may
be undertaken especially on services that are not within the expertise or capability of 4Ps.

5. Relative to the proposed Memorandum of Agreement (MOA) prepared by EPHAP, we would


like to clarify and propose that the EPAHP-NPMO shall be the lead coordinating body in the
implementation of this Pilot Project on Gulayan. 4Ps NPMO will provide guidance, technical
assistance, and conduct monitoring, while the DSWD-NCR 4Ps shall be the executing office
with the support of SLP-RPMO.

6. Given these circumstances, we would like to share with you our inputs and actual revision
of the draft MOA, as a result of our consultation with the DSWD NCR 4Ps RPMO. We have
highlighted our proposed roles and responsibilities and clearly defined how the Pilot Project
shall be executed including coordination activities at the national and regional level.

7. There is a need to include the package of services with the corresponding description to be
placed under Article II to replace the results framework. Furthermore, we suggest coming up

with an overall Implementation Plan arranged into three major phases of implementation -
pre- implementation, during and post-implementation plan-indicating the specific activities/
commitments and corresponding budgetary allocations to be undertaken by the different
parties. A separate discussion or workshop may be done to consolidate and firm up the
Overall Implementation Plan with the Results Framework once the MOA is final.

Herein attached are our detailed comments and recommendations in the MOA in red font color,
updated information on the physical targets and areas to be covered, and additional inputs and
comments for your kind information and consideration.

A. Target Beneficiaries and Areas: 516 (updated by NCR as of June 17, 2021)

For the pilot project, we will have 516 initial targets and we are proposing two
categories- individual and groups (school-based). For the individual, the target
areas will come from barangays that have existing and active parent groups
engaging in gulayan. This is to attract other 4Ps households in these communities
to take part in the gulayan activities. The identified areas are as follows:

B. Package of Services

Based on the draft MOU, the table below outlines the services that can be provided
by the parties. The following are our points for clarifications:

1. Since we want to improve urban gardening and not merely planting varieties
of vegetables, appropriate agencies should take responsibility of the
technical know-how on gardening e.g. what are the trainings to be
provided, who will monitor that the plants and see to it that it is in
growing accordingly, and plant management trainings, if any.
2. A clear implementation plan should be developed by each party with
corresponding budgetary requirements and performance indicators.

C. Other Comments

a. Delete Results Framework. At this point, there is a need to have an in-


depth discussion on the desired results framework. Hence, to move this
MOA forward, the RF should be included in a separate document such as
a pilot project procedural mechanics/ guidelines. This can be led by FAO
and WFP as mentioned in the draft MOA.
b. It is highly suggested that resource persons shall be provided by all the
parties and ensure to include provision of logistical requirements in all the
training that they will provide.
c. Revise the critical activities by specifying the actual implementation period.
Re-arrange the activities into three major phases—pre-implementation,
during actual implementation and post- implementation prior to its final
assessment and evaluation and to clearly indicate the timeline given the
three major phases.

WITNESSETH:

WHEREAS, the United Nations 2030 Agenda for Sustainable Development


identifies as Sustainable Development Goal No. 2, the objective of ending hunger,
achieving food security and improved nutrition, and promoting sustainable agriculture;

WHEREAS, the World Food Programme (WFP) and the Food and Agriculture
Organization (FAO) of United Nations in the Philippines has a Partnership Framework
For Sustainable Development for 2019-2023 which supports the pilot project;

WHEREAS, under Executive Order No. 5, series of 2016, the government


approved and adopted the 25-year long-term vision entitled AmBisyon Natin 2040 as
a guide for development planning, toward building a prosperous, predominantly
middle-class society where no one is poor, a life that is strongly-rooted, comfortable,
and secure: matatag, maginhawa, at panatag;

WHEREAS, Executive Order No. 101, series of 2020 created the Inter-Agency
Task Force on Zero Hunger, chaired by the Cabinet Secretary, to ensure that
government policies, initiatives and projects on attaining zero hunger shall be
coordinated, responsive and effective;

WHEREAS, the Enhanced Partnership Against Hunger and Poverty (EPAHP)


Program is one of the banner programs of the Inter-Agency Task Force (IATF) on Zero
Hunger under the National Food Policy wherein the collaborative efforts of the EPAHP
partners would create greater synergy and convergence to help mitigate hunger,
ensure food and nutrition security and reduce poverty in urban and rural communities
including marginalized communities.

