WHAT IS THE NATIONAL ARTISTS AWARD?

Among the various institutional awards and recognition instruments, the National Artists Award
(NAA) bestows the highest form of recognition to Filipino artists for their significant
contributions in the arts and letters. It shares the same prestige as the GAMABA and the
National Scientist Award.
NAA was established in1972 under Presidential Decree no. 1001 issued by then President
Ferdinand Marcos. The first recipient was Fernando Amorsolo, who was conferred the award
posthumously. Much has changed since the institutionalization of the award. As of the writing,
the roster has included 66 awardees from 7 disciplinal areas, namely: (1) Architecture, design,
and allied (2) Film and broadcast arts (3) Visual arts (4) Literature (5) Dance (6) Music and
(7) Theater.

What are some examples of works of National Artists?

A. Works of National Artists in Public Spaces: A look at UP Diliman

OBLATION AT QUEZON HALL, UP DILIMAN

A good number of works by National Artists can be found in university campuses. One
such example is the University of the Philippines (UP) campus in Diliman, Quezon City.
The iconic school symbol is based on the Oblation, 1935. A sculptural work by the
classically trained sculptor Guillermo Tolentino (conferred 1973) depicting a male nude
with arms outstretched as a gesture of sacrifice and freedom.

EXTERIOR OF THE UP CHAPEL

Building: Parish of the Holy Sacrifice

Location: University of the Philippines, Diliman
Completed: 1955

 Parish of the Holy Sacrifice or the Church of the Holy Sacrifice, is commonly known as
the UP Chapel.
 It belongs to the Roman Catholic Diocese of Cubao.
 The church is recognized as a National Historical Landmark and a Cultural Treasure by
the National Historical Institute and the National Museum respectively.
 It was designed by the late National Artist for Architecture, Leandro Locsin, one of five
National Artists who collaborated on the project.
 Alfredo Juinio served as the structural engineer for the project.
 The dome of the church is supported by pillars located at the sides of the church, so that
there are no supports to block the space inside.
 The unique design of the dome allows natural lighting and ventilation.
 At the middle of the dome is a circular skylight, which supports the triangular bell tower.
 The bell tower, then extends to the interior, supporting the crucifix.

COSTUME DESIGN BY CARLOS FRANCISCO.
"Genghis Khan", the closing film of the just-concluded Beijing International Film
Festival, had its cinematic debut on Monday in Beijing. Cast of the historical drama
including William Chan, Lin Yun, and Hu Jun all made it out to the premiere. Check it
out. It's an epic film about the founder of the largest empire in history.
"Genghis Khan" is set in late 1100's Mongolia, in the years before the man himself
started his military campaign to conquer Eurasia. After the death of his father, Temüjin -
who later on becomes known as Genghis Khan - returns to his home tribe, only to
discover that it was destroyed by his father's former compatriots.
"Genghis Khan" opens across Chinese mainland theaters on April 28th.

b. Elaborate on how support systems imbue value upon art;
c. Value the efforts of art collectives and organizations through essay.

Key points
Support system of the Art
Different Types of Institutions, Organizations, and Platforms

READ ME 

SUPPORT SYSTEMS OF THE ART: includes

 Institutions
 Organizations
 Collectives
 Media
 Alternative platforms

These support systems provide the environment for facilitating production and the circulation or
distribution of art. Today, as artists and cultural workers exercise their agency of self-will in
their respective practices, much has changed in today’s landscape of support systems. The latter
creates a public for art by initiating events and activities that are not necessarily about money
exchange. These newer type of support systems ensure that artworks become more accessible to
the so-called art world and the broader public.

What are the different types of institutions, organizations, and platforms? Support systems can
be government-initiated, community or municipality-based, privately supported, university
oriented, artist-run, or internet-based. Collectives and artist organizations are composed of
individuals who share similar or related practices. They are committed to experiment and
develop their particular forms.
The Anino Shadowplay Collective and the Sipat lawin ensemble are groups that challenge our
concepts of theatre productions by mixing up performative media and even trying out new modes
of public engagement.

