SECTION 27 05 54

RACK MOUNTED STATIC UPS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including Conditions of


Contract and Division 1 Specification Sections, apply to this Section.

1.2 SUMMARY

A. This Section includes 1 phase, on-line, static-type, uninterruptible power


supply (UPS) system installation, comprising the following:
1. Complete rectifier/charger-battery-inverter system with automatic static
switch and maintenance by-pass circuit.
2. Connection of normal a.c. power from assigned terminals/switch/circuit
breaker.
3. The UPS will be dedicated for all IT Systems within the rack and other
devices within the room. It shall allow running for 30mins and shall be
backed up by generator supply or a shutting down procedure.

1.3 SUBMITTALS

A. Equipment Data: Submit full technical data of equipment for approval


including, but not limited to, the following:

1. Manufacturers’ catalogues, detailed description, Standards to which


the UPS complies, dimensions and weights, system operation,
operating characteristics, methods of operation, protective and control
provisions, heat losses, ambient conditions and limitations on
electronic components etc. beyond which such components may suffer
partial or permanent damage.
2. Batteries characteristics and requirements.
3. Point-wise compliance statement to the specifications, duly signed by
the manufacturer/ manufacture’s authorized representative and the
contractor.

B. Shop and Construction Drawings: Submit Drawings for approval including,


but not limited to, the following:

1. Plans and front and side elevations, with indication of built-on control
and indicating devices and instruments, exact dimensions and weights,
cabling etc.
2. One-line diagram with ratings of each piece of equipment, cabling,
grounding etc.
3. Control and elementary diagrams, wiring diagrams and the like.

4. Installation and mounting details.
5. Batteries arrangement and mounting details.
6. Rating/derating selection calculations to be included.

C. Manufacturer Certificates: Signed by manufacturers certifying that they


comply with requirements.

D. Certificate of origin.

E. Qualification Data: For firms and persons specified in "Quality Assurance"


Article.

F. Test Certificates: Submit type test and routine test certificates. System is to
undergo a functional and load test program approved by the Engineer, and
is to undergo a minimum 72 hours 'burn-in' test, under site simulated
conditions, prior to shipment.

G. Field Test Reports: Indicate test results compared with specified


performance requirements, and provide justification and resolution of
differences if values do not agree.

H. Maintenance Data: For UPS units to include in maintenance manuals


specified in Division 1. Include the following:

1. Lists of spare parts and replacement components recommended being


stored at Project site for ready access.
2. Detailed operating instructions covering operation under both normal
and abnormal conditions.

I. Warranties: Special warranties specified in this Section.

J. As-Built (Record) Drawings: At Project close-out, submit Record Drawings


of installed UPS, in accordance with requirements of the Specification,
Division 1.

1.4 QUALITY ASSURANCE

A. Installer Qualifications: Experienced installer who is an authorized


representative of UPS manufacturer for both installation and maintenance of
units required for this Project.

B. Local Representative: Provide evidence that proposed equipment


manufacturer has a locally established and authorized organization which
can be called upon for professional advice and maintenance as may be
required, and which can immediately supply spare parts to support day to
day and emergency maintenance requirements. Failure to satisfy Engineer
may disqualify a manufacturer.

1. Service Center: UPS system manufacturer maintains a local service


center within 160 km of building, capable of providing training, parts,

and emergency maintenance and repairs at the Project site within 2
hour maximum response time, round-the-clock, 7 days.

C. Standards: Installation is to comply with relevant IEC, BS, EIA, NEMA and
IEEE or equal Standards. Materials and components are to be
manufacturer's latest design, and Standards used are to be approved prior
to manufacture. Radio frequency interference (RFI) suppression is to be in
accordance with CISPR and IEC 50091-2 recommendations.

D. Products shall be sourced either directly from manufacturer, or from


authorized agent/representative.

1.5 DELIVERY, STORAGE, AND HANDLING

A. Deliver equipment in fully enclosed vehicles after specified environmental


conditions have been permanently established in spaces where equipment
is to be placed.

B. Store equipment in spaces with environments controlled within


manufacturers' ambient temperature and humidity tolerances for non-
operating equipment.

1.6 PROJECT CONDITIONS

A. Temperature limits within which equipment is to be designed to operate are


+10 to +40 deg. C (50 to 104 deg. F) at 100 percent rated output.
Equipment is to be capable of operating up to 55 deg. C (131 deg. F)
ambient conditions with derating factor of 1.25 percent per deg. C over 40
deg. C (104 deg. F).

1.7 WARRANTY

A. Provide two year warranty from the date of installation for the equipment
specified in this Section.

1.8 EXTRA MATERIALS

A. Spare Parts List: Provide spare parts as per the attached list at the end of
this section.

B. Tools and Instruments: Provide tools and instruments required for normal
routine inspection, testing, operation and general maintenance, as
recommended by the manufacturer and as a minimum as per the attached
list at the end of this section.

1.9 MAINTENANCE SERVICE

A. Maintenance Contract: Obtain an undertaking by the equipment
manufacturer and his authorized local representative to provide an annual
maintenance contract, available after substantial completion of the work,
covering routine service and emergency service by trained employees, and
to ensure supply of necessary standard spare parts.

PART 2 - PRODUCTS

2.1 MANUFACTURERS

A. Approved Manufacturers: Subject to compliance with requirements, provide


products by one of the following or approved equal:
1. APC
2. Chloride
3. GE
4. Socomec

2.2 SYSTEM DESCRIPTION

A. System is to be of the programmable type, microprocessor based with CPU


and memory capabilities for storage of alarms, faults, status change, etc.
The UPS shall permit setting parameters for the environment and type of
usage to be specified by the Engineer.

B. General: System is to be interposed between normal a.c. power supply and


critical load, to secure a minimum period of continuity of no-break battery
back-up for 10 minutes

C. Non-Redundant System: System complete with 1 set of rectifier-battery-


inverter with integrated static and bypass switches. UPS is to be maintained
(continuously supplying load through the inverters), with automatic no-break
transfer to or retransfer from alternate source (bypass) in case of failure or
overload on rectifier- battery-inverter system.

D. System overall efficiency is not to be less than 92 percent at full load and 91
percent at half load.

E. Noise level of complete assembly is not to exceed 65 dB (A) at 1.0 m


distance anywhere within UPS room, as per ISO 3746.

F. The UPS will be a 4U rack mountable unit with rack mountable battery units
configurable in 2U or 4U heights modules

G. UPS shall be of commercial type.

2.3 SYSTEM OPERATION

A. Under normal conditions inverter(s) are to be synchronized and phase
locked to normal A.C. supply. Upon loss of normal A.C. supply, battery is to
continue supply of no-break power to inverters, which then free-run on self-
generated UPS frequency reference. Upon restoration of normal A.C.
supply, inverters are to re-synchronize to A.C. line, gradually (at slew rate), if
frequency and voltage deviation of normal A.C. supply is within preset limits
specified.

B. Automatic Transfer to Bypass: Static transfer switch is to automatically


transfer critical (100 percent) load from inverter to by-pass source (which is
normal A.C. supply) if:

1. Inverter output voltage characteristics fall outside specified limits.


2. Critical load exceeds overload rating of UPS.
3. Over-temperature is sensed.
4. Manual (push button) command is given.
5. Transfer to by-pass mode is to be inhibited, and an alarm initiated if
voltage, frequency and/or phase shift of by- pass power is outside
acceptable tolerances.

C. Re-Transfer to Inverter: Re-transfer of critical load from auto by-pass source


to inverter (UPS mode) is only to be possible under the following conditions:

1. Inverter output voltage characteristics return to within specified


tolerances.
2. Original load current reduces to within rated full load capacity of UPS.
3. Re-transfer selector switch is in automatic position.

D. Lock-out feature is to inhibit re-transfer if by-pass source conditions are


outside preset tolerances or if UPS output and by-pass are not synchronized
and phase locked or if UPS output is not restored to normal conditions.

E. Normal Power Restored: When normal power is restored following an


outage, rectifier/charger is to initially draw no power except for transformer
in-rush current. After approximately 15 seconds (walk-in time), input power
requirements are to rise to power level to drive critical load and recharge
battery.

2.4 SYSTEM CHARACTERISTICS

A. Rectifier/Charger Input:

1. Nominal input voltage: 230V, 1-phase, 3-wire, 60 Hz.


2. Voltage input variation: +10 percent, -15 percent from nominal.
3. Frequency: +/-5 percent from nominal.
4. Transformer exciting current in rush: less than 600 percent nominal
current.
5. Power factor: 0.9 lagging smooth and step less at full load and nominal
input voltage.
6. Total harmonic feedback: maximum 5 percent (total).

7. Current limiting: 115 percent max. of that required to operate inverters
and charge battery at full rated load, adjustment possible between 100
percent and 125 percent.
8. Walk-in current in rush: 25 percent to 100 percent FLC in 15 seconds.

B. Rectifier/Charger Output:

1. Float and equalize operation: Adjustable, automatic, compatible with


battery.
2. Regulation: +/-1 percent max. from 0-100 percent load.
3. Ripple: +/-2 percent rms. (0 to 100 percent resistive load).

C. Static Inverters:
1. Output voltage regulation:

a. Balanced load: +/-1 percent (0 - 100 percent load)


2. Over-load rating: 125 percent for 10 minutes, 150 percent for 60
seconds, 1000 percent for 5 seconds, 110 percent continuous.

D. Automatic Static Transfer Switch:

1. Transfer time: 150 microsecond (overlapping) maximum.


2. Total sensing and transfer/retransfer time: 2 milliseconds, maximum.
3. Retransfer mode: Automatic/inhibit (selectable).
4. Retransfer delay:2 - 32 secs. in auto mode (selectable).
5. Transfer point: +/-10 percent of nominal output voltage (adjustable).
6. Retransfer point: +/-5 percent of nominal output voltage (adjustable).
7. Transfer inhibit point: +/-20 percent of nominal output voltage
(adjustable).

PART 3 - EXECUTION

3.1 PRE-INSTALLATION SITE SURVEY

A. Prior to start of systems installation, meet at the project site with the Owner's
representative and representatives of trades performing related work to
coordinate efforts. Review areas of potential interference and resolve
conflicts before proceeding with the work. Facilitation with the General
Contractor will be necessary to plan the crucial scheduled completions of the
equipment room and telecommunications closets.

B. Examine areas and conditions under which the system is to be installed. Do


not proceed with the work until satisfactory conditions have been achieved.

3.2 HANDLING AND PROTECTION OF EQUIPMENT AND MATERIALS

A. Be responsible for safekeeping of your own and your subcontractors'
property, such as equipment and materials, on the job site. The owner
assumes no responsibility for protection of above named property against
fire, theft, and environmental conditions.

3.3 PROTECTION OF OWNER'S FACILITIES

A. Effectively protect the Owner’s facilities, equipment, and materials from dust,
dirt and damage during construction.

B. Remove protection at completion of the work.

3.4 MAINTENANCE SERVICE

A. Maintenance Contract: Obtain an undertaking by the equipment manufacturer


and his authorized local representative to provide an annual maintenance
contract, available after substantial completion of the work, covering routine
service and emergency service by trained employees, and to ensure supply of
necessary standard spare parts.

B. Initial Maintenance Service: Beginning at Substantial Completion, provide 24


months' full maintenance service by skilled, competent employees of the Installer.
Include monthly preventive maintenance, repair or replacement of worn or
defective components, cleaning, and adjusting as required for proper operation.
Use parts and supplies as used in the manufacture and installation of original
equipment.

1. Perform maintenance, including emergency call-back service, during normal


working hours.
2. Include 24-hour-per-day, 7-day-per-week emergency call-back service.
3. Response Time: 2 hours or less.

C. Optional Maintenance Service: Refer to main contract terms & condition

3.5 TESTS AND ACCEPTANCE CRITERIA

A. Equipment Test: Unless requirement is waived, materials shall be tested and


manufacturer's test reports certifying that materials meet the requirements of
the listed standards shall be submitted.

B. All Configurations must be delivered, reviewed and accepted before the


system initial acceptance.

SECTION 27 10 00
STRUCTURED CABLING
PART 1 - GENERAL

1.1 SUMMARY

A. The Work of this Part is integral with the whole of the Project Documentation
and is not intended to be interpreted outside that context.

B. This Part of the Work shall be read and executed in conjunction and
coordination with all other Sections of this Specification and other
Services/Trade Contractors.

C. This Part specifies the general requirements for Communication Cabling


System installation that will support the data systems within the development.

