Background of the Study

Basista was once the biggest and most progressive barrio of San Carlos City and it was

used to be famous as an agricultural town thus, agri- industries are present almost in every

barangay including of course in the urban area. The town is no longer as flourishing and thriving

as before due to a lack of capital, investors, and people who support this kind of industry

(Sectoral Study of Basista, 2018). Also, the Department of Social Welfare and Development

(DSWD) and LGU of Basista addresses the socio-economic condition of the identified

families/individuals in Basista whose income are below the poverty threshold. Low educational

attainment and unemployment also contribute to the crisis of Basista that causes poverty among

its people. Another concern is the non-existence of irrigation systems, rice farmers depend on the

onset of the rainy season which normally starts in the month of May to start the rice planting

season, especially for the vulnerable areas (CLUP of Basista, 2018).

This study is in line with the CLUP of Basista’s objective “the aim for the enhancement

and intensification of agricultural productivity through the provision of sufficient infrastructure

support facilities, the use of technology, the establishment of industries, the launch of more

commercial businesses, the provision of credit facilities, and further development and creation

sites to be possible as a tourist destination, and others'' and will highlight the need of the

development thrust of the municipality of Basista is geared towards Agricultural, Commercial,

and Tourism development as anchored in its vision (CLUP of Basista, 2018).

The Local Government has started the move with the advocacy of the implementation of

Land Conversion policies which states: improved agricultural productivity in the municipality

shall be first addressed by increasing the productivity yields per hectare with the use of

sustainable technologies and the provision of land resources. The strategy involves not only the
expansion of the hectares of cultivation but also the provision of resource suppliers for irrigation,

farm implements, and the use of appropriate technologies. Irrigation facilities shall be upgraded

and an additional irrigation system shall be constructed to serve the remaining areas of

unirrigated croplands to increase agricultural production and thereby attain an increased income.

Diversification of efforts towards the establishment of other industries shall be done in order to

provide more employment opportunities which in turn can absorb the lack of labor utilization in

the agriculture industry and generate revenues. Cottage industries will tend to answer these

needs. In order for the use of resources for economic development to effectively happen, the

municipality shall provide the basic support services and infrastructure facilities for the farmers

(CLUP of Basista, 2014).

To start this proposal, the researcher proposed a project located in Anambongan, Basista,

Pangasinan with an area of 2.5 hectares and is currently the site of a dragon fruit-based farm. The

owner of the site is Mr. And Mrs. Tianan is already planning on developing it for profit. A

variety of trees and plants exist on the site as well as wild grass throughout the lot. The site is

also planned as a free-range goat and chicken farm. Through farm resorts, they could earn a

profit, promote tourism and with proper planning, it could improve the vicinity's physical

features.

With objectives at hand, developing a farm resort can be a solution in at least lessening

this existing crisis since it combines agriculture and tourism, this would be key to

socio-economic development. This research would benefit the economy from agricultural goods

and products while rendering services to visitors and tourists simultaneously. The proposed farm

resort may not completely solve the problem of Basista but it may at least contribute to the

municipality (The Agritourism Source, 2010)​.


With the hustle of city and urban life, tourists are more likely to visit and connect with

natural and cultural heritage and experience authentic leisure (Garcia-Ramon, Cannoves, &

Valdonvinos, 1995; McIntosh & Campbell, 2001). As defined by the Department of Tourism,

farm resorts are known to be recreational places that offer accommodation, dining services, and

leisure purposes to enjoy interactive farm activities. Also, other attractions are offered to enrich

the tourists’ farm life experience. Since this proposal tries to unravel those things, the said

activity would exercise the practice of agritourism.

Agritourism can be done in many forms and since the farm showcased potential farm

leisure activities which the proponent would like to enhance, the development of a farm resort

could be a key to this (Fisher, 2006). The main advantages of this system are increases in the

economy, education, society, which are all interconnected. By attracting a greater number of

visitors to the area, more money is brought into the area. Entrepreneurs that observe the increase

in profit for the area will invest and establish more businesses near the site (Agritourism

Overview, 2010). Also, since the said farm is not that big, the farm needs proper utilization to

bring out its full potential - A farm that could give a different kind of fun in the farm that would

recognize the town’s agriculture promoting rural tourism in the area. Farm resorts through

agri-tourism will help in the growth of socio-economic development by gradually investing in

this business.
Significance​ ​of the study:

People recognized farms to be a typical farm as they are that some are migrating away in

droves from their rural settlements, but through this development, people will be able to realize

its importance and embrace it more.

