General and Operating Instructions
1. General Instructions:
1.1. These instructions & guidelines are applicable for all items included in all Chapters
for Railway Formation Works, Bridge Works and P. Way Works.
1.2. The IRUSSOR-2019 has been prepared, duly incorporating the representative rates
of different components required to confirm consistency in ‘Analysis of Rates
(AOR)’.
1.3. Cost of cement is not included in any item except where specifically mentioned in
the item.
1.4. Cost of carriage of materials up to the site of work is included in the input cost of
basic items.
1.5. In Rate Analysis, misc. expenditure has been taken care of under the heading
‘Sundries’ (indicated by Item Code 9901 in the Basic Rates Sheet). Rate for
‘Sundries’ has been taken as 1.00 and will remain constant for all Zonal
Railways. This shall be increased @ 5% per annum, i.e. rate after one year shall
be changed from 1.00 to 1.05.
1.6. Design Mix Cement Concrete of all grades from M-15 to M-40 will be paid at
same rate irrespective of grade mentioned in the item. Grade mentioned is for
guidance purpose. However, grade of RCC to be used at site shall be mentioned
in the BOQ.
1.7. Automatic digital weigh Batching, mixing and placing, preferably mobile RMC
plant shall be used for design mix concrete. Concrete mixer shall be used for
small quantity for nominal mix only with the permission of Engineer-in charge.
Placement of concrete shall be done by concrete pump in general.
1.8. Cost of Admixture (plasticiser / super-plasticiser) is included in the item of design
mix concrete.
1.9. Payment for cement shall be made extra wherever mentioned in the item for the
quantity as per approved design mix subjected to minimum and maximum limit
as prescribed in IS 456 and for nominal mix and other misc. items, it shall be as
per standard consumption enclosed separately with this USSOR.
1.10. Cost of shuttering, wherever required, shall be paid separately and is not included
in the rate of item except where specifically mentioned otherwise. Shuttering
shall be paid only for the shuttering area coming in contact with the concrete
surface.
1.11. Rates include all freight charges, lead and lift upto the site of the work for all
materials used in the work unless specified otherwise.

crossing of nallahs or any other obstructions. The item shall include
demarcation and setting out of profile, site clearance, removing of
shrubs, roots of vegetations growth, heavy grass, benching of existing
slope of old bank, all handling/re-handling, spreading in layers with
motor grader, bringing the moisture content to OMC, mechanical
compaction to specified density and dressing of bank to final profile as
a complete job. The payment shall be made as per finished profile and
the rate shall include all costs including taxes, octroi, royalty etc. except
for mechanical compaction which shall be paid extra under relevant
item. Cut trees shall be property of railways and to be deposited in the
railway godown unless specified otherwise in the Special Conditions of
Contract.
