I. IDENTIFYING INFORMATION OF THE PLACE
Basak Malutlut is a barangay in the city of Marawi, in the province of Lanao del Sur.
Sakayo Sami was the first family leader who lived in the area. In 1960, Basak Malutlut was
then known as “Kudarangan”. Then “Kudarangan” was renamed Basak Malutlut due to its
terrain composed of low land “basakan” and upper land. Forested area in lower land were
surrounded by rice and corn fields. During the Marawi siege, the safe house in Basak
Malutlut is a silent witness to the first exchange of gunfire that triggered the siege in Marawi
City. This was the first time the name of the barangay was widely spread around all the areas
of the Philippines.
Marawi City, officially the Islamic City of Marawi, is a 4th class component city and
capital of the province of Lanao del Sur, Philippines. It is located on the northern shore
of Lake Lanao, 3,500 feet (1,100 meters) above sea level, and it is one of the country’s
largest cities inhabited by Muslims (Moros). The people of Marawi are called
the Maranaos and speak the Maranao language. They are named after Lake Lanao,
called Meranau in their language, upon whose shores Marawi lies. The city is also called the
"Summer Capital of the South" because of its higher elevation and cooler climate.
Basak Malutlut is a community in Marawi City covering 129 5025 ha. 60% of the
area of the place is an elevated land area while the remaining 40% is generally flat. The north
boundary of the place is Brgy. Sagonsongan, Marawi City, the west Boundary is in Brgy.
Biaba Damag, Marawi City, the east boundary is Brgy. Bangon, Marawi City and lastly, the
south boundary of the said place is brgy. Tuca, Marawi City. According to the 2015 Census,
the total population of the community 2,827 persons with no data available about the number
of total families in the area.
The people of the community are 99% Muslim-meranaos and only 1 percent of it
comes from different tribe. Most of them were either people who came here for a living or
that his work is assigned in the area. Of the 2,872 people, 826 are youths. The adults
comprise the largest population of the place with 1,058 persons. Shelter and food was not a
problem in the place for most of the houses were made of concrete houses.
Communicating with the residents is a bit hard because most of them are using
Meranao dialect. Only that of a person who knows their dialect would be more effective in
working with the community.
Problems/Needs
A. Physical
1. Environmental Health issues related to informal recycling practices of the
community
2. There are clogged drainage systems in the place that results to flooding during
heavy rain.
3. The present narrow road that leads to the settlement and to the market does not
provide traffic safety for the local people.
4. There is a presence of illegal stores that overpopulates the place.
5. There’s inadequate facilities for health and recreation. While a singe Basketball
court is present, it has no proper placement as it is being situated in the middle of
the road which therefore provides an unsafe condition for children, youths and
adult people playing.
B. Economic
1. There is a wide area for cultivation or crops, however, there is a limited supply or
lack of farming technologies and facilities that the residents can use.
2. Some of the infrastructures and businesses got severely affected because of the
siege which caused them to closed and also it led to increasing rate of poverty in
the community.
3. Improper waste disposal of the residents contaminates the Lake Lanao and affect
the lives of the fish and the livelihood of those who are living in the community
which also contributes to the poverty rate of the families living in Basak Malutlut.
4. Some of the residents have skilled in sculpting or crafting furniture hence the area
is rich with raw materials but are only used by them hence other community
members may not know how to utilize it or may not have the means for it to serve
it as their source of living.
C. Social
1. There is a presence of a Barangay Hall in the community but only have a
Barangay Captain and a few workers that serve and of which are inactively
serving. These workers needs to undergo a training and capacity building
activities to help facilitate the growth in the community. The need for a
community center needed for the conduct of programs, seminars and other
community activities is nowhere to be found in the area hence urban settlers have
mostly occupied the place.
2. Many residents expressed an anxiety about the unexpected occurrence of armed
conflict again since they already experienced it in the previous years.
3. Residents have a poor practice regarding waste disposal which causes the drainage
to be clogged and causes the garbage to be scattered in the roadway of the
barangay especially during rainy days.
