NTPC –Waste Management
1.0 Background:
NTPC is committed to the protection of the environment through the implementation of an effective
waste management guidelines that meets all legislative and regulatory requirements. Waste
Management is part of Environment & public health and sanitation - according to the Indian
Constitution - it falls under the state list. As this activity is of local nature, it is entrusted to the Notified
township for industrial cluster/Urban Local Bodies (ULBs). The management of municipal solid
waste/Hazardous Waste/E-Waste/Plastic Waste/ Bio-Medical/Battery waste wastes are the most
important obligatory functions of the any industry & urban local bodies. NTPC is committed to the
protection of the environment through the implementation of an effective waste management
guidelines that meets all legislative and regulatory requirements placed on it.
The ways to handle waste management are based on Rules notified by the Ministry of Environment,
Forest & Climate Change, Govt. of India.
2.0 STATEMENT OF INTENT: “To manage all type of waste (handle, internal transportation, Storage & Disposal)
not only to comply the legal provisions in the country under the gamut of Waste Management Rules as per
notification issued under EPA-1986 by MOEF & CC time to time i.e. E-waste (Management) Rules, 2016, Bio-
Medical Waste Management Rules,2016, Construction and Demolition Waste Management Rules, 2016,
Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016,Batteries (Management
and Handling) Rules,2001 and Solid Waste Management Rules, 2016” but to set our own internal bench mark
beyond compliance.

3.0 OBJECTIVE: Managing the all waste generated at stations or NTPC premises as per relevant legislation
framework & establish system to use the wastes as a resource under the existing provisions of law without
deviation.
Solid Waste: It is defined as Waste (also known as rubbish, trash, refuse, garbage, junk) is any
unwanted or useless materials. OR
Any materials unused and rejected as worthless or unwanted and “A useless or profile less activity
using or expanding or consuming thoughtlessly or carefully.”

Solid material comes out of living being activities on earth and Human Being is “ Not wise enough to
use for his intended use”
waste definition As per Basel Convention Article 2 - Definitions: "Wastes" are substances or objects
which are disposed of or are intended to be disposed of or are required to be disposed of by
the provisions of national law;
waste definition (Rule) : Waste is defined as: - “any substance or object which the holder discards or
intends or is required to discard” Waste originating from premises owned or occupied by
NTPC is considered to be controlled waste, means household, industrial and commercial
waste or any such waste”.
“waste” means materials that are not products or by-products, for which the generator has no
further use for the purposes of production, transformation or consumption.
This waste is regulated because of its toxicity, hazardous nature and damageable to the nature or
capability to do harm to human health or the environment either now or at some point in
the future.
4.0 AIM of the Document
a) To minimize waste generation at source and to facilitate segregation at source, waste
handling, reuse, recycling, transfer, storage and disposal of waste.
b) To clearly define the roles and responsibilities to identify and co-ordinate each activity
within the waste management chain of station/ Office.
c) To ensure that waste management is performed in accordance with all waste legislative
requirements & intent of this document, which governs the safe and correct handling,
storage and treatment of all waste, and to plan for future legislative changes and to
mitigate their effects.
d) To promote environmental awareness in order to increase and encourage waste
minimization, reuse and recycling.
e) There shall be “ No Deviation “ from the procedure & guidelines of this document.
5.0 APPLICABILITY: This Document will applicable across the NTPC in all premises (Projects, Stations,
Townships & Offices) either fully owned or JVs/ subsidiaries. All Station/ Plants/JVs employees must
adhere to the Waste Management policy and associated procedures and must be adopted by
contractors, visitors, trainees and students on placement, voluntary workers, staff working on
behalf of the NTPC and other in premises which are either owned or occupied by NTPC.
6.0 Awareness about this document: This document will be communicated to all concerned executives, all
other staff members, associate agencies, family members of NTPC staff and staff of other
associated agencies staying in NTPC’s Townships and soft copy will be made available on the
Intranet.
7.0 ROLES AND RESPONSIBILITIES: The overall responsibility of waste management resides with the NTPC
Limited. NTPC-Corporate Centre Environment Management Group advise to the stations/projects
and enforce for proper implementations of Waste Management Rules as per guidelines issued time
to time by regulatory agencies. Head of Plant/Station is accountable to the Regulatory agencies for
overall implementation, monitoring and evaluation of this waste management document. Detailed
responsibility for departments are mentioned in the document.
8.0 Regulatory Framework: The Ministry of Environment and Forests & Climate Change (MoEF & CC) and the
pollution control boards: MoEF&CC issues the Rules for waste management under the EPA, 1986.
Central Pollution Control Board (CPCB), State Pollution Control Boards (SPCBs) and PCC issues
directives/ orders under the provision of EPA, 1986 to enforce and ensure compliance of the these
rules on industries including TPP and all Stations of NTPC Ltd.
9.0 Legal Framework/ Legislation for Waste management: Waste Management Rules under EPA, 1986
applicable to Thermal Power Stations:
KEY RULE: Any solid waste Hazardous wastes/Battery waste /E wastes / Bio medical waste shall be disposed
within stipulated time as per respective rule at stations”.
Authorisation from SPCB/ PCC: No if non-Hazardous/ Yes if Hazardous (with annual quantity)
Nature/ Type of Waste: Not covered in any of the Waste Management Rules under EPA, 1986.
(Representative sample of waste may please be get analyzed from TSDF or laboratory approved by
MoEF&CC/ CPCB/ SPCB as per the parameters listed in Schedule-II (List of waste constituents with
concentration limits) of H&OW (M&TBM) Rule, 2016; Class-A: Based on the TCLP & STLC (specifically
for heavy metals). Disposal shall be done as per the result of analysis report. If levels of parameters of
Schedule-II are less than the limits mentioned then waste is non-hazardous and shall be sold on the
basis of exiting system. If levels of the parameters are more than the limits prescribed in Schedule-II,
mill reject shall be disposed to TSDF)
Storage Infrastructure : Yard with retention wall with dust suppression & firefighting arrangement. Area
shall be demarcated and garlanding drain shall be connected to a pit having pumping arrangement to
send the effluent to CSSP/ ETP depending on the proximity and quality of water. No effluent from mill
reject area shall be discharged to storm water drain /permitted to mix with storm water.
Responsible Dep’t for Segregation : Operation for MIll reject/ FM for Coal reject. Record of hazardous
waste generation, storage & disposal to be maintained in Form-3, if belongs to Hazardous waste.
Transportation to Central Storage Area: Operation for mill reject/ FM for Coal reject
Inventory & Record Keeping: Operation for mill reject/ FM for Coal reject
Quantity & Time limit: 90 days if found hazardous otherwise on the basis of availability of storage
volume of the yard.
Disposal By: Sale by store as per exiting system if non-hazardous & sent to TSDF in consultation with
EMG for documentation & compliance as per H&OW (M&TBM) Rule, 2016
Documentation details: Authorisation from concerned SPCB/ PCC. Inventory shall be maintained at the
storage location. Annual return shall be filed to SPCB/PCC in Form-IV by 30th June.
Transportation & Disposal: Disposal to TSDF. Manifest shall be prepared in Form 10 and copies shall be
sent to respective party. Station shall provide the transporter with the relevant information in Form 9,
regarding the hazardous nature of the wastes and measures to be taken in case of an emergency and
shall label the hazardous and other wastes containers as per Form 8.
2.0 Name of Waste: Used Oil: Means any oil (i) derived from crude oil or mixture containing synthetic oil
including spent oil, used engine oil, gear oil, hydraulic oil, turbine oil, compressor oil, industrial
gear oil, heat transfer oil, transformer oil, and their bottom tank sludges and (ii) suitable for
reprocessing, if it meets the specification laid down in Part-A of Schedule-V but does not include
waste oil.
Authorisation from SPCB/ PCC: Yes with annual quantity
Nature/ Type of Waste: Hazardous waste as per SCHEDULE- I [See rule 3 (1) (17) (i)] at Sr No -
5.1 Used oil
Storage Infrastructure : Covered Shed with side runner & concrete floor supported with HDPE
(to avoid any percolation of oil) having garland drains connected to oil pit for recovery of oil
spillage if any. Pit should be equipped with oil decantation system from pit. Shed should have
sufficient ventilation & lighting provisions & Fire fighting arrangements. Oil shall be stored in
closed drums. Quantity shall be displayed at Storage area & main gate as per the provision
of HOW (M&TBM) Rule, 2016.
Responsible Deptt for Segregation : All departments using oil & generating used oil ( EMD/MM/
AHP/CHP maintenance/ MGR/ workshop etc) shall fill the used oil in good condition drums
with lid & same shall be transported within a week of generation to central storage location.
“ Centralized location for used oil will be maintained only at central stores.
However for convenience purpose individual O&M section/ deptt may keep the
used oil for a period not more than one week at a Temporary identified
location within their department”
Transportation to Central Storage Area: Shall be transported to centrally storage location after
filling in good condition drum with lid by respective department/ generator. Testing needed:
After finalisation of quantity/ lot size & approval of CA, store will make a request to chemistry
department. Representative sample shall be collected by chemistry of third party hired by
chemistry deptt and analysis of parameters as mentioned in Schedule-V: Part-A (used oil).
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of oil from respective departments. Record of this waste shall be maintained in Form-
3 of H&OW (M&TBM) Rule. Regular records to be maintained and whenever SPCB asked to
provide the details about generated this required to be submit.
Testing : Yes, Representative sample of the used oil shall be samples and tested for the parameters
mentioned in Schedule-V Part-A
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days.
Disposal By: Sale by store (C&M) through MSTC if used oil qualify for recycling if limits don’t
qualify used oil shall be sent to TSDF in consultation with EMG for documentation &
compliance as per H&OW (M&TBM) Rule, 2016. Used oil disposal shall be complied

