PART 1 GENERAL

DESCRIPTION OFWORK
A. Work includes providing all materials, equipment, accessories, and services and tests
necessary to complete and make ready for operating IP based CCTV system in
accordance with Drawings and Specifications.
QUALITY ASSURANCE
C. Service: Manufacturer must have a factory warehouse at which spare parts are
stocked and where a field service engineer who is a permanent, full-time employee of
the manufacturer, factory trained and qualified individual whose primary duty is field
service resides.
SUBMITTALS
A. Product Data: Submit Complete, Detailed, and Original Catalogue for the
manufacturer and marked up for all of the proposed equipment.
B. Detailed Bill of material indicating the model number and quantity for all of the
proposed equipment.
C. Riser Diagram: Submit detailed riser diagram to indicate the connection between all
of the system components and the interface with all other system.
E. Compliance list: submit a detailed point by point compliance statement with this
specification. Where the proposed system does not comply or accomplish the stated
function or specification in a manner different from that described and specified a
full description of the deviation shall be provided.
A. This specification section covers the manufacturing, works testing, supplying and
delivering to site, erecting, connection up, testing, commissioning performance
testing, demonstrating and handing over in working order of the complete CCTV
installation.
C. The IP video system shall offer the user a powerful, distributed based architecture
providing a cost effective solution, with seamless integration of all video surveillance
and control functions.
D. The IP video surveillance system shall be a proven, successful product line with an
installed and operating base of systems all over the world.
E. A suite of intuitive graphical user interface software shall manage all IP based video
virtual matrix switching and camera control functions, alarm monitoring and control,
as well as recording and archive/retrieval management. The IP system shall also be
capable of integrating into larger system environments through available API or SDK
component libraries.
F. The system design shall include all necessary, high-performance, dual-stream Motion
JPEG/MPEG4 video IP color cameras and codecs.
G. All camera site signals shall be efficiently compressed and encoded, and delivered
onto the network for processing and control by the IP video management software
suite.
H. The codec and camera system units shall be ruggedly built, and designed for extreme
adverse environments, meeting NEMA environmental standards.
I. All system interconnect cables, workstation PC’s, PTZ joysticks, and network
intermediate devices shall be supplied as required by this system design and per
system drawings.

Keypad Controller
Video Surveillance keypad controller shall be equipped with a USB connection and thus very
easy to install. The keypad controller is to be connected to operator workstation USB port in
order to be able to control cameras. No proprietary protocols or protocol converters shall be
required. The keypad controller shall feature a three-axis, durable (Hall-effect) joystick with
X/Y-axis for positioning and turning knob for zoom. The keypad controller shall have
programmable pushbuttons. The keypad controller shall integrates seamlessly with any video
surveillance management software.
1. The software shall have flexible recording function which includes manual recording,
schedule recording, and pre-alarm/post-alarm recording, triggered by events such
as sensor input, VMD (camera), VMD (recorder), and the following Video Motion.
2. The software shall be capable of recording and storing images at frame rates
between 1 frame per second, and 30 frames per second on a per camera basis.
4. The software shall provide a playback viewer screen, which shall provide the
operator the ability to shuttle forward and backward on a frame-by-frame basis, or
event-by-event basis.
5. The software shall be capable of displaying live images and playback images in any
monitor window of a selected monitoring layout. Playback of any camera in a
particular window in a multi-camera display configuration shall not stop live viewing of
cameras in the other windows.
6. The software shall provide search functions to search recorded images by Time and
Date, Camera, REC Type (Normal, Alarm, manual).
9. The software shall provide an operator with preset positions per pan/tilt/zoom (PTZ)
camera, and the ability to recall such presets.
10. The software shall have a capability to create multi-camera viewing layout by defining
number of rows and columns.
11. The software shall support the import and export of the site layout image files as
BITMAP and JPEG.
12. The recording schedules shall be set with a group of cameras at the same time.
13. The software shall be capable of setting the minimum and maximum object size for
detection.
14. The software shall be capable of setting the minimum object speed or the maximum
object speed for detection.
15. The software shall be capable of saving configuration data of cameras, I/O points
and audio as backup.
16. The software shall be capable of restoring configuration data of cameras, I/O points,
and audio as backup.
17. The software shall be capable of storing log files of user login, alarm event, and
other system errors.
18. The software shall support video streams that are encoded in MPEG-4 or JPEG
and H.264.
19. The software shall be capable of accepting multiple simultaneous video streams
from IP cameras using TCP/IP protocol.
20. The software shall be capable of digital zoom when playing back recorded video.
21. The software shall be capable of setting alarm monitor in the custom layout.
22. Each monitor window shall be capable of indicating the following items:
a) Camera name
b) Status (recording type, playback status and speed)
c) Live/Record image (a live or a recorded image)
d) Time (current date and time of live images or the recording date and time of
played back images)
e) The software shall provide a function of sequence mode for displaying multiple
monitor layouts in sequence during a specified time period, which shall allow for
monitoring numbers of cameras in desired sequences and layout patterns.
f) The software shall be capable of exporting recorded CAM files to AVI files.
g) The software shall be capable to take a snapshot of still image as JPEG format or
BMP format.
h) The software shall be capable of audio recording, monitoring, and playing back with
G.711/G.726 compression.
1. The Video Surveillance System Server shall support H.264, MPEG-4 (both ASP and
SP), and JPEG compression formats for the video stream from all devices including
analog cameras connected to encoders, and IP cameras connected to the system.
2. The Video Surveillance System Server shall have the option to record the native
frame rate and resolution (NTSC, PAL or Megapixel) supplied by the camera or as
configured from the Administrator Application.
4. The system shall support devices from the recommended manufacturers or approved
equal.
5. The following are the minimum requirements for Video Surveillance System Server:
COLOUR MONITORS
A. The monitor will be a colour, TFT video monitor with a 15" / 20" visible screen. It will
have a horizontal resolution of 1024 TV lines (centre). Inputs will be provided for
standard composite. It will provide high impedance, looping video output located on
the rear panel.
B. Front panel controls will include power and LED indicator, composite video input
channel selector, tint control, colour control, contrast control, brightness control, and
sharpness control.
C. The monitor will comply with FCC limits for a Class A computing device in
accordance with the specifications in Part 15 of FCC rules.
D. All accessories needed to install the monitor inside the 19" security console will be
provided.
LIGHTNING PROTECTION
A. The Contractor shall provide Lightning Barriers to all the external CCTV camera
telemetry and video cables, in order to protect the security equipment from the
transients caused by lightning strikes to these cameras, or the surrounding areas.
PART 3 EXECUTIONS
INSPECTION
A. Examine areas and conditions under which CCTV system is to be installed and notify
in writing of conditions detrimental to proper completion of the work. Do not proceed
with the work until unsatisfactory conditions have been corrected.
INSTALLATION
C. Tighten connectors and terminals, including screws and bolts, in accordance with
equipment manufacturer's published torque tightening values for equipment
connectors.
F. After completion of installation work, make arrangement with project manager and
manufacturer of equipment to have a final functional acceptance test giving ample
notice to all parties concerned to be present.
A. Upon completion of installation and after System has been energized; demonstrate
capability and compliance of CCTV System with requirements.
PERSONNEL TRAINING
A. Building Operating Personnel Training: Train Owner's building personnel in
procedures for starting up, bypassing and operating CCTV System. Furnish three
operator's manuals providing installation and operation instructions for each item in
CCTV System.