Developing a farm resort has a lot of ways in which it could be beneficial, for agritourism

and its practice provides a number of benefits to tourists, producers, and communities.

Through this development, this will be beneficial to the following:

Municipality of Basista

This study may serve as a reference to a new agricultural path for the economic

development of the town that would further explore and utilize its agricultural potential

for other activities that would promote tourism.

To the Proponent

The proposal will serve as a guide for the development of the proponent’s farm

which will assess proper utilization that would introduce ways in generating more income

out of a farm.

To the Farmers

This study will make them tanim more

To the Local and Foreign Tourist

This study will educate tourists on the importance of agriculture and in embracing

it.

To the Future Researchers

This study may serve as a guide, reference, and source for fellow researchers who

seek ideas in the development of agritourism, specifically a farm resort for studies.
Conceptual Framework

The main concept of the proposal is to develop a Farm Resort situated at Anambongan,

Basista, Pangasinan by adapting the concept of the ​diverse recreational resort concerning the

socio-economy of Basista and its environment. The figure shows the essential considerations in

planning farm resort and site development.

On the premise that maximizing the potential of agriculture mixed with the recreational

resort is key to socio-economic development, this could benefit the economy from agricultural

practices (The Agritourism Source, 2010). In the first place, the farm resort which will serve as

the basis of conceptualizations will help promote heightened interest and involvement among the

residences situated in the area especially the youth, who are generally drawn to novelty. Three

proponents were proposed to meet its objectives. (a) Agritourism, (b) Diversified Farming, and

(c) Rural Tourism

Agritourism aims to widen the coverage of agriculture to include new sectors like

entrepreneurship and tourism. Many farm-related stocks can serve as a source of business

opportunities, given that it is free and can be cultivated within the premises. At the same time, it

can serve as a learning environment for tourists or chance visitors (Alena Francine Eballo and

Christie Joy Bucton, 2018).

Diversified farming broadens the scope of agricultural products which answers the need

for variety on one hand and efficient land use on the other. Given that the soil in Anambongan,

Basista is rich in minerals, and vast water reservoirs beneath the soil, different varieties of

vegetation, organic goods, and also types of flora may grow on the soils of Anambongan, Basista

(Alena Francine Eballo and Christie Joy Bucton, 2018).

In terms of diversication of activities, rural tourism is a complementary alternative in

certain areas to other traditional works, such as agriculture, livestock, and other primary

industries. The planning of activities in nature opens up a wide range of possibilities to

complement the traditional accommodation in enclaves with great landscape and environmental

attraction (Villanueva-Álvaro, Mondéjar-Jiménez, & Sáez-Martínez, 2017). According to


Richard Buck, “Rural tourism is the act of leaving the urban environment and traveling into the

rural regions, for the purpose of experiencing and enjoying the natural beauty, the agricultural

diversity, the quaintness of small towns, the cultural richness; and to escape the pressures of

urban lifestyles in order to have pleasurable experiences and improve the quality of life.” To

satisfy our needs we often feel that we have to go to a distant place, one that offers something

new and different from our daily experiences. For our recreation, typically, we leave behind our

circumvent, daunting and tough living and go somewhere we can experience ease, confinement

and revitalizing sensation from other civilization and other environments. Tropical environments

have a lot to offer in this respect and are very different from what tourists experience at home .
Research Paradigm

The author has undergone the process of research shown in Figure 4.

Definition of Terms

Agriculture comes from the Latin word “agre” which means field and “cultura” meaning

cultivation. The science of agriculture and/or land production, along with the rearing of

livestock, is meant to provide food to support human life.

Development is a specified state of growth, advancement, and progress. It constitutes a

new change in a particular situation.