Documentation details: Copy of Authorisation from concerned SPCB/ PCC. Inventory shall be
maintained in Form-3 at the storage location. Annual return shall be filed to SPCB/PCC in Form-

be checked in collaboration with EMG & copy shall be retained.
Transportation & Disposal: *Manifest shall be prepared in Form 10 and copies shall be sent to
respective party. Copy of Regional Officer shall be forwarded by Stores to EMG for onward
submission to RO. Station shall provide the transporter with the relevant information in Form
9, regarding the hazardous nature of the wastes and measures to be taken in case of an
emergency and shall label the hazardous and other wastes containers as per Form 8. The
transport of the hazardous and other waste shall be in accordance with the provisions of
these rules and the rules made by the Central Government under the Motor vehicles Act, 1988
and the guidelines issued by the Central Pollution Control Board from time to time in this
regard
3.0 Name of Waste: Oil Sludge
Nature/ Type of Waste: Hazardous waste as per SCHEDULE- I [See rule 3 (1) (17) (i)] at Sr No -

any in good condition drums with lid & same shall be transported within a week of generation
to central storage location.

Empty barrels/containers/liners contaminated with hazardous chemicals/wastes
Storage Infrastructure : Shall be stored at location having locking facility e.g. steel yard / central
store. Storage site shall be near the Hazardous waste storage site. All type of drums shall be
considered in this category to avoid segregation issues. Drum shall be stored at a demarcated
location near used oil storage shed. Quantity shall be displayed at Storage area & main gate
as per the provision of HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation : BMD/TMD/CHP/MGR/EMG/Chem and any other if any shall
ensure that no empty drum shall be stored locally. Oil/ chemical/ liquid shall be decanted in
total and respective department shall return only empty drum to central store.
Transportation and deposit to Central Storage Area: Shall be transported by respective
department as per the existing documentation system (MRN) to centrally storage location
after decanted the oil/chemical/ any other liquid. No empty drum shall be kept at location
other than central store. Concerned deptt shall ensure the deposit of all empty drums to
central store within 7 days of generation of this waste.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of drum from respective departments. Record of this waste shall be maintained in
Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained and whenever SPCB
asked to provide the details about generated this required to be submit.
Testing needed: NO
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator.
Disposal By: shall be sent sold by Central store through MSTC in consultation with EMG for
documentation & compliance as per H&OW (M&TBM) Rule, 2016.

maintained at the storage location. Annual return shall be filed to SPCB/PCC. Central Store
will maintain inventory details, manifest details, and details of buying agency (copy of valid
authorisation / small book)
Transportation & Disposal: In the process of sale of these drum through M/s MSTC/ any other
approved platform for E-Auction, category shall be mentioned categorically as “Hazardous
Waste”. No Cleaning and cutting of drum shall be permitted at site. Auction shall be done
on as is where basis is.

