1 INTRODUCTION

This document covers the basic requirements and philosophy for design of
control and instrumentation systems necessary for monitoring, control and
safety of the all process plants of this project.

General

1.1 The extent of instrumentation shall be defined in the Piping and


Instrumentation Diagrams (P&ID) and general specifications for
instrumentation (S-17047-4-IGS-1001)

1.2 All instruments and control equipment shall be selected from the Approved
Vendor’s List prepared for the project.

2. REFERENCED NATIONAL / INTERNATIONAL STANDARDS

Design and terminology shall comply, as a minimum with the latest edition
prior to the date of purchaser’s enquiry of following codes, standard practice
and publications.

3. GENERAL DESIGN REQUIREMENTS

3.1 ENVIRONMENTAL CONDITIONS

All instruments shall be provided with adequate protective measures against


the climatic conditions at specific project site of IOCL.

3.2 UTILITIES Minimum Normal Maximum Design

3.3 Environmental and Hazardous Area protection

3.3.1 Instruments shall be selected as per Hazardous area classifications.

3.3.2 All instruments and required component used in hazardous area


shall have statutory certification from authorised body of
certification. Additionally these instruments shall be certified by
the applicable authority (e.g. PESO/CCOE) in India.

3.3.3 All electronic instruments shall comply with electromagnetic


compatibility requirement

3.3.4. All instruments shall be suitable for environmental conditions


and environment corrosion category as defined in project
specifications.

3.3.5 All Field Instrument enclosure shall be IP 65 or equivalent


NEMA enclosure as a minimum.

3.3.6 Transmitter enclosure shall be die cast aluminium as a minimum.


Local or remote transmitter shall be selected as per application.

This Design Basis document shall be followed in conjunction with Instrument


General Specification Doc No: S-17047-4-IGS1001
FIELD INSTRUMENTS
1.    BASIC DESIGN CRITERIA

a. Instruments shall be selected as per Hazardous area classifications.

b. All instruments and required component used in hazardous area shall


have statutory certification from authorised body of certification.
Additionally these instruments shall be certified by the applicable
authority (e.g. PESO/CCOE) in India.

c. All field transmitters i.e. D.P transmitters for Level, Flow, Pressure,
Temperature Transmitter, Flow Meters i.e. magnetic flow meters, Vortex
Flow Meters, Mass Flow Meters will be with 4-20mA DC & HART
compatibility & with integral display.

d. Control Valve Electro-pneumatic Positioner will be with 4-20mA DC &


HART compatibility.

e. All electronic transmitters should be 2 Wire type. Wherever it is not


possible to have a loop powered two wire instruments, 4 wire transmitters
may be considered with power supply of 24 V DC. 4 wire Instrument
those are not available with supply voltage 24 V DC can be supplied with
110 AC with prior approval from EPCM/Owner.

f. All electronic instruments shall comply with electromagnetic compatibility


requirement.

g. Solenoid valve coil supply voltage shall be 24 V DC.

h. All instruments shall be with statutory approval certification as


applicable
(e.g. IBR,Weights & Measure, and Custody Transfer etc.)

i. All instruments shall be suitable for environmental conditions and


environment corrosion category as defined in project specifications.

j. All Field Instrument enclosure shall be IP 65 or equivalent NEMA


enclosure as a minimum.

k. All electronic field Instruments which are exposed for direct sunlight and
rain should be supplied with prefabricated FRP canopies suitable to
environmental conditions.

l. ½” NPT (F) Cable entry shall be preferred for field instruments.

m. Instrument Flange standard should be ANSI B 16.5.

n. Transmitter enclosure shall be die cast aluminium as a minimum. Local


or remote transmitter shall be selected as per application.

o. Instrument electrical connections should be screwed connection.


Instrument with embedded cable shall be avoided. If it is required then
shall be supplied with terminal box near the instrument.

p. All Instruments and valves wetted part material on construction shall be


as per line/equipment material of construction as a minimum.

q. All pressure instruments shall have integral manifold as applicable.


Manifold shall be of 2 valve, 3 valve or 5 valve type.

2. ACCURACY AND REPEATABILITY

The characteristics of the instruments shall be specified to meet the


following requirements. Measurement error (Accuracy) percent of span
shall not be worse than below mentioned values.

This Design Basis document shall be followed in conjunction with


Instrument General Specification Doc No: S-17047-4-IGS1001

INSTRUMENTS ERECTION AND INSTALLATION
GUIDELINES
1. INSTALLATION GUIDELINES:

a. Instrument installation and straight run requirement shall be maintained as per


manufacturer’s standard.

b. All instrumentation installations shall comply with relevant instrumentation


standards (ISA/API/IBR/BS etc). Where there is a conflict between this
standard and any of the relevant standards, the more specific relevant
standard shall govern.

c. Field instruments shall be mounted as close as possible to the process \


connection to minimize the length of instrument impulse lines. Where
practically possible, the length of the impulse line should not exceed 6 m
(20 ft.)

d. Instruments shall not obstruct access ways. All instruments, Control Valves,
On off Valves shall be accessible from grade, platform, fixed walkway, fixed
stairway or a fixed ladder.

e. Local indicating instruments shall be visible/ accessible from grade, platform,


fixed walkway, fixed stairway or a fixed ladder.

f. Instruments mounted outside a handrail shall be located to allow maintenance


from the walking/working grade.

g. Clearances shall be provided to Instruments to allow routine services &


maintenance and calibration.

h. Access for appropriate lifting equipment shall be provided when necessary for
control valves or other large in-line instruments.

i. Pressure and D/P instruments in liquid or condensable vapour service shall be


selfventing (i.e., mounted below the process connections) with all impulse lines
sloping downward approximately 1:12 -minimum toward the instrument.

j. Pressure and D/P instruments in gas service shall be self-draining (i.e., mounted
above the process connections) with all lines sloping downward approximately
1:12 minimum toward the process connection.

k. Sufficient space for mounting of condensate pot, isolation valve, manifold,


barrel nipples shall be considered while selecting the location of instruments.
2. ERECTION GUIDELINES:

a. Proper rigid supporting shall be given to Instruments, Junction Boxes etc.


Vibration free support shall be given wherever required.

b. Junction boxes should be located at accessible location along with rigid


support.

c. Suitable frame should be considered for floor mounted panel. Suitable space
need to consider for below panel for dressing & glanding of cables.

d. Impulse tubing, pneumatic tubing and remote seal capillary shall be routed
through separate tray along with proper supports and clamping.

e. Minimum 300 mm distance to be maintained between the parallel run of


power and signal cable.

f. Cables should be tied with cable ties for indoor installation and with
Aluminium clamps for outdoor installation.

g. Suitable bending radius for cables shall be provided as per NEC 300-
34/NFPA70 standard.

h. Sufficient cable loop shall be provided at Instrument side, junction Box side
& panel side.
