How Propaganda Fuels Genocide

Looking at the holocaust we can compare it to several genocides. The Rwandan

genocide shows many similar traits like classification, symbolism, and descrimination. In the

holocaust, the Germans started off by blaming Jewish Germans for the great depression because

at that time many Jewish Germans were bankers. Hitler saw them as an easy target to push his

agenda and rise to power. During this time hitler rose to power by making a promise to a

weakened nation due to WW1.

During his reign, hitler kept pushing his antisemetic agenda and controlled the people

with propaganda and censorship. Media was a big part of censorship and it was used as a

weapon. One way media was seized is when the Nazis controlled what was put in the news as

well as controlling the radio and news reels. An example of censorship on the radio was when

“Eugen Hadamowsky who became head of the Chamber of Radio was charged with ensuring

that German radio fitted into the National Socialist mould” and that anyone who was against this

stand had to be removed from their position. Shortly following the start of censorship and

propaganda radios became more affordable for germans so they could listen to more propaganda.

Lastly the Nazis spread negative images and ideas about jewish people in magazines, film, art,

and cartoons, this was media that could be found anywhere at all times and it heavily influenced

the people and young german minds. With preemptive bias towards jewish people and the

government pushing propaganda it reinforced the false beliefs of the german people
Looking at the Rwandan Genocide its very similar in the sense of how they controlled the

people with cencorship and propaganda. However there were major differences in each genocide.

The Rwandan genocide was a “Us vs Them” dynamic and it started years ago when Germany

colonized rawanda and favored the tutsi, later on belgium took over power and gave out “

identity cards’’ which created even more division between the two groups from then until the

genocide there was many millitas and massacres by the hutu, Tutis fleed and took refuge in

Uganda. After the RPF (a tutsi led rebellion) invaded north rwanda.

Just like the Nazis propaganda spread quickly, the hutus took over the radio and broadcasted anti

tutsi propaganda these media sources portrayed extreme ethnic distinctions, defining Tutsis as

‘the enemy’ furthering the separation of not so different people Hutus identified Tutsis as an

‘invading force’ and in emphasising the ‘alienness’, cleverness and deceitfulness of Tutsis,

propaganda established them as a ‘permanent threat’. Following this statement there was a lack

of media outlet other than the government so the Hutus strongly agreed .

What made the Propaganda in the Rwandan genocide so effective was the common

dehumanization of the Tutsis and legislation of the 10 commandments (published by kangura, A

Magizne that served the purpose of spreading anti tutsi propaganda), the 10 commandments

revived the history of dehumanizing lies about tutsis aswell as calling them things like

“Cockroaches” in media. Propaganda was clearly utilised to create conditions that would

facilitate subsequent mass killings of Tutsis similar to the Nazis.

A peace treaty was signed and both sides stopped fighting shortly with the United

Nations intervening but that all collapsed quickly, at the time the hutu still made a majority of the

population and had control over the media still. On the 6th April 1994, Habyarimana’s plane was

shot down ( A Hutu Government Official ), shortly after the Genocide started
The RTLM ( A Rwandan propaganda radio station) took on a role as the “ facilitator of the

Genocide’’. For example from the beginning it broadcast the names of ‘targets’ and reported the

locations of victims hiding from the militias which at the time “Justified’’ the Hutus. The radios

is the biggest factor in Rwandan propaganda because how the Propaganda was delivered it came

with a sense of urgency to kill the tutsi because they were tricked into being scared of them, so

Hutu killers would be depicted with a machete in one hand and a radio in the other to quickly get

to any radio calls. As time went on the Radio calls got relentless, the RTLM knew they had to

keep a climate of constant fear, the Hutus would release fearmongering misinformation about the

RPF through out the Genocide, in the Hutus eyes they did no wrong as when killings happened

they claimed it was self defense and went to the extreme of gifting killers impunity and the

goverment advocating for killings
