Gunnison Valley Regional Housing Authority (GVRHA) Overview


The GVRHA was formed as a “multijurisdictional housing authority” in 2012 to meet the needs
of the four member-governmental bodies to facilitate the development of affordable housing and
associated programs and services in the Gunnison Valley. We offer property management and
sales services, energy efficiency upgrades, loans for purchasing or rehab purposes, homeowner
and tenant counseling and development consulting.

Our Audience
Our primary audience is the locals who work here in the Valley and serve our residents and
guests – be it in the tourism and recreation industry, the Western Colorado University campus,
Gunnison Valley Health employees, the school district, local shops and restaurants, the ski
resort - and everyone else that contributes to making this county such a special place to live and
work. This audience accesses our website to learn about our services and programs, to find
information on available housing, and to respond to requests we make of them for compliance
purposes. This audience can maneuver the internet with some degree of technical complexity,
but is not considered very efficient.

The GVRHA member jurisdictions are government entities who would use our website to gain
information about current housing happenings, documents and links to outside resources.

New Website Objectives


Our website’s number one objective is to provide information about our housing programs,
services and housing availability to our locals.

The second objective is to allow people to easily locate and populate a variety of forms on-line –
everything from housing and program applications to compliance monitoring forms.
An additional objective for our new website is to provide links to outside resources.

Current Website
Our current website, www.gvrha.org, is about eight (8) years old and does not serve us well
anymore. The design doesn’t reflect our brand and the navigation is clunky and not at all
intuitive. Even employees in our own company have a hard time finding things on the website.
Overall, it lacks a clear path for our visitors to follow to find what they want and contact us or
apply for our services and programs.

There is no one at our company anymore who knows how to update the information, since the
platform is outdated and lacks an accessible content management system (CMS).

New Website Functionality Requirements


Our new website will need:
• An easy-to-use content management system (CMS)
• Intuitive navigation
• Clean and focused design
• At least 10 pages; at least 15 different fillable forms (we’ll need some help here figuring
this out; fillable forms in English & Spanish)
• All applicable content imported from current site
• Optimized with SEO best practices
• Clear path to downloadable documents (reports, surveys, agenda, minutes, etc)
• Interactive map of affordable neighborhoods and links to associated governing
documents
• Social media integration (share buttons, follow buttons, etc.)
• Sing-up form for clients to receive email updates from us
• Contact Form that returns to one specific GVRHA email address
• Mobile device compatibility

Optional New Website Functionalities/Wish List


We would love to have the following in our new website, depending on how these elements
would impact timeline and/or budget. Please provide cost for these elements separately, and
note if any additional design or development time would be required.
• Homepage video, rotating still photos throughout to provide visual relief
• Dynamic blog feeds throughout website

Budget Details
As listed in the summary, our budget for this project is $2,500 - $5,000. While we of course
prefer the most cost-effective solution, all proposals that fall reasonably within this range will be
considered and weighed based on their merits. Proposals that offer flexibility in billing for non-
required elements added to the website after initial launch will also be considered, as we may
be able to budget for additional funding for these additional website elements or ongoing
marketing efforts after this fiscal year ends on 12.31.21. All invoices for this project must be
billed before 12.15.21.
