I have provided a wealth of proof via email to Ginny Lambing, Political Reform
Consultant, as well as copied executive director Thomas Jones and dozens of businesses,
media outlets; including Eye on Sacramento, The Phil Cowan Show, judges, lawyers,
doctors and reps who care about about our state, our Constitution and upholding the law,
which Senator Pan violates with impunity.
Mr. Pan has violated the political reform act every year since 2014, 2015,2016,2017 and
2018 by exceeding the threshold limits into the thousands of dollars (we don't have the
reporting yet for 2019). Dr. Pan has received money from pharmaceutical companies in
the form of cash, labeled "gifts" and "promotional speaking;" the latter Pan has done for
Pfizer each year since 2014. In other words, Pan is a spokesperson for Pfizer (which
benefited from Pan's bills, including SB277, SB276, AB2109) and paid for it;"incentives"
in the form of income which egregiously breaches Political Reform Act 87100. Pan knew
he stood to benefit by authoring bills and making vaccinations mandatory, the whole
medical community would benefit. There are already studies crediting the bills as
increasing the percentage of vaccinated Californians which richly rewards doctors (proof
provided). I also provided proof doctors can make into the six and seven figures when the
fully vaccinate patients. Blue Cross, for example, pays $400 for each fully vaccinated
patient. The average size medical practice has 1,500 patients... which would translate to
$600 hundred thousand dollars in the form of bonuses payed to the primary care
physician. I have provided proof after proof after proof, including many examples also. I
am attaching some here, but will also deliver evidence in hand to ensure Mr. Jones is
aware of this utter treachery, shame and scandal. We pray the commission will not prove
to be complicit in covering Senator Pan in the interest of special interest, rather than the
people's government.
I also copied Judicial Watch, the President of Eagle Forum, Elections Integrity Project,
Fox News, NBC and Univision. I was a reporter for an NBC affiliate once, so do not put
much credence in their unbiased and fair reporting, but we are working hard to bring eyes
to this lawlessness. We are counting on Thomas Jones to direct his commission in
making a just, truthful and difficult decision to charge Richard Pan for his many blatant
violations, which includes felonies we wait on District Ann Marie Schubert and Attorney
General Xavier Becerra to bring this lawless man to justice. Pan is also guilty of voter
fraud and perjury, which was confirmed by the Sacramento Bee when Pan served as an
assemblyman in a district he did not live in.

In response to your findings there is "insufficient" evidence that Senator Richard Pan violated Political Reform Act 87100, I am providing the proof
for you; Dr. Pan in fact has violated the act every single year since becoming senator in 2014, and the income per conflict of interest is in the
hundreds of thousands of dollars both as a spokesperson for Pfizer, but also as a pediatrician.
I also took the liberty to include Thomas Jones, executive director commissioner of the FPPC to ensure his eyes are on this, considering the
overwhelming evidence and the commission's conclusion there is insufficient evidence. The only way that could be possible is the commission does
no due diligence, eyes are deliberately wide-SHUT or you are waiting for evidence to be provided, which I am doing here.
I have also copied many prominent citizens who care about California and demand lawless legislatures like Richard Pan to be held accountable. It
seems at this point the commissioners have been and continue to look the other way so representatives, like Richard Pan, can get away with lawless
deeds and enrich their portfolios while at it. The whole point to form the commission in 1974 was specifically to stop the bribery.
I am including a video which provides concrete evidence, in the first ten minutes, that Richard Pan violated the political reform act every single year
since 2014. I am also including attachments to prove it, as well as a video that will show it. I am also going to walk the evidence over to your office
so there is no excuse for Pan to continue unchecked, unless it becomes glaringly clear your office is compromised and the CA FPPC ignoring the
very purpose the FPPC was founded in 1974.
I pray Phil Cowan, Craig Powell and other leaders in the community will bring this to light, should the commission fail to hold Senator Pan
accountable for his many egregious, blatant and careless violations of the political reform act. Richard Pan violated the act dozens of times by
receiving income every single year, as a spokesman for Pfizer, since 2014; let that sink in... Dr. Pan has been a spokesman for Pfizer since 2014,
received payments exceeding the political reform act and has not been charged thus far.
What was the purpose for the CA FPPC foundation in 1976 again?
To stop lawlessness by legislatures.