WHEREAS, Sec. 13 of R.A. No. 11310 or the Pantawid Pamilyang Pilipino
Program (4Ps) Act, which was signed on 17 April 2019, states that qualified household
beneficiaries shall be given priority in the availment of the modalities and interventions
under DSWD's Sustainable Livelihood Program (SLP) or other appropriate or similar
programs offered by other government agencies or accredited private institutions, and
the household-beneficiary shall also be given priority in the availment of the
employment facilitation services provided by the SLP or other employment programs
of appropriate government agencies implementing the same;

WHEREAS, the DSWD has the Gulayan sa Barangay advocacy for 4Ps HHs,
and has continuously implemented poverty reduction programs such as the
Sustainable Livelihood Program (SLP) in support of the pilot project;

WHEREAS, the DepEd, through the Bureau of Learner Support Services-


School Health Division (BLSS-SHD), has strengthened the Implementation of the
Gulayan sa Paaralan Program (GPP) in Public Elementary and Secondary Schools
nationwide.

WHEREAS, the DA-ATI, DA-BPI and DA-BFAR has an Urban Agriculture


Program and has supported the GPP and the pilot project;

WHEREAS, the AGREA has Social Programs and Capacity-Building and


Sustainable Agriculture Training for Farmers as part of its corporate social
responsibility in support of the pilot project.

NOW, THEREFORE, for and in consideration of the foregoing premises and


the terms and considerations hereunder enumerated, the Parties hereunto express
and make their agreement to pursue the following:

ARTICLE I. PURPOSE

Section 1. The purpose of the Pilot 4Ps Gulayan sa Bakuran, Barangay at Paaralan
(GBBP) Project, hereinafter referred to as the “pilot project”, is to contribute to the
achievement of the objectives of the Zero Hunger Program and EPAHP Program
through convergence of government services in partnership with private sector
partners, and provide immediate social preparation and intervention, from June 2021
to December 31, 2022, to targeted four hundred (400) 4Ps households (HHs) in the
National Capital Region (NCR) who are not engaged in any Gulayan activity.

Section 2. The Parties, in collaboration with WFP and FAO, shall provide necessary
needed services in the form of startup kits, capacity building, aquaponics equipment
outlay, and recommend policies and/or strategic measures to the IATF on Zero Hunger
and EPAHP Steering Committee, during and at the end of the pilot project.

ARTICLE II. OBJECTIVES

Section 1. The primary objective of the pilot project is to provide immediate and
appropriate services and intervention, facilitate social preparatory activities, social

preparation, conduct capacity building activities; training and monitoring and
evaluation as basis for the provision of continuing technical assistance by the parties,
from June 2021 to December 31, 2022, to targeted at least four hundred (400) 4Ps
households (HHs) in the selected areas in National Capital Region (NCR) who are not
engaged in any Gulayan activity. It is expected that by the end of the project, this will
contribute to providing additional food sources thereby increasing food security and
nutrition to the 4Ps HHs. that the additional food harvest from the project through
container gardening will result in an increase in the food security and nutrition to said
HHs from their present condition without said project.

Section 2. The secondary objectives of the pilot project are:

a. To capacitate the 4Ps HHs in acquiring knowledge and skills on


urban gardening;
b. To introduce the use of aquaponics equipment and fabrication of the
same; and
c. Determine the resulting benefit to participating 4Ps HHs from the
provision aquaponics equipment; and

d. To assess the outcome of complementing services on the livelihood


and food security of 4Ps beneficiaries.

e. Determine the sustainability of complementing livelihood projects of


participating 4Ps HHs engaged in aquaponics equipment fabrication
to help bridge the supply gap for aquaponics equipment.

Section 3. The pilot project will be guided by the agreed Results Framework (Annex
A).

This Results Framework (RF) may be transferred to a separate document such


as a procedural mechanics or guidelines of the project. The RF is already
mentiontioned under Article 12: Deverlopment Partners’ Support. Its details
shall be included in the Overall Implementation Plan.

ARTICLE III. COVERAGE

Section 1. The pilot project shall cover targeted at least target five hundred sixteen
(516) 4Ps households (HHs) in the National Capital Region (NCR). who are not
engaged in any Gulayan activity in 2021.

ARTICLE IV. COMMON OBLIGATIONS

All Parties shall:

Section 1. EPAHP as overall coordinator in the implementation of Pilot-Project


Gulayan with the DSWD NCR as the executing office in the piloting of this project.

