Statement of Work (SoW)

Development of Android base Mobile Application for School Management


Committees (SMCs) e-monitoring and training of 240 SMC members on how to
use this application

Deloitte Yousuf Adil, Chartered Accountants (Deloitte Pakistan) is contractor for USAID
on Sindh Capacity Development Project (SCDP), a USAID three-year project that will
support the sustainability of the Sindh Basic Education Program (SBEP). This will be
done by ensuring stronger governance and improved public accountability in the
education sector through systems building and institutional strengthening of Program
Management and Implementation Unit (PMIU) and Education and Literacy Department
(E&LD) of the Government of Sindh
Deloitte Pakistan invites quotations from Individuals, Registered companies
/firms/software houses / Dealers – for the quoted detailed (sales tax would need to
be deducted at source) Bidders may quote their bids having detailed experience along
with CV/profile with telephone numbers and competitive prices. Bidders may submit
their bids on or before 04:00 pm Friday 09 December 2016 at the below mentioned
address. Any response received after this time will not be considered.

Background and objectives:


SCDP is tasked to provide technology based trainings to 240 members of SMCs of 106
schools being constructed by SBEP, for monitoring and reporting during the life of the
project. The training on tech-e-governance is planned to be held in the current and next
quarters.
SCDP has to develop one Android software aligned to Sindh School Monitoring System
(SSMS) that could be used by the SMCs for real time monitoring and reporting and
which would be aligned to the DG M&E systems and indicators as well as that of SBEP.
All selected SMCs of 106 schools would be provided a tablet/smart phone (2 per SMCs)
for the android application that will be designed and tested in the coming quarter

Scope of Work:
The assignment aims to develop mobile applications which can be easily utilized by the
members of School Management Committees (SMCs) 106 schools from 7 districts of
Sindh and 5 towns of Karachi.
The specific objectives of the assignment are:
 To develop mobile applications on Android operating system, including:
Teachers/Students Attendance, Missing Facilities, Quality of education, Child
protection and Grants tracking in English, Sindhi and Urdu aligned with Sindh School
Monitoring System (SSMS) already developed under E&LD for Directorate General
Monitoring and Evaluation (DG M&E).
 To work directly with SCDP M&E Team, Director General M&E/E&LD/GoS, and also
with the relevant sections of E&LD /School Education Department (RSU, Schools
Directorate) Govt. of Sindh in order to meet specific requirements for the
application and linking it with the Sindh School Monitoring System (SSMS)
 To work with SCDP team to define and develop the app’s initial development in
order to make necessary improvements prior to the pilot testing.
 Pilot testing of developed android application with the selected SMCs, both rural and
urban.
 Finalization of the Android application/tools and its backend technical details.
 Documentation of the process and preparation of guidelines manual for operating
the Android.

Requirements:
The work assignment for the individual contractor is as follows:
1. The mobile platform should be accessible on Android both phone and tablet
versions;
2. The applications interface will be designed for English but should have the
possibility of being expanded to Sindhi and Urdu languages
3. Up-to-date data linked directly to Sindh School Monitoring System (SSMS)
4. Data includes the following areas:
a. Building of SSMS indicators on Teacher / Student attendance and Basic Facilities
already developed by E&LD/DG M&E.
b. Quality of Education:
 Did the teacher start the session /period with a review of last session on the
subject/topic (before the start of current period, (RECAP) (Yes /No)
 Proper introduction of new lesson/session-topic/ideas (Yes/No)
 Was the session interactive (involvement of Students) (Yes/No)
 Proper closure of the lesson with recap of new ideas/concepts introduced
(Yes /No)
 Was their evidence of a conducive classroom for interactive learning:
o Display charts on relevant topics for the specific class/grade
o Student’s work displayed boldly
o Use of the learning materials /displays during teaching-learning
process
c. Child Protection
Observed use of any abusive behavior by teacher:
a. Verbal Abusive Language - (Yes/No)
b. Picking on a child unnecessarily -bias (against a child through passing
sarcastic remarks if the child is poor/not with full abilities or wearing
clothes that are not clean; from a minority religion other than the

10. Ability to add document attachments to each indicator, such as Word documents,
Excel spreadsheets, or PowerPoint decks.
11. Ability to queue data on the device to wait uploading in the background if internet
connectivity is not available.
12. Ability to attach GPS location information for each record entry.
13. Ability to review entire form before submitting.

Duration of contract
The individual contractor will work:
 30 days from the beginning of the contract for application development
 15 days testing
 15 days for training of 240 members of School Management Committees (SMCs)

Duty Station or Location of Assignment


The individual contractor will work in Karachi.

Travel
All travel to rural and urban areas will be covered including testing sites by Deloitte
SCDP

Fee and payment schedule


The contractor will be paid the amount through milestones achieved:
- Workplan delivered regarding the development of the Android, field testing
and selected training.
- The Schedule will be:
o 10% after the submission of the workplan including documentation of
what has been achieved already with SSMS and how this android will
build on the same system with integration
o 30% after the application of the android has been completed, field
testing and detailed guidelines written on use, including training material
prepared, reviewed by SCDP, and submission of source files and
technical requirements. This involves establishing the database at PMIU
for the application.
o 30% after completion of sample training –for demonstration and final
report.
o 30% divided evenly in the training sessions for remainder of the SMC
members

Qualifications of individual/firm as consultant


The individual/firm consultant should have at least 5 years of experience on developing
mobile knowledge-based portals with a proven record of innovation in the mobile
platform and application field. They should also have a proven record of applications on
the market in Android
