0 ADDENDUM - PREAMBLE

As part of the EPC Contract Package 3 – Offsite Facilities (Sub Package A–Terminal Export
Facilities) of the Duqm Refinery Project in the Sultanate of Oman, this Specification intends to make
an addendum for the Project FEED Specification “Specification for Surface Treatment” doc. N.
SEZAD-DPTC-21-WP-PI-SPC-3004-B1 in Project template.

The chapters for which the addendum is required are the replica of the original FEED Specification.

0.1 Addendum - Amendment to para 2.1 Regulations, Codes and Standards

The following code shall be added in the table;

BS 381C Colors for Identication,Coding and Special purposes

0.2 Addendum - Amendment to para 2.2 Project Specification

For Insulation activities, specification no.DRP001-OFF-SPE-W-800-031-A2 Addendum to


Specification for Piping Insulation shall be referred.

0.3 Addendum - Amendment to para 10.1 System 1

Existing paint system for uninsulated CS piping and equipment shall be replaced with the following
system as proposed in the TQ DRP001-OFF-TQ-PK3-ML-0001 and accepted by COMPANY.

0.5 Addendum - Amendment to para 10.4 System 4

The TDFT (Coat 1+Coat 2) for both New and Maintenance phases is 250 μm each, instead of 500
μm

The following note-2 shall be added:

For Fire water piping in Corrosion Resistant Alloy requiring background safety color coding, surfaces
shall be prepared with solvent cleaning according to SSPC-SP1 followed by abrasive blast cleaning
according to SSPC-SP16 as second step in surface preparation. Surface profile range shall be within
30-50 micron interval in amplitude.

0.6 Addendum - Amendment to para 10.6 System 6

Operating Temperature table shall be included as: Above 120°C up to 200°C on either carbon and
stainless steel.

Include the following text as note 2.0:

Epoxy Aluminum primer shall be used up to 150°C only. Above 150°C (up to 200°C), Epoxy Phenolic
paints or high temperature resistant phenalkamine epoxies shall be used.

0.7 Addendum - Amendment to para 10.9 Paint System 9

The surface preparation grade shall be Sa 3 and achieve an angular anchor profile of 50 – 85μm.

0.8 Addendum - Amendment to para 10.11, Paint System 11

The surface preparation grade shall be Sa 3 and achieve an angular anchor profile of 50 – 85μm.

100% pure epoxy shall be read as “Modified Epoxy”

0.9 Addendum - Amendment to para 10.12, Paint System 12

The existing paint system for external tanks base plates shall be replaced with the following paint
system as proposed in the TQ DRP001-OFF-TQ-PK3-ML-0001 and accepted by COMPANY:

2 Coats Glass flake epoxy (or) High build Epoxy Total DFT 400-500 μm

Notes 2 and 3 shall be deleted.

0.11 Addendum - Amendment to para Table-3 Equipment colour

Colour code for Instrument Cabinets shall be read as RAL 7035 and for Plinths RAL 7022 instead of
“EAU DE NIL 216” in the Table-3 Equipment colour .

0.12 Addendum - Amendment to para 1.2 Scope of Document

Grammatical “I” shall be deleted in para-3.


Reference code shall read as ISO 12944-2 in para-3.
Reference code ISO 20340 is not applicable, hence it shall be deleted in para-3 .
Para-5 has repeated twice, hence shall be deleted.
For the surface treatment of structural steelwork see Technical Specification Onshore Structural
Steelwork, Doc No: SEZAD-DPTC-00-WP-CI-SPC-3002 shall be referred.

0.13 Addendum - Amendment to para 10.5, Paint System 5

Operating temperature shall be read as from 120°C to 400 °C.

0.14 Addendum - Amendment to para 11, Colour schedule

Colour code for all Structural steels(Unfire proofed) shall be added as RAL 7035 Light grey and for

Handrails/ ladder cages shall be RAL 1003 Yellow.

0.15 Addendum - Amendment to para 2.2 Project specification

SEZAD-DPTC-21-WP-PI-SPC-3001 Specification for Piping Insulation shall be replaced with


“DRP001 OFF-SPE-W-800-0031 Specification for Piping Insulation - Addendum to FEED Doc.
SEZAD-DPTC-21-WP-PI-SPC-3001”.

SEZAD-DPTC-21-WP-PI-SPC-3002 Specification for Piping Materials Classes shall be replaced


with “ DRP001-OFF-SPE-P-800-006 Piping Material Specification (Package C)”.

SEZAD-DPTC-21-WP-PI-SPC-3003 Specification for Pipe Supports shall be replaced with


“DRP001-OFF-SPE-P-800-002 Specification for Standard Pipe Supports (Package A)"

Also the Standard and Proprietary equipment items such as Rotary machineries, motors, pumps,
junction boxes and transformers, switch gears etc. may be supplied with a vendor standard coating
system. Vendor standard paint system shall be submitted and approved by Company.

The selected paint shall be compatible for floor marking and stain proof to chemicals and oil if any.

1 INTRODUCTION

1.1 Project Description

Duqm Port Terminal Company (DPTC), a joint venture company between Oman Oil Company
(OOC) and the Port of Duqm (PDC), has been established to develop and operate the Liquid Bulk
Berths Terminal, in the Duqm Port.

The DLBB Project involves the development of liquid and solid bulk berths, and tank and solids
storage facilities for the export of finished products from the Duqm Refinery. Duqm Refinery Phase1,
with a capacity of 230,000 BPD, is currently being planned. The finished products handled are
Naphtha, Jet A1, Diesel, High Sulphur Fuel Oil (HSFO), Pressurized Liquefied Petroleum Gas
(PLPG), Pet Coke and Sulphur

1.2 Scope of Document

This specification describes the minimum requirements for surface preparation, coating materials,
application methods, repairs, and inspection colour schedule to be applied to both new and
maintenance work which will be exposed to atmospheric conditions concerning all above ground
Equipments, packages, Tanks, Piping and Piping components, Structural members, etc, and is
intended to supplement the requirements of the applicable codes on the DPTC Storage Terminal
Topsides.

The Pipeline Corridor up to the designated Battery Limit interface with the Duqm Refinery pipelines is
also included.

All coatings shall be suitable in accordance with I ISO 12944- 1 coating system shall be categorized

Prior to performing a surface treatment operation it is necessary for the COATING


SUBCONTRACTOR to SUBCONTRACTOR to submit a full procedure for review and approval by a
COMPANY or an EPC CONTRACTOR Coating Engineer.

1.3 Definitions

DPTC – Duqm Port Terminal Company LLC. DPTC and COMPANY, as defined below,
shall be mutually interchangeable.

COMPANY - the party that initiates the project and ultimately pays for its design and
construction. The COMPANY will generally specify the technical requirements. The
COMPANY may appoint an agent or consultant authorised to act for, and on behalf of, the
COMPANY.

EPC CONTRACTOR – An agent or consultant that performs all or part of the design,
engineering, procurement, construction, commissioning (EPCC) or management of the
Project on behalf of the COMPANY.

SUBCONTRACTOR(S) shall mean any contractor(s) to whom any part of the SERVICE has
been subcontracted by the EPC CONTRACTOR in accordance with the provisions of the
CONTRACT.

SERVICE shall mean the Services to be provided by the EPC CONTRACTOR and / or
SUBCONTRACTOR.

MANUFACTURER - the party responsible for the manufacture and supply of the coating
products.

INSPECTOR – the agency appointed by the COMPANY or EPC CONTRACTOR to carry


out inspection in a MANUFACTURER’s premises.

QUALITY ASSURANCE (QA) – Planned and systematic actions necessary to ensure that a
product or service will satisfy contractual requirements for quality.

VENDOR - Means any and all suppliers of materials and equipment in connection with the
PROJECT other than EGINEERS, EPC CONTRACTORS, CONSULTANTS and
CONTRACTORS

2.3 Order of Precedence

a) In order for a design to be acceptable the design must first meet the minimum requirements
and standards set out by SEZAD-DPTC-21-WP-PR-BOD-3001 Basis of Design and industry
standards, in the following order of precedence:
• As a minimum, meet applicable International, National and Local Legislative standards and
requirements.
• Project Specifications and Standards.

However Project Specifications and Standards shall take precedence whenever they exceed the
requirements stipulated by International, National and Local Legislative standards.
In case further clarifications are required, the subject shall be brought to the attention of the DPTC
Project Manager.
b) For the purchase of piping coating materials or services; the COATING SUBCONTRACTOR

documents therein, and any other technical specification. The EPC CONTRACTOR shall specify in
writing which document shall govern before proceeding further.

3 HEALTH, SAFETY AND ENVIRONMENT

3.1 Regulations

a) Account shall be taken of all relevant technical, health, safety and environmental legislation.
b) Plant and equipment shall be maintained in good condition and shall comply with applicable
health, safety, and environmental (HSE) requirements:
• National or local law requirements;
• Statutory requirements;
• Site regulations;
• Explosive atmosphere special regulations;
• Company and Client procedures.

c) Compressors and any associated pressure vessels shall be protected against overpressure.
Current test certificates shall be held on site for inspection.

d) Blast cleaning and spray-painting equipment shall be continuously bonded from the nozzle to
the surface being painted and backwards from the nozzle to the compressor, which shall be
earthed.

e) Compressors used shall meet any HSE requirements specified by the EPC CONTRACTOR.

3.2 Safety Precautions for Pressurized Hoses

a) Pressurised hoses shall be marked, tested and results logged to ensure safe operation. Test
certificates shall be available on site giving the maximum safe working pressure.

b) Hoses and other pressure items shall be checked at least once per week to confirm that any
damage or loss of electrical conductivity will not be a safety hazard. The 'dead-man' handle
shall only be manually held in position by the blaster.

c) The COATING SUBCONTRACTOR shall keep a log of safety inspections.

