1. PURPOSE
The purpose of this method statement is to describe the overall significant procedures required
and to facilitate the Painting works as per specification, standards and approved layout for all
projects

3. RESPONSIBILITIES

Project Manager

Project Manager must ensure that appropriate resources are provided for the safe
delivery of the work

Site In charge/ Site Engineer

• Ensuring the Relevant document


• Plans the necessary men and material resources for the safe delivery of the work.
• Ensuring the controls at work spot in person
• Verifying the % compliance as per risk assessment
• Ensuring the emergency preparedness
• Issuing the permit (As per requirement)
• Ensures All scaffolding erected safely and scaffolding tag system followed
• Ensures availability of the necessary resources.

Supervisor / Foreman

• Obtaining the permit


• Conducting TBT based on risk assessment
• Arranging the resources
• Ensuring Housekeeping always at works place
• Implementing the control measures as per risk assessment and also as mentioned in the
permit
• Close monitoring till completion of work
• Close the work permit after restoration of work spot.

Workmen

• Wearing appropriate PPEs.

Safety Officer

Safety officer must ensure that the HSE plan is Implemented. He should inspect the site
and inform the competent person of any deviation from the standard practices. He may
conduct a safety briefing in coordination with the competent person over a specific HSE
issue.

QC Engineer

The QC Engineer shall be responsible for all QC activities, maintain all QC records,
ensuring that the work performed is in compliance with the approved method
statement & other applicable requirements and coordinating with the consultant at site.

5. DELIVERY, STORAGE & HANDLING OF METERIALS

• All materials shall comply with the specifications regarding quality, dimensions, strength
Etc.
• The materials shall be approved and shall be used as per finishing schedule.
• The color of the paint shall match the appropriate approved sample.

• All the paint material shall be delivered in an unopened package and containers bearing
manufacture name & labels. The labels shall include information regarding batch/ stock
no., Date of manufacture & expiry date
• The product must be kept in a cool and well ventilated place, protected from heat and
direct sunlight.
• Containers must be kept tightly closed.
• Storage shall be done off the ground in covered shed and precautions shall be takent to
ensure that workman and work area are adequately protected from the fire hazards and
health hazards resulting from handling, mixing & application of painting systems.
• Paints will not be used after expiry dates
• Paints will be free from cracking, chipping, flaking and dusting.
• Paint shall show good flowing and spreading and good leveling properties.

All materials to be used shall be approved by EPE/FEWA and complying with the
specifications.

7. PROCEDURES STEPS FO PAINTING

 General Preparation

• Before commencement of work, remove electrical switch and outlet plates, Surface
hardware, frames of lighting fixers and all other obstructions. Replace properly at
completion of the work of this section.
• Items which do not receive paint shall be well protected or covered. Temporary covering
shall be provided wherever necessary to prevent spattering of paint on other works.
• Floors and adjacent surfaces shall be cleaned before commencing painting works

• Prior to start of painting works, all surfaces to be painted shall be tested for moisture
content by a moisture testing device.
• Moisture content of concrete surface must not be more than 5%
• Ambient temperature shall be checked an recorded using Thermometer before applying
paint.
• Surface temperature for application shall not exceed 40° C and relative humidity should
not exceed 85%
• Surface preparation, mixing and application shall be followed as per the manufacturer
recommendation
• Coating system for any surface shall b e from the same manufacturer.

 Mixing of Ingredient

• All paints shall be thoroughly stirred before use

 Execution of painting

A. Plastered Wall surfaces

• The surface shall be free from dust, sand, oil and other contaminant before starting the
primer application.
• To make sure the curing period of plaster is completed.
• Remove defective plastering and make good for the same.
• Sand paper, scrapper rubbing stone shall be used to achieve the smooth surface. The
surfaces should be assessed and treated as per manufacturer’s recommendations.

B. Sample panel / Test Areas and General Instrucitons

2.1.1 The Project manager is responsible for the overall implementation of this method statement.

2.1.2 The Site Manager, is responsible to ensure the works are executed in accordance to this
method statement. Also to close interaction with subcontractor’s site representative with day to
day planning and arrangement for the job.

