The document discusses three potential sites for a new Arba Minch substation in Ethiopia. Site 1 and Site 2 are rejected due to being too close to a lake and subject to flooding. Site 3 is selected as the preferred site because it is only 5.5 km from the load center, has a rectangular shape, permits safe overhead transmission line access, has free transmission line corridors, is easily accessible by road, is cost-effective, and is close to municipal services while avoiding flood-prone or restricted areas.

1. INTRODUCTION
General
I. This ARBA MINCH substation`s site selection work is done as per the following
criteria that are recommended for the selection of substation site.
a. should be near to the load center as much as possible,
b. should be rectangular or square in shape for ease of proper orientation of bus
bars and feeders,
c. should permit easy and safe approach which is away from obstruction and
ease termination of high voltage overhead transmission lines,
d. should possess free line corridors,
e. should be easily accessible to the public road in order to facilitate material
transportation to the site,
f. should be cost effective for power distribution and transmission lines,
g. should be nearby to the town but away from municipal damping grounds,
burial grounds, tanneries and other obnoxious areas,
h. should be fairly leveled ground in order to reduce earth leveling expenditure,
i. should not be subject to highest flood level so that there should not excess
water and logging,
j. should be sufficiently away from areas where police and military rifle
practice are held,
k. should have municipality services (for the operators and their family
members` drinking water, nearby market, shops, floor mill, schools, health
centers, etc.…) as much as possible,
l. should be quite far away from air ports as per regulations of airport
authorities. Also, Airport written approval is desired,