Section 2. Designate permanent and alternate project focal persons to implement,


monitor, and document and monitor the pilot project implementation in their respective
area of expertise and mandate;

Section 3. Develop an implementation plan with clear performance indicators by
each party, and to be consolidated by the EPHAP as lead coordinating agency;

Section 4. Convene to formulate strategic plans and prepare budgetary


requirements corresponding to their scope of functions and commitments; identify
targeted 4Ps HHs;

Section 5. Conduct monthly meetings or consultation meetings and provide status


and updates on pilot project implementation for reporting to the EPAPH on a regular
basis; establish a feedback and monitoring mechanism to properly coordinate and
report the implementation of the pilot project; and

Section 6. Conduct annual project assessment/evaluation of the pilot project based


on mutually agreed project assessment/evaluation instrument and methodology.

ARTICLE V. OBLIGATIONS OF THE OP-OCS

Section 1. The Cabinet Secretary or through representatives, shall attend to the


activities and/or visit the project sites of Parties of the Pilot Project and provide
guidance as Chairperson of the IATF on Zero Hunger and EPAHP Program, as
necessary.

ARTICLE VI. OBLIGATIONS OF DSWD

A. The DSWD PANTAWID PAMILYANG PILIPINO PROGRAM – NATIONAL


PROGRAM MANAGEMENT OFFICE (4Ps NPMO) shall:

Section 1. Provide guidance, monitoring and technical assistance to the


implementation of the pilot project and shall perform the following functions:

Lead in the implementation of the pilot project. As Lead, the 4Ps NPMO shall:

a. Endorse the final list of qualified 4Ps HHs submitted by FO NCR to the
EPAPH and concerned parties;
b. Endorse the finalized training schedule and project sites in collaboration
with the concerned parties to the EPAPH-NPMO;
c. Closely coordinate with the parties on the implementation of the project
such as training schedule, project sites and provision of startup kits and
other needed materials;
d. Monitor and closely coordinate the implementation pilot project with the
FO NCR and to the parties;
e. Provide quarterly progress report submitted to the EPAHP-NPMO; and
f. Coordinate the conduct of evaluation of the pilot project with EPAHP.

g. Finalize the list of qualified 4Ps HHs, in collaboration with DSWD 4Ps
RPMO, through the following:
i. Facilitate the cross-matching of 4Ps HHs who can avail of services
from DA-ATI, DA-BPI and DA-BFAR from its Urban Agriculture
Program;
ii. Facilitate the cross-matching of 4Ps HHs who can avail of DSWD’s
SLP and services of AGREA;
h. and submit the for the pilot project in EPAHP-NPMO, SLP-NPMO, DA-
ATI, DA-BPI, DA-BFAR, DepEd and AGREA;
i. Provide the training schedule and project sites to the WFP for its technical
assistance for the food packs to 4Ps HHs while on training for the pilot
project, including their trainers, and training assistants;
j. Facilitate the evaluation of the pilot project with the Parties, WFP and FAO.

B. The DSWD PANTAWID PAMILYANG PILIPINO PROGRAM – REGIONAL


PROGRAM MANAGEMENT OFFICE (4Ps RPMO) NCR shall:

Section 1. Execute the implementation of the pilot project and shall perform the
following functions:
a. Provide the list of identified and validated beneficiaries to 4Ps
NPMO based on inventory of needs;
b. Closely coordinate with the parties on the implementation of the
project such as training schedule, project sites and provision of
startup kits and other needed materials;
c. Conduct social preparation to qualified 4Ps HHs for the pilot
project, through preparatory modules such as Bio-Intensive
Gardening (BIG) including coordination with the Local
Government Unit;
d. Assist in the coordination, actual training, setting up and
sustaining the 4Ps garden; observing social distancing guidelines
as required;
e. Provision of technical assistance and supervisory visit to
implementers; and
f. Conduct regular monitoring and submission of quarterly reports
to 4Ps NPMO. (differentiate monitoring from NPMO like HH level
monitoring)

Section 2. Assist the 4Ps NPMO in the identification of qualified 4Ps HHs and
conduct social preparation to the qualified 4Ps HHs on the pilot project through the
following:

a. Facilitate the cross-matching of 4Ps HHs who can avail of services from
DA-ATI, DA-BPI and DA-BFAR from its Urban Agriculture Program;

b. Facilitate the cross-matching of 4Ps HHs who can avail of DSWD’s SLP
and services of AGREA;

Section 3. Assist the 4Ps NPMO in the implementation of the pilot project through
the following:

a. Determine the 4Ps HHs who can be involved in container gardening,


aquaponics gardening and aquaponics equipment fabrication;

b. Coordinate the training schedule and project sites with the Parties, WFP
and FAO;

c. Coordinate with the concerned Local Government Unit (LGU) and DepEd
school on the implementation of the project;

d. Facilitate Assist in the evaluation of the pilot project with and by the
Parties; and, WFP and FAO.