Storage Infrastructure : Shall be stored at location having locking facility. Storage site shall be
near/ at the Hazardous waste storage site. Oil soaked cotton should be stored in a covered
room with locking facility away from the source of fire. There shall be all firefighting
arrangement. Quantity shall be displayed at Storage area & main gate as per the provision
of HOW(M&TBM) Rule, 2016.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of oil soaked cotton from respective departments. Record of this waste shall be
maintained in Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained and
whenever SPCB asked to provide the details about generated this required to be submit.
Testing needed: NO
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator.
Disposal By: shall be sent to Co-processor in consultation with EMG for documentation &
compliance as per H&OW (M&TBM) Rule, 2016.

Amendments thereof if any
Storage Infrastructure: Shall be stored at location near/ at the Hazardous waste storage site.
Segregated waste shall be stored in containers or bay constructed to avoid any mixing with
other waste.
Responsible Deptt for Segregation: Maintenance deptt ash handling (Silo area/ Ash & Cement
Silo of brick plant) or any other if any, shall ensure that filter media waste shall be not be
stored locally for more than 7 days. Used bag filter/ Filter media waste shall be stored in
drum with covers / specific waste bins constructed and respective department shall return
the waste to central store.
Transportation and deposit to Central Storage Area: Used bag filter/ Filter media waste shall
be transported by respective department as per the existing documentation system (MRN)
to centrally storage location. Concerned deptt shall ensure the deposit of all Used bag filter/
Filter media waste to central store within 7 days of generation of this waste.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of Used bag filter/ Filter media waste from respective departments. Record of this
waste shall be maintained by C&M department as per the other recyclable waste non-
hazardous waste.
Testing needed: NO

Storage Infrastructure : Used grease shall be stored at location of Hazardous waste storage
site. Used grease shall be kept in good condition drum with operative lid to cover the same.
Quantity shall be displayed at Storage area & main gate as per the provision of
HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation: Maintenance deptt/ Central Workshop/ BMD/ TMD/ CHP/
MGR/ MGR Workshop and any other department producing used grease if any shall ensure
that waste is not being stored locally for more than 7 days. Used grease shall be stored in
drum with covers and respective department shall return the waste to central store.
Transportation and deposit to Central Storage Area: Used oil shall be transported by respective
department as per the existing documentation system (MRN) to centrally storage location.
Concerned deptt shall ensure the deposit of all used grease to central store within 7 days of
generation of this waste.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of used grease from respective departments. Record of this waste shall be
maintained in Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained and
whenever SPCB asked to provide the details about generated this required to be submit.
Testing needed: NO
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator.
Disposal By: shall be used as in practice currently ( in MGR track) , balance quantity shall be
sent to Co-processor in consultation with EMG for documentation & compliance as per
H&OW (M&TBM) Rule, 2016. If co-processor facility is not available or economically viable,
same shall be disposed through TSDF.
“If any quantity of used grease is used in-house (in MGR track etc), quantity of used grease
used shall be informed in waste inventory to site-EMG for onward submission to regulators
& annual Inventorisation”.
Documentation details: Authorisation from concerned SPCB/ PCC. Inventory shall be
maintained at the storage location. Annual return shall be filed to SPCB/PCC. Central Store
will maintain inventory details, manifest details, used grease disposal through C-processor/
TSDF, if any (copy of valid authorisation/ small book)
Transportation & Disposal: Possibility shall be explored for reuse of used grease as in current
practice of station. Used grease disposal through approved co-processing of the said
hazarduous waste. If option of co-processing is not viable (either distance of co-processing
facility/ economical option), waste shall be disposed to TSDF as per the conditions in
authorization of time period applicable

