The half-rate networking is a special networking mode. Therefore, its data configuration is different from that in other networ

In the half-rate networking mode, the RSL signaling throughput of each TRX increases. The maximum multiplexing ratio of the

An E1 link supports a maximum of 13 TRXs. If the LAPD signaling links are not multiplexed, an E1 link supports less TRXs.

The dynamic PDCH is a TCH during the initialization process. When the packet resources are insufficient, the PCU requests dyn
the BSC for the PS services. When the circuit resources are insufficient, the BSC requests dynamic PDCHs that are used as TCH

If the number of idle SDCCHs in the cell is smaller than or equal to the value of this parameter, the BSC tries to find a TCHF tha
to the SDCCH.

This parameter specifies one of the conditions for converting the TCHF to the SDCCH.

Besides this parameter, the other three conditions for initiating the conversion from TCHFs to SDCCHs are as follows:

1.The cell allows the SDCCH dynamic adjustment.

2.(Number of idle TCHFs + number of idle TCHHs/2) ≥ 4 or the number of TRXs in the cell, and the cell must have at least one i

3.The sum of the number of SDCCHs in the cell plus eight is smaller than the maximum number of SDCCHs allowed in the cell.
When the BSC determines whether to initiate the conversion from the TCH to the SDCCH, it needs to determine whether the n
after the conversion exceeds the Cell SDCCH Channel Maximum. If the number of SDCCHs exceeds the value of this parameter
initiate the conversion.

The channel type to be assigned is decided according to the channel types that are allowed by the MSC and the percentage of

This parameter is equivalent to ER\\ parameter "DTHNAMR".

This parameter specifies the manual correction of C2.

If this parameter is properly configured, the number of handovers can be reduced and a better cell can be assigned to the MS.

This parameter affects only GSM Phase II MSs or GSM PhaseII+ MSs.

This parameter is used to determine whether cell reselection is performed between different LACs. This parameter can preven

This parameter specifies that the PBGT handover to an adjacent cell occurs when the difference between the downlink level o
and that of the serving cell is greater than PBGT HO Threshold. If the value is lower than 64, the handover to the adjacent cell w
than the serving cell can be performed.

The level values 0 to 127 map to -64 dB to 63 dB.

According to the P/N criterion, if the adjacent cell keeps meeting the triggering conditions of PBGT handover for P consecutive

This parameter corresponds to N of the P/N criterion.

This parameter specifies the levels of dynamic channels preempted by CS services and PS services. Only full-rate TCHs are the
that can be preempted.

a) Preempt all dynamic TCHFs: It indicates that the CS services can preempt all the dynamic channels.

b) No preempt of CCHs: It indicates that the CS services can preempt all the dynamic channels except for the control channels

c) No preempt of service TCHF: It indicates that the CS services cannot preempt the dynamic channels that carry services.

This parameter specifies the maximum ratio of PDCHs in a cell. The total number of TCHs and PDCHs available in a cell is fixed.
calculating the ratio of PDCHs is as follows: Ratio of PDCHs = Number of available PDCHs/(Number of available TCHFs + Numbe
PDCHs). This parameter determines the ratio of PDCHs to total TCHFs and static PDCHs.
The handover to an adjacent cell occurs when the difference between the downlink level of the adjacent cell after filtering and

The level values 0 to 127 map to -64 dB to 63 dB.

This parameter specifies the degree of penalty imposed on the original serving cell where an emergency handover associated

After an emergency handover is performed due to bad quality, the receive level of the serving cell is decreased by the penalty
cells are given higher priority and handover to the serving cell is not allowed.

The penalty level values 0 through 63 map to -110 dBm to -47 dBm.

This parameter specifies the duration of the penalty imposed on the original cell where an emergency handover associated wi
quality is initiated.

During the penalty time, the receive level of the original serving cell is decreased by the penalty level. Thus, other cells are give

Configuration Policy

This parameter is valid in an enhanced concentric cell.

This parameter is valid in an enhanced concentric cell

The greater the value of this parameter is set, the more difficult the
concentric cell handover can be triggered.

