1. Objective and Scope


The Objective of this Method of Statement is to describe the Method of the working procedures for
the installation of MCC NETWORKS and all other related civil works activities. in addition to
outline the materials, labor and workmanship required to undertake the works in a safe and
controlled manner, compiling with all relevant legislation, Standards and Codes of practice within
the limits of project Riyadh City South Phase 5 – Infrastructure and Streetscape.
The scope of works consists of Installation MCC Network – Civil works

The method statement shall be briefed to all appropriate operatives to ensure that they are aware of
the plan, sequence of activities & project specific requirements of Client/Consultant.
A constant monitoring and supervision duty shall be undertaken by SBD to ensure work activities
are carried out in accordance with the method statement. Any irregularities shall be immediately
took action.

4.3 Shop Drawings

There are numerous numbers of shop drawings related with MCC Network shall be submitted. Only
Approved shop Drawings shall be used in construction methodology.
All Field works shall be carried out as per approved Shop Drawings & Standard Project Drawings.
Contractor is responsible for all site drawings to be maintained the as-built AutoCAD drawings /
GIS drawing as per ADM requirements.
Note: Shop Drawings are subject to revision and resubmission for approval whenever a new change
or update arises.

- Ensuring that the work execution will be performed in a safe manner and meets
the requirements of the project documentation.
- Ensuring that all shop drawings and material used in permanent works is are
issued for construction or as approved by the Engineer.
- Shall ensure that operatives comply with the relevant method statements,
Toolbox Talks and general site briefings.
- Ensuring that sub-contractors achieve the on-site required standards.
- Carrying out phased inspections as required & ensuring that completed works
are offered for inspection for approval to concerned parties within specific
dates/ programmers.
- Monitoring the close-out activities of the project and maintain a smooth hand-
over.
- Shall refer to the QA/QC Department and the HSE Department for advice and
guidance when required.
 QA/QC Engineer(s)
Specific responsibilities include:
- Shall ensure that operatives comply with the relevant method statements will
be followed by initiating Toolbox Talks and general site briefings.
- Ensuring that staff is aware of their responsibilities in respect of quality
requirements.
- Ensure that all technical submittals used in construction are the current
versions & approved by the Engineer or other relevant Authority.
- Ensuring that materials are inspected when delivered to ensure they comply
with the various specifications prior to use.

Specific responsibilities include:
- Assisting in the production of any health, safety and environmental documents.
- Monitoring the implementation of health, safety and environmental
requirements.
- Undertaking audits and ensuring that corrective and preventive actions are
taken where required.

 Surveyors
Specific responsibilities include:
- Administering & guiding all assistant surveyors/ instrument men/ chainmen
within the project to complete the assigned job.
- Determining precise location, measurements/ stakeout of points, elevation,
lines, areas and contours for construction, mapmaking, land divisions etc. as
per approved shop drawings.
- Coordinating with Chief Surveyor / Engineers/ Foremen/ Chief Draftsmen for
Survey Works.
- Monitoring the calibration validity of all survey instruments in the project, their
accounting and maintenance.
- Preparing Survey Reports on daily basis to all construction activities &
maintaining all the survey records.

- To ensure that all operatives and appropriate briefed as to the content of the
method statement and the works.
- To ensure the works are undertaken in a safe manner & quality control is
implemented.

5.3 Training

This Method Statement shall be briefed to the appropriate personnel. This is essential to the safe
and successful completion of the operation. Records shall be kept of all briefings.

Prior to these works commencing, a review of the activities shall be undertaken in association with
the operatives undertaking the duties. This will identify where additional training and above
existing knowledge, or experience is required.
 SBD shall evaluate and perform the followings:
 Determine the necessary competence for personnel performing work affecting its
quality.
 Provide training or take other actions as to satisfy those needs.
 Evaluate the effectiveness of action taken.
 Ensure that its personnel are aware of the relevance and importance of their
activities and how they contribute to the achievement of the product.
 Toolbox talk will be given to operations.
 Emergency Contact numbers to be posted in strategic areas within the project
 Emergency vehicle with dedicated driver is on site
 Fire extinguishers present on various locations
 Emergency Procedure Shall be briefed to all Personnel in each Toolbox Talk
 Assembly point in the event of fire / other emergency shall be brief to all
Personnel.