D. The Contractor shall provide communication cabling installations for all Data,
IP Telephony, Wireless Infrastructure, Public Address Systems, IBMS
Systems, CCTV systems, security systems as well as any other Mechanical,
Electrical, Plumbing and ICT system. This includes distribution frames, patch
panels, cabinets, patch cords, outlets, adaptors, conduits, PVC ducts and
junction boxes, in accordance with the Project, Drawings and Schematics.

E. The Contractor shall supply and install all equipment cabinets associated with
the Communication cabling system, cable containment, copper cables, and
cable terminations (patch panels), as specified and shown on the Project
Drawings.

1.2 SUBMITTALS

A. Shop Drawings shall be signed and sealed by a qualified professional


engineer.

B. The Contractor shall detail equipment assemblies and indicate dimensions,


weights, required clearances, method of field assembly, components, and
location of each field connection including but not limited to:

1. Console layouts
2. Control panels
3. Rack arrangements

C. The Contractor shall submit the manufacturer’s product data for the following
including but not limited to:

1. Equipment Cabinets
2. Cat 6a Patch Panels
3. Cat 6a Cable and Termination Accessories

4. Cat 6a Patchcords
5. Multimode fiber optic cable
6. Multimode fiber optic patch panels.
7. Multimode fiber termination accessories.
8. Multimode fiber optic patch cords.
D. Product data submittal by the Contractor shall include the following as
minimum:

1. Schedule of equipment proposed with catalogue reference number;


2. Name and address of the manufacturer and country of origin of the
product;
3. Compliance statement to specification, with necessary supporting
documents;
4. Catalogue pages of proposed equipment;
5. Name and address of the authorized local representative/dealer;
6. System architecture.

1.3 QUALITY ASSURANCE

A. Ensure that the design, construction, materials and finishes of all equipment
are suitable for the location, climatic and operating conditions to which the
installation shall be exposed .

B. The installation shall comply with the requirements of all local authorities
having jurisdiction of the works, including the following:

1. · Saudi Arabian Standards Organization (SASO)


2. · Saudi Building Code (SBC)

C. All materials and equipment supplied by the Contractor shall be new latest
and proven technology in communication systems and shall meet or exceed
the latest published specification of the manufacturers in all respects.

D. All equipment’s and materials shall be the products of recognized


manufacturers. The Contractor shall supply the latest model available at the
time of order placement for each piece of equipment/materials.

E. Component Testing: All electronic components are to be factory tested in prior


to installation.

F. System Support: Factory fax/telephone/email support shall be available free


of charge during normal business hours.

G. Compliance: Comply with applicable portions of relevant standards pertaining
to types of electrical equipment and enclosures. All equipment shall be UL
listed, or equivalent.

1.5 SPECIALIST CONTRACTOR

A. Wiring for cabling systems shall be carried out by a Specialist Contractor


approved by the Engineer who has at least five years of experience in
deploying similar systems across the region.

PART 2 - PRODUCTS

2.1 APPROVED MANUFACTURERS

The Following are Approved Manufacturers for the entire system:

1. Legrand
2. Molex
3. Panduit
4. Systimax

2.2 SYSTEM DESCRIPTION

A. GENERAL

1. Structured cabling will utilise the Cat 6a F/UTP cabling system and
associated accessories for the horizontal cabling system.

2. Multi-mode fibre optic cable (OM4) cable shall be used for Backbone
Cabling for all connection runs under 2000meters for all connection runs
above this value, Single-mode fibre optic cable (OS2) shall be used.

3. For all fibre optic cables tight buffered fibre optic cable will be used for
all indoor applications with loose tube fibre required for all cable running
outside the building.

4. Final locations of the network points and finish of network outlet plates
shall be subject to the Architect and Interior Design Consultant approval.

B. CATEGORY 6a F/UTP CABLES

1. All cables within the local cabling distribution shall be Cat 6a F/UTP
2. Cables shall conform to TIA/EIA 568-C.2 Category 6a
3. Cables shall support 1Gbit/s transmission at distances of 100m.
4. All Cat 6a cables shall have 4 copper pairs.
5. All Cat 6a cable cores shall have a jacket made from Low Smoke Zero
Halogen (LSZH) material.
6. All Cat 6a cables shall have an aluminium foil tape shield which
surrounds the copper pairs.
7. All Cat 6a cables shall have thinned copper drain wire under the cable
jacket.
8. All Cat 6a cable cores shall be 23 AWG solid copper with Polyolefin
insulation.
9. All Cat 6a cables shall have an isolation member to separate each
copper pair.
10. The Contractor shall be responsible for ensuring that no single run of Cat
6a cable is longer than 90m. The CONTACTOR must notify the client at
the earliest opportunity if there are any cable runs longer than 90m.

C. PATCH PANELS CAT 6A

1. The specification for the patch panels should have the minimum
attributes as identifies below:

D. PATCH CORDS CAT 6A

1. The patch cords for connection to data switches to the local cabling
should be Cat 6a RJ45 to RJ45. Drop cords at the user location should
also be Cat 6a RJ45 to RJ45 patch cords.
2. All patch cords shall be based on TIA/EIA Category 6A specifications.
3. All patch cords shall be backward compatible with Category 6, Category
5e and Category 5 systems.
4. The patch cords shall incorporate an anti-snag feature that provides
maximum protection from snagging during moves and re-arrangements.
5. Patch cords shall be UL listed, UL-C certified and AUSTEL approved.

E. NETWORK OUTLETS

1. Network data outlets shall be either single or twin RJ45 as shown on


drawings.
2. All network data outlets shall conform to Cat 6a.
3. The style and finish of the outlets shall be selected according to the
aesthetics of the environment.

1. Cables shall be installed within the containment systems in a neat and


tidy manor. Preformed cable bends shall be used within the containment
systems to ensure that cable bend radius do not exceed the maximum
specified by the cable manufacturer.
2. Multimode Fibre Optic cables travelling in horizontal containment should
be bundled in no more than groups of 6 cables. Purpose made cable
fixings should be used for this purpose to ensure that no excessive strain
is placed upon the cables.
3. Multimode Fibre Optic cables within the risers should be individually
fixed to the vertical cable ladder by the means of purpose made cable
fixing to ensure that no excessive strain is placed upon the cables.
4. All fibre optic termination shall be utilizing SC OM4 pigtails or connectors
depends on the requirement and SC duplex interface adaptors.

J. FIBER PATCH PANELS

1. Backbone fibre cabling system patch panels shall meet below general
specifications:
a. The shelf shall take no more than 1.72 inches (one unit) of vertical
space on the rack.

b. The shelf must be mountable in a 19" wide rack, and have a jumper

2. Optical fibre patch bay housings shall be provided for cross-connecting
or inter-connecting purposes between OSP, ISP, and/or distribution
cables and the active network electronic switches
3. Provide any accessory products related to the optical fibre termination
shelves to provide a complete and functional infrastructure system.
4. Service provider fibre cables shall be terminated based on local authority
requirements.

K. EQUIPMENT CABINETS

1. Cabinets in Server Rooms and AV Room and shall be 42U 800mm wide
x 1200 mm deep Cabinets and fitted with vertical cable management
units.
2. Each 42U Cabinet shall be fitted with 2 number of 12 way 16 amps
managed and monitored Power Distribution Units.
3. Equipment cabinet in the in Store Admin shall be 24U high and
750MMX800MM or depends on the equipment inside each rack and to
consider space for future expansion. These racks must be fully enclosed
with integrated cooling fans and fitted with vertical cable management
units.
4. Each 24U Cabinet shall be fitted with 1 number of 12-way 16 amps
Power Distribution Units.
5. Equipment cabinet in the in outbuildings shall be 12U high and
600MMX600MM or depends on the equipment inside each rack and to
consider space for future expansion.
6. Each 12U Cabinet shall be fitted with 1 number of 10-way 16 amps
Power Distribution Units.
7. The cabinet shall have the following features:
a. The cabinet shall support both passive and active equipment
b. Supplied fully assembled and configured from the factory
c. Cable entry from top (sides and back) and bottom
d. Vertical cable channels for cable organization
e. Load rated to a minimum of 250kg

8. The Earthing must be achieved by means of the 19" frame attachments,
thus ensuring continuity. The cabinet and frame assembly when installed
will also serve as equipotential plane so that damaging external EMI
currents can be drained off. To this end, the inter-cabinet connections
shall also be made off by extending the earth connection from cabinet to
cabinet in a suite of cabinets. The suite of cabinets shall be connected
to the grounding network of the building.

9. The Earth kit of the cabinet must be connected to the protective earth.
The dimension of the earth conductor is 6mm2.

10. Cable management panels shall be provided at the racks with the
appropriate numbers to provide a neat management for the cables and
patch cords.

11. Both horizontal and vertical cable managements must be provided for
proper cable management inside the cabinets along with Velcro cable
straps.

12. Contractor shall also coordinate with specialist contractor for


communication tower and provide equipment cabinet based on their
specification if required.

PART 3 - EXECUTION

3.1 LABELLING

A. Identify system components, wiring, and cabling complying with TIA-606-B.

B. The Contractor shall submit a labelling scheme for approval by the client. This
labelling scheme shall cover all equipment cabinets, cabling and termination panels.

C. All labels shall be printed (hand written labels are unacceptable), self-adhesive and
shall be durable. Samples of each type of label are to be provided prior to installation
for approval by the client.

D. Each cabinet shall have a unique identification reference and shall be fitted with a
suitable label; black on a white background with the letters at a minimum 25mm high.

E. All cable patch panels are to be uniquely labelled, with each outlet on the panel given
an appropriate ID which corresponds to the outlet number on the wall outlet / floor
box. Patch Panels shall be labelled with as a minimum:

1. Cabinet Location
2. Unique reference within the cabinet

F. All cable outlets are to be uniquely labelled, with each outlet assigned a unique ID on
a per floor basis.

G. All cables shall be labeled at both ends and at regular intervals along the entire length
of the cable. Additionally, cables will be labeled on entry and exit from any area where
the cable cannot be easily traced. This includes (but is not limited to) where cables
pass through walls and risers.

H. The cable label shall indicate as a minimum:

1. Cable type
2. Unique Cable Identification Number
3. Source & Destination
4. Number of cores (for optical fibre cables only)

3.2 GROUNDING

A. Grounding shall conform to ANSI/TIA/EIA 607 - Commercial Building Grounding


and Bonding Requirements for Telecommunications, and manufacturer's grounding
requirements as minimum.
B. Ground equipment racks, housings, messenger cables, and raceways.
C. Connect cabinets, racks, and frames to single-point ground which is connected to
building ground system via #6 AWG green insulated copper grounding conductor.

3.3 TRAINING

D. Training of personnel designated by the client shall be carried out to enable to take
over, operation and maintenance of the data network. The Contractor shall submit the
training agenda and provide a training manual.

E. The Contractor shall submit a detailed training program which shall include
theoretical and practical training for personnel to be deputed by the Employer, at the
end of the guarantee period, in addition to the Employer’s personnel participation in
the installation and testing stages, and maintenance during the guarantee period of
three years.

3.4 TESTING AND COMMISSIONING

A. The Contractor shall test the complete structured cabling system. It is also a
requirement that any additional testing required to apply for the manufactures
warranty is also completed.

B. Any components that fail the testing procedures shall be corrected and
retested. The Contractor shall supply all test results including any failed tests
for review by the client.

C. Test Results shall be provided in both hard and soft copy. If any specific
software is required to view the test results, a licensed copy of this shall be
provided to the client.

D. The Contractor shall supply copies of the calibration certificates for all test
equipment used.

E. Each RJ-45 Jack connector shall be tested to ensure Category 6a


performance.

F. Each RJ-45 Jack shall be tested for Point to Point connectivity, by utilizing
hand held Time Domain Reflectometer (TDR), capable of generating pulses
of 500 MHz, and of testing that the following parameters are in accordance
with EIA/TIA 568B:

1. Wire mapping for correct polarity


2. Length for point to point connectivity under 90 metres
3. Near end cross talk (NEXT)
4. Resistance
5. Impedance
6. Capacitance
7. Noise
8. Attenuation

G. Fibre Optic Cable testing shall be conducted as per below;

1. All fibre testing shall be performed on all fibers in the completed end to
end system.
2. Testing shall consist of a bi-directional end to end OTDR trace performed
per TIA/EIA455-61 or a bi-directional end to end power meter test
performed per TIA/EIA455-53A.
3. The system loss measurements shall be provided at 850 and 1310
nanometers for multimode fibres and 1310 and 1550 nanometers for
single mode fibers.
4. Fibre links shall have a maximum loss of:
a. (Allowable cable loss per km) (km of fibre in link) + (0.4dB) (number
of connectors) = maximum allowable loss.
5. A mated connector to connector interface is defined as a single
connector.
6. Loss numbers for the installed link shall be calculated by taking the sum
of the bi-directional measurements and dividing that sum by two.
7. Any link not meeting the requirements of the standard shall be brought
into compliance by the CONTRACTOR, at no charge to the client.

