Code of Conduct for Participants in the Madrid 2021
Regional Selection Conference of the European Youth Parliament España
This document outlines the rules of behaviour expected from participants of the Madrid
2021 Regional Selection Conference of the European Youth Parliament España. It is a
legal document between the European Youth Parliament España and the individual
participating in the event, which not only prevents the NOC from being liable to any
consequences of misconduct, but more importantly - establishes consequences for the
participants for not complying with the core rules of behaviour of the organisation.
Participants must commit, through signing the Code of Conduct, that they have been
informed and understand the responsibilities that fall on them as laid down in the policies
and extracted in the Code of Conduct. Participation in the event is conditional on having
signed this Code of Conduct. For participants under 18 years of age, a signature of a legal
guardian is also required.
Applicability: The provisions of this Code of Conduct apply to all participants of the event
who are not otherwise covered by the CoC for Officials, throughout the duration of the event.
Commitment to integrity
1. Participants are obliged to behave in a way that does not reflect negatively on the EYP and
other participants at the event.
2. Participants are obliged to respect all rules established by the organising
team, including, but not limited to:
a. participating in all mandatory items of the programme in a timely manner;
b. behaving as a representative of the organisation at all stages of the event, even
outside the official programme elements.
Should any circumstances prevent the Participant from participating in any items of the
programme, they should be communicated to the Organising Team and the respective
Chairperson as soon as they arise.
Behaviour and non-discrimination
3. Participants must behave respectfully towards other session participants. Expected
behaviour includes:
a. maintaining a positive and welcoming environment for all participants;
b. not engaging in conduct that is unfair or abusive towards others;
c. respecting cultural, religious, and personal differences;

d. not discriminating any other participant on the basis of their age, sex, gender
identity, sexual orientation, physical or mental disabilities, religion, national or ethnic
origin, family status, marital status, or any other status.
4. Bullying or harassment of any kind is not tolerated at any events connected with our
organisation. This includes any form of online harassment or bullying. Definitions of
harassment and bullying can be found in the Policy on Safeguarding Safety and Dignity in
EYP.
5. Recording, or taking screenshots of, any session elements, both taking place in public
channels and in private messages between Participants and/or Officials, without the consent
of the individuals who appear in those recordings or screenshots, is strictly prohibited. In
addition, using any recording or screenshot in a manner hurtful to another Participant or
Official, is strictly prohibited.
Sexual conduct and relationships
6. Participants are expected to promote a safe environment free from sexual misconduct.
7. Session participants cannot engage in any romantic or intimate activity with people in a
position of trust towards them, i.e. Officials. This rule includes romantic or sexual advances,
or any other romantic or sexual activity engaged in online.
Alcohol consumption and drug use
8. No Session participant should put themselves in a position in which they are unable to fulfil
their duties or participate in the session programme due to overindulgence.
9. The consumption or use of any drugs, whether legal or not in the country in which the
participant is located, is strictly forbidden throughout the duration of the event.
Illegal Conduct
10. The participants of the Digital Session are obliged to abide by their respective national
legislation pertaining to illegal activity taking place in cyberspace. In the opposite event,
criminal or civil liability might ensue.
Duties and responsibilities
11. Every individual should intervene to stop an inappropriate behaviour when noticed (be it
bullying, harassment or other harmful or dangerous behaviour). Serious and grave incidents
should be reported to the Event Safe Person in accordance with the procedure set out in the
Policy on Safeguarding Safety and Dignity in EYP.

12. Every participant must confirm that they have read and understood the Code of Conduct,
the Welfare Policy and the Policy on Safeguarding Safety and Dignity in EYP.
Consequences
13. Violation of this Code of Conduct will result in appropriate disciplinary action at the
discretion of the Event Safe Person (in consultation with the session leadership and the
International Office) including, but not limited to:
a. reprimands;
b. expulsion from the event (forbidden access to the digital workspaces used for any
program elements);
c. mention of the behaviour in the participant’s evaluation;
d. ‘’Inability’’ to be selected for International Sessions or events organised with the
support or involvement of the International Office/Governing Body for a certain
amount of time;
e. legal action in case of unlawful behaviour;
f. indefinite expulsion from the national organisation, either temporary or permanent;
g. expulsion from all EYP events, both national and international, either temporary or
permanent.
14. Complaints in case of serious breach of the policy can lead to further consequences being
imposed by the Governing Body, following complaints submitted to the Safe Core Team.
By signing this document, I confirm that I read, understood, and accepted the Code of
Conduct and the applicable policies of the EYP.
During the session, the Media Team may carry out media projects that involve
recording session elements. By signing below, I consent (in line with article 5 of this
Code of Conduct) to the capturing and use of my image by the Media Team for the
purpose of documenting and publicising the event. I understand that the media
created with my image may be used by the European Youth Parliament for
promotional purposes in the future.