3.3 General Hazards

a) All hazards shall be identified and all necessary safety equipment shall be provided to ensure
personnel protection in accordance with the Personnel Protective Equipment Regulations,
1992.

b) The COATING SUBCONTRACTOR shall perform COSHH and environmental assessments


prior to start of the work in accordance with Control of Substances Hazardous to Health
Regulations, 2002.

c) At the job planning stage an assessment of the potential for release of hazardous materials
into the environment shall be performed, including provisions for the safe disposal of used
materials and waste.

d) Special attention shall be given to personnel protection. The COATING SUBCONTRACTOR


shall provide all the necessary items to ensure protection of his personnel whilst performing
their duties.

e) Appropriate protective clothing shall be worn at all times. Routine checks shall be made of the
integrity of all personal protective equipment.

f) Risk assessments will be conducted to determine adequate firefighting equipment will be


deployed in high-risk areas such as paint mixing areas and close to hydrocarbon or diesel
driven plant and sufficient ventilation should be provided whilst blasting or spraying operations
are in progress.

g) Independent breathing apparatus shall be worn such that the operator is unaffected by the
environment. Face fit testing will be required, in accordance with the Personnel Protective
Equipment Regulations, 1992.

h) In particular areas where natural ventilation is insufficient, positive ventilation equipment shall
be provided.

i) Where sand is used, a suitable breathing apparatus shall be worn to prevent silicosis.

j) Solvent drums and containers shall be earthed.

k) Work areas shall be cordoned off with appropriate warning signs and appropriate containment
to avoid damage to adjacent items.

3.4 Scaffolding, Staging and Accessibility

a) Fixed scaffolding, staging, trolleys, cradles, etc. shall be used in accordance with an agreed
national standard and method statement approved by the EPC CONTRACTOR.

b) Working from ladders is not permitted, even if tied to fixed structures.

c) All scaffolding boards are to be firmly fixed down at all times. No loose scaffolding boards or
items of equipment are to be left overnight.

d) Access shall be provided for the painting and inspection of all surfaces in accordance with this
specification and enabling free movement of operators taking account of the effect of wearing
protective clothing on safety aspects.

3.5 Coating Manufacturer's Information

a) Manufacturers’ s data sheets (MDS) and materials safety data sheets (MSDS) containing
information on HSE factors shall be provided for all products used, prior to start of the work,
and shall be available on site at the job location.

b) The sheets shall give specific information on the chemical composition of the materials
involved and precautions that must be taken.

3.6 Flammable Atmospheres (Area Classification)

a) The COMPANY will advise area classifications for both plant design and construction/
maintenance periods.

b) Some classifications may preclude use of certain paint compositions. Ambient temperature
range per storage 15ºC to 25 ºC.

c) The classification for construction or maintenance periods will affect the minimum rating
permissible for the COATING SUBCONTRACTOR 's electrical equipment.

d) The COATING SUBCONTRACTOR shall provide all necessary data for the proposed paint
systems and solvents in order to permit area classifications to be determined for the duration of
the painting works.

3.7 Precautions in Cleaning and Application of Paints

a) Specific precautions shall be taken to avoid build-up of flammable atmospheres from cleaning
solvents or paints in confined spaces. These shall include attention to weather protection,
ventilation and type of lighting used.

b) Work shall be performed as a minimum to EPC CONTRACTOR and COMPANY procedures


and take account of all applicable HSE regulations and statutory requirements.

3.8 Personnel / Items to be provided by the Coating Subcontractor

The COATING SUBCONTRACTOR shall supply all necessary personnel, equipment, painting,
inspection and recording instruments, including but not limited to the following: -

a) Evaluation of all hazards and provision of proposals to meet HSE requirements.

b)Skilled, experienced and competent personnel including supervisory positions, taking account of
work scheduling, transportation and accommodation requirements.

c) MDS and MSDS documentation, including valid COSHH assessments.

d)Provision and maintenance of plant, equipment and tools including:

4 GENERAL REQUIREMENTS

4.1 General

a) Unless specifically excluded in the contract, the COATING SUBCONTRACTOR’s scope of


supply shall include the provision of all facilities, equipment consumables, labour and
documentation necessary to complete the work in accordance with the requirements detailed
herein.

b) Pre-production surface preparation and coatings application trials for all major coating systems
shall be carried out by the COATING SUBCONTRACTOR at least 28 days prior to the
scheduled commencement of any coatings activities to allow for the identification and
resolution of any potential coatings problems. These trials shall simulate as closely as practical
the environmental conditions, surface preparation and application procedures proposed by the
COATING SUBCONTRACTOR.

The COMPANY or EPC CONTRACTOR reserves the right to witness these trials.
c) A full and detailed report of the outcome of the trials shall be submitted to COMPANY and or
EPC CONTRACTOR. This report shall include details of all relevant parameters and variables
(environmental conditions, wet and dry film coatings thickness, over-coating periods etc.).

Coating trial procedures shall require qualification for this project, subject to COMPANY and or
EPC CONTRACTOR approval.

d) Skid-mounted assemblies, packaged equipment and all major items such as vessels and
pumps etc. shall be delivered in the fully coated condition. The manufacturer of these items
shall perform any repairs to the coatings at his own cost; where the damage has been caused
during packaging or shipment up to the point of delivery. The COATING SUBCONTRACTOR
shall repair any coating damage occurring on site during transportation, installation and other
construction activities, by request of the EPC CONTRACTOR using agreed rates.

e) The COATING SUBCONTRACTOR shall prepare the following for both surface preparation
and coatings applications:
i) Quality Plans,
ii) Procedures,

iii) Production Method Statements.

These documents will be subject to review and approval by the COMPANY or EPC
CONTRACTOR prior to the commencement of any coating activities.

f) During preparation and coating, the COATING SUBCONTRACTOR shall be responsible for the
protection of all structure and equipment surfaces from mechanical damage or coating over-
spray and drips.

g) The Coating MANUFACTURER and their own specific coating products shall require approval
of the COMPANY. Only Coating MANUFACTURERS with the following requisites will be
approved:
i) A proven 10 year minimum track record in supplying equivalent products to the offshore
and onshore petrochemical industry.
ii) Quality systems certified to ISO 9001.
iii) Experienced locally available technical representatives.

h) The Coating MANUFACTURER shall be able to provide supporting data from exposure tests
and / or cyclic weathering testing to confirm the suitability of the materials proposed for the
operating and prevailing environmental conditions.

i) The final colour schedule for equipment, piping and structures, and the identification marking of
piping, shall be in accordance with Section 11.0 of this Specification.