e. Conduct regular monitoring and submission of reports to 4Ps NPMO. and


closely coordinate the implementation pilot project with the Parties and
provide quarterly progress report to the 4Ps NPMO

C. The DSWD ENHANCED PARTNERSHIP AGAINST HUNGER AND


POVERTY – NATIONAL PROGRAM MANAGEMENT OFFICE (EPAHP
NPMO) shall:

Section 1. Facilitate the conduct of monthly meetings on the pilot project;

Section 2. Consolidate the submitted reports from the Parties, WFP and FAO for
regular reporting to the IATF on Zero Hunger and EPAHP Steering Committee;

Section 3. Submit quarterly report on the progress of the pilot project to the IATF
on Zero Hunger and EPAHP Steering Committee or as needed;

Section 4. Coordinate with Parties, WFP and FAO on the monitoring, evaluation of
the pilot project based on the overall implementation plan, and recommend policies
and/or strategic measures to the IATF on Zero Hunger and EPAHP Steering
Committee, during and at the end of the pilot project.

D. The DSWD SUSTIANABLE LIVELIHOOD PROGRAM – NATIONAL


PROGRAM MANAGEMENT OFFICE (SLP NPMO) shall:

Section 1. Coordinate with EPAHP NPMO, 4Ps NPMO and the Parties on its
counter-part support and the commitments of the member agencies;

Section 2. Provide livelihood assistance grants to qualified 4Ps HHs under the SLP;

Section 3. Coordinate with the SLP RPMO on the implementation of the pilot
project; and

Section 4. Monitor and closely coordinate the implementation pilot project with the
Parties and provide quarterly progress reports to the EPAHP-NPMO.

E. The DSWD SUSTIANABLE LIVELIHOOD PROGRAM – REGIONAL


PROGRAM MANAGEMENT OFFICE (SLP RPMO) shall:

Section 1. Validate the eligibility of members from the submitted list of 4Ps HHs
under the SLP;

Section 2. Conduct social preparation to qualified members of 4Ps HHs for the
proposed livelihood projects on container gardening, aquaponics gardening and
aquaponics equipment fabrication under the SLP and provide livelihood grants in
accordance to SLP guidelines;

Section 3. Assist the qualified program participants in project proposal


development; and

Section 4. Coordinate with the Parties in the implementation of the pilot project in
terms of related livelihood services. and submit progress reports.

Section 5. Conduct regular monitoring and submission of quarterly reports to SLP


NPMO.
ARTICLE VII. OBLIGATIONS OF DepEd

Section 1. Provide access to available school lots for qualified 4Ps HHs to plant,
cultivate, and harvest their produce on the pilot project;

Section 2. Provide the necessary water, electricity, and security at the project sites;

Section 3. Coordinate on the training schedule and project sites with the Parties,
WFP and FAO;

Section 4. Provide resource persons and logistical requirements in the conduct of


trainings in their respective area of expertise;

Section 5. Coordinate with DA-BFAR on provision of aquaponics equipment on the


pilot project; and

Section 6. Monitor and closely coordinate the implementation pilot project with the
Parties and provide quarterly progress report to the EPAHP-NPMO;

ARTICLE VIII. OBLIGATIONS OF DA-ATI

Section 1. Coordinate with the 4Ps NPMO on the list of qualified participants under
its Urban Agriculture Program from Quezon City and Caloocan City;

Section 2. Provide qualified 4Ps HHs with startup inputs such as seeds, planting
tools, soil compost, fertilizers with training support through onsite training, production
guides, and webinars, and other related support such as validation surveys; and

Section 3. Coordinate on the training schedule and project sites with the Parties,
WFP and FAO;

Section 4. Provide resource persons and logistical requirements in the conduct of


trainings in their respective area of expertise; and

Section 5. Monitor and closely coordinate the implementation pilot project with the
Parties and provide quarterly progress reports to the EPAHP-NPMO.