The greater the value of this parameter is set, the more difficult the
concentric cell handover can be triggered.
It is recommended that this parameter be set as follows:

One or two TRXs are configured with one SDCCH/8 channel.

Three or four TRXs are configured with two SDCCH/8 channels.

Five or six TRXs are configured with three SDCCH/8 channels. In addition,
the SDCCH dynamic allocation function should be enabled and work
properly.

If need to configure half-rate channels, set Channel Type to TCH Half Rate.

When configuring several SDCCHs, you should note that all TRXs in a cell
should averagely allocate the SDCCH.

If a main BCCH is configured on the TRX, it is recommended not to configure

two or more than two SDCCHs.

The TRX without configuring main BCCH can be configured with up to two
SDCCHs.

In the terrestrial transmission of 16 kbit/s, a TRX can be configured with one

SDCCH if no pre-processed measurement report is not opened.

The TRX carrying the main BCCH is not configured with the SDCCH for
paging

If this parameter is set too large and consequently there is a small number
of requests for SDCCHs, the SDCCHs of a cell are in idle state;

If this parameter is set too small and consequently there is a large number
of requests for SDCCHs, the requests cannot meet the requirements.
If this parameter is set too small, the SDCCHs in the cell may be insufficient
and the dynamic adjustment cannot be initiated, thus affecting the access
of users. It is meaningless to set the parameter too large.

The settings of RXLEV-ACCESS-MIN and CRO should guarantee that cells

with same priority have the same cell reselect offset.

An MS does not respond to pagings during location update. Thus, the

connection rate drops if cell reselection is performed.

If this parameter is set to a too small value, ping-pong location updates

occur and the signaling load on the SDCCH increases.

If this parameter is set to a too great value, the cell that the MS camps on
for a long time may not be the best after the LA changes.
Reducing PBGT HO Threshold makes the PBGT handover more accessible. If
the PBGT HO Threshold is set to an excessively smaller value, ping-pong
handover may easily occur. It is recommended that you set this parameter
to approximately 68 in densely-populated urban areas and 72 in suburban
areas.

The greater the value of this parameter is set, the more difficult the PBGT
handover can be triggered.
This parameter is available only when HO Control Switch is set to HO
Algorithm I. This parameter is invalid when the HO Control Switch is set to
HO Algorithm II.

The greater the value of this parameter is set, the more difficult the PBGT
handover can be triggered.
This parameter is available only when HO Control Switch is set to HO
Algorithm I. This parameter is invalid when the HO Control Switch is set to
HO Algorithm II.

If this parameter is set to an excessive value, there are excessive PDCHs and
insufficient TCHs. This affects CS services.

If this parameter is set to a modest value, there are insufficient PDCHs and
excessive TCHs. This affects PS services.
-This parameter affects the dynamic PDCH conversion as the parameter
Maximum PDCH numbers of carrier does. If the proportion of PDCHs in a
cell reaches the value of Maximum Ratio Threshold of PDCHs in a Cell or the
PDCHs on a TRX reaches the value of Maximum PDCH numbers of carrier,
then the TCH cannot be converted into the PDCH.
The difference between Inter-cell HO Hysteresis and BQ HO Margin is used
to filter the candidate cells. If the BQ HO Margin is set to a higher value, the
threshold for the candidate cells is lowered, thus an adjacent cell is more
likely to become a target cell for handover.

If this parameter is set to a lower value, the MS is likely to be handed over

to the original serving cell, thus leading to ping-pong handovers. If this
parameter is set to a higher value, the MS is unlikely to be handed over to
the original serving cell.

If this parameter is set to a lower value, the MS is likely to be handed over

to the original serving cell, thus leading to ping-pong handovers. If this
parameter is set to a higher value, the MS is unlikely to be handed over to
the original serving cell.

The setting of this parameter affects the triggering of BQ handover of AMR

HR calls. If it is set to a too small value, the uplink BQ handover is easily
triggered.

The setting of this parameter affects the triggering of BQ handover of AMR

HR calls. If it is set to a too small value, the downlink BQ handover is easily
triggered.
1. This parameter must be properly set because it limits the number of
candidate cells. If this parameter is set to a too great value, some desired
cells may be excluded from the candidate cells. If this parameter is set to a
too small value, an unwanted cell may become the candidate cell. This leads
to handover failures or call drops.