Class C12: Eco-toxic
Storage Infrastructure : Used/ waste insulation material shall be stored at in covered / semi-
covered shed having locking facility. Storage site shall be near/ at the Hazardous waste
storage site. Quantity shall be displayed at Storage area & main gate as per the provision
of HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation: Maintenance deptt/ BMD/ TMD/ Off-site and any other
deptt generating this waste shall ensure that used / waste insulation material shall be not
be stored locally for more than 7 days. Waste shall be stored in drum / containers/ bags to
avoid any spread during transportation/ storage and respective department shall return
the waste to location identified for the same.
Transportation and deposit to Central Storage Area: Waste shall be transported by respective
generating department to centrally storage location identified for this waste. Storage of
Insulation material locally or dumping at multiple location is strictly prohibited and same
shall be ensured by Concerned deptt. It shall be transported to central storage location
within 7 days of generation of this waste.
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator.
Disposal By: Co-processor in consultation with EMG for documentation & compliance as per
H&OW (M&TBM) Rule, 2016. If co-processor facility is not available or economically not
viable, same shall be disposed through TSDF.
9.0 Name of Waste: Water & Waste Water Treatment Plant Sludge
Authorisation from SPCB/ PCC: Yes for quantity (as per annual inventory)
Nature/ Type of Waste: Hazardous and other waste (M&TBM) Rule 2016 & Amendments
thereof if any category: Hazardous waste as per SCHEDULE- I [See rule 3 (1) (17) (i)] at Sr
No - 35.3 Chemical sludge from waste water treatment
Storage Infrastructure : Shall be disposed to ash dyke in case of coal based power plant after
testing if the waste qualifies for non-hazarduous category as mentioned in the Footnote of
Schedule-I of Hazardous and Other Waste (M&TBM) Rules 2018 and there is no need to
store this waste. If this waste qualifies for hazardous waste, same shall be converted to cake
using centrifuge and cake shall be stored in good condition container at hazardous waste
storage site demarcated for this waste. Storage site shall covered shed to avoid the chances
of mixing of rainwater. In case of gas plant and station having dry disposal of ash like Dadri,
sludge shall be converted to cake and stored as mentioned above. Quantity shall be
displayed at Storage area & main gate as per the provision of HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation: Chemistry department will take representative samples
and get it analysed from MoEF&CC / SPCB/CPCB approved agency for the heavy metals
mentioned in the Schedule-II of H&OW (M&TBM) Rule -2016. Processing of waste either
disposal to ash dyke ( if qualify for non-hazardous) decanting of water from sludge using
centrifuge for storage and ultimate disposal to TSDF. Sludge cake shall be stored in
containers with covers.
Transportation and deposit to Central Storage Area: Sludge shall be disposed to ash dyke if qualify
for non-hazardous. If Sludge qualify for hazardous or in case of gas plant and coal plant
having dry ash disposal system like Dadri, sludge shall be converted in cake with centrifuge
& shall be transported by chemistry department to centrally storage location identified for
this waste. Chemistry dep’t shall ensure to store the waste within 7 days of generation at
the identified location. Sludge shall be stored neither in sludge tank nor at multiple locations.
“ No sludge shall be disposed in the low lying areas in NTPC premises or any other location outside
premises”
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
inventory of sludge (decanting from sludge tank). Record of this waste (If hazardous) shall
be maintained in Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained and
whenever SPCB asked to provide the details about generated this required to be submit.
Quantity shall be displayed at Storage area & main gate.
Testing needed: Yes , For the heavy metals as mentioned in the SCHEDULE II, [See rule 3 (1)
(17) (ii)], List of waste constituents with concentration limits. Sludge to be sampled from
the pits/ lamella clarifier for analysis for checking limit criteria for Schedule-II. In case
where sludge thickening is to be done, sludge shall be stored in covered shed.
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator (If waste qualifies for
hazardous category).
Disposal By: If sludge is non-hazardous ( as per the analysis report), waste shall be disposed
in ash dyke as per current practices. If waste qualifies for hazardous category, waste shall
be disposed through TSDF. In case of gas plant waste shall be disposed through TSDF as per
the category of waste ( Hazardous/ non-hazardous as per the analysis report).
Documentation details: If waste qualifies for hazardous, Authorisation from concerned SPCB/
PCC. Inventory shall be maintained at the storage location. Annual return shall be filed to
SPCB/PCC. Central Store will maintain inventory details, manifest details, and Sludge
disposal to TSDF (copy of valid authorisation / small book)
Transportation & Disposal: If waste qualifies for hazardous or in case of gas plant, waste
shall be disposed through TSDF for respective type of waste.
Manifest shall be prepared in Form 10 and copies shall be sent to respective party. Copy of
Regional Officer shall be forwarded by Stores to EMG for onward submission to RO. Station
shall provide the transporter with the relevant information in Form 9, regarding the
hazardous nature of the wastes and measures to be taken in case of an emergency and shall
label the hazardous and other wastes containers as per Form 8.
The transport of the hazardous and other waste shall be in accordance with the provisions
of these rules and the rules made by the Central Government under the Motor vehicles Act,
1988 and the guidelines issued by the Central Pollution Control Board from time to time in
this regard
10.0 Name of Waste: Used Activated Carbon and spent Resin
Authorisation from SPCB/ PCC: Yes for quantity (as per annual inventory)
Nature/ Type of Waste: Hazardous and other waste (M&TBM) Rule 2016 & Amendments
thereof if any category: Hazardous waste as per SCHEDULE- I [See rule 3 (1) (17) (i)] at Sr
No - 35.2 Spent ion exchange resin containing toxic metals
Storage Infrastructure : To be stored in drum with provision of cover (with lid). Drum filled
with activated carbon or resin shall be stored in the covered shed on floor, which is not
susceptible to water logging. Quantity shall be displayed at Storage area & main gate as
per the provision of HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation: Chemistry shall ensure that activated carbon or resin shall
not be stored locally for more than 7 days. This waste shall be stored in drum with covers
and department shall return the waste to central storage location identified for this waste.
Transportation and deposit to Central Storage Area: Waste shall be transported by chemistry
department to centrally storage location. Resin / activated carbon waste filled drum shall
not be kept at location other than central location . Chemistry department shall declare the
inventory within 7 days of generation of this waste.
Inventory & Record Keeping: Chemistry department will maintain inventory details of this
waste along with date and quantity generated. Record of this waste shall be maintained in
Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained and whenever SPCB
asked to provide the details about generated this required to be submit.
Testing needed: Yes, if requirement is from co-processor or TSDF for disposal of the same.

Storage Infrastructure : Dry Cells/ Used torch batteries Shall be stored in leak proof drum with
arrangement of cover (with lid). This drum should be used for storage of dry cell from plant
area and segregated waste from township as well. Drum shall be kept in a covered shed
with door & lock facility having sufficient ventilation & lighting arrangement. Quantity shall
be displayed at Storage area & main gate as per the provision of HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation: Maintenance deptt/ Central Workshop/IT/BMD/ TMD/
CHP/ MGR/ Chem and any other if any shall ensure that entire Dry Cells/ Used torch
batteries waste sent to central storage location for this waste. Dry Cells/ Used torch
batteries shall be stored in drum with covers and respective department shall return the
waste to central store.
Transportation and deposit to Central Storage Area: Dry Cells/ Used torch batteries shall be
transported by respective department centrally storage location. Concerned deptt shall
ensure the deposit of all Dry Cells/ Used torch batteries to central storage location within 7
days of generation of this waste.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of Dry Cells/ Used torch batteries from respective departments. Record of this waste
shall be maintained in Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained
and whenever SPCB asked to provide the details about generated this required to be submit.
Testing needed: Yes, if requirement is from co-processor or TSDF for disposal of the same.
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator.
Disposal By: 1) Used dry cell shall be attempted to handover to manufacturers collected back
by Manufacturer. If Sr No 1is not successful, after collection of sufficient quantity (viable
for transportation up to TSDF) or if other waste is under planning for disposal in TSDF, these
dry cells may please transported with that waste and shall be disposed in TSDF in
consultation with EMG for documentation & compliance as per H&OW (M&TBM) Rule,
2016.

provision of HOW(M&TBM) Rule, 2016.

shall not be stored locally for more than 7 days. Asbestos based waste shall be stored in
drum with covers/ bins constructed for this waste and respective department shall return
the waste to central store.
Transportation and deposit to Central Storage Area: Shall be transported by respective
department to centrally storage location near used oil storage area (under central store).
Asbestos based waste shall be neither stored at any location nor shall be disposed to low
lying area or open to sky in open. Asbestos based waste shall not be kept at location other
than central store. Concerned deptt shall ensure the deposit of all Asbestos based waste to
central store within 7 days of generation of this waste.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of Asbestos based waste from respective departments. Record of this waste shall be
maintained in Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained and shall
be made available for regulators.
Testing needed: Yes, if requirement is from co-processor or TSDF for disposal of the same.
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator.

Biomedical Waste (M&H) Rules 2016
Storage Infrastructure : Shall be stored at location having locking facility. Storage site shall be
near/ at the Hazardous waste storage site. This solution shall be stored in good condition
drum with lid. Quantity shall be displayed at Storage area & main gate as per the provision
of HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation: FQA for developer solution in plant area and Hospital for
biomedical waste from Hospital shall ensure the collection of the developer solution in good
condition drum segregated from other wastes. Developer solution shall not be stored
locally for more than 7 days.
Transportation and deposit to Central Storage Area: Developer solution shall be transported by
respective department as per the existing documentation system (MRN) to centrally storage
location. Developer photochemical solution shall be deposited to central store within 7 days
of generation of this waste.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of developer solution from respective departments. Record of this waste shall be
maintained in Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained and
whenever SPCB asked to provide the details about generated this required to be submit.
Testing needed: NO
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator.
Disposal By: shall be sold to approved recycler through MSTC / approved e-auction platform
with EMG for documentation & compliance as per H&OW (M&TBM) Rule, 2016. If option -
1 is unsuccessful continuously, waste shall be disposed to TSDF for compliance.
Documentation details: Copy of Authorisation from concerned SPCB/ PCC and Inventory shall
be maintained at storage location. Annual return shall be filed to SPCB/PCC. Central Store
will maintain inventory details, manifest details and waste disposal through approved
recycler (copy of valid authorisation / small book)
Transportation & Disposal: Manifest shall be prepared in Form-10 and copies shall be sent
to respective party (As per the section-19 of Hazardous and other waste (M&TBM) Rule
2016) Station shall provide the transporter with the relevant information in Form 9
(transport emergency (TREM) card). Labelling of the hazardous and other wastes containers
as per Form 8 (labelling of containers of hazardous and other waste). Stock register/ record
with record of receipt of quantity and dispatch of quantity with date shall be maintained at storage
Area.
Waste packaging shall be done with due care that there shall be no spread/ spillage/
leakage of waste from the container during transportation. The transport of the hazardous
and other waste shall be in accordance with the provisions of these rules and the rules made
by the Central Government under the Motor vehicles Act, 1988 and the guidelines issued by
the Central Pollution Control Board from time to time in this regard
14.0 Name of Waste: Fuller Earth Contaminated with FRF
Authorisation from SPCB/ PCC: Yes for quantity (as per annual inventory)
Nature/ Type of Waste: Hazardous and other waste (M&TBM) Rule 2016 & Amendments
thereof if any category: Hazardous waste as per SCHEDULE- II
Storage Infrastructure : Shall be stored at location having locking facility. Storage site shall be
near/ at the Hazardous waste storage site. Fuller Earth Contaminated with FRF should be
stored in a covered room in the bins / containers specified for the same. Quantity shall be
displayed at Storage area & main gate as per the provision of HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation: Maintenance deptt/ Central Workshop/ BMD/ TMD/ CHP/
MGR / off-site and any other if any who generate this waste shall ensure that Fuller Earth
Contaminated with FRF shall be not be stored locally for more than 7 days. Fuller Earth
Contaminated with FRF shall be stored in drum with covers or bins constructed for the
same and respective department shall return the waste to central storage location.
Transportation and deposit to Central Storage Area: Fuller Earth Contaminated with FRF waste
shall be transported by respective department to centrally storage location. Fuller Earth
Contaminated with FRF waste shall be neither stored at any location nor dumped in low
lying areas. Fuller Earth Contaminated with FRF waste filled drum shall not be kept at
location other than central storage location. Concerned deptt shall ensure the deposit of all
Fuller Earth Contaminated with FRF waste to central store within 7 days of generation of
this waste.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of Fuller Earth Contaminated with FRF waste from respective departments. Record
of this waste shall be maintained in Form-3 of H&OW (M&TBM) Rule. Regular records to be
maintained and whenever SPCB asked to provide the details about generated this required
to be submit.
Testing needed: Yes, if requirement is from co-processor or TSDF for disposal of the same.
Representative sample of same may please be get analyzed from TSDF or laboratory
approved by MoEF&CC/ CPCB/ SPCB as per the parameters listed in Schedule-II (List of waste
constituents with concentration limits) Class-A: Based on the TCLP & STLC (depending upon
the composition of FRF and respective constituents).
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator.
Disposal By: 1) Fuller Earth Contaminated with FRF waste shall be sent to Co-processor in
consultation with EMG for documentation & compliance as per H&OW (M&TBM) Rule,
2016. If option at Sr No 1 is not successful, after collection of sufficient quantity (viable for
transportation up to TSDF) or if other waste is under planning for disposal in TSDF, Fuller
Earth Contaminated with FRF waste shall be disposed in TSDF in consultation with EMG for
documentation & compliance as per H&OW (M&TBM) Rule, 2016.

maintained at the storage location. Annual return shall be filed to SPCB/PCC. Central Store
will maintain inventory details, manifest details, Fuller Earth Contaminated with FRF waste

Nature/ Type of Waste: Hazardous and other waste (M&TBM) Rule 2016 & Amendments
thereof if any category: Hazardous waste as per SCHEDULE- II
Storage Infrastructure : Waste FRF/ FRF mixed with water shall be collected in good condition
drums and stored at location having locking facility. Storage site shall be near/ at the
Hazardous waste storage site. Waste FRF/ FRF mixed with water should be stored in a
covered room with locking facility. Quantity shall be displayed at Storage area & main gate
as per the provision of HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation: TMD and any other if any shall ensure that Waste FRF/ FRF
mixed with water shall be not be stored locally for more than 7 days of generation. Waste
FRF/ FRF mixed with water shall be filled in good quality drums with lid and respective
department shall return the waste to central store.
Transportation and deposit to Central Storage Area: Shall be transported by respective
department as per the existing documentation system (MRN) to centrally storage location.
Waste FRF/ FRF mixed with water shall be neither stored at any location nor released in any
drain. Waste FRF/ FRF mixed with water-filled drum shall not be kept at location other

MoEF&CC, CPCB , SPCB or PCC.