H. Each testing sheet shall indicate the following:

1. Cable ID

PART 1 - GENERAL

1.3 DEFINITION

A. LAN: Local area network. The Local Area Network is made up of electronic
devices named Core Switch, Router, Access Router, Access Switch and Edge
Switch and their associated servers and IP Service Devices installed in the Main
Communication Room cabinets.

1. The main function of this network is to support Voice, Data and Video IP
Networks in the Building and to enable access to the IP links outside the
building originating from the Provider IP and TDM networks

B. Data Network: It is the switching network that will perform all switching and
routing functions for voice, video and data services. The network shall serve all
IP based services such as IP telephony, ELV and ICT systems,

C. Core Switches: The Core Switches will be located at the heart of the network
and shall provide very fast switching, intelligent high performance platform for
deploying numerous concurrent intelligent services without degrading the
overall performance of the network. The core switches shall perform various
functions using various service modules for WAN interfaces, security firewalls
... etc.

D. Distribution switches: The distribution switches will be used to provide


aggregation for various services and filter traffic that will reach the network core.

E. Edge (Access) Data Switch: Edge Switches will be located at the wiring
closets (telecommunication closets), they will provide users with access to the
network. The edge switches shall support power over Ethernet on all ports.

F. Wireless Network Management Server: Wireless LAN Controllers are


responsible for system wide wireless LAN functions, such as security policies,

intrusion prevention, RF management, quality of service (QoS), and mobility

G. Firewall: These devices will be deployed before the server farm to filter out all
unwanted traffic & to block attacks incoming to the server farms.

1.4 DESCRIPTION OF WORK

A. The purpose of this document is to define works to be performed under this


section, including supply, install, test and commission of complete Data
Communication Network Equipment.

B. The Contractor shall be responsible for all design activities, preparing of


drawings, components and materials, labor and all other associated apparatus
necessary to completely install, test and turnover for acceptance of the
Employer. General Terms and conditions shall apply to this work even if it is not
explicitly stated in this document.

C. The Contractor shall provide a turnkey solution. The installation and


commissioning of the Multi-service systems shall be supplied by the Contractor
as stated in the drawings and specification. In addition, the Contractor shall go
along with the document and abide by it and shall provide a fully verified and
functional network upon completion. If there are any details or matters not
specifically mentioned or shown, partially described or missing from the
document which may be necessary to complete or perfect the work, then the
Contractor shall include in the work.

D. The local area network shall provide the unified IP infrastructure required to
provide the necessary bandwidth for the different running applications.

E. This Section details the work to be carried out by the Contractor concerning the
following items:

F. A hierarchical building block design approach is required to ensure scalability


and to simplify network operations and troubleshooting. That should guarantee
operations simplicity for the client.

G. This network tender scope includes supply, install, configure and test all
equipment including all required accessories, tools necessary to complete a
highly standard implementation as per vendor standards and
recommendations.

H. Contractor shall be responsible for installation and connectivity of all


copper/fiber patch cords between patch panels and network equipment.

I. Contractor should coordinate with other contractors to provide all VLANs


configurations required by security, AV, BMS and integration contractor.

J. Detailed Low Level Technical Design shall be submitted by the contractor prior
to equipment ordering and implementation. LLD shall include all technical
details including IP addressing scheme, VLANs, Network topology, Physical
and Line Diagrams, hardware platform, addressing, routing strategy, Security
considerations such as authentication, VLANs, subnet isolation, and so on shall
be included.

K. Contractor shall submit Wireless Site survey, RF study, network implementation


plan, staging, installation and configuration. For approval by the Engineer to
accomplish the work of building the network in an integrated manner and with
definitive procedure the necessary tests.

L. If there are any details or matters not specifically mentioned or shown,


partially described or missing from the document which may be
necessary to complete or perfect the work, then the Contractor shall
include in the work at no additional cost to the client.

M. Contractor shall be responsible for verifying and confirming that all


required active equipment that shall be ordered for this project is up the
latest models and releases issued by the manufacturer during technical
transmittal approval process and at no additional cost to the client.

1.5 QUALITY ASSURANCE

A. Ensure that the design, construction, materials and finishes of all equipment are
suitable for the location, climatic and operating conditions to which the
installation shall be exposed .

B. The installation shall comply with the requirements of all local authorities having
jurisdiction of the works, including the following:

C. All materials and equipment supplied by the Contractor shall be new latest and
proven technology in communication systems and shall meet or exceed the

time of order placement for each piece of equipment/materials.

1.7 SUBMITTALS

The contractor shall submit the following prior to installations:

A. Submit to the Engineer shop drawings, product data (including cut sheets and
catalog information), and samples required by the contract documents. The
engineer/designer will indicate approval of shop drawings, product data, and
samples submitted to the Engineer by stamping such submittals “APPROVED"
with a stamp. Submitted shop drawings shall be initialed or signed by the
Contractor, showing the date and the Contractor's legitimate firm name.

1. By submitting shop drawings, product data, and samples, the Contractor


represents that he or she has carefully reviewed and verified materials,
quantities, field measurements, and field construction criteria related
thereto. It also represents that the contractor has checked, coordinated,
and verified that information contained within shop drawings, product data,
and samples conform to the requirements of the work and of the contract
documents. The Engineer remains responsible for the design concept
expressed in the contract documents as defined herein.

2. The Engineer’s approval of shop drawings, product data, and samples


submitted by the Contractor shall not relieve the Contractor of responsibility
for deviations from requirements of the contract documents, unless the
Contractor has specifically informed the Engineer in writing of such
deviation at time of submittal, and the Engineer has given written approval
of the specific deviation.
The Contractor shall continue to be responsible for deviations from
requirements of the contract documents not specifically noted by the
contractor in writing, and specifically approved by the Engineer in writing.

3. The Engineer’s approval of shop drawings, product data, and samples shall
not relieve the Contractor of responsibility for errors or omissions in such
shop drawings, product data, and samples.

C. Shop drawings: Submit the following:

1. Workshop drawings illustrating full details of rack elevations along with all
related network drawings, in addition to the physical and logical diagrams
of the proposed network illustrating the following:
a. Type and number of physical links and interfaces.
b. Type and bit rate of each logical link.
c. Number and type of each port of the proposed equipment, power
over Ethernet ports shall be specified.
2. The contractor has to show the maximum number of ports that can be
provided by the core, Distribution and edge switches against the number
actually used ports for the current situation.
3. VLAN and Addressing plan foreseen for the proposed network
4. Proposed Quality of Service policy.
5. Technical Data sheets of all proposed supplied equipment’s.
6. Complete schematic of the physical layer of the proposed WLAN.
7. Complete files and results achieved after carrying out an onsite radio
propagation investigation, indicating for each WiFi Access Point:
a. Level, location and identification.
b. Transmission power tuned and used during the propagation
investigation on the 2.4 GHz band and 5 GHz band
c. C/N (Career/Noise) of the radio signal delivered on the 2.4 GHz band
and 5 GHz band:

1) At 10 and 25 meters from the Indoor WiFi Access Points


2) At 25, 50, 100 and 200 meters from the Outdoor WiFi Access
Point.
d. Net bit-rate obtained on the highest usable channels on the 2.4 GHz
band and at each distance indicated above with traffic simulation
(using WPA and TKIP encrypted Ethernet standard frames) on each
Access Point.
8. Site layout of the Building levels indicating:

a. location and labeling of DNE WiFi Access Points
b. Dedicated transmitting level for each WiFi Access Point on the 2.4

9. At the end of each working phase, the Contractor shall provide a complete
set of as built document including:

a. All prior documents requested for execution and completed in


accordance with the real executed works.
b. Management software configuration with managed domains and user
rights of each operator using management software.
c. Technical data sheets, references and catalogues of installed
equipment and software manufacturers.
d. The configuration files will be given to the Client Representative
Technical Consultant for validation.

D. Project Record Drawings:

1. Submit project record drawings at conclusion of the project and include:

a. Approved shop drawings.


b. Telecommunications closets (TCs) and main communication room
(MCR and/or MDF) termination detail sheets.
c. Security Equipment Room (SER) detail rack layout
d. Labeling and administration documentation
e. Warranty documents for equipment.
f. Performance test result

E. Compliance Clause: The contractor must submit a complete specification


compliance statement for the proposed Communication systems.

F. Compliance sheet item by item providing a comparison between each item


specifies herein and each item submitted and deviations justifications if there is
any.

G. The Contractor shall be noticed to re-examine immediately any error, omission


or nonconformity identified by the Consultant at this stage.

H. Any anomaly or non-conformity identified in the documents and any omission of


documents shall be subject to a deduction in warranty.

1.8 QUALITY ASSURANCE

A. All materials and equipment supplied by the Contractor shall be new latest and
proven technology in communication systems, and shall meet or exceed the
latest published specification of the manufacturers in all respects. All materials
and components shall be compatible with each other and with the services they
shall interface with, the contractor shall submit certificates of compliance from

manufacturers.

B. All equipment’s and materials shall be the products of recognized manufacturers.


The Contractor shall supply the latest model available at the time of order
placement for each piece of equipment/materials. If a newer version becomes
available within thirty (30) days of the issuance of a purchase order by the
Employer or if a new technology becomes available that offers an alternative to
selected equipment or materials the Contractor shall offer to substitute such new
equipment or materials for the selected equipment and materials. The Employer
shall decide whether or not such substitutions are appropriate and prices shall
be adjusted to reflect increases or decreases in cost to Employer. The cost of
any changes to infrastructure cabling or physical plant design due to such
changes will be included in the cost revision presented to the client prior to
Employer acceptance.

C. Approved Equivalent Substitution: The Contractor may propose an Employer


approved equivalent device. Requests for hardware substitution shall be
submitted in writing and include the hardware cut sheet and the exact
configuration being proposed.

D. Component Testing: All electronic components are to be factory tested in prior to


installation.

E. System Support: Factory fax/telephone/email support shall be available free of


charge during normal business hours.

F. Compliance: Comply with applicable portions of relevant standards pertaining to


types of electrical equipment and enclosures. All equipment shall be UL listed,
or equivalent.

G. Subcontractor Qualification: The Data communication systems sub-


Contractor shall be fully capable and experienced in the multiservice
environment, Information Technology and Communication systems (ITC) as
specified. To ensure the system has continued support, the Sub-Contractor shall
have a successful history of installation, service and support and must have a
minimum of ten (l0) years of experience.

H. The Sub-Contractor's installation personnel shall meet the manufacturers


training and education requirements of extended warranty program. The training
certificates obtained from the manufacturer shall be submitted.

I. The Sub-Contractor should meet the following requirements and qualifications:

1. The Sub-Contractor must have a proven track in building and maintaining


large network infrastructure similar or bigger to this tender requirement.
2. The Sub-Contractor shall have a proven track of experience in networking
Services, Security, Network Management System, VOIP, IP Telephony
technologies, and cabling.
3. The Sub-Contractor should be recognized as an Authorized Vendor Partner
for five (5) years at least.
4. On-site support personnel should be certified on the products supplied by

the Manufacturer with minimum 3 years.

1.9 DELIVERY, STORAGE, AND HANDLING

A. Costs of all shipping to the site, and of all unusual storage requirements, shall be
done by the Contractor. It shall be the responsibility of the contractor to make
appropriate arrangements and to coordinate with authorized personnel at the site
for the proper acceptance, handling, protection, and storage of equipment so
delivered.

B. Movement of material, either at the time of delivery or subsequently, shall be the


sole responsibility of the contractor. All costs associated with this movement shall
also be the responsibility of the contractor.

C. The contractor shall be responsible for the safe storage of all equipment. In the
event of equipment damage or disappearance from the site, the contractor shall
bear full responsibility and all costs associated with equipment replacement at
no additional cost to the Owner.

D. Deliver materials (except bulk materials) in manufacturer's unopened container,


fully identified with the manufacturer's name, trade name, type, class, grade, size
and color.

E. Store materials suitably sheltered from the elements, but readily accessible for
inspection until installed. Store all items subject to moisture damage in dry space

1.10 WARRANTY

A. Manufacturer shall warrant specified equipment to be free from defects in


materials and workmanship for a period at least two years from the date of hand
over.

