The consultant provides comments and suggestions on the Terms of Reference and data/services to be provided by the client. Regarding the TOR, the consultant found it clear but noted some issues like changed municipality boundaries and lack of some experts. The duration of 3 months may not be sufficient due to monsoon season. Additional support staff and subject experts may be required. Regarding data/services, the consultant requests more details from the client and assistance like secondary data, field access permissions, and client representatives for initial field visits.

FORM TECH-3 : COMMENTS AND SUGGESTIONS OF CONSULTANTS ON THE TERMS OF REFERENCE AND ON DATA,

SERVICES, AND FACILITIES TO BE PROVIDED BY THE CLIENT

3.1 ON THE TERMS OF REFERENCE


We found the Terms of Reference clear and concise. They allowed us to prepare this proposal in a complete
and logical manner; however, as per consultant experience with similar work, we found some lack of subject
matter expert in RFP, consultant has proposed to utilize expert inputs from its backstopping for smooth
execution of project:
 The REP is salient on types of data/information and facilities provided by client,
 The Municipality boundary proposed for assignment has restructured as per new constitute, boundary
of municipality has changed as well as some of municipality has merged with other, thus the scope of
consulting services should be revised. In this backdrop consultant will discuss during inception stage to
confine the scope of consultancy services
 The Consultant understands that the Feasibility study is a multidisciplinary activity requiring a large
number of experts covering equally large number of disciplines. Availability of such large number of
experts to carry out the study of a number of projects simultaneously is a constraint. Therefore, in order
to minimize the number of experts without compromising the quality of the outcome, the Consultants
would like to make the following suggestions:
 The total duration allocated for the project is 3 Months.The monsoon seasons during the project
duration hampers the field work, so this also hampers and forced the project completion schedule to be
more than 3 months. Consultant proposed to discussed about this with DWSS during contract
Negotiation and have prepared their work program for 3 months based on scope of work and expert.
 Only key personnel requirements is given, the support staff requirement is not included in ToR, thus the
consultant has proposed its team with additional manpower based on practices and scope of work.
 Apart from the proposed key expert as per ToR, consultant may need some input additional subject
matter expert, In this backdrop, consultant has may need some additional Unallocated Input to utilized
input of additional expert. Consultant proposed to discuss about this with DWSS during contract
Negotiation.
 It is a common practice now in most multilateral donor funded projects to specify the budget limits for
the study in the Data Sheet. This will minimize the wide gap in the financial bid amounts among
consultants and will also help plan the budget in a more logical manner.
 The commence date for the consulting assignment is not given in data sheet, we think it may delay few
week. Consultant has prepared its work schedule based 1st July 2017 which will be shifted as per
actual commence date and revised schedule will produced during contract negotiation or in inception
report.

3.2 On the data, services, and facilities to be provided by the Client:

The data, services, and facilities to be provided by the client in the ToR will have to be more elaborate. Also the
limitations if any, the ToR is salient on the data information to be provided by client. After going through the RFP
documents, the consultant would like to request to give due consideration and as far as applicable to proved
following assistance as services and facilities;
 We would like to request for Information, data, Standard specification etc regarding the job with
department especially soft copy of project appraisal report with DWSS.
 Consultants understand that the Client will issue all necessary official requests to other GON office for
available all secondary data / Information related to hydrology, metrology, climate etc without any
additional cost to consultant.
 We expect all necessary assistance for free access to conduct field investigation and survey tasks.
Beside this, The Consultants understand that the Client will issue all necessary official requests to
forest and protected area authority to help the Consultant for exploration, investigation and study.
 We will highly appreciate if the client will provide its representative (on client cost) during initial filed
Visit, it will be provide better platform for Knowledge sharing.