4. Some residents lost their livelihood due to the Marawi Siege that happened before
and due to the pandemic that is happening right now in which it also contributes to
the increasing rate of poverty within the community.
5. Some mothers and fathers also shows apathy and disinterest for finding job
opportunities. A need for voluntary and consultative sessions or activities with
families may be necessary in order to motivate them to become active participants
of community service.
III. ASSESSMENT
Basak Malutlut is a community composed of four barangays located in Marawi City,
Lanao del Sur. Each of these barangays manifest various socioeconomic issues affecting the
urban families. Basak Malutlut is also a community known to be the starting point where the
Marawi Siege took place. However, long before the siege happen, problems such as
unemployment, lack of drainage systems, lack of mobility, apathy and other issues have
already been taking shape in the lives of the local people however not as worse when the
siege happen. but The post disaster context of the event reflects the struggles of many
families both formal and informal settlers remaining anxious about its possible occurrence
and haven’t recovered well enough both social and economic to the effects of the Marawi
Siege event. In addition, these problems have also been exacerbated by the current situation
of families from the effects of the current situation in the pandemic and thus resulting to more
families immobile to progress, unemployed and unproductive.
Basak Malutlut is currently faced with many problems regarding physical, social,
economic aspects affecting the living situations of families. One of the root causes for the
physical problems such as the lack of infrastructures for roads, proper drainage systems and
other facilities, may be derived from the little support or interventions occurring in the
community added also by the lack of motivation for the people especially political structures
to progress resulting to an underdeveloped community. Secondly, the massive unemployment
being experienced by the residents may be explained by a variety of factors including
idleness, lack of formal or vocational skills and educational background, lack of the means to
create opportunities for self-reliance and the prevailing situation of the pandemic limiting the
opportunities for the people which may result to emotional stresses, lack of income to access
goods and services for the basic needs of the family and even the motivation may be affected
as a result. With regards to health and environmental problems, the root cause may be traced
to the lack of discipline of families when it comes to waste disposal which thus result to
poorer health, floods causing Leptospirosis and the contamination of the Lanao lake. The
problem about the lack of facilities and workers for health and also recreation may also be
caused by the lack of community planning in the community and inadequate incentives or
support provided for these structures may be the contributing factor. The Barangay Hall as
one of the community’s potential to address the needs of the people is unable to adequately
support for the community’s progress hence it is also faced with problems such as improper
use of financial resources, lack of interest and human resources to be able to function
properly.
Despite the community’s circumstances, there are also potentials and resources which
the community acquires. Including these are the raw materials which can be tap by the
residents to utilize it for livelihood and commerce capable enough to produce a reasonable
amount of income for families. Skills of the residents in sculpting furniture can also serve the
people well only if they are taught about how to use these raw materials. There are also
institution and facilities which the community can use to further the community to progress.
These include the presence of the Lancaf Security Agency in the community which
maintains the rules and orders to minimize or prevent any chaos or conflict. Others include
health center, mosque and the Barangay hall which if given enough incentives and support
may no longer be the hindrance for the community to improve. These however may challenge
by the weaknesses present as well in the community. This include the lack of facilities and
infrastructures such as road and community centers, lack of awareness about the existing
outlets that might cause income, lack of skills to be able to utilize properly these resources,
lack of commitment for the barangay local officials and the lack of discipline and motivation
or disinterest for the people to work hard in order to grow.
V. SPECIFIC OBJECTIVES/STRATEGIES
1. To organize a capable community social structure that would help alleviate
poverty in the community.
2. To create a venue for leadership that will lead and facilitate people's
participation.
3. To train leaders from the community that would master in leadership and
management. These formed groups will specifically formulate plans and actions
to address the problems and needs of the entire Basak Malutlut as perceived by
the members, namely:

To develop well-built roads to provide traffic safety.
To facilitate the growing presence of illegal stores in the
community and be able to settle legally.
To provide economic opportunities by establishing needed
facilities.
To facilitate more skills training on farming to help people used
their agricultural resources in the community.
To conduct educational seminar and campaigns on proper
waste management to mitigate illness caused by unsanitary
environment.
To devise ways and means of tapping sources of funds to be
used for the barangay's needs.