1.11 MAINTENANCE SERVICE

A. Maintenance Contract: Obtain an undertaking by the equipment manufacturer


and his authorized local representative to provide an annual maintenance
contract, available after substantial completion of the work, covering routine
service and emergency service by trained employees, and to ensure supply of
necessary standard spare parts.

B. Initial Maintenance Service: Beginning at Substantial Completion, provide 24


months' full maintenance service by skilled, competent employees of the Installer.
Include monthly preventive maintenance, repair or replacement of worn or
defective components, cleaning, and adjusting as required for proper operation.
Use parts and supplies as used in the manufacture and installation of original
equipment.

1. Perform maintenance, including emergency callback service, during normal


working hours.
2. Include 24-hour-per-day, 7-day-per-week emergency callback service.
3. Response Time: 2 hours or less.

1.12 TESTS AND ACCEPTANCE CRITERIA

A. Equipment Test: Unless requirement is waived, materials shall be tested and


manufacturer's test reports certifying that materials meet the requirements ofthe
listed standards shall be submitted.

B. All Configurations must be delivered, reviewed and accepted before the system
initial acceptance.

C. Configurations made by the contractor must be submitted monthly, including


switches and servers configurations.

1.13 PROJECT CONDITIONS

A. Environmental Limitations: Do not deliver or install any Active devices and


connecting materials until wet work in spaces is complete and dry, and HVAC
system is operating and maintaining ambient temperature and humidity conditions
at occupancy levels during the remainder of the construction period.

B. Environmental Rating: Equipment shall be rated for continuous operation under


the ambient environmental temperature, humidity, and vibration conditions
encountered at the installed location. For devices located in harsh environments
such as interior uncontrolled or exterior environments, the Contractor shall provide
the necessary housings or enclosures to ensure proper equipment operation and
performance. The equipment shall meet the following requirements based
location:

1. Interior controlled environment: 15 to 45 degrees C dry bulb and 20 to 90


percent relative humidity, non-condensing. Communication rooms shall
be considered this type of environment.
2. Interior, uncontrolled environment: 0 to 60 degrees C dry bulb and 10 to
95 percent relative humidity, non-condensing. Baggage make-up and
breakdown areas shall be considered this type of environment
3. Exterior environments: - 5 degrees to 70 degrees C dry bulb and 5 to 100
percent relative humidity, condensing.

2.2 GENERAL REQUIREMENTS

A. The network shall be capable of recovering from failures and topology changes
quickly and in a predetermined manner. The network should be scalable and
easily support future expansions. The network shall be capable of classifying and
marking data packets at the network edge, minimizing congestion and allowing
traffic to be prioritized.

B. The traffic has to flow efficiently through the network, to prevent bottlenecks. Also
the traffic must be controlled in an efficient way to make it easy to cope with the
changing requirements and priorities as network grows and evolves.

C. The network must be secured to ensure only authorized users can gain access to
the network, to restrict access to sensitive network areas, and to prevent data and
voice traffic from traveling to the wrong stations.

D. The network must be high available include high performance IP routing, Layer 2
and Layer 3 load balancing, bandwidth aggregation technology, multicast
management.

E. The network shall be able to accommodate future expansion in terms of hardware


and the impact on the expected traffic pattern.

F. The network must provide a convergent unified infrastructure to support voice,


video & data.

G. The network must accommodate any IP Ethernet device, through wired or


wireless links.

H. The network shall provide the sufficient bandwidth to support IP video streaming
with broadcast and multicast data flows.

I. The network shall demonstrate high level of redundancy on various levels from
physical redundancy by using dual core design concept, using dual power
supplies at core switches and other redundancy features.

J. The network must be secured to ensure only authorized users can gain access to
the network, to restrict access to sensitive network areas, and to prevent data and
voice traffic from traveling to the wrong stations.

K. Generally the network must satisfy the following requirements:

1. Support QOS and S02.1P/Q.


2. Switches must be managed to provide the required prioritization for voice
packets.
3. The IP phones shall be connected at least 10/100 Base T ports

13. Support security measures such as access control lists and 802.1x.

L. The administrator shall be able to police the amount of traffic that each user is
able to transmit. Policing shall be performed according to the traffic filter profile
assigned to the traffic flow. Policing is required to ensure that traffic flows conform
to criteria assigned by network administrator.

2.3 LAN ARCHITECTURE

C. Data Network

a. A high-bandwidth, multiple 40 Gigabit Ethernet 802.3ba shall be utilized


for core layer interconnectivity. Likewise, dual 40-Gigabit Ethernet
technology shall be utilized for interconnecting Core switches to
Distribution Switches, and 10-Gigabit Ethernet technology shall be
utilized for interconnecting Distribution switches to Access switches.
Aggregation switch shall be utilized to connect servers, MLS Layer-3
Ethernet switches shall be utilized at the access (edge) layer to connect
all field equipment (using auto sensing 10/100/1000 Base-T). Each MLS
Layer-3 Access switch or stack of switches shall support multiple VLANs

D. Security Networks

a. Telephone and Security networks architecture shall be identical, A high-


bandwidth, multiple 10 Gigabit Ethernet shall be utilized for core layer
interconnectivity in both networks. Likewise, 10-Gigabit Ethernet
technology shall be utilized for interconnecting Core switches to
Distribution Switches in each network. Aggregation switch shall be
utilized to connect servers, MLS Layer-3 Ethernet switches shall be
utilized at the access (edge) layer to connect all field equipment (using
auto sensing 10/100/1000 Base-T). Each MLS Layer-3 Access switch or
stack of switches shall support multiple VLANs
E. General

a. Quality of service (QoS), congestion management and multicast control,


shall be implemented to manage real-time voice and video traffic as well
as priority network data traffic in all networks. Other LAN/WAN services

such as VLANs, Sub-netting, DNS, Proxies, Access Control Lists, DHCP
and Routing Protocols shall be configured and implemented as part of
the LAN solution. WAN connectivity to the internet and external services
shall be secured using Firewalls and intrusion detection system.
b. All network equipment shall be both IPV4 and IPV6 capable. While the
specifications are based on IPV4, the Contractor, if directed by the
Employer, shall implement IPV6 with backward compatibility to IPV4.
Notwithstanding, the contractor shall define all IP addresses static ranges
and dynamic ranges as well as subnets and subnet masks.
c. Connectivity to external services shall be accomplished using either
asynchronous or synchronous services (e.g. E1, E3, OC-3 or OC-12)
utilizing interfaces to external service provider SDH network.
d. All internal network routing protocols shall be based on OSPF. External
routing protocols shall be BGP.
e. Multicast routing protocols shall be based on MOSPF.
f. A Network Management System (NMS) shall be provided as part of each
Network to support around the clock 24/7 operation monitoring and
management of all network devices and operations.
g. The Core switches, server farm aggregation switches and the distribution
switches shall be modular with enough backplane throughput and
bandwidth that can deal efficiently with the connected traffic. Free Slots
(at least 25% of chassis slots) should be available per each chassis in
order to provide future expansion.
h. Broadcast storms must be prevented from reaching the core layer. The
network shall be divided into several broadcast domains to guarantee the
optimum performance. Multicast / broadcast protection is a mandatory
feature on the backbone layer.
i. The proposed design should avoid any kind of traffic bottlenecks in the
backbone or the server farm. The switch shall support hot-swap for easy
dynamic expansions.
j. The servers in the server farm shall be connected to the Server farm
aggregation switches through 10 GE redundant links.

2.4 ACTIVE SYSTEM COMPONENTS

Contractor shall be held responsible to provide active components to


match the specification with the latest component in the market with six
months of final commissioning, without extra cost.

A. CORE SWITCHES

1. The core switches should provide wire speed non-blocking performance


and shall be modular. Each chassis shall include slots supporting wide
range of switching interfaces.
2. The Contractor shall provide bandwidth calculations verifying the
appropriate required backplane switching fabric in Gbps against the

expected amount of traffic along with required forwarding rates in Million
packet per second for the core and Server farm aggregation
3. The Data Network Core switches shall be a multi-layer switch. Each Core
switch shall support multiple 40 Gigabit Ethernet 802.3ba standard and
40/10 GE SFP+.
4. Telephone and Security Network Core switches shall be multi-layer
switches. Each Core switch shall support multiple 10 Gigabit Ethernet
802.3ea standard and 10 GE SFP+.
5. The switches shall include Layer 2 and Layer 3 Multiprotocol Label
Switching (MPLS) VPNs, and Ethernet over MPLS (EoMPLS) with quality
of service (QoS) and security features.
6. All switches shall have extra slots to support 25% expansion.
7. Data, Telephone and Security Network Core switches shall include the
following components at a minimum:
a. Basic Chassis:
i. 24 Port SFP+ ports
ii. Up to 260Gbps of system bandwidth capacity
iii. Up to two (2) hot swappable 220VAC power supplies and
should be connected to two different power circuits
iv. Support Advanced Layer-3 IP Routing protocols.
b. High Availability Requirements:
i. Primary and secondary switches must failover to each other
using Hot Standby Router Protocol/Virtual Router Redundancy
Protocol (HSRPNRRP).
ii. Hot Swappable Switch Fabric, Power Supplies and fan trays
and Switching modules.
iii. Dual switch software and configuration file images on
processors.
iv. Provide. One- to three-second state full failover between
redundant supervisor engines.
v. Provides packet -loss protection and the fastest recovery from
network disruption
vi. The switch must provide environmental monitoring such as
temperature, fan status and power voltage monitoring.
vii. Active Alternate locations for switch software and configuration
file images (Flash, PCMCIA, Network Drive)
viii. The switch's operating system or application-specific software(
s) should not at any time effect of operation by causing a
system to: crash, reboot, enter a state of Denial of Service
(DoS), fail to respond to any type of user/network traffic, fail to
respond to any type of management traffic, use built-in user
name/passwords to gain illegal access to the switch.

statistics, history, events and alarm.
iv. The switches should be able to support Web-based
management.
v. The switches must support the following management
interface: Console, telnet, Out-of-band Ethernet port and FTP.
vi. The Switches must be able support synchronization of software
images and configuration files between the two management
modules.
vii. The switches must support syslog for activity logging.
viii. The switches must support LDAP/Radius/ACE client for
centralized policy management.
ix. The switches must support RFCI256 ICMP Router Discovery
Protocol.
x. The switches must have capability to discover connected
neighboring switch via layer 2 discovery protocols. The
discovered information must include peer's IP address, port
connecting to the peer and the corresponding ports at the
peers.
xi. The switches must be able to export Net flow statistics for all IP
flows passing thru the switch. The switch must be able to export
flow's meta information to an external collector for further
analysis.
xii. The switches must have capability to send synthetic traffic to
measure the service level of critical services, such as IP
reachability, HTTP, DNS, DHCP, etc. The measure information
must be exported to an external management station for detail
analysis. All services being monitored by the switches must be
associated to a threshold on the expected response time. The

1. General: VLAN features shall be configured enabled in all network devices


to allow devices to communicate as if they were attached to the same wire,
when in fact they are located on a number of different LAN segments.
2. VLAN Segments: The Local Area Network shall be segmented into
multiple VLANs (Up to 1000 VLAN.) All common applications and systems
shall utilize a separate VLAN.

3. With the exception of critical systems (see next paragraph); different VLAN
equipment may share the same access switch as long as each port is
configured with its appropriate VLAN. Private VLAN edge may be utilized

4. Critical Systems: Safety systems (e.g. fire alarm or building management),
security systems (e.g. access control or CCTV) and confidential systems
(e.g. Royal operations) shall be further secured by connecting their
respective VLAN equipment to separate access switches.
5. VLAN Routing: All VLAN routing shall be completed at level-3 at the local
access switch (i.e. if the devices are connected to the same access switch)
or at the distribution switch (i.e. if the devices are connected to different

6. VLAN Security: Each VLAN shall be controlled at the switch port level;

2.5 UNIFIED WIRELESS COMMUNICATION SYSTEM

A. This project shall use the WiFi technology for the following purpose:

1. Provide wireless access to any Voice, data and video IP communication


system in main indoor areas as indicated on the drawing.
2. Physical Security network shall provide wireless coverage to the entire
outdoor campus to provide Real Time Localization Service (RTLS) for all
trucks going inside the campus.
B. Wireless system shall be able to configure up to 16 SSIDs on access point and
assign different configuration settings to each SSID. All the SSIDs should be
active at the same time; that is, client devices can associate to the access point
using any of the SSIDs. The following settings should be assigned to each

PART 3 - EXECUTION

3.1 PRE-INSTALLATION SITE SURVEY

A. Prior to start of systems installation, meet at the project site with the Owner's
representative and representatives of trades performing related work to
coordinate efforts. Review areas of potential interference and resolve conflicts
before proceeding with the work. Facilitation with the General Contractor will be
necessary to plan the crucial scheduled completions of the equipment room and
telecommunications closets.

