1. PURPOSE

1.1. To define the procedural steps to ensure that installation of Electrical panel / Switch
Board as per approved panel/Switchboard layout drawing/document.

2. RESPONSIBILITY

2.1. It is responsibility of the Project Manager, together with Site Supervisor, Site Engineer,
QA/QC, Lifting supervisor and Safety team to establish successful implementation and
maintenance of these procedures.

3. SCOPE

3.1. This procedure shall be cover installation of Panel/Switchboard support, frame,


fabrication of electrical/Switchboard panel as per approved panel layout drawings.

4. WORK STANDARDS

4.1. To meet Jabatan Bekalan Elektrik requirement.


4.2. To meet Malaysia legal requirement related to work place.

5. TOOLS AND EQUIPMENT USED


5.1. The following list of tools and equipment will be used for the installation of Electrical
panel/Switchboard with support installation.
5.1.1. Hand tools
5.1.2. Scissor Lifts
5.1.3. Ladder
5.1.4. Spanner
5.1.5. Barricade Tape
5.1.6. Measurement Tape
5.1.7. Hack Saw frame with blade
5.1.8. Lorry Truck Crane (15 tons) capacity
5.1.9. Battery Drill c/w bits
5.1.10. Handrail c/w bits
5.1.11. Safety Harness
5.1.12. Plywood (1/8 thickness)
5.1.13. Extension cables c/w industrial socket outlet
5.1.14. Rope
5.1.15. Grinder
5.1.16. Welding set
5.1.17. Brush painting
5.1.18. Alignment
5.1.19. Fluorescent Light Fitting

6. MATERIALS USED
6.1. The materials used for the installation works shall be in compliance to those approved
in material schedule. The following are the materials used for the Electrical
Panel/Switchboard installation:-
6.1.1. Unistruct channel
6.1.2. U channel or Angle bar.
6.1.3. Bolt, Nut, Washer, etc
6.1.4. Anchored bolt
6.1.5. Fitting and Screw

7. INSTALLATION METHOD

7.1. Check level and location of Electrical panel as per below equipment list

7.1.1 For MSB panels

7.1.2 For SSB Panels

7.1.3 For DB Panels

7.2. Prepare material of support for Panel/Switchboard


7.2.1 Start install Stage of panel as per layout drawing before panel shift into the building as
per drawing.

7.2.2 After install Stage of panel, civil contractor will install Free Access floor prior to bring
in panel .

7.2.3 Cable ladder support install between stage of panel .

7.3. Moving in panel/Switchgear from Store. Using lorry crane to unload panel from lorry to
Panel room access .

7.5 Move into the correct place by small roller in building.

7.6 After completed put panel to correct position, start next panel to bring in.

7.7 To install frame support as per approved exact location by Client representative
Check alignment as per approved method of statement.
7.8 Check the panels as per requirement of project specification.
7.9 To ensure that access maintenance of Electrical Panels/Switchboard are within
acceptable range.
7.10 All other small lighting and power panels shall be installed as per plant DB layout

drawings.
8. TESTING
8.1. The incoming supply of the LV switchgear shall be measured for current ,voltage
,frequency & phase sequence .
8.2. The outgoing feeders shall be energized one by one & the supply shall be measured for
current, voltage ,phase & frequency .
8.3. Check the metering functions for proper operation & correct readings .
8.4. Check the earth leakage trip setting .
8.5. Check the tripping operation of ELCB
8.6. Check the incomer trip setting
8.7. Check the circuit breakers on/off function
8.8. Check overload relay setting
8.9. Check timer setting
8.10. Check the interlocking is as specified

9. SAFETY & SECURITY REQUIREMENT


9.1. Ensure all workers attend the EHS induction training conducted by NCSB.
9.2. Workers with valid badge entry issued by NCSB are allow to enter the site.
9.3. EHS personnel to brief all CEC workers regarding EHS compliance at daily tool box
meeting.
9.4. Ensure all activity has a valid work permit with necessary documents attach prior
starting work.
9.5. Barricade the work area with high risk pose.
9.6. Display proper signage according to work activity.
9.7. Use proper access and egress.
9.8. Wearing proper PPE according to work activity.
9.9. Scaffolding activities(refer to external documents-DOSH/ Legislation / Guidelines For
Approval of Design Scaffolding 2016.
9.10. Lifting activities(refer to external documents-DOSH/ Legislation /Guidelines for crane
lifting work /2005)
9.11. Work at height activities(refer to external documents-DOSH/ Legislation / Guidelines
for the Prevention of Falls at Workplaces/ 2007)
9.12. Work in confined spaces(refer to external documents-DOSH/ Legislation/ Codes of
Practice/ Industrial Hygiene/ Industry Code of Practice for Safe Working in a Confined
Space, 2010).
9.13. Excavation works (refer to external documents-DOSH Guidelines /Occupational Safety
and Health in Construction Industry/ Excavation Work/2017).

10. HOUSEKEEPING
10.1. Ensure all materials are placed in designated area.
10.2. Good housekeeping shall be maintained at site all times-before, during and after.
10.3. All place of work shall be free from obstruction and any tripping hazards
10.4. Waste materials shall be collected and dispose off at the end of every working
day with appropriate approval from NCSB.

11. PERSONAL PROTECTIVE EQUIPMENT (PPE)


11.1. Safety Helmet with chin strap.
11.2. Safety Shoes without zip.
11.3. Hand Gloves according to work activities.
11.4. Full body double lanyard safety harness with approved standard shock absorber
(for applicable work on the roof) and working at height.
11.5. Selection of appropriate of PPE according to work activities shall be advice by
EHS personnel.