4.2 Documentation

a) Prior to the commencement of work the COATING SUBCONTRACTOR shall obtain full details
of all coatings materials to be used from the selected Coating MANUFACTURER, including
MDS and MSDS information.

b) The following properties of the cured coating systems shall be reported using standardised and
approved laboratory test methods:
• Adhesion;
• Resistance to sea water and marine atmosphere as appropriate;
• Service temperature, maximum limits;
• Resistance to ageing (UV / salt spray);
• Resistance to mechanical damage, e.g. impact resistance, elongation, tensile strength,
abrasion;
• Resistance to biological attack, for coating exposed to sea water;
• Resistance to cathodic disbondment when coating is used in combination with cathodic
protection;
• Compatibility of different coatings when such are combined; and
• Reparability during construction, installation and service.

c) The Coating MANUFACTURER’s technical and application data sheets shall be obtained by
the COATING SUBCONTRACTOR for all components of each coating system. A Certificate of
Conformity for each product and batch to be used shall be issued with the material.

d) The COATING SUBCONTRACTOR shall, at no additional cost to the COMPANY or EPC


CONTRACTOR, provide material samples and test panels of the prepared coated surfaces as
required. The test shall be performed at the shop or field location where production coating will
take place and the COATING SUBCONTRACTOR is responsible for the provision of all
materials and equipment.

e) The COMPANY or EPC CONTRACTOR, may witness each step of the preparation, coating
application and inspection by the COATING SUBCONTRACTOR and may request
independent testing as seen fit.

f) Prior to the commencement of work, the COATING SUBCONTRACTOR’s fully comprehensive


coating procedures shall be submitted to the COMPANY or EPC CONTRACTOR for approval.
The approved procedures shall be followed for all work of which the COATING
SUBCONTRACTOR is responsible.

g) The detailed procedures shall include, but not necessarily be limited to the following:
• Method and equipment for surface preparation;
• Method and equipment for coating application;
• Coating materials data (i.e. Coating MANUFACTURER’s MDS and application notes);
• Ranges of temperature and relative humidity control methods for surface preparation and
coating work;
• Time restrictions between surface preparation and first coat and subsequent coats;
• Number of coats and minimum total dry film thickness;
• Procedure for repair of damaged coating;
• Methods of inspection and testing;
• Frequency of monitoring, inspection and testing;
• Surface preparation and coating record sheets, ref. Appendix IV; and
• Finish colours.

h) In addition the COATING SUBCONTRACTOR shall keep up to date calibration certificates for
all test and measurement equipment.

i) The COATING SUBCONTRACTOR shall monitor all work and shall perform the work to the
requirements of this specification against a project specific Inspection Report.

4.3 Reporting

A full reporting / recording system, as given in Appendix IV, shall be maintained by the COATING
SUBCONTRACTOR who shall log daily the following data:
• Air and substrate temperatures;
• Relative humidity and ambient conditions;
• Coating progress;

4.4 Surfaces Not Requiring Coating

a) The following items and areas are not to be coated unless otherwise specified on COMPANY
or EPC CONTRACTOR datasheets or drawings:
• Equipment supplied finish coated with an approved system (touch-up of damaged areas
may be required);
• Equipment chrome plating or nickel plated, copper, brass, plastic and other similar
surfaces;
• Galvanised steel surfaces for interior service (Inside HVAC Units) except where required
for safety or identification purpose or for architectural or decorative treatment, unless the
surface has been damaged;
• Exposed threads, threaded bolt holes and flange mating surfaces;
• Sacrificial and impressed anodes and reference electrodes;
• Moving parts such as valve spindles, delicate machinery and machined surfaces;
• Push buttons and switches;
• Instrument and electrical items such as glass faced pressure gauges, light fittings, cables,
instrument panels etc; and
• Name plates, tag plates and code stampings.

b) It shall be the COATING SUBCONTRACTOR's responsibility to protect all surfaces from over
blast damage, overspray and paint drips. Proprietary flange protectors shall be employed on all
exposed flanges during all surface preparation and coatings application activities.

4.5 Audits

The COMPANY or EPC CONTRACTOR reserves the right to conduct quality, safety or
environmental audits at the coating work place prior to or during the work.

5 SURFACE PREPARATION FOR COATING

5.1 Surface Preparation

a) Prior to commencing any coating application surfaces shall be free of irregularities, mill scale
and rust and surface contaminants. Weld area shall have NDE performed before coating
application.

b) Surface preparation shall follow the general guidance of ISO 12944-4 and additional
requirements given in this document.

c) Surfaces for TSA coatings shall meet the requirements in ISO 14713.

5.2 Surface Irregularities

a) The following Surface irregularities may include the following;


• Sharp or rough edges and burrs.
• Surface laminations and laps.
• Weld spatter and slag.

b) Surface irregularities shall be removed and or made smooth prior to surface preparation:

c) Surface irregularities which appear after surface preparation by blast cleaning shall be similarly
treated. If grinding is necessary it shall be subject to EPC CONTRACTOR approval and the
checking of remaining wall thickness or mechanical strength.

d) All sharp edges shall be rounded to a minimum 2mm radius to limit breakthrough.

