PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps began working in Myanmar in 2008 to help communities recover from the devastating damage of Cyclone
Nargis. Our overarching goal is to enable communities to determine their future through responsive governance, inclusive
and equitable access to economic opportunity, climate change resilience, and equal rights leading to peace and prosperity.
We approach our work through a resilience lens, to ensure households and communities are able to manage a myriad of
shocks and stresses that threaten these outcomes.
In 2018, Mercy Corps implemented an emergency and recovery cash transfer program in response to floods in Southeastern
Myanmar as well as a small project to support local CSOs with Cash for Work in Rakhine State. In Rakhine State, Cash and
Voucher Assistance (CVA) programming options have so far been unexplored or limited to small scale interventions in
Rakhine State, resulting in a scant body of evidence. Through expected funding from the HARP-Facility, Mercy Corps seeks
to design and implementation of an evidence-driven and conflict-sensitive CVA program that would support internally
displaced and host communities in Rakhine State to better meet their basic needs and have improved agency in their ability
to cope with current and future shocks and stresses. In alignment with the HCT and the HARP Facility’s priorities, Mercy
Corps will strengthen the access to basic needs and improve the livelihood opportunities of conflict and disaster-affected
households in Rakhine State. Given the relative lack of CVA in Rakhine State beyond livelihood-driven cash for work
(CFW), and the need to take a cautious approach, Mercy Corps would closely work with HARP, the Cash Working Group
and partners to roll out a 17-month long gradual approach through which proposed interventions will be identified and co-
designed following a thorough feasibility assessment of the potential for CVA in Rakhine State.

GENERAL POSITION SUMMARY:


Cash Transfer Program will support vulnerable communities in Rakhine and will work with five CSO in Rakhine. Program
Assistant will be responsible in supporting the day to day running of the partners activities. Program Assistant will work
closely with Program Coordinator and support Program Coordinator to ensure timely implementation of programs.

ESSENTIAL JOB FUNCTIONS:


 Work with local CSO as assigned by the Program Coordinator
 Support in design and development of field activities
 Follow up regular market price survey report and activity reports from program partners.
 Support in conducting distributions
 Track progress of activities
 Track the risk of program implementation in the community
 Regular field visit to program targeted villages and provide the report of the field visit.
 Ensure close communication with everyone involved in monitoring, evaluation, and learning activities, including
program partners, UN agencies, government departments.
 Contribute to country team-building efforts, help team members identify problem solving options and ensure the
integration of all team members into relevant decision-making processes.
 Perform other related duties as required and assigned by the supervisor.

Reports Directly To: Program Coordinator
Works Directly With: Cash and Voucher Program Manager

Knowledge and Experience


 A Bachelor’s Degree in any field
 At least 2 years’ experiences of working in communities and preferably in emergency programs involving cash
transfer and in kind distribution.
 Demonstrated experience working with partner organizations
 Strong community mobilization and engagement
 Good understanding of emergency cash/inkind programs
 Demonstrated attention to detail, computer skills, organization skills, and ability to follow procedures, meet
deadlines, and work both independently and cooperatively with team members.
 Proven ability to learn quickly; lead a program to achieve stated results and objectives.
 Experience working with local authorities, national and international NGOs is a plus.
 Knowledge of inter-communal conflicts.
 Good communication, coordination, and networking skills; experience developing and managing relationships with
diverse stakeholders.
 Good verbal and written English skills required.
 Ability to speak and understand Rakhine language.
