ORDER:

During the Collectors’ Conference held on 14.11.2011 Hon’ble Chief Minister has
made an announcement that “Forming Western Ring Road to Coimbatore City will be
constructed”.
2. In the Government Order first read above, orders have been issued sanctioning
a sum of Rs.1.00 Crore for the preparation of Detailed Project Report for the construction
of flyovers at Athupalam-Ukkadam and Western Ring Road / Bypass road in Coimbatore
city. Accordingly, preparation of Detailed Project Report for the construction of flyover at
Athupalam-Ukkadam Junction in Coimbatore City was entrusted to the Consultants.

3. Based on the above announcement, the Chief Engineer (Construction and


Maintenance), Highways Department in his letter second read above for stated that the
proposed Western Ring Road along with the existing L&T By-pass and the proposed
Eastern By-pass will form a ring road to Coimbatore City and the proposed Western Ring
Road falls in the outskirts of Coimbatore City and the alignment of the proposed Western
Ring Road starts near Sugunapuram at km 166/6 of Salem-Cochin road and ends near
Narasimmanaicken palayam at km 360/6 of NH-67 Nagapattinam – Gudalore – Mysore
Road. The total length of the proposed Western Ring Road is 32.429 km. It is proposed
to acquire land for 45 m Right of Way. The proposed ring road passes through
Madukkarai, Gudalur, Narashimmanaickenpalayam, Kurudampalayam, Pannimadai,
Nanjundapuram, Somayapalayam, West Chithraichavadi, Perur, Perur Chettipalayam,
Kuniyamuthur, Sundakkamuthur, Kallikanaickenpalayam, Theethipalayam, Vadavalli and
Madampatti villages.
4. The Chief Engineer (Construction and Maintenance), Highways Department
has stated that, in the approved alignment, the Land acquisition is involved to an extent
of 355.91 Acres. Out of this 50.65 Acres belongs to Government land and the remaining
305.26 Acres of extent lies in Private land. The land value proposal is prepared based
on the guide line value and as per guidelines given in the First Schedule of the New Land
Acquisition Act (RFCTLARR 2013) and therefore requested the the Government to
accord Administrative Sanction at a cost of Rs.320.00 Crores for the acquisition of Land
for Forming Western Ring Road to Coimbatore City.

5. The Government after careful examination, have decided to accept the proposal
of the Chief Engineer (Construction and Maintenance) Highways Department to accord
administrative sanction for a sum of Rs.320.00 Crores (Rupees Three Hundred and
Twenty Crores only) for the acquisition of Land for forming Western Ring Road to
Coimbatore City.

6. The expenditure sanctioned in para-5 above shall be debited to the following


Head of Account:-
“5054-Capital Outlay on Roads and Bridges-04-District and other Roads-337-
Road Works-Schemes in the Twelfth Five Year Plan-II-State Plan-KC-
Acquisition of Lands for bye passes”-64 Lands.

7. The expenditure sanctioned in para 5 above is an item of “New Service”. The


approval of the Legislature will be obtained in due course. Pending approval of the
Legislature, the expenditure may be initially met by drawal of an advance from the
Contingency Fund. The Chief Engineer (Construction and Maintenance), Highways
Department, Chennai is directed to calculate the actual amount required for the period
upto next supplementary estimates and apply for sanction of the same as advance from
the Contingency Fund to Finance (B.G.I) Department directly in Form ‘A’ appended to the
Tamil Nadu Contingency Fund Rules, 1963 along with a copy of this order. Orders for
sanction of an advance from the Contingency Fund will be issued from Finance (B.G.I)
Department. He is also requested to send a draft explanatory notes for including the
above expenditure in the Revised Budget Estimate 2016-2017/Supplementary Estimate
2016-2017 to Finance (BG-I) Department without fail.

8. This Order issues with the concurrence of Finance Department Vide its
U.O. No.16073/PW-I/2016, dated 04-03-2016 and Additional Sanction Ledger No.2554
(Two Thousand Five Hundred and Fifty Four).