5.3 Surface Contaminants and Conditions

a) Steel exposed to a salt laden atmosphere shall be tested for presence of salts in accordance
with ISO 8502 with levels of chlorides specified to be less than 20mg/m² unless specified
otherwise on the MDS.

b) The removal of oil and grease shall be performed by cleaning using proprietary emulsifying
agents and rinsing with clean water. The surface shall be allowed to dry before proceeding with
subsequent preparation and painting.

5.4 Open Dry Grit Blast Cleaning

a) Open dry grit blasting is required in general for new construction.

b) Open dry grit blasting is not acceptable where adjacent to completed construction areas or
maintenance operations, as it produces large amounts of dust and grit which can contaminate
large areas surrounding the location where the open dry grit blasting is required.

c) Open dry grit blasting can be controlled by use of the Vacublast system or similar enclosures.

d) Power tool cleaning may be more suitable in certain areas, however in comparison to blast
cleaning; produces a poorly prepared surface, hence the coating system may have an earlier
reparation time. Therefore power tool cleaning may only be used when blast cleaning is
impossible to perform.

e) Prior to Coating Application the sub-assembly or the item to be coated shall be shall be
checked for salt contamination and where the water soluble salt level exceeds 20mg/m2 high
pressure fresh water washing shall be undertaken.

f) UHP (Ultra High Pressure) is also preferred over power tool cleaning.

g) Abrasives shall have less than 25 mg/l chlorides.

5.5 Precision Wet Abrasive Blast Cleaning

a) The surface preparation method to be used for maintenance coating is precision wet abrasive
blasting.

b) The advantages of wet abrasive blasting are as follows:

• Removes most surface contaminants including mill scale and profiles the steel surface.
• Other trades can work safely in close proximity.
• Virtually dust free.
• Environmentally friendly.
• Intrinsically safe and can be used in hazardous Zone 1 and 2 locations.
• Extended coating life expectancy.

c) The disadvantages of wet abrasive blasting are as follows:


• Grit and water are used, though in low quantities.
• Grit has to be removed from site to avoid blocking open drains.
• Sheeting and lighting enclosures are necessary to prevent limited grit spread.
• Confined spaces and overhead working are difficult due to splash-back and poor operation
visibility.

5.6 Assessment of Preparation

a) Surfaces of carbon steel or low alloy steel shall be cleaned to the level defined in each data
sheet in accordance with visual standard EN ISO 8501-1 at the time of coating. In addition
blast cleaned surfaces shall be tested to be free of the presence of mill scale. Particular
attention shall be given to automatically blasted steel. The surface profile shall be in
accordance with EN ISO 8503 and the amount of chlorides in accordance with ISO 8502-2 and
the presence of dust in accordance with ISO 8502-3.

b) Surfaces shall be examined for traces of oil grease or other contamination.

c) The lighting level shall be minimum 500 lux.

d) At the beginning of each project blast cleaned steel panels shall be prepared in compliance
with the surface preparation requirements. The surface profile shall be measured by direct
microscopic assessment of replicas taken from the surface or by other direct methods. For field
measurements of surface profile, replication may be used.

e) Checks on surface profile shall be made on each component and at least once per 100m2 of
prepared surface and a minimum of three times per day during the progress of the work.

5.7 Environmental Conditions

a) Surface preparation shall not take place when the ambient air temperature is below 5°C, when
the relative humidity is greater than 85%, or when the metal surface temperature is less than
3°C above the ambient dew point, nor later in the day such that the entire surface cannot be
prime coated before the end of the working period.

b) Prepared surfaces shall be kept free from any contamination and shall be completely free from
blast residues, dust or grit.

c) Coating work shall not take place during the following conditions, except, under certain
conditions where the temperature exceeds the limits given below and where the Coating
MANUFACTURER has given written approval prior to commencement of work:
• Under adverse weather conditions, e.g. rain, fog, snow or when such conditions are likely
before the coating has become dry;
• When the ambient temperature is below 10°C, unless approved by the COMPANY or EPC
CONTRACTOR;
• When the ambient temperature is above 30°C (See Note d);
• When the relative humidity is >85%;
• When metal surface temperature is less than 3°C above the ambient dew point (or less
than 5°C for sprayed aluminium); and
• Outside daylight hours on exterior locations.

d) Where the ambient temperature is above 30°C, a suitable coating shall be proposed by the
Coating MANUFACTURER, to enable coating to be carried out during the summer period of
construction. All coating materials which are used above the ambient temperature of 30°C are
subject to COMPANY or EPC CONTRACTOR approval.

5.8 Holding Primers

a) A holding or temporary protective primer may be applied to prepared metal surfaces to facilitate
shop or site handling procedures. Such primers shall in no way replace the function or film
thickness of any part of the specified coating system.

b) The over coating of zinc epoxy or acrylic based holding primers will not be permitted.

c) Holding primers shall be removed by blast cleaning prior to application of specified primer / first
coat, where holding primers have not been agreed as part of the coating system.

d) The COATING SUBCONTRACTOR shall also demonstrate that sufficient controls are in place
to ensure adequate cleanliness and condition of the prepared surface following removal of the
holding primer, before over coating with the specified primer / first coat.

