INTRODUCTION

Dehradun also known as Doon Valley is on the foothills of the Himalayas nestled
between the river Ganges on the east and the river Yamuna on the west. The city is
famous for its picturesque landscape and slightly milder climate and provides a
gateway to the surrounding region. It is well connected and in proximity to
Himalayan tourist destinations such as Mussoorie. As Dehradun is popular tourist
place due to its climatic conditions and various associated destination spots so it
attracts a good number of tourists from all over India and abroad.

The ever-increasing tourist number every year in Dehradun resulted in scarcity of


Hotels, Resorts, Villas and places of accommodations and at present stage because
India has emerged as a strong economy in the last two decades, the standard of
living of people increases so their purchasing / consumption power has also
increased and when they look for recreation, they look for good places with high
quality. Also due to high volume of tourist in Mussoorie (Queen of Hills) there is
always remain a demand for exclusive recreation place located in the similar
environment for which this resort solve the purpose.

In view of above, the proponent has proposed luxury resort in Jamniwala, Dehradun
which would provide an exclusive experience to the tourists by offering them natural
environment along with all comforts. The resort along with providing luxury rooms
also offers spa and wellness treatments, bar and restaurant as well as banquet hall
facility.

The purpose of preparing this Pre-Feasibility Report in regard to this project is to


initiate and complete the above mentioned project as per norms of Uttarakhand
Environment Protection and Pollution Control Board (UEPPCB). The nature of the
project is such that it comes under Orange Category which attracts the conditions of
Doon Valley Notification 1989 for which the proponent is committed to comply with.

before the authority of MoEFCC.

1. EXECUTIVE SUMMARY

a) The Project is being promoted by HIMALYAN RETREAT INDIA LLP 15,


Chander Road, Dehradun, with a view to tap tremendous scope of the
Tourism flourishing in Dehradun. The proponent has proposed to build a
Luxury Resort on owned land at Khasra No 29, 30Kha, 34ga, 30 Kha, 31Ka,
32, 33, 34 Gha, 6 Jha, 8,9,7,4 & 3. at Village Jaminiwala, Pargana Central
Doon, Dehradun (Uttarakhand).
M/s HIMALAYAN RETREAT INDIA LLP will start operation of Luxury Resort
at Village Jamniwala, Dehradun after completion of construction and
complying with all the norms of concerning department accordingly.

2. PROJECT /BACKGROUND INFORMATION
The partners of M/s HIMALAYAN RETREAT INDIA LLP are in the line of
hospitality from last many years. They have been connected with the family
venture by the name of Hotel President. Now the promoters propose to start a
new luxury destination spa cum resort by the name of “M/s HIMALAYAN
RETREAT INDIA LLP” in Dehradun.

A. Identification of the project and project proponent.


Category of Project: Category B2 (Doon Valley). The project proponent M/s
HIMALAYAN RETREAT INDIA LLP is a Private owned company. It attracts
the conditions of Doon Valley Notification 1989.

B. Brief Description of Nature of Project.


M/s HIMALAYAN RETREAT INDIA LLP proposes to setup Resort and Villa
with all luxurious amenities in totally natural surrounding. There will be 88
rooms, Kitchen =2 , Restaurant = 2, Banquet Hall = 1, Swimming Pool = 1.
Villa Type-1 = G+1 , Villa Type-2 = G+1 , Villa Type-3 = G+2, Admin = G+2
, Restaurant = G , Spa Block = G+1, 5th Villa Type 1 (Roof ) = 4.32 m above
from center of road. The Resort plan out, offering, services, visions and
location makes it unique in many ways for customers range from executive
top business class people to families on vacation, the resort would cater the
guest’s specification and tastes.

C. Need for the Project & Importance to the Country


This is being witnessed in the recent years that Dehradun has attracted a
number of people from other states and abroad. People are migrating towards
Dehradun because of its climatic condition and also there are number of
renowned institutions and school in Dehradun, people from other places also
visit Dehrdun during school vacations both in summer and winter season. As
such due to maximization of population there started occurring scarcity of
recreation points of luxurious nature. This project is proposed keeping in view
of the above facts.

D. Demand and supply gap
The culture of Resort and Villa is increasing in Hospitality Industry day by day
due to the services and facilities it provides. The standard of living of the
people of our country has increased in the last two decades due to which their
purchasing / consumption power has also increased, so there emerged a
great demand for Resort and Villas for recreation purposes and people from
other states look Dehradun and Mussoorie for tourism during vacations, but
due to scarcity of Resort and Villas in Dehradun there has always been a
disappointment for people during seasons.

E. Domestic/Export Markets
The nature of project is such that it comes under Hospitality sector where it
does not only attract people from nation itself but from abroad also.

F. Employment Generation (Direct & Indirect) due to the project


With this proposed project there will be direct generation of employment for
300-400 persons in worker/supervisor/ managerial category. Indirect
generation of employment will also be there in way of contractors,
transportation, suppliers. Other service providers with continues chain of
employment will also have a chance.

3. PROJECT DESCRIPTION

There is no interlinked and/or interdependent project linked with it. No other
allied activities and/ or services will be carried out with this project.

B. Land allocation within plant


The total land area for project is 20358 m2 in which (33%) will be used for
green belt.

C. Location (map showing general location, specific location, and project


boundary & project site layout) with coordinates.
The proposed site for “M/s HIMALAYAN RETREAT INDIA LLP” Resort and
Villa is situated at Khasra No 29, 30Kha, 34ga, 30 Kha, 31Ka, 32, 33, 34
Gha, 6 Jha, 8,9,7,4 & 3. at Village Jaminiwala, Pargana Central Doon,
Dehradun, Uttarakhand and at a distance of 13Km North of Dehradun main
city.

D. Details of alternate sites considered and the basis of selecting the


proposed site, particularly the environmental consideration gone into
should be highlighted.

7. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)


The Govt. of Uttarakhand has always been taking initiatives to promote
tourism in Uttarakhand. Dehradun as a capital of Uttarakhand is a significant
place in terms of its scenic beauty where people from outside state and
abroad visit here. M/s HIMALAYAN RETREAT INDIA LLP has proposed the
project to develop Resort and Villa at Village Jamniwala, Dehradun to tap
customer range from executive top business class to families on vacation. As
the promoters of M/s HIMALAYAN RETREAT INDIA LLP are in the line of
hospitality industry from last many years, so they have vast experience in this
trade. M/s HIMALAYAN RETREAT INDIA LLP will not only serve the purpose
of preserving ecology and environment, but will also contribute in generating
employment for the people of the region which will improve the socio-
economic structure of the region. After observation and findings it is
concluded that the Project aforesaid is feasible in all respect.
