My warmest greetings and congratulations to the foremost champions of this momentous occasion
—the completers and graduates of School Year 20182019!
Graduation and moving-up ceremonies are indeed a joyous celebration, and not only because it
culminates another year of learning and discovery, perseverance, and passionate work among our learners. It
also caps off another year of successful collaboration among parents, teachers, education officials and
personnel, community members, partners, and stakeholders of diverse roots, cultures, and traditions.
This year’s theme, “Unity in Diversity: Quality Education for All,” speaks of our commitment and
loyalty to our culture—diverse as it is—that reflects our soul and unites our people. Time and again, we have
proven that regardless of our descent, status, ethnicity, and religious and political beliefs, we can unite
towards the realization of a common goal—the delivery of quality, accessible, relevant, and liberating basic
education for the Filipino learners.
While the Department of Education (DepEd) has carried on and embraced change amid
technological advancements and the continuously shifting socioeconomic landscape, it commits itself to the
holistic development of 21st century learners who are not only critical and innovative thinkers in the fields of
science, mathematics, and robotics, but who are also artistic and creative, and can thrive in the fields that
appeal to our soul and our sense of identity.
Rest assured that through the K to 12 Basic Education Program, DepEd shall strive to hone our
future leaders and nation-builders in a society that embraces diversity and all its challenges and advantages. I
am positive that whatever path they wish to pursue hereafter, our graduates and completers will continuously
enrich what makes up the Filipino soul—our culture, talent, history, and capacity to survive.
MESSAGE
My warmest congratulations to all the strong minded
completers and graduates for triumphing another milestone for the
School Year 2018-2019.
Dear graduates, whether this is your moving-up, completion, or graduation ceremony, this chapter
in your life is certainly commendable. It is our primary goal at the Department of Education to make certain
that the K to 12 Program is embraced by every Filipino, where every product of this program becomes the
source of skilled and advanced professionals.
As products of the K to 12 Basic Education Program, you have truly applied the competency skills
that led you to become more productive, proficient and valuable agents and future leaders in nation building.
After this remarkable event, may you continue to embrace the core values – Maka-Diyos, Maka-tao,
Makakalikasan, and Makabansa, as you venture to another chapter in your life. Bear in mind that having
these values creates oneness in differences which has become the foundation of quality education.
As Woodrow Wilson once quoted, “We cannot be separated in interest or divided in purpose. We stand
together until the end.”
MESSAGE
“…….. the best will surely come…:
The teachers, too, stand tall and proud. They have done their part in empowering and inspiring their
students. They have moulded the students to be intellectually competitive… to be at par with the best… to be
second to none. As each of their students go up the line to receive their diploma and certificate, it cannot be
denied that the teacher’s heart is bursting with pride. In this particular event, the parents and the teachers
share a common emotional feeling. And it is theirs alone to share.
The schools… the Alma Maters… deserve a huge round of applause. They created Bridges of
Learning where the students journeyed on towards Learning Discoveries. They can rightfully claim that the
Gates of Knowledge rightfully passes thru the arcs of their schools. And nothing and no one can deny that.
We all agree. And we cheer them on.
And so to one and all… to the grade 6 and 12 graduates and those in the moving up levels… I
extend my personal felicitations. You deserve the best, and the best will surely come.

Your hard work, determination and perseverance made this joyful celebration of success happen
and that is your being graduates and completers of your beloved alma mater for the School Year 2018-2019
and I extend my warmest congratulations for your having reached this remarkable event in your life.
As you continue your journey towards fulfilling your dreams, I am confident that your school
prepared you well by giving you the best trainings in holistically developing you as 21 st century learners
effectively addressing our diverse culture and beliefs and positively responding to your individual
differences. Likewise, your school greatly contributed to the role of the K to 12 Basic Education Program in
developing a society where everyone is served of his or her right to education, thus, giving relevance and
value to the theme: “Unity in Diversity: Quality Education for All”.
Dear graduates and completers, let this achievement be a reminder of the love, support, inspiration
and sacrifices that your school administrators, teachers, fellow learners and most especially your parents did
through God’s divine providence in order for you to reach this momentous occasion.
Therefore, in all endeavors that you will take, I pray and encourage that your genuine gratitude and
appreciation for them be manifested in ways that build, bridge and balance.
Build a strong, favorable and resilient character reflecting the core values of being Maka-Diyos,
Maka-tao, Makakalikasan at Makabansa;
Bridge the gap of diversity whenever or wherever felt and experienced. Be an instrument of
goodwill, kindness and equality with a welcoming spirit towards every individual you encounter. Finally,
Balance your dreams and ambitions to that of the vision and mission of the Department of
Education and that you are the Filipinos dreamed of, who passionately love your country and would
contribute meaningfully to building it using your developed potentials.
Inspired by playwright George Bernard Shaw… start dreaming things that never were and say, ‘Why not?’
and in God’s loving grace, you can make a difference.
MESSAGE
Congratulations to all graduates, completers, pupils and
students with honors, this school year 2018 – 2019. I share with your joy
in your moving up, recognition, and graduation ceremonies.
Diverse as we are in the SGOD, we also work with two other diverse Divisions – the Curriculum
and Implementation Division (CID), and the Office of the Schools Division Superintendent (OSDS) in order
to deliver contents of the enhanced basic education curriculum in a safe, conducive and motivating
environment.
How the Schools Division Office (SDO) composed of diverse individuals in diverse units united
and working together is a manifestation and clear picture of this year’s graduation theme – “Unity in
Diversity: Quality Education for All.”
I hope that this picture of unity in diversity would influence and inspire the different sectors of our
society to unite in bringing up all our children and youth for after all, it takes a village, an entire community
composed of diverse individuals to raise a child. We are all in this together.
Let us celebrate our diversity, yet set aside our individual differences, unite, and work together in
bringing up Filipinos who love their country and would contribute to nation building through delivering
quality education for all.

Education is the greatest mobilizer. Our country needs educated individuals who possess the 21 st century skills
capable of affecting transformation in all aspects of life. With the education gained by the graduates and completers
through the k to 12, we have high hopes that they will contribute immensely to our naton’s progress.
Dear graduates, education is a continuing journey towards self-actualization. The world outside the four corners
of your classroom is filled with possibilities and challenges and they are waiting for you. As you move closer to your
aspirations, let your moments of victory serve as an inspiration to others and your moments of defeat be your motivation to
work harder and to do more not only for yourself but also for our fellow Filipinos.