5.9 Coating Thickness

a) The coating systems are detailed in 9.0 and the nominal dry film thickness (NDFT) is given for
each coat. The actual dry film thickness (DFT) of any coat shall not be greater than 40% above
nor 10% below the NDFT.

b) The minimum dry film thickness (MDFT) is the acceptance thickness for the total applied
coating system. The exception is for Thermally Sprayed Aluminium (TSA) where the minimum
overall thickness shall be 200μm. The DFT shall be measured in accordance with SSPC-PA2.

5.10 Multi coat System

a) Sequential coats shall be contrasting colours so that each stage of the work can be readily
identified and their film thickness determined.

b) Intervals between coats shall be kept to the minimum complying with the Coating
MANUFACTURER’s recommendations at the prevailing temperature in order to avoid
contamination between coats. Any contamination between coats shall be removed.

c) Zinc silicate and zinc rich epoxy primers shall be tie-coated or over-coated within a maximum
of seven (7) days unless specific approval has been given by the COMPANY or EPC
CONTRACTOR to extend this period. Refer to section 5.8 for zinc based holding primers.

d) In the event of the specified maximum recoating intervals being exceeded, or for the
application of additional coats to existing weathered coatings, the COMPANY or EPC
CONTRACTOR shall be informed and the Coating MANUFACTURER’s recommendations for
surface preparation shall be followed. This may involve sweep blasting, or water or solvent
washing before top coating or such other measure as approved by the COMPANY or EPC
CONTRACTOR.

5.11 Coating under intumescent or Cementitious Fireproofing

a) All paint products applied under fireproofing (PFP) shall be approved by the intumescent
fireproofing material manufacturer, COMPANY and EPC CONTRACTOR prior to application.

5.12 Coating in Conjunction with Cathodic Protection

a) Any coating system that will be used in combination with cathodic protection shall possess
excellent cathodic disbondment properties.

b) All such coating systems shall be tested in accordance with ASTM G8. The extent of
disbondment at any point from the periphery of the intended holiday shall not exceed 10mm
after 28 days at ambient temperature.

c) If the coating system will be subject to elevated temperatures the coating system shall be
tested in accordance with ASTM G42 at the maximum operating temperature.

6 INSPECTION

6.1 General Requirements

a) The COATING SUBCONTRACTOR is responsible for ensuring that the correct paint materials
are obtained and applied within the shelf life of the product, and workmanship is performed to
the standards of quality required by this Specification and meeting the appropriate HSE
requirements.

b) Paintwork shall be inspected in accordance with the approved ITP on a continual basis by the
COATING SUBCONTRACTOR’s qualified inspectors, who shall make a daily record and
record the results of their inspections.

6.2 Inspection Personnel Qualifications

a) Inspection personnel shall be qualified in accordance with the following


• Foreman / Supervisors: NACE certified level II or FROSIO; and
• Painting Inspectors: NACE certified level III or FROSIO.

6.3 Inspection Record Contents

Inspection Records shall include the following details in accordance with the ITP:

a) Receipt and correct storage of coating materials including batch numbers and product
reference numbers.
b) Items being painted / lined.
c) Location of work.
d) Ambient conditions recorded at least 4 times per day at the place of work. i.e. atmospheric
temperature/ relative humidity/ dew-point/ metal surface temperature and general weather
conditions.
e) Condition of abrasives and equipment.
f) Surface preparation quality and profile, recorded by replica technique at least 4 times per day
on prepared steel surfaces.
g) Colour, wet and dry film thickness of paint coating on each item painted.

6.4 Inspection Equipment

a) The COATING SUBCONTRACTOR shall maintain records of calibration certificates for all
inspection instruments.

6.5 Access and Facilities

a) The COATING SUBCONTRACTOR shall provide access and facilities for Inspectors
Inspection and testing equipment comprising of air and surface thermometers, hygrometers,
surface profile gauges, wet and dry film thickness gauges and copies of the visual standard
ISO 8501-1.

6.6 Protection of Adjacent Equipment

a) The COATING SUBCONTRACTOR shall ensure protection of the surroundings to painting


works and shall ensure subsequent safe disposal of materials or equipment used. He shall be
responsible in the case of any failure in this respect leading to damage, which shall be repaired
and cleaned as appropriate.

b) The COATING SUBCONTRACTOR shall ensure protection of sensitive items during paint
works, e.g. notices, nameplates, lettering, gauges, sight glasses, light fittings.

c) Blasting dust and grit shall not be allowed to cause contamination of previously coated
surfaces which are not fully cured.

6.7 Holiday Detection Inspection

a) All the coatings used for partial immersion or total immersion service shall be checked for
holidays in accordance with ASTM G62 , utilizing Method A or NACE SP 0188.

b) An electronic device shall be used and pre-calibrated before use.

c) Wet sponge technique is recommended for coatings with thickness less than 500 microns
when applied on internal linings (especially Vessels).

