Choose one industry in Malaysia and discuss about safe work permit. Your explanation must
include:

1. General explanation about safe work permit


A safe work permit is a written record that authorizes specific work, at a specific work
location and specific time period. Permits are used for controlling and coordinating
work to establish and maintain safe working conditions. They ensure that all
foreseeable hazards have been considered and the appropriate precautions are defined
and carried out in the correct sequence. The permit is an agreement between the issuer
and the receiver the documents, the conditions, preparations, precautions, and
limitations that need to be clearly understood before work begins. The permit records
the steps to be taken to prepare the equipment, building or area for the work, the safety
precautions and safety equipment, or specific procedures that must be followed to
enable the workers to be completely safe at work. The safe work permit helps to
identify and control hazards, but does not, by itself to make the job safe.

2. Choose two safe work permit and discuss about it


 Hot Work Permit
Hot work permits are used when heat or sparks are generated by work such as
welding, burning, cutting, riveting, grinding, drilling, and work that involves
the use of pneumatic hammers and chippers, non-explosion proof electrical
equipment (lights, tools, and heaters), and internal combustion engines. The
situations need to be considered when performing hot work are the presence of
flammable materials in the equipment and the presence of flammable gas in the
atmosphere, or gas entering from an adjacent area, such as sewers that have not
been properly protected.
 Blasting
Blasting can cause damage to adjacent operations and personnel. Permits are
issued to ensure procedures are followed that prevent injury to neighboring
facilities, equipment and employees. The Abrasive Blasting Permit is required
for anyone using abrasive materials such as Silica and Water to prepare any
surface. Airborne particles can be a health hazard to neighbors. Testing is
required to determine the lead content of the paint. No water or debris is
allowed to leave the property during abrasive blasting.

3. Relate industry that you choose with your safe work permit (question 2)

Hot work permit can be relate in welding industry since welding is widely
used,ecspecially in building construction. Hot work permits are needed for each
building where hot work will be performed (utility tunnels are considered to be
separate buildings). For example, if one contractor is performing work at several
different buildings for one project, a permit is necessary for each building. Hot work
permits are needed for each and every contractor or sub-contractor/trade performing
hot work for a project. For example, if there are three different sub-contractors/trades
performing hot work on one project, each sub-contractor/trade is responsible for
obtaining a permit for their own work. Furthermore, Hot work permits should be
posted at the job site in an accessible and conspicuous location. Job site trailers are an
acceptable location. Once a hot work permit has been filled or when the hot work has
been completed, the contractor shall return the completed hot work permit to the UA
Construction Project Manager for the project records. Once the project has been
closed-out, the hot work permits may either be disposed or retained. always refer to
NFPA 51B, the Standard for Fire Prevention During Welding, Cutting, and Other Hot
Work. A hot work program including a permit system, fire watch requirements,
designated hot work area requirements, etc., is to prevent fires and losses.

Rock blasting requires the use of explosives which is governed by the Explosives Act
1957 and the Explosives Rules 1923, and is administered by the Malaysian police.
Only Malaysians who are free from criminal records are allowed to apply for a
permit/licence. Safe blasting can be achieved by having a safe system of work for
blasting. The system documentation can be used for public consultation. Regulation
135 of BOWEC 1986 specifically states that,“Explosives shall not be handled or used
except in accordance with the manufacturer’s instructions, if any, and under the
immediate control of a designated person who has the training, knowledge or
experience in the field of transporting, storing, handling, and use of explosives. Such a
person shall be required to furnish satisfactory evidence of competency in handling
explosives and performing in a safe manner the type of blasting to be carried out and he
shall have adequate knowledge of the dangers connected with their use; and steps shall
be taken to see that, when a charge is fired, all persons are in positions in which, so far
as can reasonably be anticipated, they are not exposed to risk of injury from the
explosion or from lying materials.”