National Art Gallery façade

The National Museum of the Philippines (Filipino: Pambansang Museo ng Pilipinas) is an

umbrella government organization that oversees a number of national museums in the
Philippines including ethnographic, anthropological, archaeological and visual arts collections.
Since 1998, the National Museum has been the regulatory and enforcement agency of the
Government of the Philippines in the restoring and safeguarding of important cultural properties,
sites, and reservations throughout the Philippines.
The National Museum operates the National Museum of Fine Arts, National Museum of
Anthropology, National Museum of Natural History, and National Planetarium, all located in the
National Museum Complex in Manila. The institution also operates branch museums throughout
the country.

In October 2009, Kiri resurrected these two

figures for the Sungduan exhibit at the National Museum. For Found Figures In Stones
Translated by Pakil Carvers, she sought out wood carvers from her family’s Laguna hometown.
They recreated her cowering forms from the original clay remains. The parts come together like
a Lego toy, mimicking the displaced state that they had been “found” after the Lopez Museum
show.

Neo-Angono Sign Intervention by Michael De Guzman and Art Sanchez, Jr. The festival is a
mode of exhibition that is transitory and participatory. Closely related to religion, ritual, culture,
and tourism, the festival’s ebullience and significance draw the multitude to publicly accessible
and less intimidating spaces. Festivals of contemporary art in some ways have appropriated the
protocols of festivals in order to link art more closely with everyday life. The Neo-Angono
Public Art Festival is one such example. Its name comes from the artist collective that organizes
the festival year after year just before the official town fiesta. It takes place in the lakeshore town
of Angono, Rizal strategically held before the fluvial parade-fiesta in honor of the patron saint
San Clemente. We know of this place as the hometown of National Artists Carlos V. Francisco
(Visual Arts) and Lucio San Pedro (Music), forebears of today’s younger generation of lakeshore
artists seeking to create a balance between tradition and change. In the public art festival, the
buildings, the streets, and the waterways, are used as sites for exhibitions, performances, film
viewings, and other activities

LESSON 7: MEDIUMS AND TECHNIQUES
Learning Objectives:
a. Explain the meaning of “medium” (material) and “technique” (ways of handling
material) as important components of form through actual and hands-on activities;
b. Determine the meaning conveyed by the art by understanding how an artwork is made,
put together and organized; and how it is produced, and received (consumed) and
experienced through focused group discussions and individual reflections;
c. Appreciate how artists differ from one another through mediums and techniques;
d. Give examples of how contemporary artists invent and explore new media and
techniques, thereby expanding the range of artistic resources;
e. Create an artwork that demonstrates knowledge of form as a process of transformation
requiring skill, imagination, knowledge of contemporary material and techniques, and
competence in technique.

Key points

Medium
Technique
How is art experienced and consumed?
How contemporary artists expanded the range of medium and
techniques they utilize?

READ ME 

What is Medium?
Medium is defined as the material, or the substance out of which a work is made. Through these
materials, the artists express and communicate feelings and ideas.

The medium also defines the medium of the art form as follows:

The Sculptor uses metal, wood, stone, clay, glass. Sculptures are also called “three-dimensional”
arts because they occupy space and have volume. Pottery is a form of sculpture.

The Architect uses wood, bamboo, brick, stone, concrete and various building materials.

The Painter uses pigments on a usually flat ground.

The Printmaker uses ink printed or transferred on a surface wood that is in keeping with a
duplicating or reproducing process.

The Musician uses sound and instruments while the dancer uses the body and its movements.

The Theater artist integrates all the arts and uses the stage, production design, performance
elements, and script to enable the visual, musical, dance and other aspects to come together as a
whole work. The Photographer and Filmmaker use the camera to record the outside world. The
Filmmaker uses the cinematographic camera to record and put together production design.
What is technique?
Technique is the manner in which artists uses and manipulate materials to achieve the desired
formal effect, and communicate the desired concept, or meaning, according to his or her personal
style (modern, neoclassic).

Technique involves tools and technology, ranging from the most traditional to the most
contemporary. For example:

Figure 1: The mural FILIPINO STRUGGLES THROUGH HISTORY(1963) by National Artist

Carlos Francisco depicts Andres Bonifacio leading the revolution. It takes advantage of line and
color to communicate dynamism and intense passion, in the expressionist modern style.

How is art experienced and consumed?

Art is considered as “artifact”, when it is directly experienced and perceived. It can be spatial and
static or unmoving or time-based and in motion. When we experience a work indirectly or
through a medium like film, or video, we describe it as a “recorded” or documented artwork.

We call a work time-based artifact or performance if we receive or perceive it live or directly in

real time.