6.8 Adhesion Tests

a) Adhesion testing shall be carried out during all coating system qualification trials and as a
routine test for atmospheric exposed organic coatings, TSA and for all coatings intended for
immersion duty.

b) Adhesion test plates qualification shall be in accordance with ASTM D4541.

c) Routine testing shall be at a frequency of one test per operator per shift for TSA and coatings
intended for immersion. The frequency for adhesion testing on organic coatings intended for

atmospheric exposure shall be one test per 500m2 at locations selected by the coating
inspector.

d) Adhesion testing shall be carried out on test plates prepared in parallel with the coating
application. Adhesion testing shall normally be by a tensile pull-off technique using
hydraulically operated test equipment in accordance with ISO 4624.

e) Acceptance criteria for adhesion testing shall depend upon coating type and available test data
for equivalent systems. As a minimum, adhesion/cohesion levels of 7MPa for standard organic
coatings, 9MPa for glass flake epoxy and TSA coating shall be achieved. Lower individual
values shall require further investigation and remedial action.

6.9 Inspection In-Service

a) All the coatings shall have the frequency inspection as per RBA (Risk Based Assessment)
determined by the Integrity Management Team. The assessment of the inspection shall be
carried out in accordance with ISO 4628.

b) Coatings must be inspected after blow down to certify that the coating integrity is not
compromised.

c) Coating dry film thickness (DFT) measurement method shall be in accordance with SSPC PA2.

d) Calibration shall be done in accordance with SSPC PA2.

e) The number of measurements shall be in accordance with Table-1 below.

7 COATING MANUFACTURER COMPATIBILITY FOR REPAIRS

7.1 Paint Systems

a) Reparation of paint coatings shall utilize the same coating system, from the same Coating
MANUFACTURER, as the original coating system where possible.

b) If there is any doubt for compatibility, a patch test in accordance with ASTM D5064 shall be
performed to evaluate the interfacial adhesion.

c) Areas identified to be repaired shall follow the same requirements as Section 4 for Surface
Preparation and Section 5 for Inspection.

d) Inorganic zinc primers contaminated with oil, grease, or other foreign material shall have the
contaminants removed using a biodegradable hot water detergent pressure wash. Inorganic
zinc surfaces must be thoroughly dry prior to over- coating

e) When welding is required after coating application, the coating shall be removed by spot-
blasting 100mm past the edge of the heat-affected coating.

7.2 Thermal Spray Aluminium (TSA)

a) Repairs to Thermal Spray Aluminium coatings shall be performed in accordance with approved
procedures.

b) Thermal Spray Aluminium must be removed back to bare steel with grinding discs.

8 COATING MATERIAL MANUFACTURER

8.1 Selection

Coating MANUFACTURER’s shall be selected based on the following:

a) Compliance with ISO 9001: Quality Management System.

b) Good prior long-term experience with the applicable substrate.

c) Compliance with Health and Safety criteria specific to the location and plant type.

d) Qualified and experienced personnel.

9 QUALITY ASSURANCE

9.1 Inspection/ Quality Management

a) The COATING SUBCONTRACTOR shall nominate the person or persons responsible for
inspection/ quality management.

b) Proof of certification of such persons shall be submitted for approval.

c) Verification of the Coating MANUFACTURER’s quality system is part of the pre-qualification


procedure, and is therefore not specified in the core text of this specification.

d) The Coating MANUFACTURER and SUPPLIER, if different, shall operate an ISO 9001 Quality
Management System.

9.2 Representative Panels

a) The COATING SUBCONTRACTOR shall prepare and coat two 300mm square sample plates
with each coating system required. This shall take place at least 7 days before starting the
work and shall be witnessed by the EPC CONTRACTOR and the COATING
SUBCONTRACTOR.

b) Any additional material samples and test panels shall be provided by the COATING
SUBCONTRACTOR as required.

c) The coating panels shall be subject to testing requirements to be agreed with COMPANY, but
shall as a minimum cover the following tests.

9.3 Technical Support from the Coating Manufacturer

a) The Coating MANUFACTURER’s technical representative shall support the COATING


SUBCONTRACTOR as follows:
• Site presence at the commencement of coating applications or readily available within 24
hours after request.

• Providing technical expertise in case of any problems with his materials and its application.

• Making sufficient site visits during the contract to ensure that his coating systems are being
applied in accordance with his instructions and recommendations.

• Providing a written report to the COMPANY and or EPC CONTRACTOR following each
site visit.

3. The thickness of the metal spray is to be determined using an Elcometer 345 electronic gauge
(or equivalent) fitted with a standard probe.
4. A sample plate is to be produced by each operative at the commencement of each working
shift; this is to be used as a comparison sample for production work completed on that shift.
5. All sample plates are to have the metal spray thickness recorded using an Elcometer gauge (or
equivalent). The thickness recorded together with the operative’s name /number is to be
attached to the sample plate.
6. Metal spray readings are to be taken after the application of the first coat. Any low thickness
areas highlighted to the operative prior to the application of the second coat. These results are
to be recorded. The thickness reading process is to be repeated after the application of the
second coat of metal spray and recorded.
7. Sharp edges and welds shall be rounded or smoothed by grinding (min. R = 2mm).
8. Where TSA is used; no further coating is required to achieve specific colours.

