The students are going to critique and analyze the different issues in

governance

1. Aside from what is discussed, what do you think are other issues and
challenges confronting governance? Why do you think these issues
occur? 10 pts. *
One of the issues in governance and problem in our country is the political dynasty.
Most of the officials from LGU’s to legislatures; the senates and congressmen belong to
the same political party wherein every important position is occupied by a sibling,
cousin, extended family and close friends. We cannot deny that political dynasty is one
reason why corruption is still intact in every sector. Government projects bidding
become a fraud and mostly given to a family member, a friend-owned business or a
relative entity.
Political dynasty occurs because these officials take advantage of power continuity.
The more control the family has over the government unit. The more members of the
family can occupy positions of power. As a result, corruption is getting worse wherein
the officials will build average projects like waiting sheds, basketball courts, sports gyms
that seems to cost millions but with substandard materials. Every project done will have
a huge billboard or marked with their picture and names on it. Once their term has
ended, those projects are left without proper maintenance. The incoming government
will then demolish the structure and build another one. Road improvements are mostly
done near the election period for “election funds” as we know. With millions of funds,
these officials are covering up their illegal activities and using their position to gain
wealth which is very injustice.

2. What can you suggest to further improve the performance of government


in a governance processes? 10 pts. *
To improve the performance of our government, every official should be transparent
in every actions, operations and activities that they are administering. They should
ensure that government improves its standards in providing information. So that it is not
only available to those who are inside the government. In this manner they can make
information more accessible to the public while promoting state programs intact and
government development plans.
If our government is transparent it can improve the governance processes. Yet
information by itself is not power, but this is an essential first step in the exercise of
governance. The public are only able to participate in the democratic process when they
have information about the activities and policies of government, and when people can
see what benefits and services they are entitled to and whether they are receiving what
should be expected.
Knowledge of what the state and other institutions doing is fundamental to the power
of people to hold them to account and improve the way in which they work. The
absence or inaccessibility to information often creates a sense of disempowerment,
mistrust and frustration. On the other hand, access to relevant, up-to-date information
can create a basis for natural exchange, allowing both official and the public to create
better decisions and implement policies.
3. What are current government initiatives and reforms are employed to
combat these issues and challenges? How effective are these reforms? 10
pts. *
The framers of the 1987 Constitution called upon the Congress and pass the law
that inhibit the power of political clans. In Article II, Section 26 of the Constitution states
that “the State shall guarantee equal access to opportunities for public service, and
prohibit political dynasties as may be defined by law.” As an explanation, under the
proposed provision, the term “political dynasties,” shall be now a self-executory
provision. It will prohibit both fat and thin dynasties up to the second degree of
consanguinity and affinity, whether the relation is characterized as legitimate,
illegitimate, half, or full blood. It is the intention of the 1987 Constitution provide equal
access to public office by prohibiting political dynasties from holding elective positions in
the government. However, the lack of enabling law has allowed political dynasties to
persist in Philippine politics.
For this reason, political dynasty today has now term limits and political parties is
being reformed. Political dynasties are simply indicative of the many institutional
deficiencies and historical shortcomings of Philippine democracy. Political reform must
be achieved, therefore, not by correcting the symptoms, but rather by introducing
systemic institutional change in order to shape a more positive political behavior. For
our politics to mature into a truly democratic and participatory system, the first step is to
strengthen our political parties. Second, government financing for political parties will
not only provide the minimum resources for party-building, but more importantly, it will
instill public accountability among political parties, improve transparency in sourcing and
spending party funds, and exact discipline over party members. Third, Filipinos need to
understand and appreciate that membership in a political party is an indispensable form
of political participation. One does not need to be the candidate or be content with being
an ordinary voter. Membership in a political party is a concrete way of shaping our
country’s political present and future.
To sum up, political dynasties will thrive because they fill the void left by a weak
political party system. A strong political party system will make political dynasties
irrelevant. It will make term limits unnecessary. Ultimately, it will deepen the quality of
Philippine democracy, allowing not the advancement of political candidates on the basis
of merit and competence but empowering the electorate through more meaningful
political participation.