2. A cell can become a candidate cell only when the receive level minus this
parameter is greater than the minimum access level offset.

This parameter is set to avoid ping-pong handovers. If the cells are at

different layers, this parameter is invalid. The value of this parameter needs
to be adjusted according to the statistics of the performance and the actual
network.Flexible adjustment of the value has a positive effect on the
handover and traffic between two adjacent cells.

If this threshold is high, it is difficult to seize dynamic channels.

If this threshold is low, it is easy to seize dynamic channels.

If this threshold is high, it is difficult to seize dynamic channels.

If this threshold is low, it is easy to seize dynamic channels.

If this parameter is set to a lower value, the TBFs established on the PDCH
and the subscribers are fewer, and the uplink bandwidth for each subscriber
is higher

If this threshold is set to a higher value, the TBFs established on the PDCH
and the subscribers are more, and the uplink bandwidth for each subscriber
is lower.

If this parameter is set to a lower value, the TBFs established on the PDCH
and the subscribers are fewer, and the downlink bandwidth for each
subscriber is higher.

If this threshold is set to a higher value, the TBFs established on the PDCH
and the subscribers are more, and the downlink bandwidth for each
subscriber is lower.
This parameter should be adjusted as required. If the Edge HO UL RX_LEV
Threshold is set to a too small value, call drop may easily occur. If the PBGT
handover is enabled, the relevant edge handover threshold can be
decreased.

When this parameter is set to an excessive value, the impact of sudden

changes is reduced, and the system response is delayed. Thus, the network
performance is degraded.

The greater the value of this parameter is set, the more difficult the edge
handover can be triggered.
This parameter is available only when HO Control Switch is set to HO
Algorithm I. This parameter is invalid when the HO Control Switch is set to
HO Algorithm II.

The greater the value of this parameter is set, the more difficult the edge

The offset is set based on Min DL Power on HO Candidate Cell and Min UL
Power on HO Candidate Cell. Different offsets can be set for different
adjacent cells. To become a candidate cell, an adjacent cell must meet the
following requirements: Uplink level of the adjacent cell >= (Minimum
uplink power of the candidate cell for handover + Minimum access level
offset) Downlink level of the adjacent cell >= (Minimum downlink power of
the candidate cell for handover + Minimum access level offset).

Description Old Value New Value

When the optimal layer is selected through system

optimization, the current SDCCH level can be estimated
(inserted/filtered) based on the uplink measurement
result in the previous SDCCH MR. Then, overlaid and
underlaid subcells are allocated by comparing this
parameter with the receive level of SDCCH, and by
comparing TA with the TA threshold of optimum
assignment.

After emergency handover is performed due to bad
quality, the receive level of the original serving cell is
decreased by the penalty level. Thus, other cells are
given higher priority and handover to the original
serving cell is not allowed.

This parameter indicates the urgent switchover uplink

quality control for the AMR HR service. The values of
this parameter match quality levels 0-7 multiplying 10.
The urgent switchover is triggered only when the 60 55
uplink receiving quality of the MS is greater than the
switchover threshold, that is, the receiving quality is
poor.

PDCH uplink multiplex threshold.

If this parameter is set to a lower value, the TBFs

established on the PDCH and the subscribers are fewer,
and the uplink bandwidth for each subscriber is higher.

If this threshold is set to a higher value, the TBFs

established on the PDCH and the subscribers are more,
and the uplink bandwidth for each subscriber is lower.

Value 10 indicates a maximum of one TBF can be

established on the PDCH.

This parameter indicates the period when

uplink/downlink receive levels are measured to
determine whether an edge handover neighbor cell is
triggered. 3 5

To trigger an edge handover, the receive level of the

uplink or downlink should constantly remain lower
than their corresponding edge handover thresholds
within Edge HO Watch Time(s). This parameter 2 4
indicates this duration.

Compare the candidate cells that are better than the

current serving cell so as to decide whether to trigger a
