Flight Information Services
is
• a form of air traffic service which is available to any aircraft
within a flight information region (FIR),
as agreed internationally by ICAO.
definition
• information pertinent to
the safe and efficient conduct of flight,
and includes information on
other potentially conflicting traffic, possibly derived from radar,
but stopping short of providing positive separation from that traffic.

Flight Information also includes:
• Meteorological information
• Information on aerodromes
• Information on possible hazards to flight

What is AFIS
Aerodrome flight information service (AFIS):
• is the term used to describe
the provision of information
useful for the safe and efficient conduct of aerodrome traffic
at those aerodromes designated for use
by international general aviation
where the appropriate air traffic services authority determines that
the provision of aerodrome control service
is not justified, or is not justified on a 24-hour basis.

Elements of AFIS
Basic elements of information provided to aircraft:
• meteorological information for aircraft about to take off or to land,
including SIGMET information. E.g. the current surface wind direction
and speed, QNH, air temperature, visibility.
• the most suitable runway for use.
• information that is essential to the safe operation. E.g. Construction
or maintenance work.
• information that is related with airdrome equipment or radio
bearings. E.g. Navigation aids.
• any other information or messages contributing to safety.

AFIS requirements
AFIS requirements for communications:
• Aeronautical mobile service (air-ground communications)
Air-ground communication facilities should enable direct, rapid,
continuous and static-free two-way communications to take place
between an AFIS unit and appropriately equipped aircraft operating
at any distance within 45 KM (25 NM) of the AFIS aerodrome.
• Aeronautical fixed service
An AFIS should be connected with
the associated flight information center (FIC) or
area control center (ACC).

IAFIS ... since 2015
Formed in September 2015, IFISA:
• is an umbrella organization
for all national associations/unions/trade unions
which represent AFIS or FIS operators.
• 8 Nations are already involved, with the aim of working with ICAO
and EASA to improve the FIS service worldwide

What do Flight Information Service Officers do ?
there are three main categories of aeronautical communications service:
• Air Traffic Control Service (ATC)
which can only be provided by licensed Air Traffic Control Officers
who are closely regulated by the relevant regulatory authority.

What do Flight Information Service Officers do ?
there are three main categories of aeronautical communications service:
• Flight Information Service at aerodromes and Area Control Centers which
can be provided only by licensed Flight Information Service Officers
(FISOs), who are also regulated by the CAA.

What do Flight Information Service Officers do ?
there are three main categories of aeronautical communications service:
• Aerodrome Air/Ground Communication Service (AGCS)
which can be provided by Radio Operators who are not licensed
but have obtained a certificate of competency to operate radio equipment on aviation
frequencies from the CAA.
These operations come under the jurisdiction of the radio license holder, but are not
regulated in any other way.