B. Examine areas and conditions under which the system is to be installed. Do not
proceed with the work until satisfactory conditions have been achieved.

3.2 HANDLING AND PROTECTION OF EQUIPMENT AND MATERIALS

A. Be responsible for safekeeping of your own and your subcontractors' property,


such as equipment and materials, on the job site. The owner assumes no
responsibility for protection of above named property against fire, theft, and
environmental conditions.

3.3 PROTECTION OF OWNER'S FACILITIES

A. Effectively protect the Owner’s facilities, equipment, and materials from dust, dirt
and damage during construction.

B. Remove protection at completion of the work.

3.4 MAINTENANCE SERVICE

A. Maintenance Contract: Obtain an undertaking by the equipment manufacturer and


his authorized local representative to provide an annual maintenance contract,
available after substantial completion of the work, covering routine service and
emergency service by trained employees, and to ensure supply of necessary
standard spare parts.

B. Initial Maintenance Service: Beginning at Substantial Completion, provide 24


months' full maintenance service by skilled, competent employees of the Installer.
Include monthly preventive maintenance, repair or replacement of worn or
defective components, cleaning, and adjusting as required for proper operation.
Use parts and supplies as used in the manufacture and installation of original
equipment.

4. Perform maintenance, including emergency call-back service, during normal


working hours.
5. Include 24-hour-per-day, 7-day-per-week emergency call-back service.
6. Response Time: 2 hours or less.

3.5 TESTS AND ACCEPTANCE CRITERIA

initial acceptance.

3.7 FIELD QUALITY CONTROL

A. Employ job superintendent or project manager during the course of the


installation to provide coordination of work of this specification and of other
trades, and provide technical information when requested by other trades. This
person shall maintain current registration with the manufacturer and shall be
responsible for quality control during installation, equipment set-up, and testing.

B. At least 75 percent of installation personnel shall be manufacturer registered


telecommunications installers. Of that number, at least 50% percent shall be
registered for three years or more.

C. Installation personnel shall meet manufacturer’s training and education

D. Requirements to be met for implementation of extended warranty program.

3.8 TRAINING

The system manufacturer and his authorized local representative shall provide,

2.7 MEDIA SERVER

PART 3 - EXECUTION

3.1 PRE-INSTALLATION SITE SURVEY

A. Prior to start of systems installation, meet at the project site with the Owner's
representative and representatives of trades performing related work to
coordinate efforts. Review areas of potential interference and resolve conflicts
before proceeding with the work. Facilitation with the General Contractor will
be necessary to plan the crucial scheduled completions of the equipment room
and telecommunications closets.

B. Examine areas and conditions under which the system is to be installed. Do


not proceed with the work until satisfactory conditions have been achieved.

3.2 HANDLING AND PROTECTION OF EQUIPMENT AND MATERIALS

A. Be responsible for safekeeping of your own and your subcontractors' property,


such as equipment and materials, on the job site. The owner assumes no
responsibility for protection of above named property against fire, theft, and
environmental conditions.

3.3 PROTECTION OF OWNER'S FACILITIES

A. Effectively protect the Owner’s facilities, equipment, and materials from dust,
dirt and damage during construction.

B. Remove protection at completion of the work.

3.4 MAINTENANCE SERVICE

A. Maintenance Contract: Obtain an undertaking by the equipment manufacturer


and his authorized local representative to provide an annual maintenance
contract, available after substantial completion of the work, covering routine
service and emergency service by trained employees, and to ensure supply of
necessary standard spare parts.

B. Initial Maintenance Service: Beginning at Substantial Completion, provide 24


months' full maintenance service by skilled, competent employees of the Installer.
Include monthly preventive maintenance, repair or replacement of worn or
defective components, cleaning, and adjusting as required for proper operation.
Use parts and supplies as used in the manufacture and installation of original

1) Perform maintenance, including emergency callback service, during normal


working hours.
2) Include 24-hour-per-day, 7-day-per-week emergency callback service.

3.5 TESTS AND ACCEPTANCE CRITERIA

A. Equipment Test: Unless requirement is waived, materials shall be tested and


manufacturer's test reports certifying that materials meet the requirements

B. All Configurations must be delivered, reviewed and accepted before the system
initial acceptance.

SECTION 28 13 00

ACCESS CONTROL SYSTEM

PART 1 - GENERAL

1.1 SUMMARY

A. The Access Control System (ACS) shall control and monitor all the areas as
indicated in the security design layouts.

B. The ACS scope of work shall include but no limited to intelligent controller,
biometric readers, the doors accessories and other devices such as main
ACS servers, enrolment Kit, etc.

1.2 SCOPE OF WORK

A. General: The Access Control System will consist of Ethernet based,


redundant, real-time host processors/servers, multiple workstations and
terminals, and a hierarchy of Ethernet based intelligent field panels that
interface with modules (reader and input/output) that connect specified
readers, portal input devices, portal output devices, monitor and control
devices. This contract shall include all of the equipment from the intelligent
field panel down to the end devices. The head-end will be provided for the
overall site and the field panels provided shall be compatible with the head-
end provided. The contractor shall include the cost of licensing all devices
on the head-end such as biometric readers and other equipment as well as
providing workstation licenses. Coordinate acceptable intelligent door
controller panels with the Employer and include all labor for programming all
devices and equipment into the head-end.

B. Transportation of digital signals for communications between door controller


panels and the ACS host shall be via the same converged network. The IP
addressing, Ethernet switch port counts, assignments, and bandwidth
utilization shall be defined and coordinated with Data/Comm contractor.

C. Work of this section includes all labour, materials, and software required for
detailed technical design, systems, installation, data entry and importation,
programming, graphic entry and importation, testing, commissioning,
documentation and warranty of a complete and operating ACS for the
Support Facilities as shown on the drawings and specified herein.

D. This contract includes all work necessary for a fully functional ACS system
for facilities as indicated on the drawings. Work includes but is not limited to:
furnishing all equipment, cabling, conduit, installation, programming, and
testing of all devices.

E. This contract shall provide door hardware and conduit rough-in and this
contractor shall coordinate with all other trades and systems as needed for a
fully functional system.

F. The purpose of the ACS is to ensure the following:

1. Access by authorized individuals to secured areas as noted in the


drawings and any other areas the Employer may designate.
2. Prevention of unauthorized access by inadvertent means or
unauthorized individuals.
3. Assure that an individual is immediately denied entry to a specified
area when that person’s access authority for that area is withdrawn.
4. Archiving of all access and alarm events providing audit trails for all
these events.
5. Timely notification to Employer authorities of all off-normal events or
alarmed events.

G. The project intends to incorporate numerous ACS technologies, including


but not limited to, biometric readers and biometric readers with Personal
Identification Number (PIN) pads. Each individual technology will aid in the
verification of the individual’s identity. The system shall be capable of
utilizing any combination of these technologies.

H. The system shall be integrated with other systems such as the Surveillance
System, Fire Alarm System (FAS), BMS and others through industry
standard communication protocol. The contractor shall provide these
interfaces within the Support Facilities included in this scope of work.

1.3 QUALIFICAITONS

A. The Contractor shall submit information detailing where the proposed


system has been installed by this contractor, the dates when this was
completed, and basic project parameters such as quantity of biometric
readers, total point count, system software version and hardware provided,
and project cost for the ACS portion of the project. Provide resumes for all
personnel that are actively certified on the proposed system and provide
copies of the current certification certificates.

1.4 SYSTEM REQUIREMENTS

A. General: The access control system shall provide the following biometric
access control system objectives:

1. Access Control.
2. Alarm Monitoring.
3. Database Management.
4. Visitor Management
5. System Administration.
6. Screen/Forms Creation.
7. Graphical Map Creation.
8. Data Import.
9. Data Export.

B. Access Control:

1. Controlled entry, via access control biometric readers and associated


devices, of only authorized personnel to secured areas based on
rightsholder information entered and stored in the system database.
2. All access requests, both authorized and denied, shall be sent to the
host for storage and annunciation, as required, with the rightsholder
number, name, and access point/area where access was attempted or
gained.
3. The system shall provide for automatic lock/unlock of access-controlled
doors on a scheduled basis using time zones.
4. The operating mode of access-controlled doors shall be indicated as
locked, unlocked, or system controlled. The door position switch or
balanced magnetic switch shall be indicated as open or closed.

C. The system will provide for alarm monitoring and/or transaction reporting for
specific events and the contractor for the support facilities shall be
responsible for programming the alarms into the ACS, such as, but not
limited to the following:

1. Duress condition at a biometric reader / keypad device (duress PIN/


Finger).
2. Anti-pass back violation.
3. Rejected access request.
4. Invalid biometric
5. Reader off-line.
6. Controller cabinet tampers.
7. SNMP network alarms.
8. Commercial AC power failure.
9. Controller communications failure.
10. Low battery at UPS power supply.
11. Monitoring of door devices (door position, magnetic lock bond sensor,
tamper switches, etc.)

D. The system must allow unique emergency instructions to be specified for


each type of alarm. The Contractor shall coordinate the instructions with the
Employer and enter these into the system as a part of the system installation

E. If components of the system fail for any reason the system shall be capable
of informing the operator of their impact to other down-stream or connected
devices, this notification should be done through the Graphical User
Interface with a change in the graphics of specifically impacted components.
For example, the loss of an Intelligent Door Controller Panel should notify
the personnel monitoring the system of what is controlled by that device, be
programmed with instructions of what to do for this event, and show the
portals or devices affected as off-line on the graphic maps as well as the
system device tree.

F. Rightsholder Management: The ACS will include a rightsholder


management system integrated with the ACS.

G. Access Levels: The access level will determine the doors and times a
rightsholder is authorized to pass through an ACS controlled portal. Two (2)
methods shall be provided: a global specification for general use and a
method specific to individual rightsholders, intended for customizing access
levels where necessary. The Contractor shall coordinate the access level
layout with the Employer and enter the access levels into the system.
Coordinate requirements with the Employer.

H. System Programming: The Contractor shall be responsible for the following


programming for all points on the system:

1. All controllers, biometrics, input and output points.


2. Creation of Employer Facility alarm maps.
3. Alarm messages, defining VSS coverage, what automatic events
occurred upon the alarm and providing the operator with “how to
respond” instructions for all points.
4. Graphical Map Creation: The ACS provides Graphical Map creation and
Editing Software that allows the System Administrators to import
customized map backgrounds of their facility including image from a GIS
system or AutoCAD DWG or DXF or Revit files and to attach custom
icons to those maps.
5. Access Levels: The Contractor shall program all access levels into the
system and the creation of generic users’ profiles and user groups as
related to the Support Facilities. The access levels and generic profiles
shall be coordinated with all users of the system including but not limited
to the Employer and the Police or Security personnel on the site. As
additional portals and points are brought on-line, the Contractor shall be
responsible for adding the access points to the profiles and any badge
holders if the update is not automatic.

1.5 HARDWARE ARRANGEMENTS

A. The names assigned to the equipment in this section and the methods are
intended to describe a generic, distributed intelligence ACS component. The
names are not intended to prevent the contractor from bidding any systems
that may have different architectures than those described in the following
specifications. The intent is to create a hierarchy of components that allow
for a distributed intelligence such that the granted/denied decision can be
made locally without having to access the head-end for every transaction.

B. The use of field modules at the portals or in the field does not meet the intent
of this specification.
1. Workstations: A LAN connected personal computer (PC) operating as
the User interface to the ACS system.
2. Access Control Panels (ACP): A distributed intelligence processor that
stores the rightsholder database to grant or deny access, monitors
system activity, and provides data communications interface between
Input/ Output and biometric readers and the ACS System Host CPUs
via Ethernet connection.