5.4 Induction:
 All Workers and Staff attend the HSE induction before commencing the work at
site
 All Persons shall adhere to PPE
 All Workers shall attend toolbox talk weekly (i.e. first day of the week)
 Any unsafe acts or condition are to be identified and corrected immediately and
referred to respective supervisor.
 Any accident or incident shall be reported immediately to take prevention measures
 All relevant JSA adhered to

Before starting the all works related street lighting network to be mentioned the getting of all
NOC’s from the related authorities.

6.1 Preliminaries

Before commencing the all works related MCC network installation in any area, the followings
need to be ensured:
 Site Survey shall be carried out according approved drawings.
 The MCC work to be done as per the approved shop drawings. Engineers strictly
are following the approved shop drawing.
 All installation works shall be carried out as per the approved schematic drawings.
 All material to be used shall be approved make.
 Concrete Mix Design shall be C40 and rebar type shall be BS 4449 -05 Gr B-500B
– Uncoated as per project and ADM Specifications.
 Check the Machinery working condition.
 All Reinforcement shall be placed according to bar bending schedule and anchor
bolts shall be approved drawings.
 The route to be excavated will be checked for existing services (if any) and marked
for excavation as per shop drawing.
 Dewatering to be done on the cable laying route if required.
 All backfilling & Compaction works shall be as per the approved Project
specifications and compaction will be done until a satisfactory degree has been
achieved and no more settlement is going to take place. This point cab identified by
observation and level checking.
 Appropriate personnel protection equipment’s shall be worn by personnel at work.
 Display safety warning signs around proposed excavation area as well as warning
tape.
 Excavation close to roads with traffic shall have warning traffic cones well as
“Slow down “Signs displayed on road.
6.2 MCC Pole, Pull Box and Control Cabinet Foundation Casting and Installation

6.21.1 Pre- cast of Concrete pull box

 The reinforcement will be delivered in line with the programmed requirement by


the approved supplier with appropriate mill certificate and according to the general
specification
 Only approved source and supplier /Manufacturer shall be used
 All reinforcement steel shall be protected from mechanical injury or surface
deterioration from rusting or other causes from shipment to delivery
 Care shall be taken for reinforcement laid on wooden floors and suitably spaced
and in no case, it shall be contact with ground
 It will be protected from weather corrosion and water proofing.
 All delivery will be checked according to the scheduled and specified grade and
mill certificate will be checked against delivery and if any discrepancies it will be
informed to supplier within 48 hrs.
 Only verified and approved reinforcement shall be used for construction
 As per as possible prefabricated reinforcement shall be used and amount of onsite
fixing will be minimized
 The reinforcement will be fixed with approved tie wire.
 The binding will be done tightly with proper tools, and care shall be taken to ensure
that projection of ties remain within the minimum concrete cover.
 Before placing of concrete reinforcement shall be inspected with the Engineer.

6.21.2 Casting/pre casting of Concrete MCC Pole foundation

A Proper concrete plat form shall be prepared. Reinforcement cage & fabricated according to bar
bending schedule and approved shop drawing will be placed with prefabricated shutters (According
to approved drawing).
Construction of foundation for MCC poles shall be done the following requirements:
A. Form work
 Steel form work required as per dimensions of MCC foundation and it shall be
fixed properly.
 Rebar type for street light foundation shall be BS 4449 -05 Gr B-500B – Uncoated
as per ADM specifications.
 Reinforcement cage as per the drawing shall be fabricated and it shall be lowered
into the shutter assembly and aligned properly. The proper sizing of bars, correct

number of bars and spacing of the bars will be checked before lowering the cage
and proper cover shall be checked.
B. Fixing of the Anchor Bolts.
 Anchor bolts assembly will be fixed tightly and securely, it shall be checked for
plumb for verticality, and dimensions shall be as per drawings.
 Wooden template will securely to the anchor bolts and all the coordinates of shall
be checked before concrete.
C. Concreting of Foundation.
 Concrete shall be done as per the specification and concrete shall be consolidated
using a vibrator adequate for the size of pour.
D. Concrete Placement
 The concrete mix grade shall be C20/20 &C20/10 for Screed, C40/20 (SRPC+MS)
 After mixing the concrete at plant it will be immediately transferred to the site or
final destination to the stipulated time
 The concrete shall be placed gently in position
 Before placement the fresh concrete shall be checked for quality and all relevant
quality control checks shall be completed.
 Concrete shall be placed uniformly and along with structure in lifts of 30 to 40 cm
and thoroughly vibrated all along the structure care shall be taken against
segregation and honeycombs.
 Curing period shall be according to specified time as Water Based curing
compound use.
 Fresh concrete will be protected from weather, water and it will be covered with
polyethylene sheet or Hessian cloth.
 Make sure that the fixed elbows were not moved when concrete is poured

