OUR CORPORATE VALUES
The Sitara Group has a rich legacy of success spanning over six decades. Established by two
brothers, Haji Abdul Ghafoor (late) and Haji Bashir Ahmad (late) in 1956, in the textile business
they started laid the foundation for Sitara Group, one of the largest industrial groups of Pakistan.
Their visionary decision to diversify led the group towards rapid expansion as they ventured into
the textile printing, spinning, weaving, energy, chemicals, real estate and social sectors.
The setting up of Aziz Fatima Hospital, Ghafoor Bashir Hospital and Aziz Fatima Girls High School
are only some of the ways we have fulfilled our commitments to meet the health and education
needs of the society in which we live and prosper.
SITARA LUBRICANTS PRIVATE LIMITED
Sitara Lubricants Private Limited is an emerging lubricant marketing Company incorporated in

Pakistan in 2020; and in the process of seeking permission / license to initiate marketing of
lubricants. The Company has been appointed as a sole distributor of Gulf Oil Middle East Limited
(a subsidiary of Gulf Oil International) to market, distribute and sell the lubricant brands in the
region of Pakistan.
We inherit values of diligence, confidence and care to build relationships and deliver on our
promises. Our ambition is to make bigger endeavors and contribute as service provider by offering
complete range high quality lubricant products and solutions.
OVERVIEW OF GULF OIL MIDDLE EAST
Gulf Oil Middle East Ltd (GOMEL) is a wholly owned subsidiary of Gulf Oil International Ltd; a
global conglomerate and was established in Jebel Ali Free Zone, Dubai, in 1986.
GOMEL operates two state-of-the-art lubricant blending plants in Jebel Ali and Ras-Al-Khaimah,
with a combined capacity of 145,000 tons per annum. Both the plants blend and manufacture a
comprehensive range of Automotive and Industrial lubricants. The RAK plant also has a unique
Grease blending facility. Both plants are strategically located in Jebel Ali Free Zone and Maritime
City of RAK respectively.
GOMEL manages Gulf Lubricants business in the Middle East, Levant, Afghanistan, Pakistan and
CIS regions with a presence in over 20 countries. The company is also a supply source for many
Gulf entities across the world. GOMEL activities comprise of Manufacturing, storage,
warehousing, transportation and marketing of its extensive range of Automotive and Industrial
lubricants. We supply to major B2B customers (Industries, Infrastructure, Mining & Fleet
Customers, and Government Undertakings); and continues to remain a leading player in the
market through the stellar distributor network. Safety is one of the core pillars of our operations
and GOMEL boasts of Zero Accidents in 4.9 million man hours of operations.
Our plants are equipped with State-of-the-Art testing Labs having comprehensive testing facilities;
and are benchmarked with global laboratories as it participates in ASTM Round Robin correlation
program. Gulf Oil Middle east is 1st lubricant company in the middle-east to have ISO 17025
accreditation by DAC, an internationally recognized accreditation body. It also has ISO 9001, ISO
14001 & OHSAS 18001 certifications which reflect high-quality standards adopted by the
organization.
QUALITY ASSURANCE
Gulf Oil has a network of ISO certified blending plants across the globe. The UAE Plants have
state-of-the art, PLC-controlled blending facilities with a joint manufacturing capacity of 145,000
MT. Both the plants are equipped with Quality Control laboratory. The plant’s quality system was
first certified with ISO 9001 quality management system in the year 1996 and subsequently
upgraded to ISO 9001:2015.
Our plant is the 1st blending facility in middle-east to have ISO 17025 accreditation by DAC in
year 2011. The Lab is equipped with the latest instruments and is manned by highly skilled
technicians for testing a wide range of products, such as Engine Oils, Gear & Transmission Oils,
Industrial Lubricants, Metal Working Fluids, Rust Preventives, Marine Oils, Coolants, Brake
Fluids, etc. These tests are carried out in accordance with the American Society for Testing and
Materials (A.S.T.M.) and other Global Standards.

working conditions is one of our topmost priorities and it is our policy to operate in the most
efficient and effective manner to avoid wastage, conserve energy and prevent accidents in all
aspects of our work and operations.
Gulf Oil Middle East Ltd. is certified for ISO 14001: 2015 (Environmental management system)
and OHSAS 18001: 2007(Occupational Health and Safety Advisory Services).
We follow ISO 18001:2007 (Occupational Health and Safety Advisory Services) and ISO
14001:2015 (Environmental management system) to recognize the importance to a suitable level
of care in respect of the protection of our working staff and caring of the environment around us.
We have identified the following specific sub groups that pose a specific environmental and safety
risk and have developed requisite response mechanisms:
