1.1 General
The Technical specifications cover the detailed requirements for design, manufacturing, supply,
installation, testing and commissioning of 36KV Type Tested as per latest IEC 62271-100/200, Metal
Enclosed SF6 Gas Insulated Vacuum Circuit Breaker Panels. The switchgear concerned is of the SF6-
insulated, type-tested, metal-clad type with vacuum circuit-breakers.
The factory-assembled type-tested panels should be of uniform dimensions, regardless of the rated
feeder/ busbar/STC current ratings. Each panel shall have width not more than 600 mm. All control
and monitoring elements should be accessible from the front without any additional separate front
door. In case a door is to be opened for operation/mimic view, then successful type test reports shall
be submitted for internal arc with that door open. The GIS panels to be available both in single bus &
double busbar systems as per SLD requirements
For reasons of operating reliability, the switchgear should feature single/ three phase encapsulation
from busbar to cable compartment with multiple vessels. All high voltage components must be sealed
hermetically and safe to touch. SF6 may be used only as an insulating medium, not for quenching. The
prescribed insulation levels should be upheld without additional insulating material inside the gas
compartments. Reliable operation of the switchgear must be assured even in the event of pressure drop
to normal level. The high voltage SF6 housings shall be constructed of corrosion-resistant high nickel
content Aluminum Alloy / Stainless steel and are assembled preferably using O-rings for gas tightness.
SF6 high voltage enclosures shall have degree of protection IP65. The modular design should allow the
site replacement of the cable connection housing or the circuit breaker housing without interrupting the
main horizontal busbar operation.
Short disconnection times for expansion work at each end of the system must be assured. If possible,
equipment allowing expansion without disconnection should be offered, provided that it does not take
up any space in the panel width and depth.
The degree of protection of the high-voltage section should be IP 65. The minimum degree of protection
prescribed for mechanical protection of all external parts is IP 3XD.
The arrangement of the circuit-breaker in the panel must be such that in the event of any necessary
inspections both the operating mechanism and the arcing chambers can be removed and reinstalled
from the front or back in a verifiably short time. The busbars must remain in uninterrupted operation
and there must be no reduction in either the insulation level (additional measures such as protective
barriers are not permitted) or personnel safety. Confirmation must be provided with the quotation.
Each sealed-off gas compartment must have its own pressure relief facility and without any arc fault
limiter arrangement, which, in the event of an arcing fault, prevents uncontrolled rupturing of the
compartment. The manufacturers must guarantee an adequate pressure reserve between the operating
value of the pressure relief and the rupturing pressure of the vessels. The pressure relief facilities must

limit the effects of a fault arc to one compartment. Gas escaping under pressure must be diverted in a
direction that is not dangerous for operating personnel; the same applies to fixed parts (rupture
diaphragms etc.). The manufacturer must furnish type test report for internal arc fault level of
minimum IAC AFLR for all compartments
Pressure monitoring takes place with contact-making manometer gauges, which function independently
for each busbar section & circuit-breaker gas compartment, three-position switch gas compartment
respectively. Manometer shall have positive indication without use of any proximity switch or
auxiliary AC/DC supply. The gas compartments must be well sealed both mutually and to their
surroundings. The gas loss must not exceed 0.1 % per year. The filling pressure must be selected so that
after thirty years of operation the full test voltages can still be withstood, without any refilling.
The use of plastics must be minimized, in order to likewise minimize the risk of fire in the event of a
fault.
The switchgear operation must be independent of the protection equipment’s like relays, meters being
used.
There shall be mechanical mimic in front to indicate the positions of Breaker, 3-position switch
(disconnector) and earthing switch. Mimic shall be viewable without opening any door.
Switchgear shall be suitable for manual ON and OFF operation in case motor supply not available.
Each Switchgear panel is divided into multiple gas compartments sealed and segregated from each
other having IP65 degree of protection and shall consist of the following functional components &
compartments:
3 nos. Busbar with bus-side three position disconnector (ON-OFF-EARTH) module - SF6 Gas
filled. (single bus)
In case of double bus, 3 nos. Busbars of each source shall be in separate compartment (SF6 gas
filled). Also, bus-side three position disconnector (ON-OFF-EARTH) module of each source shall
be in separate compartment- SF6 Gas filled. This is to ensure that one set of source bus can be
kept live when the other set is dead and maintained, with no accidental reach to live parts.
3 nos. Vacuum Circuit Breaker Compartments – SF6 gas filled
3 nos. line side three position disconnector (ON-OFF-EARTH) module - SF6 Gas filled
1 no. Low-voltage compartment (for relay/metering) – Air insulated compartment.
3 nos. Power cable housings compartments – SF6 gas filled
To achieve a long service life of the switchgear, all panels shall be routine-tested for partial discharges.
The partial discharge at 1.1 x Un must not exceed 20 pC
The switchgear must be resistant to arc faults, i.e. it must satisfy Criteria 1 to 5 of IEC 62 271-200, arc-
fault duration: 1 second

switchboard on either side in an uninterrupted way without taking any shut down of GIS switchboard

1.2 Standards
The switchgear must comply with the following latest VDE standards and IEC publications

• Switchgear Design Ambient Temperature : 50 °C.
Vacuum circuit-breakers vertically mounted with maintenance-free fixed contact systems shall be used.
Plug in contact or contact spring arrangement inside gas compartment for breaker poles connection
shall be avoided. The three breaker poles are to be mounted within individual compartments. Any
insulated enclosure for breaker poles within metal enclosure is not permitted.
The vacuum circuit-breakers are to be equipped with Spring-stored-energy operating mechanism with
motor, auto-reclosing duty

Auxiliary switch for "spring charged" signal and for control / signalling
The mechanical grounding lever is lockable and tagable for a grounded feeder circuit
To reduce the number of mechanical parts inside the enclosure, the operating mechanism shafts are to
be located outside it.
The circuit-breaker has to control at least 10,000 breaking operations at rated current without
maintenance. The mechanical life of the vacuum interrupter has to comprise at least 10000 operating
cycles. The endurance class of CB shall be E2, C2 as per latest IEC
The operating mechanism must be maintenance-free without time limit up to 10,000 operating cycles.
Its service life has to comprise at least 10,000 operating cycles.

The circuit breaker module shall be easily removable and replaceable at site without the need to send
back the panel to OEM factory for rectification.
b) Three position disconnector mounted in separate gas sealed compartment in case of double bus GIS
system
c) For both single and double bus systems, in-built Line side three position disconnector should also be
provided for complete physical isolation of circuit breaker compartment from both bus as well as
cable side for safely carrying out maintenance activity in circuit breaker.
In combination with the circuit-breaker, the three-position disconnector is for make-proof earthing of
the feeder. The operating mechanism of the three-position switch should be actuated manually as well
as fully motorized operated.
Maintenance of the operating mechanism shall not be necessary before 2,000 operating cycles at the
earliest, respectively after 10 years.
1.5 Interlocks
The combination of three-position switch and circuit-breaker must meet the following panel-internal
interlock conditions:
To prevent the disconnectors from switching under load, they may only be actuated with the
circuit-breaker open.
The three-position switch must be prevented from switching through from the closed state into
the "ready-to-earth" state.
The three-position switch may only be brought into the earthing position if the circuit-breaker is
open.
Closing of the circuit-breaker is blocked for as long as the three-position switch has not reached
a definite switching position.
For earthing of the feeder, reliable "interrogation interlocking" must be provided: Only after the three-
position switch has been switched into the "ready-to-earth" position may the feeder be earthed in a
short-circuit-proof way by switching in the circuit-breaker.
The remote control and protective tripping facility of the circuit-breaker must automatically
become ineffective as soon as the three-position switch is switched into the "ready-to-earth"
position.
It must be possible to lock the local mechanical tripping by blocking the tripping mechanism
mechanically.

1.6 Busbars
The busbars must be of bare flat copper of rectangular cross-section to DIN and must be continuous in
the section concerned without any transverse barrier. Individual bus bar pieces may be bolted
together panel by panel. This is must in order to ensure all live part of busbars including interpanel
connections are also inside SF6 gas insulation. Plug-in type interpanel busbar connections in air shall
not be permitted.
To absorb thermal expansion and contraction movements, suitable compensation joints must be fitted if
necessary.
High-grade cast resin components must be used for bracing the conductor; they must feature high
resistance to creepage.
There shall be provision to earth all busbar sections in a make-proof way via bus earth switch or via bus
sectionaliser.
Current transformers must be of the dielectrically non-stressed toroidal-core type outside the SF6
enclosures. CT ratio/ burden shall be nearest matching with system SLD/ protection scheme and to be
finalized during detail engineering with supporting CT calculations. CTs shall not be mounted around
power cables to enable easy removal and access.
Voltage transformers and should be inductive plug-in type of ratio 33kv/root3/110V/root3, 25VA, as per
system SLD and to be finalised during detail engineering.
Voltage transformers must be totally insulated and metal-enclosed installed outside the gas
compartment. To allow voltage tests of the system, there should be a cable link facility for disconnecting
the transformer. Cast resin-insulated voltage transformers for line voltage measurement with direct
metal enclosure should preferably be connected directly with the system at specially provided sockets.
Line PT shall be accessible and removable from the panel without disconnection of any power cable.
Capacitive dividers in the bushing leading to the cable termination should allow safe testing of the cable
for dead state at the switch panel front. These dividers must be a fixed integral part of the system.
Capacitive layers on the plug connector may be used only for additional testing.

1.9 Low-voltage compartment
The low-voltage (IP4X) compartment must be at top and operated from the front
The control and signalling circuit wiring must be flexible and of cross-section 1.0 mm²; for transformer
circuits the figure is 2.5 mm². The signaling and control leads must be led to a terminal block via plug
connectors in which they are grouped together according to function.
There shall be numerical protection relay(s) (50, 50N, 51, 51N, 95, 86) in each incomer and outgoing
feeder confirming to communication protocol IEC 61850. There shall be auxiliary relays for transformer
faults (OTI, WTI, Buchholz) in each transformer feeder
Other standard accessories like TNC switches, TTB, illumination lamp, thermostat with heater, aux
contactors, indication lamps, L/R switch, MCB, control switch etc shall be integral part of LV chamber as
per SLD requirement
Indoor switchgear panels shall have communicable numerical protection relays (IEDs) complying with
IEC-61850 ((Edition:2) with 2No’s rear Ethernet electrical (RJ45) redundant port supporting Parallel
redundancy protocol (PRP) on all feeders which shall be networked on Ethernet to communicate with
substation SAS/SCADA system on IEC-61850 (edition:2). These IEDs shall also be used for control &
monitoring the switchgear from SAS. In addition to status of devices (CBs/Isolators/Earth Switches)
equipment alarms and use defined alarms from GIS shall also be made available to SAS/SCADA station
from protection IEDs. Further, multifunction meters with Modbus protocol are also envisaged, which will
be connected in daisy-chain link to communicate to station SAS. Modbus to IEC 61850 converter OR
Serial Server shall be provided for integration with SAS, 3rd Party converter / serial server may need to
be considered. The Bidder’s scope shall include the followings:
Communicable Numerical Protection Relays (with Redundant IEC 61850 electrical) in each of the
feeders & Bus-section/Bus coupler
IED’s / Numerical Relays shall have digital display to facilitate settings, relay operations and to view
measurement, fault event and alarm etc.
Relays shall have built in Local/Remote Selector Switch OR function keys which can be set as
Local/Remote
All Numerical relays shall be of proven design for the application satisfying requirements specified
elsewhere and shall be subject to Employer's approval. Numerical Relays shall have appropriate setting
ranges, accuracy, resetting ratio, transient overreach and other characteristics to provide required
sensitivity for the intended application.
All numerical relays shall be rated for control supply voltage as mentioned elsewhere under system
parameters and shall be capable of satisfactory continuous operation between 80-120% of the rated
voltage. Making, carrying and breaking current ratings of their contacts shall be adequate for the circuits