6.21.3 Curing, storage and transportation of Street Light foundation

 After and when concrete is set external shutter will be de molded by carefully by
unlocking the outer shutter and anchors.
 Before Lifting and transporting to the site at least 75 % strength (after 7days) shall
be obtained from testing Cube of compressive strength.
 After that foundation to be lifted by using slings and D shackles to the flat bed
crane with care.

 Protective coating and water proofing for the foundations shall be done after
necessary concrete repairs with approved materials.
 All the PVC elbows openings shall be cleared before installation.

The Street light foundation will be transported to the site on low bed trailer with the help of crane
loading and approved slings and it will be directly placed the to the alignment and approved grade.
Proper care will be taken for safe handling of the foundation unloading.

6.21.4 Drilling, Excavation & Erection of MCC Pole & pull box

 All excavation for foundations for MCC poles shall be made by drilling, boring or
sinking a casing unless otherwise indicated on the drawings.
 All drilled foundation shall be installed in the presence of the Engineer.
 All foundation shall be located to the lines and spacing indicated on the drawing
and shall be drilled vertically with a tolerance of one fifty.
 The foundations shall be drilled with a casing being installed such that bottom of
the casing is maintained below the bottom of the excavation at all times.
 Before starting of the MCC pole foundation, control cabinet foundation excavation
permit to dig notification shall be submitted and make sure that no existing services
interfere with the depth of the excavation.
 Drilling shall be carried out with Auger machine and before excavation setting out
the Street light foundation and control cabinet foundation shall be done by surveyor
and it will mark clearly on the ground.
 Excavation shall be carried out with true line and all the safety precautions shall be
carried out. After excavation completed the Street foundation and control cabinet
shall be lowered with crane with Approved sling & set out shall be done.

6.21.5 Back filling of Surround

 Back filling of the street light foundation will be done in layers as per project
specifications and approved shop drawing.
 Back filling up duct and trench area shall be filled as per approved shop drawing
and ADM specifications.

6.3 Duct Construction

MCC ducts are provided to use underground conduit cross length of the road. The duct
construction procedures are given below.
 Surveys and setting out for ducts
 Excavation
 Laying of Upvc and GRV duct pipes and Concrete surround
 Duct installation and backfilling
SRPC K140 Concrete grade is using for the duct works and Uncoated steel i.e. BS 4449-05 Gr B-
500B Uncoated is using for duct.

6.21.6 Road Crossings

 Approved type of PVC pipe for electrical use will be ordered and supplied to site.
 The top surface of pipes shall be at a minimum depth of 1m from the pavement
level when laid under roads, pavements.
 The pipes shall be laid preferably askew to reduce the angle of bend as the cable
enters and leaves the crossing.
 The temporary re-instatements of roadways should be inspected at regular
intervals, particularly after a rain, and any settlement should be made good by
further filling as may be required.
 After the subsidence has ceases, the top of the filled-up trenches in roadways or
other paved areas shall be restored to the same density and material as the
surrounding area in accordance with the relevant Specifications to the satisfaction
of the Engineer-in-Charge.

6.4 Street Light fittings & Pole Installation

6.21.7 Preparation and Site Requirement

Before commencing the Street Pole Installation Work in the area, the following will be checked.
 Permission to start has been given (i.e. all first fix containment signed-off).
 All materials are available for the specific area of work.

 Any standing scaffolding is safe and suitable for purpose.


 All hand tools are in safe working order and extension leads are not damaged.
 There is adequate temporary lighting.
 Temporary power source is available in the locality and protection settings are
correct.
 Water proofing shall be provided.
 Grid lines and benchmarks have been clearly marked.
 Ensure that all client requirements with respect to HSE are and will be met.
 Ensure that all safety equipment provided is available and in good working order.
 Ensure that all persons carrying out the work is fully aware of the requirements for
safe working as specified in this safe system of work.
 All team members are equipped with PPE.

