Internship Report in Official Attendant Management at BMC Tax
Branch

I. PREFACE

Information technology has been played an important role in daily life


of human being in this mordern world. Activities of Education, Bussiness,
Staff management all required IT . In the same time, all state institutions in
Cambodia has beeing converted themselves to use IT to help solving
promblems that they encounter such as to improve work productivities, staff
management etc.
As information technology is really important in all state institutions in
cambodia, i decided to ask for an internship at Banteay Meanchey Tax
Branch for one month which started from 2020/12/02 to 2021/01/02. To
response to digitaly new change in the recent world, cambodian general
department of tax tries its best to develope personal technology system to
control all operations and requires all tax branches to use this system in
daily work.
As one of other tax branches in cambodia , Banteay Meanchey tax
branch adapts all systems launched by general department of tax and staff
attendence controlling system is one of all systems conducted in this
institution.

II. INTRODUCTION

Banteay Meanchey tax branch located in Kbalspean Village, Sangkat


Prea Ponlear Sereysophon Municipality Banteay Meanchey Province. It has
5 offices – office of administration and finance, office of tax declearation,
office of audiding, office of tax debt, office of taxpayer’s service and
registration, and There are 43 officials working in this branch. According to

need of management in the branch, the staff structure is devided as one
branch manager, 4 sub-branch manager , 5 office’s chieves in branch and
other office’s 4chieves to stand by in each 4 districts and 2 sub –office’s
chieves response in 4 other districts.

III. ATTENDENCE MANAGEMENT

Attendance management is the act of managing attendance or presence


in a work setting to minimize loss due to employee downtime. Attendance
control has traditionally been approached using time clocks and timesheets,
but attendance management goes beyond this to provide a working
environment which maximizes and motivates employee attendance
(Akinduyite C.O, Adetunmbi A.O, Olabode O.O, and Ibidunmoye
E.O,2013).
Attendance management is a major part of today’s human resource
systems take organization towards better human resource practice, systems

and excellence, hence regular attendance and punctuality are expected of all
employees or candidates in a work setting. Unsatisfactory attendance caused
by unscheduled absences and tardiness cause a disruption in work, affects
productivity, and creates morale problems when workloads are shifted to
other employees.
Moreover, in many institutions, and academic organizations,
attendance is also a very important criteria which is used for various
purposes. These purposes include record keeping, assessment of students,
and promotion of optimal and consistent attendance in class. In developing
countries, a minimum percentage of class attendance is required in most
institutions and this policy has not been adhered to, because of the various
challenges the present method of taking attendance presents. This traditional
method involves the use of sheets of paper or books in taking student
attendance. This method could easily allow for impersonation and the
attendance sheet could be stolen or lost. Taking of attendance is time
consuming and it is difficult to ascertain the number of students that have
made the minimum percentage and thus eligible for exam. Thus, there is a
need for a system that would eliminate all of these trouble spots. (Akinduyite
C.O, Adetunmbi A.O, Olabode O.O, and Ibidunmoye E.O,2013)

3.1. TYPE OF ATTENDANCE MANAGEMENT

Attendance Management falls into two categories namely Conventional


and Automated methods.
3.1.1. Singnature Implimentation

Conventional methods include time sheet, attendance register and time


clock. Time sheets are documents, electronic or otherwise that record what
time was spent by the employee on what tasks. Attendance register is an
official list of people who are present at an institution or organization. Time

clock which is a mechanical (or electronic) time piece used to assist in
tracking the hour worked by an employee of a company.
According to a staff of administration and finance, the office prepear a
book in which the names of all staff listed starting with the name of branch
manager at the top to official at the last. all staff in that tax branch has to sing
in the morning before they go to their own offices or start working . They
have to do like this every day from Monday to Friday. Every Friday
afternoon the a staff of administrion and finance take a singnature book to
have a manager singed and evaluated after she makes sure if which staff is
present or absent . After being singed by manager that book have to be
returned to office of administrion and finance and administrator has to scan
this list and track this document and send to administrion and finance
bureaure at ganeral dapartment of tax. If any tax official is absent or failed to
singn two times they have to go to meet other managers at Phnom Penh (The
Capital city in cambodia).

3.1.2. Face Scan

Controlling attendance is very important in all institutions. Every


institution has its own method of taking worker attendance. Some institutions
use paper-based approach and others have adopted automated methods such as
fingerprint biometric techniques. This way wastes the time of teaching with
many staff and sometimes there could be a mistake on checking such as the
administrators forget to check the staff, staffs cannot hear their name, or
administrator skips the name. Some institutions only use the paper so that it
would be difficult to use for the next time because some organizations collect
the Information unsystematic. In order to solve this problem, there should be the

way to check staff by using the least time.
Face recognition has been the motivation for research around the globe.
The interest and time frame of studies in this field is indicative of its value and
complexity, and has become an increasingly important form of biometric
authentication. With the vast advancements in face recognition, more research
should be done to improve the efficiency, practically and accuracy of the many
method produced.
Recently, many studies developed the checking system by using face
recognition. One of the factors to make face recognition lack of correction for
the identity technique is light because light makes the dominant of feature
information which moving and could be missed to check the similarity.
Moreover, the number of android users on smartphone is growing rapidly. This
research presented the way of face recognition for attendance system in the
continuous time. Moreover, to develop it utilizing, this paper adds the
identification online result for staffs which can checking in the data (Dulyawit
Prangchumpol 2019).