ARTICLE IX. OBLIGATIONS OF DA-BPI

Section 2. Coordinate with the 4Ps NPMO on the list of qualified participants under
is Urban Agriculture Program for the NCR, except Quezon City and Caloocan City;

Section 3. Provide qualified 4Ps HHs with startup inputs such as seeds, planting
tools, soil compost, fertilizers with training support through onsite training, production
guides, and webinars, and other related support such as validation surveys; and

Section 4. Coordinate on the training schedule and project sites with the Parties,
WFP and FAO;

ARTICLE X. OBLIGATIONS OF DA-BFAR

Section 1. Provide at least one (1) aquaponics equipment to the pilot project to be
located in an agreed available DepEd School lot;

Section 2. Train the participating 4Ps HHs on the use of the aquaponics equipment
and provide the initial necessary provisions to operate said equipment;

Section 3. Train the participating members of 4Ps HHs who has a related livelihood
projects on aquaponics equipment fabrication; and

Section 4. Coordinate on the training schedule and project sites with the Parties,
WFP and FAO;

Section 5. Provide resource persons and logistical requirements in the conduct of


trainings in their respective area of expertise;

Section 6. Monitor and closely coordinate the implementation pilot project with the
Parties and provide quarterly progress report to the EPAHP-NPMO; and

Section 7. Coordinate with FAO on the possible agreement for Technical


Assistance for the expansion of the pilot project.

ARTICLE XI. OBLIGATIONS OF AGREA

Section 1. Conduct needs analysis of pilot beneficiaries;


Section 2. Coordinate on the training schedule and project sites with the Parties,
WFP and FAO; (identify specific outputs)

Section 3. Provide complementing training for qualified 4Ps HHs on the pilot
project;

Section 4. Provide resource persons and logistical requirements in the conduct of


trainings in their respective area of expertise and synchronize trainings provided by
partners;

Section 5. Monitor and closely coordinate the implementation pilot project with the
Parties and provide quarterly progress reports to the EPAHP-NPMO.

ARTICLE XII. DEVELOPMENT PARTNER’S SUPPORT

Section 1. The Technical Assistance of WFP and FAO under the United Nation’s
Partnership Framework For Sustainable Development for 2019-2023 in the Philippines
is deemed incorporated in this agreement. In particular, the WFP shall assist in design
of the Results Framework and provision of food packs for the project, and both WFP
and FAO will assist in the assessment and evaluation of the pilot project, provide
technical assistance from the results of the project, and provide related policy
recommendations or support in collaboration with the Parties.

Include TA on spot checks and training of implementers on monitoring


and evaluation.

ARTICLE XIII. REPORTING OF ACCOMPLISHMENTS

Section 1. Reporting of accomplishments under this MOA and its partnership


projects shall use prescribed templates by the EPAHP Program and may be reported
as joint accomplishments under the same and related convergence programs/
projects, the Philippine Development Plan (PDP), Sustainable Development Goals
(SDG), and the participating programs of partners.

ARTICLE XIV. MISCELLANEOUS PROVISIONS

Section 1. The Parties recognize that the results of this undertaking, as the subjects
of this MOA, are the products of their joint efforts and cooperation, and as such, the
Parties shall be accorded full acknowledgement therefore, unless exceptions are
specified and expressed by any Party.

Section 2. All Parties shall be subjected to their respective mandates and


authorities, execute and sign whatever documents, papers and instruments necessary
and proper to implement this MOA.

Section 3. The Parties, if necessary, shall consult with one another on all matters
of mutual interest before implementation of any activities covered by this MOA.

ARTICLE XV. CONFIDENTIALITY AND DATA SHARING

Section 1. In the implementation of this agreement, all Parties shall treat all data
and/or information shared between them with due diligence and confidentiality and
observe the Data Privacy Act of 2012 and its corresponding implementing rules and
regulations.

ARTICLE XVI. EFFECTIVITY

Section 1. This MOA shall take effect immediately upon signing and shall continue
to be in force and effect until December 31, 2022. Existing activities will continue
unless modified or revoked for cause or discontinued.

ARTICLE XVII. TERMINATION

Section 1. This agreement is deemed terminated at the end of its effectivity. This
agreement may be terminated prior to December 31, 2022 upon one (1) month from
actual receipt of such written notice by the other Party on the ground of failure on the
part of either/any part to comply with the provision of this Agreement will warrant its
discontinuance

ARTICLE XVIII. AMENDMENT

Section 1. Any amendment of the provision of this agreement should be upon


mutual written consent of all Parties.

ARTICLE XIX. DISPUTE RESOLUTION

Section 1. Upon request of the Parties, may opt for mediation and conciliation to
address any problems/dispute which may arise relative to the implementation of this
partnership agreement. If issues are not resolved, the same shall be brought to the
Office of the Solicitor General for decision/resolution. This is, nonetheless, without
prejudice to the filing of appropriate civil, administrative, and/or criminal actions
against erring officers and employees.