in which they are used. Heavy duty binary output contacts of IEDs to be used for breaker close and trip
commands shall be so rated as to be used directly used in the closing and tripping circuits of breaker
without the need of any interposing / master trip relays.
Threshold voltage for binary inputs shall be suitably selected / configured to ensure avoidance of mal-
operation due to stray voltages
The device shall be equipped with a 4 line alphanumeric LCD display. Relay shall have minimum 9 LEDs, 7
of which shall be freely programmable. Parameters shall be set via an integrated keypad and an USB
front interface using a user-friendly parameterization tool.
Failure of a control supply and de-energization of a relay shall not initiate any circuit breaker operation.
Relays shall have event recording feature with time stamping. Event records & alarms shall be stored in
Non-volatile memory and failure of control supply shall not result in deletion of any of these data.
All Numerical relays shall have features for electrical measurements including voltage, current, power
(active & reactive), frequency, power factor etc. Incomer and bus coupler relays shall have Voltage
related measurements whereas outgoing Trafo feeders shall have current measurements.
All numerical relays shall have built-in key pad / keys to allow relay setting from relay front. Resetting of
relay shall be possible from remote SCADA.
Relays shall have suitable output contact for circuit breaker failure protection (LBB) logic.
Relays shall have self diagnostic feature with continuous self check for power failure, program routines,
memory and main CPU failures and a separate output contact for indication of any failure.
Contractor shall submit applicable Type Test reports for Numerical relays as per IEC255 from accredited
lab and KEMA Level A certification for IEC61850 (Edition:2).
All numerical relays shall communicate to station SCADA / SAS on IEC-61850 (Edition:2) communication
protocol along with 2No’s rear Ethernet electrical (RJ45) redundant port supporting Parallel redundancy
protocol (PRP). It is envisaged that these protection IEDs shall be used for CB control & monitoring of
bay equipment’s.
Numerical relays for Incomer and Bus sectionaliser shall have provision of both current (4CT) and
voltage (4VT) inputs for protection & measurement purposes
The relay shall have instantaneous as well as time delayed three over current (50) and one earth
fault (50N) protection elements.
The over current element should have the minimum setting adjustable between 20-200% of CT
secondary rated current.

The earth fault element of relay shall be suitable for detection of earth fault currents in the range
of 5% to 80% of the CT rated current.
Trip circuit supervision shall be provided to monitor the circuit breaker trip circuit both in pre-trip
and post-trip conditions.
The relay shall have selectable directional and Non directional feature for overcurrent function.
The relay shall have under voltage function to detect NO bus /Line voltage for use in control logics.

supervision inputs and fault alarms. Relay shall have minimum 10 Binary outputs. (as per signal list-1)
Numerical relays for Outgoing feeders shall have provision current (4CT) inputs ed for protection
& measurement purposes using protection cores

Routine test certificates shall be submitted for Company/Purchaser's review and approval before
shipment of the switchgear components.
The routine tests for the switchgear shall also include the functional tests for the associated protection
panels.
The following tests shall be performed as routine tests in addition to the standard tests:
iii) Functional Tests for all components and for all panels, including Protection and interlocking
functionality, inter-tripping, mechanical and electrical operations, etc.
The HV part of GIS offered should be fully type tested, in the type test reports the HV part
manufacturing location should be same as the location from where completely assembled GIS is

offered and shall be supplied by the manufacturer for this project. Any local manufacturing or
assembling of the HV part in India and same not type tested from recognized international labs shall
not be acceptable.
Type tests certificates / reports shall be considered acceptable if they are in compliance with the
latest applicable relevant Standards and Type Tests conducted at an internationally recognized
laboratory.
If the presented type test reports are not in accordance with the above requirements, Owner reserves
the right to ask for the type tests to be repeated in the manufacturer's premises or other places subject
to the approval of Company/Purchaser and at no additional cost. These tests shall be performed in the
presence of an internationally recognized laboratory and owner. The internationally recognized
laboratory shall issue the relevant type test certificates upon successful test.

1.14 Documentation
Bidder to submit detailed General Arrangement drawings of GIS switchboards along with the tender
documents. The GIS dimensions shall be in line with layout drawings for respective substations attached
with the tender. No deviation shall be entertained. On award of contract the General Arrangement &
schematic drawings shall be approved by consultant, thereafter, the bidder can go ahead with
procurement of GIS Panel. Bidder shall also submit Installation Manuals for GIS Panels, relays or any
other equipment installed in panel along with the supply of material at site. The bidder shall also be
responsible for arranging the manufacturer’s engineer visits to site at the time of installation, testing
and commissioning.