3. Biometric Reader: A portal device to read fingerprints with some
having keypads and/or card readers in addition for the purpose of
determining access rights.
4. Magnetic Locks: A device to secure the portal and allow passage
through the portal by means of remote control.
5. Electric Strike (ES): A device to secure the portal and allow passage
through the portal by means of remote control.
6. Electrified Door hardware – Door hardware that can provide REX
function from one side and electronically allow access.
7. Electrified Panic Hardware – Panic hardware which provides electronic
bolt retraction to allow access.
8. Panic Hardware with integral REX function – Panic hardware provided
with DPDT contacts integral to the panic hardware to allow egress and
REX function for the ACS.
9. Balanced Magnetic Switch (BMS): A device used to monitor the
open/closed status of the portal.
10. Lock Status Switch: A device used to monitor secured/unsecured
status of the portal’s electric locking device. For magnetic type locks,
this is often referred to as a bond sensor.
11. Request to Exit Device: A device used to allow egress through a
secured portal without creating an alarm condition.
12. Audible/Visual Alarm: A device used to indicate a breached security
condition at the portal. This usually consists of an audible device (horn)
and a visual device (strobe).
13. Door Hold Device: A device used to hold a door open. This may be an
electromagnetic device or included as part of the door closer assembly.
This device is typically used on a dock door or other portal that is
required to be held open for long periods for operational reasons.

1.6 SYSTEM ARCHITECTURE

A. General: The ACS’s primary function shall be to regulate access through


specific portals to secured areas and provide ID badge creation.

B. Graphical Map Creation: The Contractor shall create all maps required by
the system installation. The Contractor shall, at a minimum, import
customized map backgrounds of the facility and to attach custom icons to
those maps. Coordinate requirements with the Employer.

1.7 INTERFACE REQUIREMENTS

A. General: Contractor shall provide all cost associated with the interfaces to
other system as specified. All programming, customs configuration,
development, implementation, and testing shall be provided. Final
Acceptance will not be given until all interfaces have been demonstrated to
be fully functional and meeting all requirements stated.

B. Fire Alarm System: The ACS shall interface with the Fire Alarm System
(FAS) so that relay output contacts from the fire alarm system will unlock the
means of egress secured portals during emergency fire/ life safety potential
situations.

C. Surveillance Integration: The ACS shall interface with the Surveillance
system so that upon alarm, the system shall automatically call up the closest
camera(s) live view on a selected monitor(s) and activate preset so that
camera is pointed in the direction of where the alarm occurred.

D. Interfaces with other systems (automatic doors, vehicle gates): This ACS
shall provide monitoring and control functions of various automatic doors,
vehicle gates. This contract shall include all costs associated with
investigation of systems interface, connection, and testing so that all
document function and control is operational.

1.8 FUNCTIONAL REQUIREMENTS

A. Alarm Monitoring Workstation: The Contractor shall provide the alarm


monitoring workstations as described in the specifications and on the
drawings.
B. System Software: The Contractor shall provide all licenses, etc. as required
for a fully operational system as described in the specifications and on the
drawings.

1.9 INTERNAL SYSTEM SECURITY PROVISIONS

A. Supervised Wiring: Selected field wiring shall be supervised. Cutting,


shorting or altering connections of any wire listed as supervised below shall
be detected, and activate an alarm condition at system workstations.
Provide wiring supervision for the following functions:

Tamper Switches.
Panic alarms.
Balanced Magnetic Switches.

B. Equipment Tamper Switches: Provide tamper switches for all field


equipment enclosures arranged to detect physical access to any active
component of the system. Lock control and power units shall have tamper
switches connected to the ACS system for supervision.

C. ACS equipment shall be mounted on the more secure side of any portal that
is controlled by the ACS, except where placing that equipment on the more
secure side will result in the equipment being outside of the building or in an
area that is not suitable architecturally or not accessible. All equipment shall
be mounted in accessible locations and in areas not visible to the general
public, such as above accessible ceilings. Coordinate locations with the
Employer for locations that are not able to comply with the conditions noted
above or where the equipment locations would be more than three (3)
meters from the portal.

D. Provide signs for all tamper monitored enclosures warning that an alarm will
sound if access is attempted and giving the telephone number of the security
workstation operator.

E. Request for access processing shall consider three (3) modes of operation:

1. Request for access shall normally be processed by the ACP. The
ACP panels shall contain all rightsholder and configuration data to
grant or deny access to the associated portal.
2. In the event that the ACP cannot process the access request, the
access request shall be deferred to the Host. The Host shall contain
all rightsholder and configuration data to grant or deny access to the
associated portal.
3. In the event that the ACP cannot process the request for access and
cannot communicate with the Host, access granted conditions shall
be based solely on a valid code unique to Employer.

F. Multiple Contractor User privilege levels will likely be established during the
installation and testing periods of this Project. As a condition of system final
acceptance, all Contractor User privileges shall be removed from the
system, unless otherwise authorized in writing, by the Employer.

1.10 QUALITY ASSURANCE

A. All materials and equipment supplied by the Contractor shall be new latest
and proven technology in communication systems, and shall meet or exceed
the latest published specification of the manufacturers in all respects. All
materials and components shall be compatible with each other and with the
services they shall interface with, the contractor shall submit certificates of
compliance from manufacturers.

B. All equipment’s and materials shall be the products of recognized


manufacturers. The Contractor shall supply the latest model available at the
time of order placement for each piece of equipment/materials. If a newer
version becomes available within thirty (30) days of the issuance of a
purchase order by the Employer or if a new technology becomes available
that offers an alternative to selected equipment or materials the Contractor
shall offer to substitute such new equipment or materials for the selected
equipment and materials. The Employer shall decide whether or not such
substitutions are appropriate, and prices shall be adjusted to reflect increases
or decreases in cost to Employer. The cost of any changes to infrastructure
cabling or physical plant design due to such changes will be included in the
cost revision presented to the client prior to Employer acceptance.

C. Approved Equivalent Substitution: The Contractor may propose an Employer


approved equivalent device. Requests for hardware substitution shall be
submitted in writing and include the hardware cut sheet and the exact
configuration being proposed.

D. Component Testing: All electronic components are to be factory tested in prior


to installation.

E. System Support: Factory fax/telephone/email support shall be available free of


charge during normal business hours.

F. Compliance: Comply with applicable portions of relevant standards pertaining
to types of electrical equipment and enclosures. All equipment shall be UL
listed, or equivalent.

1.11 SUBCONTRACTOR QUALIFICATIONS:

A. The ACS systems sub-Contractor shall be fully capable and experienced in


the multiservice environment, Information Technology and physical security
systems as specified. To ensure the system has continued support, the Sub-
Contractor shall have a successful history of installation, service and support
and must have a minimum of five (5) years of experience.

B. The Sub-Contractor's installation personnel shall meet the manufacturers


training and education requirements of extended warranty program. The
training certificates obtained from the manufacturer shall be submitted.

C. The Sub-Contractor should meet the following requirements and


qualifications:

a) The Sub-Contractor must have a proven track in building and


maintaining large network infrastructure similar or bigger to this tender
requirement.
b) The Sub-Contractor shall have a proven track of experience in
networking Services, physical security and integration.
c) The Sub-Contractor should be recognized as an Authorized Vendor
Partner for three (3) years at least.
d) On-site support personnel should be certified on the products supplied
by the Manufacturer as per contract terms.

1.12 DELIVERY, STORAGE AND HANDLING

A. Costs of all shipping to the site, and of all unusual storage requirements, shall
be done by the Contractor. It shall be the responsibility of the contractor to
make appropriate arrangements and to coordinate with authorized personnel
at the site for the proper acceptance, handling, protection, and storage of
equipment so delivered.

B. Movement of material, either at the time of delivery or subsequently, shall be


the sole responsibility of the contractor. All costs associated with this
movement shall also be the responsibility of the contractor.

C. Deliver materials (except bulk materials) in manufacturer's unopened


container, fully identified with the manufacturer's name, trade name, type,
class, grade, size and color.

D. Store materials suitably sheltered from the elements, but readily accessible for
inspection until installed. Store all items subject to moisture damage in dry
spaces.

1.13 WARRANTY

A. Manufacturer shall warrant specified equipment to be free from defects in


materials and workmanship for a period as per contract terms from the date of
hand over.

1.14 MAINTENANCE SERVICE

A. Maintenance Contract: Obtain and undertaking by the equipment


manufacturer and his authorized local representative to provide an annual
maintenance contract, available after substantial completion of the work,
covering routine service and emergency service by trained employees, and to
ensure supply of necessary standard spare parts.

B. Contractor shall provide skilled resident engineers for one year to operate and
maintain the complete system, and providing knowledge transfer to Owner
staff.

PART 2 - PRODUCTS

2.1 MANUFACTURERS

2.2 GENERAL

A. Power: All ACS equipment shall operate on 230 VAC 60Hz. Any special
power treatment required, such as filtering or spike elimination that may be
required for proper operation and protection of the ACS system, shall be
provided with the system. Contractor shall provide lightning surge
suppressors on all exterior copper circuits to prevent lightning damage to the
equipment.

B. Outdoor ACS equipment shall be of weatherproof type and shall be provided
with proper accessories in order to support outdoor weather conditions of
Kingdom of Saudi Arabia.

C. Backup Power: ACS field equipment shall be supplied from supervised


power supplies with battery backup. Power supplies shall be located within
communication rooms and shall be tied onto the emergency power circuits
ACS servers shall be fed from UPS units. Both UPS and power supplies
with battery backup methods shall provide for a minimum of (4) four hours
with 100% spare capacity for future growth.

D. Hardware: Provide a distributed access control system as required for a


complete operating system as described herein and shown on the Drawings.

2.3 SPARE PARTS

A. The Contractor shall furnish spare parts for the ACS system. The intent of
the spare parts inventory is to allow the immediate replacement of failed or
faulty components to the lowest level of field repair to maintain system-
operating integrity. Any spare parts used throughout the duration of this
Project shall be replaced prior to final acceptance. Furnish spare parts as
follows:
1. Processing Devices – Access Control Panels, furnish five-percent (5%)
spare of each type but no less than two (1) of each type used in the
Project.
2. Processing Devices – Input/ Output Panels, furnish five-percent (5%)
spare of each type but no less than four (2) of each type used in the
Project.
3. Power supplies - furnish five percent (5%) spare of each type but no less
than one (1) of each type used in the Project

all door release functions. (Verify duration and use with the KAIA AHJ)

shall be the same for all magnetic locks and delayed egress magnetic
locks)

E. Door Hold Open Units: The door hold open units provided shall have the
following characteristics:

1. Operate on 12 or 24 VDC power


2. Hold open devices may be integral to the door closer. Due to door
construction, the use of standard magnetic door hold open devices may
not be possible. Floor mounted door hold devices which may be trip
hazards will not be allowed. All door hold open devices shall be of a
single type to simplify maintenance and spare parts stock.
3. The unit shall be remotely controllable to allow doors to be
held/released by the ACS as noted in the door detail sequence of
operation.
4. See architectural specifications for all additional functional
requirements.

F. Power Supplies: Power supplies (for active components and field devices):
Power supplies shall be located as needed per successful vendors’ system
architecture with the following characteristics:

1. Wall mounted, rugged housing with lockable door.


2. 230 VAC, 60Hz input, filtered 12 VDC (Controller and IFP panels) or 24
VDC (Door device power) switchable outputs rated at 2 amps
minimum.
3. Separate fused output per powered device.
4. Battery backup to be provided within housing.
5. Units shall be designed for security access system applications.
6. Provide Fire Alarm interface module for all power supplies utilized for
door hardware and devices to allow individual control of each device.

G. Biometric Reader: The biometric reader shall have the following


characteristics:

1. The biometric reader provided shall behaving weatherized
polycarbonate enclosure or similar protection to withstand harsh
environments for both indoor/outdoor used and provides a high degree
of vandal resistance.
2. The biometric reader shall provide two-factor authentication with the
combination of a proximity card and a fingerprint biometrics
3. The biometric reader together with the proximity card shall support
operation with 1:1 verification mode (250,000 users) or 1: N,
identification mode (10,000 users)
4. The biometric reader shall continue to operate to control access in off-
line mode. When the network connection restored, the reader shall
automatically upload and synchronize its database with the server

optical verification techniques for the live finger recognition

1. The Vehicle Gate Barriers shall be installed where indicated on the


plans. The Gate barriers shall be configured in accordance to the size
required in the Drawings. The barrier arms shall be of Telescopic joint
type.
2. All gate barriers shall be provided with Access Control Devices, in the
form of a monitoring device and a remote-control mechanism. The
security room or guardhouse shall have a push button for each gate
barrier as well as manual override.
3. Each gate barrier shall have an audio intercom system.
4. The Performance characteristics shall comply with the following:
i. Parking barrier with mounting plate, main body manufactured

throughout the parking facility, from entrance and exit columns

available as an optional extension.
ii. Administration and configuration – from defining sales articles
and managing rates to administering customer details and
configuring devices. Includes all programs required for
administration and maintenance of the entire parking facility.
iii. Reporting and statistics – flexible financial and operative
reports and statistics let you keep track of all the relevant facts
and figures at all times.
iv. Flexibly extensible software functions – more than 40 software
modules available for enhancing basic system functionality.
Reservation of parking spaces, integration of available data
carriers, use of mobile devices or integration of licence plate
recognition systems, on-device advertising options, active
support of customer loyalty programs, and smartphone e-
tickets: these are just a few of the options made available by
Parking. Logic add-on software modules.
v. Interfaces allow for a flexible, individual extension of various
parts of the SKIDATA parking system. Integration of license
plate recognition systems, parking guidance systems or
additional hardware such as hands-free ticket reading devices.

vi. Remote access – various options for remote system access
allow full control of the entire parking system from anywhere at
any time.
vii. Security – Parking Logic is validated in accordance with the
latest international guidelines for credit card processing
systems (PCI/PA-DSS). This ensures that the parking system
software complies with the latest security requirements, and
that the SKIDATA software development and maintenance
processes are subject to continuous security testing.

