What is It
Professionals and Practitioners in Counseling
Roles of Counselors
Since counselor is a profession, there are certain standards and quality service that
needs to comply. Counselors are expected to do the following:
a) The counselor must attempt to facilitate clients to solve their problems but should
demonstrate a genuine concern and compassion for the client’s issues and
problems.
b) The counselor must have individualized interaction and should maintain rapport to
his/her clients.
c) The counselor should practice active listening, noting and reflecting during the
counseling sessions.
d) The counselor must be aware of the client’s problem including the goal why he/she
undergo counseling session. A counselor with the help of his/her client should
work together to achieve the goals of their counselor-client relationship.
e) The counselor should be able to explain the benefits of holistic health, developing
one’s identity and the concept of self-responsibility.
f) The counselor should always encourage the client to ultimately draw their
conclusion and choose the direction they want to resolve the issue. The counselor
may challenge the client to formulate a behavioral goal to address the ultimate
objective. This may also include the areas of what are the things the client should
stop, should continue and should start doing.
g) Ultimately the goal of the counselor is to help others to understand themselves
and their existence, so that they may be able to live and enjoy the experience of
life and what is to be human.
Functions of Counselors
Professional counselors work in various fields such as Educational (Schools, Colleges,
Psychological Education), Clinical (Crisis Intervention and Communities) and
Industrial (Businesses).
Working as a counselor is fulfilling because of its impact on the lives of the people
he/she has worked with. Counseling, therefore, is a noble profession which can be
considered as a personal ministry in the perspective of the practitioner.

According to Nystul (2003) Counseling defined as basically an art and a
science wherein you endeavor to weigh the objective and subjective facets of the
counseling process. It also agreed that counseling is a professional relationship that
empowers diverse individuals, families and group to accomplish mental health,
wellness, education, and career goals (Kaplan, Tarvydas, and Gladding, 2014).
We all face challenges throughout our lives. Often, counselors will be one of the
first resources available to people in need of emotional and psychological support.
Strong sense of compassion and commitment to helping people are the most
necessary qualities for a successful career as a counselor.
You will need to have a strong support system of your own in place to ensure
your well-being as you undertake this challenging and rewarding vocation. By
addressing concerns with quality care from a counselor, clients learn how to make
informed and healthy decisions about themselves, their relationships and their futures.

Counselors
A Counselor is a qualified individual who uses counseling methods to help
people manage and overcome mental and emotional issues. Counselors provide
direction, support and help patients build coping mechanisms that will guide through
their stressful situations. Their duties also include listening to the clients, asking
necessary questions, and developing effective strategies to improve their lives.
Excellent verbal and written communication skills are essential, along with the ability
to coordinate with support networks, government resources, and community
resources.
Like all other professional fields in the applied social sciences, counseling
profession encompasses rights, responsibilities and accountabilities.
Rights
The core values of the counselor are a set of attitudes and skills which have a
special regard for the integrity, authority and autonomy of the client and are firmly
based on the counselor having total respect for universal human rights and for the
person and cultural differences. Like in all other licensed professionals, counselor do
have the rights as stated in Republic Act 9258 or popularly known as the Guidance
and Counseling Act of 2004.
RA 9258, more popularly known as the Guidance and Counseling Act of 2004,
is a law crafted and designed to professionalize the practice of guidance and
counseling in the Philippines. The law also entails the creation of a Professional
Regulatory Board of Guidance and Counseling who will then be mandated by this very
law to formulate the necessary rules and regulations that will implement the provisions
contained within, in coordination with the accredited professional organization. The
interim accredited professional organization happens to be the PGCA or the Philippine
Guidance and Counseling Association, Inc.
This law basically states that “No person shall engage in the practice of
guidance and counseling without a valid Certificate of Registration and a valid
Professional Identification Card or a Special Permit” and that “no corporation,
partnership, association or entity shall operate a guidance and counseling
office, center/clinic, testing center, rehabilitation center, or otherwise engage in
the practice of guidance and counseling without first securing a permit from the
Board. The permit shall be issued only after it has satisfied the Board that such
establishment is properly staffed by duly Registered and Licensed Guidance
Counselors.”
What then are the requirements for one to be able to apply for a license
under this law?
For any person desiring accreditation under RA 9258, he or she must be able to
live up to the following qualifications:
Ø Be a citizen of the Philippines, or a foreigner whose country has reciprocity with
the Philippines for the practice of guidance and counseling.
Ø Not have been convicted of an offense involving moral turpitude
Ø Be a holder of either a Bachelor’s Degree in Guidance and Counseling or in
other allied disciplines, a Master’s degree in Guidance and Counseling from
an institution in the Philippines or abroad, or a Ph.D. or Ed.D in Guidance and
Counseling or Counseling Psychology.
Under Art. IV PRACTICE OF GUIDANCE AND COUNSELING of RA 9258 specify
the right of a counselor, as follows;
Any evidence obtained in violation of this provision shall be inadmissible for any
purpose and any proceeding.
Responsibilities
All clients are entitled to good standards of practice and care from their practitioners
in counseling. Good standards of practice and care require professional competence;
good relationships with clients and colleagues; and commitment to being ethically
mindful through observance of professional ethics. Counselors’ responsibilities

Counselors need guidance. They live in a world where decisions and choices are
being made. To come up with a well-aimed resolution, a counselor considers ethical
perspective and understanding. But to what extent a behavior among counselors can
be considered ethical and unethical?
What is It
Competence
Counselors aim to enhance professional quality with standards. They keep their
perception objectively with a wide range of understanding. Learning local languages
and background are also beneficial with their interactions among their clientele. Being
late or absent on the said appointment is considered unprofessional. To get more
details and complete expressions during interviews or asking questions, it should
always be in an open-ended or probing type of questions and is answered subjectively
not with close-ended that is answerable with yes or no.
Confidentiality
The privacy of the client should be considered by a counselor to become trustworthy.
All the details and personalities involved should never be exposed or disclosed unless
there is a request from a court office. It will be unethical for a counselor to share
whatever information transpired from the session with a friend or even with a family
member.
Empathy
Empathy is the ability to understand, share, and reflect feelings. Empathy is different
with sympathy - the ability of a person to enter or act the feeling and are sorry about
someone else. It will be insensitive to the part of the counselor if there will be no
understanding of the clientele’s current feelings. Insensitivity also includes frowning,
boredom, disgust, and shaking of the head in every context that do not conform to the
counselor.
Integrity
Moral standing and honesty are expressed highly by a counselor. They should look
at their clientele with fairness and equality, not with prejudice and injustice. There
should be no conflict of interest to avoid inappropriate behaviors. The counselor is
expected to be open-minded to the situation with no biases involved.
Respect
General respect is evident in every counselor. From promoting rights and dignity to
the moral and cultural values of the clientele. It also includes selfdetermination wherein
the clientele is autonomous to their decisions or changes of action not dependent to
the counselor. Being judgmental and imposing a personal approach are not
acceptable actions from a counselor.
Responsibility
Counselors are accountable for their clientele. Thus, the welfare and wellbeing of the
clientele are prioritized. Patience and tolerance are also extended by the counselor
and never inflict harm in any forms and means to their clientele. They should keep
professional relations professional with no indecent interactions. Counselors will take
full responsibility with a systematic approach in resolving professional and ethical
issues.