Scope GALVANIZNG AND COATING OVER GALVANISING

Preparation Coating
1. New Galvanizing:
Sweep Blast with ultra-fine non-metallic grit and low nozzle pressure. This process should
only be used if the correct equipment and trained personnel are available.
2. Etched for situations where blasting is not possible.
3.New Galvanized Chromate:
Chemically clean by bristle brushing with solvent detergent degreaser or other proprietary
galvanized surface cleaners. After degreasing, thoroughly rinse with potable water. Chromate
conversion is crucial and can be determined by spot testing in accordance with a ASTM
B201. If chromate is detected it should be removed by brushing or by abrasive blast cleaning.
4. Weathered Galvanizing (6 months min. exposure):
Warm water power wash without exceeding 1450psi.
5.Galvanising not possible to blast:
Acid etch primer PVB Polyvinyl butyral should be applied as first coating primer
Surface Galvanising As per Hot Dip Galvanizing procedures.

1. Primer to be optional.
2. All internal welds are to be ground smooth where accessible. Inaccessible welds shall be
inspected for smoothness and freedom from weld spatter and slag.
3. Nozzle flange faces are to be rebated as per the detail shown in Figure-1 in order that the
coating can be carried from the nozzle bore across part of the flange face. This procedure will
prevent service attack of gasket seal face.
4. Accessible sharp edges to be coated shall be ground to a minimum radius of 1.5mm.
5. Each internally coated vessel shall be marked in black letters “GLASS FLAKE LINED – NO
HOT WORK”.
6. Replacement coatings shall utilize the same coating type, from the same Manufacturer as the
original coating. If this cannot be achieved compatibility tests shall be performed.
7. Vinyl ester coatings shall be suitable for immersion service up to temperatures of 100°C.
8. Localized general wastage of internal surfaces shall be protected using a laminating resin
reinforced with glass roving as per the manufacturer’s recommendations.

9. All internally lined vessels shall be holiday checked in accordance with NACE SP 0188.
10. Repairs shall be performed with the same materials as used for original lining. Only repaired
areas should be revisited for holiday checks after repairs. Do not recheck the lining that has
been previously checked and found to be holiday free. Consult the EPC CONTRACTOR for
proper surface preparation to repair areas.
11. Internal linings shall follow the requirements of the BS6374 except for holiday detection which
shall follow NACE SP 0188.

areas should be revisited for holiday checks after repairs. Do not recheck the lining that has been
previously checked and found to be holiday free. Consult the COATING MANUFACTURER for

4. The coating system (including any primer) for immersed services shall be certified as having high
resistance to cathodic disbondment. All systems shall be tested in accordance with ASTM G8 or
G42 depending on temperature. The extent of disbondment at any point from periphery of the
intended holiday shall not exceed 10mm after 28 days at ambient temperature.
5. Shall comply with NSF 61 - suitable for use with potable water or have an internationally
recognized potable water certificate.

3 If the period between the application of the primer and the application of the PFP is greater than 4
weeks, the primed surface is to be visually examined, and any areas of fresh rusting are to be re-

1. Spark test after minimum 24 hours curing using a kV setting recommended by COATING

2. All internally lined tanks shall be holiday detected in accordance with NACE SP 0188.

3. Repairs shall be performed with the same materials as used for original lining. Only repaired
areas should be revisited for holiday checks after repairs. Do not recheck the lining that has
been previously checked and found to be holiday free. Consult the COATING
MANUFACTURER for proper surface preparation to repair areas.

4. The coating system (including any primer) for immersed services shall be certified as having
high resistance to cathodic disbondment. All systems shall be tested in accordance with
ASTM G8 or G42 depending on temperature. The extent of disbondment at any point from
periphery of the intended holiday shall not exceed 10mm after 28 days at ambient
temperature.

11 COLOUR SCHEDULE

11.1 General

a) Unless stated otherwise, British Standard colours referred to are to BS 4800-1989.

b) All equipment, pipework, valves, flanges and fittings are to be painted throughout the entire
length, including in flange bolt holes in accordance with ground colour specified.

c) Working pressures and arrows indicating direction of flow should be shown on ground colour,
preferably in black (or white where contrast is required) near to junctions, valves and vessels.

11.2 Pipework Identification

a) Coloured banding maybe applied by painting or by using a durable adhesive tape, which must
be suitable for external weathering, especially potential solar heat radiation of 82°C and ultra
violet light.

b) The tape should be applied in accordance with manufacturer’s instructions. Banding shall be
applied at:

• Bulkheads, deck and other penetrations, major changes of direction.


• Package and vessel termination points, pipe tees, branch connections and either side of
valves.
• Positions such that banding sets are normally visible and no greater than 7m apart.

c) The outer primary colour bands shall be placed directly adjacent to and on each side of, the
inner secondary colour band. Width of each band shall be 150mm.

d) A black flow direction arrow shall be located on the pipe downstream of the colour banding. The
flow direction arrow shall be 200 mm long x 25mm wide at the base of the arrow head and at
the tail.

e) To avoid the requirement for separate marking of flow direction and individual service names,
the inner banding tape may incorporate flow arrows and service names.

f) Stainless steel pipework and pipework coated with thermal spray aluminum shall have service
indicated by colour banding alone, unless otherwise specified.

g) Insulated piping shall have service indicated by colour banding alone over the cladding.

h) Colour banding shall be in accordance with the following table and if required with BS
1710:2014, where no Client colour schedule exists.

11.3 Piping System Coating Colours

a) All piping shall be painted WHITE: Code 00E55 in accordance with BS4800, except for above
ground firewater piping; which shall be painted RED: Code 04E53.

b) For Thermally Sprayed Aluminum (TSA) surfaces, the material shall be left self-coloured.

c) All piping shall be identified by service using coloured banding in accordance with Table-2
below.