2.1.3 Senior HSE officer, to ensure implementation of all safety procedure, safety measures related
to the nature of works being carried out and in accordance to the project HSE Plan & other HSE
regulations. Ensure that all Risk Assessment Control Measures are in place and enforced.

2.2 SUB-CONTRACTOR’S

2.2.1 The Project manager

• Responsible for the overall implementation of this method statement.


• To ensure that his site team of engineers and foremen are aware of this method statement
including all documentation is approved for construction.
• To arrange the necessary manpower, supervision, materials and equipment to carry out the
works, as planned and without delay.
• Will be a personal example on site all time with a positive Health and Safety culture and give
full support to any Subcontractors employees who act in the interest of health and safety.

• Will be responsible to chair monthly Health and Safety meeting on site with all site personnel
including sub contractors.

• Will ensure adequate first aid facilities/emergency medical equipment and facilities are kept
available on site.

2.2.2 The Site engineer

• Interact with site personnel (foremen and crews from different trades).
• Day to day planning and arrangement for the job work, distribute resources and inspections
as part of the QA/QC Compliance of the job task and ensure that the works are carried out as
per the project requirement.
• To support other engineer and supervisors who act in the interest of health and safety &
ensure the HSE instructions are implemented properly at work site.
• Conduct and lead hazard identification awareness within workforce and advice to the
management for implementation for preventive control measures to reduce risk factors or to
eliminate the risk.
• Provide instructions on responsibilities to maintain safe work methods. Make sure that all
working areas are safe and works are performing in a safe manner& plan and provide guidance
to maintain good housekeeping and waste management.

2.2.3 QA/QC Engineer

• QA/QC Engineer will be responsible for all documentation.


• Make sure that all the materials used are tested and approved by consultant.
• Make sure that the mixing and the use of Painting materials use as per approved method of
statement, data sheet and as per specification.

2.2.4 HSE officer

• Will ensure implementation of all safety procedure, safety measures related to the nature of
works being carried out and in accordance to the project HSE Plan & other HSE regulations.
• Will administrate company Health, Safety, Environment plan, procedures and legal regulations
of the project in conjunction with client’s HSE plan throughout the duration of the contact.
• Will manage to systematize the project HSE plan and arrangements to comply with client
requirements and legal requirements.
• Will be aware of the requirements of UAE Government current HSE legal regulations and
provide the information to project personnel.
• Will be the team member of site crisis management team of deal with emergency proceeding,
incident investigation and preparation of reports.
• Will review and revise the project HSE management plan as necessary or as per advice of client.
• Will be the authority to instruct to stop the works as necessary to eliminate hazards imminent
conditions on site.
• Will investigate all incidents, make necessary recommendations to prevent recurrence and
maintain all related records.
• Will prepare monthly HSE performance statistics records, maintain and forward a copy to
client/contactor.

11. PROCEDURES

• The fare faced concrete background should be thoroughly cleaned, devoid of dust, loose
particles, wood pieces, mould oil etc.
• The concrete block should be cleaned using a stiff brush to remove any dust or loose
particles.
• The work shall be Executed neat manner& internal and external angles shall be true, straight
& plumb.
• Ensure that all surrounding buildings works and paving shall be protected from cement
splashes.
• The fixing of all attachments such as pipes, electrical fixings, GI angles corner beads for
internal and external surface shall be carried out & offered for engineers inspection before
the application of rush coat of plastering works.
• Sufficient amount of clean water shall be sprayed to avoid the suction of the moisture by the
block work & the surface will be allowed to dry completely before the application of plaster.

6.1MATERIAL - Bonding coat DP 120

Application method

Surface preparation
Remove all the loose particles and dust from well cured smooth plaster surface.
Prime coat
Apply penguard HB (A+B) base and hardener mixed in to radio 4:1 thoroughly (may be slightly
diluted by thinner no.17 but without reducing the hiding properties) and apply by roller and
allow to dry for minimum 8 hours.

