AN ORDER PROVIDING FOR THE ORGANIZATION OF THE LOCAL PEACE PANEL


FOR ENDING THE LOCAL COMMUNIST ARMED CONFLICT (ELCAC) IN THE
(PROVINCE/CITY/MUNICIPALITY/BARANGAY)

WHEREAS, President Rodrigo Roa Duterte signed Executive Order (EO) 70 on 04


December 2018, institutionalizing the “Whole of Nation Approach (WNA)” to address
the root causes of insurgencies, internal disturbances and tensions, and other armed
conflicts and threats by prioritizing and harmonizing the delivery of basic services and
social development packages by the government, facilitating societal inclusivity and
ensuring active participation of all sectors of the society in the pursuit of the country’s
peace agenda;

WHEREAS, Joint Memorandum Circular No. 01, series of 2019 was issued to
provide guidelines in the operationalization of EO 70, s. 2018 through the
Regional/Local Task Forces (R/LTFs) ELCAC;

WHEREAS, the National Task Force (NTF) ELCAC issued Guidelines for the
Conduct of Local Peace Engagements (LPE) on September 18, 2019 to guide all peace
stakeholders in the phases of localization through community consultations and
problem-solving sessions, as well as through local peace dialogues with the Communist-
Terrorist Groups (CTGs);

WHEREAS, DILG Memorandum Circular 2019-125 entitled, Guidelines for Local


Government Units (LGUs) in the Implementation of EO 70 s. 2018 was issued to ensure
convergence and coherence of all efforts and deliver a unified process of intervention in
the operationalization of EO 70 at the local level;

WHEREAS, Executive Order No./ Joint LDC-LPOC Resolution No. __________ was
issued organizing the Local Task Force (LTF) ELCAC to spearhead the localization of EO
70 and contribute towards institutionalizing a platform in changing mindset and for
genuine good governance to improve the lives and welfare of the people in the locality;

NOW, THEREFORE, I, NAME OF LOCAL CHIEF EXECUTIVE of


Province/City/Municipality/Barangay, by virtue of the authority vested in me by the
Local Government Code of 1991 and in conformity with the NTF ELCAC and DILG
Memorandum Circulars, do hereby order:
SECTION 1. Composition. The Local Peace Panel (LPP) is hereby organized with
members as follows:

NAME - Co-chair, Brigade Commander/Local Counterpart

Members:

NAME - Mayors (Concerned) for Province,

Barangays (Concerned) for Municipality/City

NAME - Provincial Prosecutor/Local Counterpart

NAME - PSWD/Local Counterpart

NAME - PD, PNP/ Local Counterpart

NAME - PD, DILG/ Local Counterpart

NAME - PD, NCIP/ Local Counterpart

NAME - OPAPP Provincial Coordinator/ Local Counterpart

NAME - Accredited CSO

NAME - Accredited CSO

NAME - Church Leader (Bishop)

NAME - Academe

NAME - IP Representative, if any

SECTION 2. Functions. The LPP, under the supervision of the R/LTF ELCAC,
shall:

1. Set-up exploratory dialogues;


2. Coordinate with the R/LTF ELCAC regarding the CTGs and
government’s common talking points;
3. Draft the ground rules which may include conditions for holding the
formal peace dialogues, such as venue, composition of both panels,
issuance of safe conduct passes, cessation of hostilities, etc.;
4. Formulate the agenda;
5. Draft the local level peace agreement and submit to the NTF ELCAC
thru the R/LTF ELCAC for review and approval;
6. Hold the local level peace agreement and submit to the NTF ELCAC
thru the R/LTF ELCAC; and
7. Perform other functions as may be assigned by the R/LTF ELCAC.

IN WITNESS WHEREOF, I have hereunto set my hand and cause the seal of the
LGU to be affixed to this Order.

This Executive Order shall take effect immediately.