How contemporary artists expanded the range of medium and techniques they
utilize?
Contemporary artists are producing artworks that are more process-based, site-specific,
interactive, and collaborative.
Maria Taniguchi, Untitled (Mirrors

Patrick Flores uses the word contemplation to describe Maria Taniguchi’s process of completing
her drawings. She has mounted three of them on wooden plinths to stand at the main floor area
of UP’s Jorge B. Vargas.

The graphite drawings of negative shapes set against panels of wood have been completed with
the use of a brush. Just as Patrick did, one marvels at how she has achieved the varied tones
demanded in simulating wooden grains. “I asked her if she speaks to her brush”, Patrick
remarked, perhaps only half-joking. In these drawings, the grains resemble more than just
patterns on wood. Maria has made them fluid, almost like seascapes. To use her words, “ The
grain has moved out of its shell, out of its material dimension, it’s moved on to being a more
abstract encounter.”

Maria’s exhibit,  Echo Studies, the show that has opened the museum’s 2011 offerings.
Contemplation is the word I’d also use for the experience of viewing her show.  Her pieces
command quiet absorption. Maria works on simple premises that she translates to pieces whose
strengths lie precisely in that simplicity—coupled with meticulous and painstaking detail.
Maria Taniguchi, "Untitled (Mirrors)", graphite on paper, detail

Two acrylic paintings share the same space as her drawings.  Both of them continue her
preoccupation with the brick-like patterns in black that she blankets her canvases with, and on
which she then superimposes the same pattern in the opposite direction.

Felix Bacolor, Waiting (2012)

At the mezzanine is Felix Bacolor's stripped down installation "Waiting." Inspired by Samuel
Beckett's "Waiting for Godot," the virtual stage design simulates a waiting room, where nothing
will arrive. In the space occupied by rows of cold lounge chairs, time is the only thing that
moves. "Bacolor has transposed Beckett's theater into a site made precisely so people can lose
themselves in the act of waiting. Clocks count to the second and the waiting creates a sense of
urgency, literally making us count to the second. For Bacolor, the future is always here, or
something we're always expecting but never arrives," the exhibit notes end.

(Medium and technique of contemporary art have become more and more integrated , such that
works have crossed boundaries between art and science and between mediums and techniques.)
Golabulos Magnetic Drive Shaft 2014

Ian Jaucian draws much of his inspiration from science, exploring its relationship with visual art
through various media, which through the years have included paintings, sculptures, kinetic, and
interactive installations. Representative of the artist’s integrative practice is the prominence of
peculiar forms that serve as conduits of critique towards the Anthropocene. Jaucian’s exploratory
and investigative nature on the subject of scientific phenomena is exemplified in how he
purposefully establishes a balance between wonder and comprehension by assembling his works
in a way that one could observe how they function. Drawing Space with Time(2015), for
example, is an installation consisting of 32 analog clocks where the hands of several pieces
accelerate when a viewer draws near. The proximity sensors that set this marvel in motion are
exposed, facilitating understanding by interaction. This approach signifies the artist’s belief in
information-sharing vis-a-vis community-based research and engineering, and that technology is
ultimately an emancipatory tool counter to current exploitative consumerist-driven
developments. Ian Jaucian (b.1986) is a Filipino visual artist based in the Philippines. He
graduated from the University of the Philippines Diliman College of Fine Arts cum laude with a
Bachelor's Degree in Painting in 2008. Jaucian has received critical recognition in the Philippines
in the form of being shortlisted in the annual Ateneo Art Awards in 2015 and 2016. He has also
been invited to several international residency programs such as the Pulau Ubin Artist-Residency
Programme in Singapore (2013), Mite Ugro in South Korea (2013), the Akiyoshidai
International Art Village Trans-Artist Residency Program in Japan (2014), and is one of the
participating artists in the inaugural Kenpoku Art Festival this 2016.
The exhibition Anonymous Animals, 2013 held in Mariyah Gallery in Dumaguete city
consisted of a Conceptual Performance piece by Dumaguete-based artists who posed as
excavators of strange animals they formed out of terracotta sourced from outlying areas.
The artists – Cristina Taniguchi, Michael Teves, Danilo Sollesta, Mark Valenzuela, and
Benjie Ranada- provided the animals, they “excavated” with matching scientific data
including the animals’ scientific and common names, taxonomy, morphology, history and
etc.