Storage Infrastructure : Silica waste shall be stored at central waste storage location having
locking facility. To be stored in leak proof drum with arrangement of cover (with lid). Drum
shall be kept in a covered shed with door & lock facility having sufficient ventilation &
lighting arrangement. Storage site shall be near/ at the Hazardous waste storage site.
Quantity shall be displayed at Storage area & main gate as per the provision of
HOW(M&TBM) Rule, 2016. Quantity shall be displayed at Storage area & main gate.
Responsible Deptt for Segregation: Maintenance deptt/ C&I Maintenance/ BMD/ TMD/ MM
(AHD)/ Chem and any other if any which generates this waste shall ensure that waste silica
waste has been stored locally for more than 7 days.
Transportation and deposit to Central Storage Area: Silica waste shall be transported by
respective department as per the existing documentation system (MRN) to centrally storage
location. Silica waste shall be neither stored at any location nor dumped in any low-lying
area. Concerned deptt shall ensure the deposit of all oil soaked cotton to central store
within 7 days of generation of this waste.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of silica waste from respective departments. Record of this waste shall be
maintained in Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained and
whenever SPCB asked to provide the details about generated this required to be submit.
Testing needed: NO

waste shall be disposed in TSDF in consultation with EMG for documentation & compliance
as per H&OW (M&TBM) Rule, 2016.

containers shall be stored in the covered shed at least with half runner to inhibit any scope
of water in the ash.
Responsible Deptt for Segregation: Medical cell or the agency operating the incinerator on
behalf of hospital shall ensure the segregation of ash and collection in good condition drum
with lid.
Transportation and deposit to Central Storage Area: This ash shall be transported by medical cell
or agency operating the incinerator to the central hazardous waste storage location.
Concerned deptt shall ensure the deposit of all waste to central storage location within 7

arrangement. Quantity shall be displayed at Storage area & main gate as per the provision
of HOW(M&TBM) Rule, 2016.
Responsible Deptt for Segregation: Central store/ Off-site/ TAD/ HR/ Maintenance deptt/
Central Workshop/ BMD/TMD/CHP/MGR/IT/ Chem and any other if any generating such
waste shall ensure that waste shall be not be stored locally for more than 7 days. Waste
shall be stored in bins constructed for such waste and respective department shall return
the waste to central store.
Transportation and deposit to Central Storage Area: Waste shall be transported by respective
department to centrally storage location. This waste shall be neither stored at any location
nor brunt / issued to labourer. Waste shall not be kept at location other than central store.
Concerned deptt shall ensure the deposit of all such waste to central store within 7 days of
generation of this waste.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of oil soaked cotton from respective departments. Record of this waste shall be
maintained in Form-3 of H&OW (M&TBM) Rule. Regular records to be maintained and
whenever SPCB asked to provide the details about generated this required to be submit.
Testing needed: If requisite by WTE plant or RDF plant or co-processing facility or by TDSF
prior to disposal through MoEF&CC/CPCB/SPCB approved facility.
Quantity & Time limit: As per the section- 8 of H&OW (M&TBM) Rule i.e. 90 days and 180
days with approval from SPCB/PCC or on justifiable grounds up to 180 days and quantity as
mentioned in authorisation for the waste from concerned regulator.
Disposal By: 1 ) Waste Shall be attempted to send to WTE plant or RDF plant or co-processing
facility. If option at Sr No 1 is not successful, after collection of sufficient quantity (viable
for transportation up to TSDF) or if other waste is under planning for disposal in TSDF, Fuller

ventilation & lighting arrangement. Acid Proof Tiles shall be used in floor of the storage
area for used batteries with garland drains and pit (Acid Proof Tiles shall be used in
construction of all areas).
Transportation and deposit to Central Storage Area: Used batteries shall be transported by
respective department as per the existing documentation system (MRN) to centrally storage
location.
Inventory & Record Keeping: Central Store will maintain inventory details along with date of
receipt of battery waste from respective departments. Regular records to be maintained
and whenever SPCB asked to provide the details about generated this required to be submit.
Testing needed: NO
Disposal By: Station/ Project/ facilities/ offices must ensure that Manufacturer/ authorized
dealer / authorized supplier is under contractual agreement for buy back scheme at the time
of buy of batteries. Buy back provision shall be mandatory for all purchase orders of battery
placed by Stations. Batteries shall be purchased by C&M department with mandatory
buyback scheme and same shall be handed over to seller after useful life declared by the
user department. Batteries purchased with equipment as integral part shall be sold through
MSTC to approved recyclers./ Manufacturer/ authorized dealer / authorized supplier.