6.21.8 Transporting and Unloading the MCC Poles

The MCC poles will be checked for any damage prior to transportation from the stores compound
to where it is to be installed. When unpacking the Street Light pole from the crates, care will be
taken to avoid scratching or denting finished surfaces.
On satisfactory completion of the above, the Street light pole be loaded onto or flatbed truck using
the slings, D shackle (2 Nos.) and lifting eyes provided by the Manufacturer and positioned on
wooden battens then securely tied down to avoid any movement of the load during transportation to
the site & the insertion of pipe rollers under the base of the rollers removed accordingly. On arrival
at the location Street Light poles will be off-loaded from the truck by mobile crane using slings and
D shackle (2Nos.) & located through the access aperture into the site on wooden battens.
The loading and unloading of MCC pole shall be done using slings and D shackle with care. Each
section of the MCC pole will be lifted approximately 75mm to facilitate the removal of the wooden
battens. Good care will be taken in all these operations, to avoid scratching or denting of finished
surfaces of the Street light poles.

6.21.9 Installation of MCC poles:

 The MCC poles will be installed on foundations only after the Foundations are
aligned properly.

 Assemble poles on ground including fixing of a bracket on top of the pole for
mounting the Lighting fixture.
 The pole will be lifted with a Crane/Hi-up crane by using slings and D shackle
(2Nos.) and bolted on the foundation where the base plate of the pole has to fix on
top of foundation.
 The poles will be erected under the supervision of an experienced
supervisor/Forman that has well versed experience in mounting poles.
 A safe scaffolding access platform will be erected if necessary, for working at high
levels.
 The elevation/Mounting height of the component parts will be checked against
relevant drawings and confirmed correct.
 Measures to be implemented when closing the road to vehicles while installing the
poles.

6.21.10 Procedure for testing verticality of Poles:

 After installation of poles before grouting check the verticality of poles.


 If poles are not vertical, then adjust by levelling the nuts in bottom of poles.

6.21.11 Procedure for Grouting of Poles:

 After verticality of poles is approved by the consultant then advice Main


Contractor Engineer representative for grouting.
 Apply Denso Tape on each bolt of Street Lighting Poles.

6.21.12 Earthing for MCC Poles & Control Cabinet

 Grounding rods made of copper shall be installed in easily accessible concrete pits
(for tiled areas) and in pulling pits or in PVC pipe with a cap in other areas.

6.21.13 Numbering of MCC Poles

 All 10M and 14M light poles shall be numbered as required by the ADM-DOT.

applicable requirements of section on metal works of these standards specifications


unless otherwise directed by the Engineer.

6.21.14 Back filling and Reinstatement

 Prior to backfilling, it is necessary to carry out a visual inspection in the presence


of engineer and items that need to be checked are.
 The cables have suitable bedding such as sieve sand. Stone chips and other sharp
objects in the cable route should be removed.
 Thickness of first and second layer of soft sand to be checked and excavation to be
checked randomly.
 Pulling equipment is carefully removed.
 The cable is free from oblivious damage caused during the installation. A very high
proportion of cable failures in service are due to such damage.
 It is very important that any damage to the over sheath should be taken to notice of
the engineer prior to repair before backfilling is commenced.
 The cable conduit should firstly be surrounded and covered with appropriate
bedding material to give a compacted cover the conduit.
 Trench will be backfilled up to a level as per the approved trench sectional
drawings.
 Trench will be backfilled to the ground level and leveled properly. Subsequent
material may be placed and compacted with mechanical equipment.

6.5 Construction Programme

Laying of MCC network shall be as per Approved construction Programme.

 All equipment’s to be used during the construction phase shall be that compatible
with the program of works as specified & acceptable to the Engineer.
 All Survey equipment’s & Laboratory Testing Equipment’s to be used are in good
condition & calibrated.
 All work inspection requests related to this method statement (preparation, Material
Sampling & Testing,) shall be submitted to the Engineer, attached with the relevant
standard check sheet use at site during actual verification.
 Note: Inspection check sheet as per project requirement will be the approval
summary as defined by consultant and will be agreed with the inspectors.
 All materials received on site & to be used for permanent construction shall be
verified for conformance & tested in site laboratory or by third party as required in
project specification prior to use.
 Material Inspection Request & Work Inspection Request related to Street Light
Cable Works Installation activities will be submitted to the Engineer for
verification & approval.