Texture coat
Apply 1 coat penguardTexo (A+B) base and hardener mixed in to radio 4:1 thoroughly (may be
slightly diluted by thinner no.17 to a level so as to attain the required texture) and apply by spray
and allow to dry for minimum 8 hours. (for pot life & other technical information – refer to
technical data sheet) (Roll with a plastic roller dipped in thinner no. 2 prior to curing for a
pressed pattern.)

1St top coat


Apply penguard Top coat (A+B) base and hardener mixed in to radio 4:1 thoroughly (may be 5 to
10% with thinner No. 17, but without reducing the hiding properties) by roller and allow to cure
for minimum 8 hours.

2nd top coat


Apply penguard Top coat (A+B) base and hardener mixed in to radio 4:1 thoroughly (may be 5 to
10% with thinner No. 17, but without reducing the hiding properties) by roller and allow to cure
for minimum 8 hours.

3rd top coat


Apply 3rd coat as above.

PENGUARD HB:

Protect description:

Penguard HB system is a high build, two-pack epoxy coating based on epoxy resin with high
molecular weight. This protect is a part of a complete system which is certified not to spread
surface flames.
Recommended use:

As part of a system for steel and concrete structures above and below water. May be used in
tanks for portable water.

Surface preparation:
All surfaces should be clean, dry and free form contamination. The surface should be assessed and
treated in accordance with ISO 8504.

Bare steel:
Cleanliness: Blast cleaning to Sa 2.5 (ISO 8501-1 : 1988). Roughness: using abrasives suitable to
achieve grade Fine to medium.
Shop primed steel:
Clean, dry and undamaged approved blast primer.
Coated surfaces:
Clean, dry and undamaged compatible primer. Contact your local office for more information.
Other surfaces:
The coating may be used on other substrates. Please contact your local Jotun office for more
information.

Condition during application:

The temperature of the substrate should be minimum 100C and at least 30C above the dew point
of the air, temperature and relative humility measured in the vicinity of the substrate. Good
ventilation is usually required in confined areas to ensure proper drying. The coating should not
be exposed to oil, chemicals or mechanical stress until cured. If necessary, Penquard Stayer,
Penguard primer, Penquard HB Penquard special may be used down to 20C, provided a special
accelerator is added.

Application methods:

coats, and will be affected correspondingly. The figures given in the table are typical with:

1. Provided the surface is free from chalking and other contamination prior to application,
there is normally no over coating time limit. If the coating has been exposed to direct
sunlight for some time, special attention must be paid to surface cleaning and mattening
/removal of the surface layer in order to obtain good adhesion.

Special washing procedure when this protect is used in tanks for portable water:
Either:
After the paint is cured (see drying /curing time above), the tank is filled with warm water (above
600C - 800C), which shall remain in the tank for 24 hours. Then the tank is thoroughly washed,
using water of min. 800C together with brushes or washed with steam.

Or:
After the paint is cured (see drying /curing time above), the tank shall be ventilated with warm
air, min 230C for 7 days. Then the tank is filled three times with warm water (min. 500C), each
filling together with brushes or washed with steam.

Storage:
The product must be stored in accordance with national regulations. Storage conditions are to
keep the containers in a dry, cool, well ventilated space any away from source of heat and
ignition. Containers must be kept tightly closed.

Packing size:
16 comp. A (base) and 4 comp. B (curing agent)
4 comp. A (base) and 1 comp. B (curing agent)

PENGUARD TOPCOAT:

Protect description:
Penguard topcoat is a two – pack epoxy topcoat based on a polymide cured epoxy resin. This
protect is a part of a complete system which is certified not to spread surface flames.

Recommended use:
As finishing coat in epoxy systems. Also on concrete where epoxy paints are specified.

coat adhesion occurs when the subsequent coat is applied before the preceding coat is
cured. If this is exceeded if may be necessary to roughen the surface.

PENGUARD TEXO:

Protect description:
PenguardTexo is a two – pack epoxy protect, which is specially formulated to be applied by spray
equipment to give a textured surface.

Recommended use:
PenguardTexo provides the textures coat in the epoxy texotile system.

The substrate must be sound, clean, dry, free from dust, oil, grease and laitance etc. all traces of

information.