20.0 Name of Waste: E-Waste
Applicability: As per E-Waste (Management) Rules, 2016, NTPC Ltd comes in the category of
" Bulk Consumer" vide Section -3, sub-section-(c) " 'bulk consumer' means bulk users of
electrical and electronic equipment such as Central Government or State Government
Departments, public sector undertakings, banks, educational institutions, multinational
organizations, international agencies, partnership and public or private companies that are
registered under the Factories Act, 1948 (63 of 1948) and the Companies Act, 2013 (18 of
2013) and health care facilities which have turnover of more than one crore or have more
than twenty employees"
Storage Infrastructure : Shall be stored in the covered shed with gate and lock facility. Storage
bins shall be designed to avoid breakage of E-waste specifically, which contains Mercury.
Facility shall have bins for storage of segregated E-waste with display board of type of E-
waste.
Responsible Deptt for Segregation: EMD (Tship/ Offsite/ main plant) , HR/ IT/ C&I Maintenance
/ TAD and any other if any generat e-waste shall ensure that E-waste is being segregated
as per the SCHEDULE I [See rules 2, 3(j), 3(y), 3(aa) and 3(ff); 5; 9; 11(10); 13 (1) (i), 13 (1)
(vii) and 16(1), 16(11)] of E-Waste (Management and Handling) Rules, 2016.
Transportation and deposit to Central Storage Area: Entire quantity of E-waste shall be
transported by respective department as per the existing documentation system (MRN) to
centrally storage location. Segregated E-waste shall be neither stored at multiple locations
nor to be issued to labourer/ dumping in any unidentified areas. Concerned deptt shall
ensure the deposit of all E-waste to central store within 7 days of generation of this waste.
Testing needed: NO
Documentation details: As per the Section -9, fluorescent tube and Mercury containing lamps
shall be segregated as these items comes under the category —ii i.e. consumer electrical
and electronics, Electrical and electronic equipment code CEEW-5 as per Schedule-I.
Inventory of these items to be maintained in Form-2 and annual returns to be filled in Form-
3. All these items shall be mandatorily disposed through the authorised dismantler or
recycler. Copy of authorized dismantler or recyclers enclosed herewith. Valid authorization
of the vendor may please be checked and ensured while handing over the e-waste.
Infrastructure & storage: Segregation of Bio-medical waste (As per Schedule-I) shall be done
at source without mixing within BMW categories or solid waste in it. All Duties of the
Occupier (NTPC-Hospital/ Dispensary/ FAC at Plant Area) under provision of section-4 of
BMW Rule 2016, all NTPC Hospitals/ dispensary or FAC at Plant area shall be complied
without any deviation in segregation, different colour bins, training, inventorisation,
uploading on website, bar coding of waste etc. ( Refer BMW Rule-2016). SCHEDULE- I, [See
rules 3 (e), 4(b), 7(1), 7(2), 7(5), 7 (6) and 8(2)] Part-1: Biomedical wastes categories and
their segregation, collection, treatment, processing and disposal options.
Copy of the valid consent to operate the facility (Bio-Medical waste disposal facility) and
copy of valid agreement (Contract) shall be maintained at (NTPC-Hospital/ Dispensary/ FAC
at Plant Area) and HoD EMG office.
Storage Infrastructure : Different colour code dustbins
Responsible Deptt for Segregation: Waste shall be segregated as source in the coloured bins
as per colour coding as mentioned in SCHEDULE I, [See rules 3 (e), 4(b), 7(1), 7(2), 7(5), 7
(6) and 8(2)], Part-1 for Biomedical wastes categories and their segregation, collection,
treatment, processing and disposal options
Inventory & Record Keeping: Inventory shall be maintained as per the category as mentioned
in SCHEDULE I, [See rules 3 (e), 4(b), 7(1), 7(2), 7(5), 7 (6) and 8(2)], Part-1 for Biomedical
wastes categories and their segregation, collection, treatment, processing and disposal
options
Quantity & Time limit: Disposal of waste shall be within 48 hrs, hence there shall be provision
in the contract that CBMWTF waste collection team will visit the medical facility at least on
alternate day without deviation.
Disposal By: Biomedical waste shall be outsourced for transportation handling and disposal
to the Common Bio-medical Waste Treatment Facility (CBMWTF) approved by the SPCB/
PCC in consultation with EMG for documentation & compliance as per BMW (M&H) Rule,
2016.
Documentation details: Copy of the valid consent to operate of facility and copy of valid
agreement (Contract) shall be maintained at (NTPC-Hospital/ Dispensary/ FAC at Plant
Area) and HoD EMG office.All documents mentioned under Duties of the Occupier (NTPC-
Hospital/ Dispensary/ FAC at Plant Area) under provision of section-4 of BMW Rule 2016,
all NTPC Hospitals/ dispensary or FAC at Plant area shall be complied without any deviation
in segregation, different colour bins, training & record keeping of that , bar coding of waste
(by (CBMWTF as per the amendment in BMW Rule, 2016), waste inventorisation, uploading
on website, etc. (Refer BMW Rule-2016)
22.0 Name of Waste: Biodegradable Waste from T’ship, Plant area, Canteen and shopping Complex
Authorisation from SPCB/ PCC: NO
Nature/ Type of Waste: Biodegradable Waste as per Solid waste Management Rule-2016
Infrastructure & storage: At source segregation must be done in all the houses of Township,
all canteens and offices. Dust bins shall be provided with colour coding as per the Solid
Waste Management Rule 2016. Collection and transportation of segregated waste
provision shall be included in all the contract related to domestic waste collection and
transportation. If mixed waste is being collected from houses in township then provision of
segregation of waste as per the provision of Solid Waste Management Rule 2016 shall be
included in the contract. Appropriate penalty provision shall be categorically done in the
contract for mixing of segregated waste. Storage shed shall be provided for temporary
storage prior to disposal by prescribed/ designated method.
There shall be following facilities:
1. Conventional composting pits (three numbers), each having volume of 1/3 of annual waste
inventories. It is for cyclic use of pits, after filling first and temporary closure for optimum
composting, second will be used for disposal of waste, when compost from first will be
recovered, third will be used for disposal and so on. Composting pits shall be covered and
fencing to restrict the entry of stray animals.
2. In addition to permanent facility, option of more environment friendly proctices shall be
opted and installed according to the requirement of site. These options are:
Vermi Composting
Bio-methanation/ Biogas plant
Foodie machine (Waste to compost converter)
Transportation & Disposal: Segregated biodegradable waste shall be transported in covered
vehicles (If specially designed covered vehicle for waste transportation is not available then
waste shall be carried in containers with lid and vehicle carrying this waste shall be covered
with tarpaulin) to avoid any mixing of water in case of rain or spread or waste on roads
during transportation. Disposal facilities shall be covered and well fenced with gate & lock
arrangements. Composting pits shall be designed and constructed with following techs
specs:
a) Pits shall be provided with covered shed and half runner.
b) Wall and bottom of pits should be impermeable to avoid any leaching to ground
water and mixing of water to waste if water-table is shallow, specifically in rainy
season.
c) There should be arrangement of disposing of waste mechanically and removal of
compost from these pits.
d) There should be vehicle movement arrangement around the Pits.
e) There should be basic firefighting arrangement (water connection) to control fire if
any.
Following activities are strictly prohibited in handling of biodegradable waste:
I. Disposal of mixed waste by any method
II. Burning of any type of waste at NTPC Stations/ Projects/ premises
III. Burial of this waste in any earthen pit.
IV. Digging of any earthen pit on account of waste disposal or storage is strictly
prohibited.
Document required to be maintained: Awareness programme shall be planned by Site-EMG
for segregation of waste. Lecture, skit and other awareness programme shall be organised
on occasion of WED, Earth Day, & Ozone day etc. Return shall be files as per the provision
of Solid Waste Management Rule, 2016 in Form – IV [see rules 15(za), 24(2)]: Format for
annual report on solid waste management to be submitted by the local body. Under Section
-15, sub-section- (zf) frame bye-laws and prescribe criteria for levying of spot fine for
persons who litters or fails to comply with the provisions of these rules and delegate
powers to officers or local bodies to levy spot fines as per the bye laws framed. Appropriate
penalty provision shall be categorically done in the contract for mixing of segregated waste.