All staff working at province tax branch have to scan their face infront of
scan marchin and data is saved in all data in database server in tax branch. Then,

data automaticlly links to server in general department and controlled by ICT
department.

3.1.3. Finger Scan

In biometric Attendance system, there is attendance software that is


paired with a time clock for employees which uses biometric technology for
authentication purposes. When these systems are in use, the employees can use
their biometric data such as finger prints for clocking in and clocking out. This
method has the great benefit that the entire process is easy as well as quick.
Other advantages include elimination of the cost previously incurred in getting
the employees cards. (Akinduyite C.O, Adetunmbi A.O, Olabode O.O, and
Ibidunmoye E.O,2013).
Attendance management is the act of managing attendance or presence in

Not only does it affect productivity, it can cost the company profits or even
additional contracts. For the industrial sector attendance management system
can develop alacrity among the workers to work regularly and also help them to
motivate their co- worker to attend work regularly. Fingerprints are considered
to be the best and fastest method for biometric identification. They are secure to
use, unique for every person and do not change in one's lifetime.
Fingerprint recognition is a mature field to-day, but still identifying
individual from a setoff enrolled fingerprints is a time taking process. This
paper illustrates improvement of attendance management system based on
fingerprint identification for implementation on large databases e.g., of an
industry or a garments factory etc. In this project, many new algorithms have
been used e.g., gender estimation; key based one to many matchings, removing
boundary minutiae. Using these new algorithms, a new attendance management
system has been developed which is faster and cheaper in implementation than
any other available today in the market. (Md. Shakil & Rabindra Nath Nandi
2013).

Before COVID-19 occurred in Cambodia, general department of tax
launched finger scan to control staff attendance and the process of data control
of these scan is same.
3.1.4. HR System

A Human Resources Management System (HRMS) or, refers to the


systems and processes at the intersection between human resource management
(HRM) and information technology. It merges HRM as a discipline and,
specifically, it’s basic HR activities and processes with the data technology
field, whereas the programming of information processing systems evolved into
standardized routines and packages of enterprise resource coming up with
(ERP) software. On the entire, these ERP systems have their origin from
software that integrates data from completely different applications into one
universal database. The linkage of its financial and human resource modules
through one database is that the most significant distinction to the individually-
and proprietarily-developed predecessors, that makes this software application
each rigid and versatile (Chetan Kumkar1, Dr. N. R.Rajhans2, 2015).

In fact , all tax officals are rquired to report about their activitise every
day in HR system. At the end of month, top branch manager evaluates and
aproves in the same system.

In this system officails can also apply permision by completing the


permision form existing here. After completing and printing form of permision
staff have to take this form to administration and finance office and then it will
be evaluated and approved by top manager.

IV. SUMARRY

Attendence of ICT in nowaday world really couse the easyness of


workperformamce . In typically, just for staff attendence controlling it can
reduce time westing, paper ,and labor and morever it get effectiveness and
efficency for institution. To see this advantage of ICT , General departmet of tax
, including BanteayMeancheay tax branch accept this ICT to controll its staff.
In tax branch of Banteay Meanchey province, to controll staff, two types
of attendence controll are used ,those are signature and scanning system. All
staff are required to sign at 8 AM before they start their work. This ducument
is checked by administration and finance office and after that it is bring to
evaluated by top branch manager before it have to be sent to general department
of tax every end of month. To be sure and to restrict the attendence management
effectively and efficencely GDT equipes the finger scaner at every branch
including Banteay Meanchey branch.The data maintanance of this scanner is
that finger information and check in and check out time of every staff are
saved to databas in branch server that links directely to server in Phnom penh.
During covid 19 accuring GDT no longer launches finger scaner and choose
face scanner to be used. To do like this is for participating in preventing of
spreeding of Covid 19 in community.
Beside scanning system , GDT also uses HR System to allow staff to
report their dairly work outcome to be done and work outcome evaluation .
And each staff can use this system to ask permision that is a part of attendence
management system launched by GDT. Each staff can apply 1-day permision to
top branch manager and 1week-permision to GDT And if morethen 1week they
have to apply to ministry.
To comparing with other institutions , tax branch is rather than because it
use system to controll staff attendence adding with signature and the branch
really get the effectiveness and efficency of staff attendence management .

Although this system privides much advantage but it is likely difficult for
staff to ask a permision when they are busy because top branch manager can
aprove only 1-day permision for staff and a week-permision can be approved by
GDT And morethen- a werek- permision approved by Ministry of economics
and finance .

V. ACKNOWLEDGEMENT

The success and the final outcome of this internship report really required
much participation from many factors. They provided guidance and assistance
to help me and it makes me forever remember and thank for them.
First of all, I would like to be thankful for sacrifice time and effort of Mr.
HAK SOPHAL vice manager of tax branch, allowed me to have authorize to
make research in tax branch and guided me a staff to corporate and answers
what I want to know.
Next thank is for Mr. YANG Chunting, my supervisor who always help
and support me every time when I don’t know what to do.

I don’t forget to thanks my all classmates who are always nearby me and
allow me to participate in discussion about studying at school and out of school
and sometime teach me something I don’t know.

Without all of them I can say that my research cannot completely


succeed.