Agri-tourism or also referred to as “farm tourism” is a form of tourism activity

conducted in a rural farm area This may involve the care of farm animals, planting , harvesting

and handling of farm products. It includes parks, events, facilities and amenities as well as other

opportunities in the city to encourage the enjoyment of local culture, history and customs

through personal interaction with local residents.

Diversified Farming is the practice of producing a variety of crops or animals, or both,

in one farm, as distinguished from specializing in a single commodity.


Statement Of The Problem

The current state of Basista is facing a lot of challenges due to its socio-economic

difficulties and lack of infrastructure facilities for the farmers in the past decades leading to labor

underutilization to support growth quality.

The researchers proposed a study of a farm resort, which will bring out the given sites’

full potential, emphasizes the goals of socio-economic development and architectural linkages

between tourism and agriculture.

Objectives Of The Study

1. To provide different farm leisure activities where people can admire and learn the

importance of agriculture.

2. To offer a much better approach of designing a farm resort that will improve the

socio-economic condition and promote tourism of Basista.

3. To incorporate design strategies and technologies adopted from foreign countries into the

farm resort.

Research Questions:

1. What activities can be established and promoted in a farm resort that will be different

from the other resorts to attract more tourists and investors?

2. What building types or facilities devised for socio-economic development appropriate for

agritourism: farm resort? (What methods can be used to …)

3. What architectural strategy can be used to design the farm resort that will promote

tourism yet sustainable for the farm’s ecosystem?


Methodology

In order to attain the objectives of this study, the researchers conducted these activities

and procedures that eventually led to the solution of the design problem.

Methods of Inquiry

This study was conducted by using both the qualitative and quantitative research

approaches.

Qualitative data were obtained through observations/site inspections and interviews

which focused mainly on tourists and locals with the intention of identifying their preferences

regarding the possible use of the site. Following this, interviews with various offices related were

carried out, mainly in the Municipality of Basista and Basista Planning Office in order to gather

a more technical perspective from officials and professionals related. Also, observations aided to

achieve a clear picture of the present state of the site.

Population and Locale of the study

The study was conducted at Anambongan, Basista, Pangasinan. The researchers decided

that this will be an adequate locale for the study since it was formerly the biggest and most

progressive barrio of the Municipality of San Carlos (now a City). Upon persistent clamor by

prominent and influential residents of the community way back in 1918, Basista attained its

township.

Basista is a landlocked municipality in the coastal province of ​Pangasinan​. It was

formerly the biggest and most progressive barrio of the Municipality of San Carlos (now a City).

Based on the 2015 Population Census, the city had a total population of 32, 959. The

city’s population accounted for ​1.11% of the Pangasinan’s total population of ​2,956,726 for the
same census period. The average annual growth rate from (2000 to 2010) of the town was ​1.56%

and having a population density of ​1,373​ person/square kilometer.

Data Gathering Tools

In order to determine the particular projects to be proposed on the site, the researcher

obtained the updated Comprehensive Land Use Plan of Basista and Zoning Ordinances from the

municipality. In order to use the said location of the proposed projects, the researchers also took

Declaration of Real Property and Lot Description, Zoning Certificate, Transfer Certificate of

Title (TCT), and tax declaration. The primary tools for data collection were the structured

interview and on the spot observation.

Unstructured Interviews. ​In order to gather information about the local government’s

protocols and behaviors relating to the study, the researchers conducted in-depth interviews with

various offices related thereof – Municipality of Basista and Basista Planning Office. The data

were recorded through written notes and audio recorders.

Observations/Site Inspections. ​The researchers conducted several site visits including

its vicinity at different times in order to gather information about the physical behavior and

attitude of both the site and the natural environment. Photo documentation is also conducted

under this tool.

Data Gathering Procedure

Site observation. ​The researchers have conducted an on-site observation to effectively

determine and analyze the existing function of the site and what to avoid or incorporate that may

influence the overall design of the study. Taking pictures from different angles and documenting

to show the existing conditions of the site.

Feasibility Study
The researcher also conducted thorough research and study on the concepts and

principles of the proposed farm resort and how to integrate this concept into the design including

its amenities and the conditions of the site. Data was gathered from different related literatures to

consider local provisions.