I. Fire Alarm Interfaces: The ACS shall interface with the Fire Alarm System
(FAS) so that relay output contacts from the fire alarm system will unlock the
means of egress secured portals during emergency fire/ life safety potential
situations.

J. Surveillance Integration: The ACS shall interface with the Surveillance
system so that upon alarm, the system shall automatically call up the closest
camera(s) live view on a selected monitor(s) and activate preset so that
camera is pointed in the direction of where the alarm occurred.

2.5 CABLING

A. Contractor shall verify the manufacturer’s recommended cables for his


system and use the appropriate cable types. The cables listed below are to
be used only as a guide, provided as a reference only and may not include
all ACS cable types to be used on the project. Sizing of conduits is the
contractor’s responsibility.
1. Biometric Reader Cable: 9 conductor 18 AWG Shielded & CAT6a cable

PART 3 - EXECUTION

1.1 LAYOUT DRAWINGS & SCHEMATIC DIAGRAMS

A. Schematic layout plans representing all the installed systems in block


diagram form, showing locations of equipment, types of cables and
earthing arrangements must be submitted to the Builder for final
approval.

1.2 PROGRAM:

A. The subcontractor shall adhere to the main contractor’s program at all


times and liaise with him on a regular basis throughout the contraction
period to ensure that this specific installation is completed and handed
over on time.

B. The subcontractor shall ensure that he is always in possession of the


latest agreed building program and obtain same from the main
contractor.

1.3 PHASED ACS SYSTEM TESTING

A. General: A phased testing approach shall be implemented to ensure

that the system is capable of operating as designed. The tests shall be
structured to prove that higher-level components are functional prior to
connection to lower level components. Successful completion of each
testing phase is required before proceeding to the next level of testing.
Any problems discovered during these tests will be documented and
brought to the attention of the Employer and corrected at Contractor's
expense. The Contractor shall promptly correct all problems
encountered, providing field service personnel appropriately trained for
the types of problems encountered. Prior to placing the first portal onto
the new system, the rightsholder and door configuration databases
must be completely populated, and new badges must have been
issued.

B. System Communications Test: Upon completion of the ACS head end,


IFP/Portal Interface (PI) installation and wiring, communications testing
may begin. The Host shall be limited to communication with one IFP at
a time for this test. The database shall be populated with portal
configurations and test fingerprints which shall be downloaded to each
IFP. The test shall include reading each of the test fingers at the PI
under test (through a temporarily connected portal device) and
observing the PI operation and workstation display. Test fingers shall
be read under two different conditions: with the Host making access
decisions and with the IFP making access decisions. The results of the
test shall be compared to a printed copy of the transaction log for
accuracy. This test shall prove basic “no load” communications,
upload and download integrity.

C. Local Test: Upon completion of each portal, download the rightsholder


and door configuration databases and test each portal device for
specified functionality with the test fingers. Access requests are to be
based on IFP decisions and valid site codes with communications to
the IFP disabled. One of the test fingers shall be disabled/enabled
during the test. This test shall prove the basic integrity of the Portal
Interface and the wiring and terminations between the Portal Interface
and the portal devices. Upon successful completion of the test, the
portal shall be in service, controlled by the new ACS system.

D. Final test and Acceptance: Upon completion of Local Tests, the


system will be operating at normal traffic capacity with the Host in
communication with all IFP’s for this test. The test shall include
reading each of the test fingers at the PI under test and observing the
workstation display, portal operation and related I/O to connected
components. This test shall prove “under load” communications,
upload and download integrity, I/O functionality and system logic. After

a successful test, the test finger data shall be removed from the
database.

E. All ACS functions shall be demonstrated to ensure the entire system is


operational as required by these specifications and drawings. The
Contractor shall provide a test schedule including the time and dates at
least 10 days prior to the proposed test date. The Employer's
representative will observe the testing. This test shall be conducted by
the final test and acceptance plan as outlined below.

1.4 FINAL TESTING

A. The Contractor shall develop a Final Test and Acceptance (FTAA)


plan. The plan shall identify each component of the system, intent of
test, method or methods of test and expected results. Each
component listed in the plan shall include space for test party
signatures, brief comments, time of test and pass/fail check boxes. The
plan shall be submitted to the Employer for approval or comment.
When Employer Test and Acceptance Plan comments are satisfied and
the system is operational, the testing may begin. The component tests
shall be compared to the transaction log for accuracy, queries shall be
made to narrow the test report to the test fingers, rightsholders,
operator responses and portals involved in the test. All components
must be checked “pass”, signed by all parties and agree with the
transaction log to be complete.

B. FTAA testing of the ACS shall, at minimum, include requirements listed


in the phased testing procedure outlined above.

1.5 SYSTEM AVAILABILITY TEST

A. Following successful completion of the FTAA, the ACS shall undergo a


fourteen (14) day System Availability Test (SAT). The operational
demonstration period will start when all of the IFPs are online with the
host CPU, the system is loaded with normal traffic, and shall continue
for no less than fourteen (14) consecutive days of successful system
operation. Final system acceptance of the entire Project shall be
withheld until after successful completion and approval of the fourteen
(14) day operational demonstration report. This report shall be
submitted to the Employer within five (5) days from completion of the
conclusion of the operational demonstration period.

B. The purpose of the SAT is to demonstrate that the system is capable of


maintaining a 99.9% availability prior to final acceptance. Percent of
system availability will be measured in terms of access point hours.
Example: If there are 200 controlled access points in the Project which

provide (200 * 24) = 4800 access point hours per day. The 14-day test
covers (14 * 4800) = 67,200 access point hours; so, the system must
be available for (.999 * 67,200) = 67,132 hours, leaving 68 access point
hours allowed out of service for the test. For this test, one ACS PC
shall be counted as equal to 100 access points. Loss of the entire
system communication for more than thirty (30) minutes will be
considered a failure of the test and the SAT will be required to be
restarted.

C. Examples: Any controlled access point that is not in fully automatic


operation for a seventy (70) hour period will cause the system to fail
the test.

D. The SAT will be conducted while the system is in full operation.

E. The SAT shall utilize the Contractor's provided complement of spare


parts to minimize downtime due to lack of spare parts. The Contractor
at his expense shall replace all such spare parts used by the
Contractor during the SAT.

F. Successful completion of the SAT is a prerequisite to final acceptance


of the ACS.

1.6 DEVIATIONS FROM THE SPECIFICATION

A. The tenderer shall qualify in the space below any deviations from the
specification. If this section is not complete it shall be assumed that the
equipment offered is in accordance with the specification.

VIDEO SURVEILLANCE

PART 1 - GENERAL

1.1 SUMMARY

A. This section contains the specifications for the Video Surveillance System.
This system shall provide the cameras, the transport of video signals, the
display of live and recorded camera video, and the archiving of all camera
video onto a long term storage facility.

1.2 CODES AND STANDARDS

A. Work shall be performed in accordance with the applicable national and local
codes or standards current at the commencement of installation. The
following list summarizes applicable standards:

1. EIA/TIA – 568: Commercial Building Telecommunications Wiring


Standard.
2. EIA/TIA – 569: Commercial Building Standard for Telecommunications
Pathways and Spaces.
3. EIA/TIA – 606: Administrative Standards for the Telecommunications
Infrastructure of Commercial Buildings.
4. IEEE, RS 170 Variable Standard.
5. NTSC/PAL
6. IEEE 802.3 digital data network standard.
7. Premises cabling standard EIT/TIA568A.
8. Applicable local guidelines at the time of release of the tender.
B. Where more than one code or regulation is applicable, the more stringent
regulation shall apply.

1.3 QUALITY ASSURANCE

A. Ensure that the design, construction, materials and finishes of all equipment
are suitable for the location, climatic and operating conditions to which the
installation shall be exposed .

B. The installation shall comply with the requirements of all local authorities
having jurisdiction of the works, including the following:

C. All materials and equipment supplied by the Contractor shall be new latest
and proven technology in communication systems and shall meet or exceed
the latest published specification of the manufacturers in all respects.

D. All equipment’s and materials shall be the products of recognized


manufacturers. The Contractor shall supply the latest model available at the
time of order placement for each piece of equipment/materials.

E. Component Testing: All electronic components are to be factory tested in prior


to installation.

F. System Support: Factory fax/telephone/email support shall be available free


of charge during normal business hours.

G. Compliance: Comply with applicable portions of relevant standards pertaining


to types of electrical equipment and enclosures. All equipment shall be UL
listed, or equivalent.

1.4 SUBCONTRACTOR QUALIFICATIONS:

A. The IPCCTV systems sub-Contractor shall be fully capable and experienced


in the multiservice environment, Information Technology, security and
Communication systems as specified. To ensure the system has continued
support, the Sub-Contractor shall have a successful history of installation,
service and support and must have a minimum of five (5) years of experience.

B. The Sub-Contractor's installation personnel shall meet the manufacturers


training and education requirements of extended warranty program. The
training certificates obtained from the manufacturer shall be submitted.

C. The Sub-Contractor should meet the following requirements and


qualifications:

1. The Sub-Contractor must have a proven track in building and


maintaining large security infrastructure similar or bigger to this tender
requirement.
2. The Sub-Contractor shall have a proven track of experience in physical
Security, Digital Media Streaming, Broadcasting and multicasting.
3. The Sub-Contractor should be recognized as an Authorized Vendor
Partner for three (3) years at least.
4. On-site support personnel should be certified on the products supplied
by the Manufacturer as per contract terms.

1.5 DELIVERY, STORAGE AND HANDLING

A. Costs of all shipping to the site, and of all unusual storage requirements, shall
be done by the Contractor. It shall be the responsibility of the contractor to
make appropriate arrangements and to coordinate with authorized personnel
at the site for the proper acceptance, handling, protection, and storage of
equipment so delivered.

B. Movement of material, either at the time of delivery or subsequently, shall be
the sole responsibility of the contractor. All costs associated with this
movement shall also be the responsibility of the contractor.

C. Deliver materials (except bulk materials) in manufacturer's unopened


container, fully identified with the manufacturer's name, trade name, type,
class, grade, size and color.

D. Store materials suitably sheltered from the elements, but readily accessible
for inspection until installed. Store all items subject to moisture damage in dry
spaces.

1.6 WARRANTY

A. Manufacturer shall warrant specified equipment to be free from defects in


materials and workmanship for a period as per contract terms from the date
of hand over.

1.7 MAINTENANCE SERVICE

A. Maintenance Contract: Obtain and undertaking by the equipment


manufacturer and his authorized local representative to provide an annual
maintenance contract, available after substantial completion of the work,
covering routine service and emergency service by trained employees, and to
ensure supply of necessary standard spare parts.

B. Contractor shall provide skilled resident engineers for one year to operate and
maintain the complete system, and providing knowledge transfer to Owner
staff.

2.2 GENERAL

A. All equipment and materials used shall be standard components that are
regularly manufactured and used in the manufacturer’s system.

B. All systems and components shall have been thoroughly tested and proven in
actual use.

C. All systems and components shall be provided with the availability of an


authorized local distributor or integrator.

2.3 SYSTEM DESCRIPTION

A. The IP video management system shall be an IP network-based, fully


distributed digital video system. The security video system will utilize local
area networks (LAN) as a transmission medium for video, configuration, as
well as storage of all data.

B. The contractor shall furnish and install all security video cameras, mounts,
housings, power supply systems, coaxial cable, network cables, connectors,
equipment racks, monitors and consoles, management servers, recording
servers, work stations, storage servers , and all other hardware and software
to provide a fully operational system.