Waste Management Rule 2016. Collection and transportation of segregated waste
provision shall be included in all the contract related to domestic waste collection and

any other type of waste /dumped in any low lying area / open burning by agency or its
representative , there shall be provision of penalty in all such contracts. Storage shed shall
be provided for temporary storage prior to disposal by prescribed/ designated method.
There shall be following facilities:
1. Conventional composting pits (three numbers), each having volume of 1/3 of annual
waste inventories of this waste. It is for cyclic use of pits, after filling first and
temporary closure for optimum composting, second will be used for disposal of
waste, when compost from first will be recovered, third will be used for disposal and
so on.
2. In addition to permanent facility, option of more environment friendly option shall
be opted and installed according to the requirement of site. These options are:
Vermi Composting: Grass cutting residue (Parks/ Lawn), leaves droppings and
small size twigs shall be used for vermicomposting as biomass strata in an
optimized ratio. Mianly two types of worms for vermicomposting are red
wigglers (Eisenia fetida) and redworms (Lumbricus rubellus). These
two species make great worms for the compost of such biomass. Even biomass of
grass, leaves and twins can be used as vermicomposting strata in combination of
kitchen waste and cow dung as well.
“ Target shall be 100% compost production in house from biomass and no compost purchase for
horticulture purpose”
Nature/ Type of Waste: Non-biodegradable waste as per Solid waste Management Rule-2016
Infrastructure & storage: At source segregation must be done in all the house of Township,
all canteens and offices. Dust bins shall be provided with colour coding as per the Solid
Waste Management Rule 2016. Collection and transportation of segregated waste
provision shall be included in all the contract related to domestic waste collection and
transportation. If mixed waste is being collected from houses in township then provision of
segregation of waste as per the provision of Solid Waste Management Rule 2016 shall be
included in the contract. Appropriate penalty provision shall be categorically done in the
contract for mixing of segregated waste.
Transportation & Disposal: Segregated non-biodegradable (recyclable) waste shall be
transported in covered vehicles (If Covered vehicle specially designed for waste
transportation is not available then vehicle carrying this waste shall be covered with
tarpaulin) to avoid any mixing of water in case of rain or spread or waste on roads during
transportation.
Disposal facilities shall be covered and well fenced with gate & lock arrangements.

officers or local bodies to levy spot fines as per the bye laws framed. Appropriate penalty
provision shall be categorically done in the contract for mixing of segregated waste.
25.0 Name of Waste: Domestic Hazardous (Traces of E-Waste/ Hazardous waste/ Plastic) from T’ ship
Nature/ Type of Waste: Domestic Hazardous as per Solid waste Management Rule-2016
Infrastructure & storage: Waste shall be segregated and respective waste shall be sent to
Project/ Station waste storage site/ location on monthly basis and shall be handled with
respective type of waste.

26.0 Name of Waste: “sanitary waste” means wastes comprising of used diapers, sanitary towels or
napkins, tampons, condoms, incontinence sheets and any other similar waste;

Infrastructure & storage: As per Section-4 (B) of SWM Rule, 2016: Sanitary waste shall be
wrapped securely the used sanitary waste like diapers, sanitary pads etc., in the pouches
provided by the manufacturers or brand owners of these products or in a suitable wrapping
material as instructed by the local authorities and shall place the same in the bin meant for
dry waste or non- bio-degradable waste. Shall be stored in separate bins and to be disposed
off through CWTDF approved for bio-medical waste by CPCB/SPCB/ MoEF&CC TSDF until
the facility by district authority become operational.

All generator will identify a transit storage location to store the waste temporarily and
same shall be sent to central storage location for specific type of waste. All generator
location, waste inventory register/ log shall be maintained for all types of waste. Details
of any waste (Hazardous/ non-hazardous/ recyclable or non- recyclable/ e-waste/
battery waste or any other waste) transportation from the generator location to central
location shall be maintained. Record of non-recyclable waste (whose MRN is not being
created in SAP) may please be maintained offline at all storage locations.
Disposal of any type of waste at location other than waste storage site identified by
station/ project is strictly prohibited.
NTPC-Corporate Centre Environment Management Group advise, enforce & monitor
proper implementations of Waste Management Rules as per guidelines issued time to
time by regulatory agencies and point out deviations if any.
For RHQs/Corporate/other offices: HoHR will be accountable for all waste management
requirements.
Head of Plant/Station is accountable to the Regulatory agencies for overall
implementation, monitoring and evaluation of this waste management Guidelines.
Site EMG will upload all returns, copy of manifests and other disposal details (if any) filed
to respective regulators in PRIVESH (Corporate online web), as and when generated.
The HoPs has an overall responsibility for ensuring that the aims of these guidelines are
met and resources are made available to implement the same.
