CREATING THE BARANGAY VIOLENCE AGAINST WOMEN AND THEIR CHILDREN


(VAWC) AND DESIGNATING THE VAW DESK OFFICER

WHEREAS, the State realizes that equality of men and women entails the abolition of the unequal
structures and practices that perpetuate discrimination and equality. To realize this, the State endeavors develop
plans, policies, programs, measures, and mechanisms to address discrimination and equality in economic,
political, social, and cultural life of women and men;

WHEREAS, Republic Act No. 9710, otherwise known as the Magna Carta of Women (MCW) enacted
into law on August 14, 2009. Amongst its provisions is the establishment of a Violence Against Women (VAW)
Desk as specified under Section 9 (D) of the law and Section 12 (D), Rule IV of its Implementing Rules and
Regulations (IRR);

WHEREAS, the Department of Interior and Local Government (DILG), Department of Social Welfare
and Development (DSWD), Department of Health (DOH), Department of Education (DepEd), and Philippine
Commission on Women (PVW) issued Joint Memorandum Circular (JMC) No. 2010-2 on December 9, 2010
entitled “Guidelines in the Establishment of a Violence Against Women (VAW) Desk in Barangay.” This JMC
provides for the guidelines and procedures in the establishment of a VAW Desk in a barangay to ensure that all
form of violence against women cases are fully addressed in gender-response manner;

WHEREAS, there is a need to reorganize the Barangay VAW Desk of Barangay Mapalad, Tarlac City in
view of the recently held Barangay and SK elections;

NOW, THEREFORE, I, JONAR T. LIMOS, Punong Barangay, by virtue of the power vested in me by
laws, do hereby orders creation of the Barangay VAW Desk and designates MRS. MARIETTA M. MUÑOZ as
its VAW Desk Officer.

SECTION 1. FUNCTIONS.

1. Respond to gender-based violence cases brought to the barangay;


2. Record the number of all cases of VAW to the City Local Government Operations Officer (CLGOO)
and the City Social Welfare and Development Office-Gender and Development (CSWDO-GAD)
Focal Person; Keep VAW case records confident and secured, and ensure that only authorized
personnel can access it;
3. Develop the Barangay’s Gender-Responsive Plan in addressing gender-based violence, including
support services, capacity building and referral system;
4. Coordinate with and refer cases to government agencies, Non-Government Organizations (NGOs),
institutions, and other services; and
5. Perform other related functions as may be assigned.

SECTION 2. EFFECTIVITY. This Order shall take effect immediately.