C. The IP video management system shall permit normal and event monitoring
of all secured areas on digital monitors as required or shown in the
specifications and drawings. Workstations shall be installed at the control
room and as shown on the drawings and described in these specifications. In
all cases, the equipment shall be state of the art, standardized commercial off-
the-shelf, and modular. In all cases, the method of communication from
remote locations within the network to the central components shall be
transparent to the user. Equipment shall be selected and installed so repairs
may be accomplished on site by module replacement, utilizing spare
components whenever possible.

D. The IP video management system shall permit the normal and event
monitoring of all secured areas on composite, VGA or DVI/HDMI monitors as
required or shown in the specifications and drawings.

E. Video monitoring of all cameras shall be possible at the control room and at
the localized control room. Review capabilities for the digitally recorded video
via the secure network specified without interruption to recording capabilities.

F. SAN storage shall be configured using fault-tolerant RAID-6 drive arrays. All
cameras shall be recorded at maximum resolution/15fps/120 days @ 50%
motion. 10% spare capacity must be allowed, both in terms of camera channel
as well as storage when configuring the storage. If there are any applicable
local guidelines at the time of release of the tender that are higher than the
specified resolution and time, then the higher value shall be considered for
storage.

G. Based on the monitor display configuration, the streaming from the cameras
would vary. On a configuration like 2x2 or 1x1 the decoders and workstations
shall request the highest resolution stream. But when the display changes to
3x3, 4x4, 5x5 or higher, the decoding devices would request a low resolution
stream at maximum frame rate. The two display streams are independent of
the recording stream which is mentioned in the recording requirement. Thus
all cameras shall support minimum 3 or more streams, each possible to be
configured at a different resolution and frame rate.

H. The storage shall feature redundant controller. Provide enterprise class hard
drives specified by the drive manufacturer as suitable for RAID & IP Video
applications.

I. The end user shall have the flexibility to select the hardware of his choice
when it comes to video servers, storage, workstation and displays.
Proprietary hardware technologies should not be used in the project.

J. The IP video management system shall be able to handle future expansion of


an unlimited total capacity from what is shown in the drawings, including but
not limited to cameras, monitors, alarm circuits and relay closures.

K. The IP VMS shall have two central database servers for maintaining all
camera profiles, user profiles, alarm log, alarm events etc. one server will act
as a failover server and must automatically take over should the primary
server fail.
L. The intent of this specification is to provide to the owner a networked digital
security system supplied by the Contractor and shall be a complete and
operational system per the performance requirements and objectives of these
specifications. Contractor shall be responsible for the coordination of related
work with other trades affecting his work or the work of others.
M. All cameras shall feature intelligent analytic behaviors to reduce false alarms.
Refer camera specifications for required analytic behaviors per camera. The
analytics available with the camera shall be integrated with the provided video
management system. It shall be possible to define a cause-effect scenario
upon trigger of analytics.
N. The VMS shall support ONVIF protocol to connect cameras from multiple
vendors. This should not require a separate license to activate or a separate
hardware. The VMS shall connect any ONVIF camera seamlessly without the
need for any additional devices.
O. For the benefit of the operator, the offered VMS shall feature bi-directional
audio support.

P. For cameras equipped with edge storage, it shall be possible to playback &
download the videos stored on the SD card from the offered VMS. A separate
application or web viewer for playback of videos storage over the edge shall
not be accepted.
Q. Mapping support shall be an inherent feature of the Video Management

system. It shall be possible to import the site layout as JPEG/BMP file.
Camera & sensor icons can be placed on the map. Clicking a camera icon on
the map brings up the live view. Likewise, alarms shall be able to be turned
on/off from the map. The map shall have an auto-link feature. If this option is
set and an event occurs while viewing a map layout, the view automatically
shall switch to the corresponding map which contains the event-generating
device. It shall be possible to have a perspective view thus converting a 2D
map to 3D.

R. The VMS system shall be installed by a manufacturer certified


dealer/integrator.
S. There shall not be a per camera license fee, database server fee etc. There
shall not be any recurring cost for maintenance or software upgrade. All
upgrades shall be provided free of cost for the life of the system. The end
user shall be able to install the client software on as many workstations as
required on the site.
T. The contractor shall provide highly resilient enterprise video management
solution. Redundancy shall be considered for the database server while
failover shall be considered for the video/recording servers. The design of the
system shall be such that it is available at all times with no single point of
failure.

U. Include edge storage sufficient to record videos at VGA, 5fps, 5 days for NPR
cameras as well as for the cameras at main entrance to the facility. These
cameras shall be able to detect any network disconnection and start recording
at the edge. Upon reconnection of the network, the cameras shall
automatically move the recorded video from SD memory to the recording
server. The VMS client station shall be able to highlight the video retrieved
from the SD memory with a different color in the playback timeline.

V. The enterprise VMS shall have a dedicated system dashboard utility. The
dashboard utility shall allow real time monitoring of the system health status
as well as provide event statistics and graphs. The dashboard shall be based
on web browser and utilize HMTL5. It shall be possible to get detailed
information on status of all devices and modules not limited to CPU Usage,
memory usage, network usage and disk usage. It shall provide trend analysis
status of CPU, memory and network. The trending shall be possible based
on day/week/month/3 months. Trend analysis shall also be possible for a
particular type of event for a particular camera. In addition the dashboard
shall also provide information about user log and user action.

W. The communication between all devices shall be secure access method using
SSL.

2.4 VIDEO MANAGEMENT SYSTEM CAPABILITIES

A. The following describes the general architecture and basic functionality


deemed essential for the IP video management system described in this
specification.

B. The IP video management system shall be built upon open, industry standards
and facilitate integration with IT infrastructures and other digital and analog
systems.

C. Necessary API-SDK shall be available for the proposed VMS. Along with it,
there shall be a dedicated portal maintained by the manufacturer to offer any
support required for any third party integration.

D. The IP video management system shall support cameras that generate a


standard NTSC/PAL composite video signal via analogue encoder units .

E. The IP video management system shall provide support for IP cameras from
multiple manufacturers. As a minimum the VMS shall support ONVIF profile
S & T. If VMS is provided from the same manufacturer as the cameras, then
no additional hardware or license would be needed to connect to third party
cameras.

F. The IP video management system shall support standard resolution and


megapixel IP cameras.

G. The IP video management system shall have no restriction as to the frame


rate, or number of standard resolution or mega pixel cameras that can be
recorded, viewed, and managed on the system.

H. All components of the IP video management system shall be based on


Windows® operating systems.

I. The system shall be fully distributed in nature.

J. It shall be possible to use Multicast streams.

K. The IP video management system shall support sequences running on any


network monitor. Alarms or user intervention shall be capable of interrupting
a running sequence.

L. Operator control of a camera or selection of monitors shall override the


sequence control of camera or monitor; sequence control of cameras or
selection of monitors shall not override operator control of camera of selection
of monitors.

M. The IP video management system shall log all alarms and events in the
system manager database.

N. The IP video management system shall provide for virtual matrix functionality,
leveraging the IP network to switch any camera to any monitor through a PC
Keyboard/Mouse.

O. The IP video management system shall utilize a system manager to provide


user and database management.

P. The IP video management system shall be able to handle future expansion of


an unlimited total capacity from what is shown in the drawings, including but

Q. The IP VMS shall support LDAP (Lightweight Directory Access Protocol) to


allow importing of user information from active directory.

R. A dedicated integration module shall allow the VMS to integrate with other
systems such as the Access control system and Building management
system.

S. An event from access control shall allow to trigger events such as create spot,
sequence, start recording, stop recording, switch streams or even pop-up a
layout/drawing associated with that camera. The VMS shall allow receiving of
events and alarm status of Access control & CFA.

T. The VMS shall integrate with building management system to provide status
of system health and events through open protocol such as OPC.

U. The VMS shall be capable to export/send the system logs to any centralized
log server through the network via SNMP traps/equivalent mechanism.

V. The VMS shall support advanced search functions to reduce the search time.
It should be able to summarize the video data from the recorded video by
extracting the events that occurred in a particular time and area. This feature
shall utilize the Meta data generated by the cameras. User shall be able
define areas or draw lines on the recorded frame and search based on enter,
exit or motion detection.

W. The VMS shall support Google Map integration. This feature shall provide
location based surveillance for a city or a large complex. It shall allow
monitoring the location of camera, devices, alarms and events on a single
screen. It shall allow creation of layers, drag & drop icons on google map and
set home position. Google map shall also be integrated with the event viewer
and shall be displayed along with the event information. It shall allow
measurement of distance between two points on the google map.

X. The IP video management system network shall be arranged so each area


will operate independently and shall communicate via a 1000baseT (Giga-bit)
network at a minimum to the System Manager. The system shall utilize virtual
matrix switcher. The System Manager shall provide a user interface and
database management of the IP video management system. The System
Manager shall allow for users to be restricted via software to logical
configurable groups of cameras, monitors and system operations.

2.5 RECORDING SERVER SOFTWARE

A. GENERAL

1. The recording software shall support various video and audio formats
including H.264, H.265, MPEG-4, MJPEG, and G.711.
2. The recording software shall support recording of full video resolutions
as provided by the camera at minimum 15 fps.

2.13 CONTROL ROOM LAYOUT.

C. The monitor layout in the control room shall meet the operational and security
requirements of the client. The design shall be done based on following
assumptions:

1. Cameras selected for identification shall be monitored continuously.


2. Site wide cameras shall also be monitored continuously.
3. Cameras for general areas shall be monitored on sequence such that
each monitor is not assigned more than 64 cameras and the time
between each page is not more than 10 seconds. Thus the operator
shall be able to view the same camera every 40 seconds.
4. There has to be a dedicated monitor for map.
5. Provide space for two operators each with two monitors. These would
be used for live view, playback, image export as well as alarm monitor.
6. Assume minimum 46” LED monitors for the monitor wall.
7. Assume minimum 26” for the operator monitor.

2.14 SPARES

D. As a minimum the following spares shall be provided.

1. 2% of each types of camera or minimum 3 whichever is higher.

2. Minimum 3% of hard drives as spares.

3. Minimum 1 monitor of each type.

PART 2 - EXECUTION

3.1 PRE-INSTALLATION SITE SURVEY

A. Prior to start of systems installation, meet at the project site with the Owner's
representative and representatives of trades performing related work to
coordinate efforts. Review areas of potential interference and resolve conflicts
before proceeding with the work. Facilitation with the General Contractor will be
necessary to plan the crucial scheduled completions of the equipment room and
telecommunications closets.

B. Examine areas and conditions under which the system is to be installed. Do not
proceed with the work until satisfactory conditions have been achieved.

3.2 HANDLING AND PROTECTION OF EQUIPMENT AND MATERIALS

A. Be responsible for safekeeping of your own and your subcontractors' property,


such as equipment and materials, on the job site. The owner assumes no
responsibility for protection of above named property against fire, theft, and
environmental conditions.

3.3 PROTECTION OF OWNER'S FACILITIES

A. Effectively protect the Owner’s facilities, equipment, and materials from dust, dirt
and damage during construction.

B. Remove protection at completion of the work.

3.4 MAINTENANCE SERVICE

A. Maintenance Contract: Obtain an undertaking by the equipment manufacturer and


his authorized local representative to provide an annual maintenance contract,
available after substantial completion of the work, covering routine service and
emergency service by trained employees, and to ensure supply of necessary
standard spare parts.

B. Initial Maintenance Service: Beginning at Substantial Completion, provide 24


months' full maintenance service by skilled, competent employees of the Installer.
Include monthly preventive maintenance, repair or replacement of worn or
defective components, cleaning, and adjusting as required for proper operation.
Use parts and supplies as used in the manufacture and installation of original
equipment.

1) Perform maintenance, including emergency callback service, during normal


working hours.

3.5 TESTS AND ACCEPTANCE CRITERIA

A. Equipment Test: Unless requirement is waived, materials shall be tested and


manufacturer's test reports certifying that materials meet the requirements
ofthe listed standards shall be submitted.

B. All Configurations must be delivered, reviewed and accepted before the


system initial acceptance.

3.6 INSTALLATION

A. The Contractors or subcontractors main resources within the project shall


carry proper professional certification issued by the manufacturer and verified
by a third party organization to confirm sufficient product and technology
knowledge.

B. The Contractor shall carefully follow instructions in documentation provided


by the manufacturer to ensure all steps have been taken to provide a reliable,
easy-to-operate system.

C. All equipment shall be tested and configured in accordance with instructions


provided by the manufacturer prior to installation.

D. All firmware found in products shall be the latest and most up-to-date provided
by the manufacturer, or of a version as specified by the provider of the Video
Management Application (VMA) or Network Video Recorder (NVR).
