1. INTRODUCTION
1.1 This TIBA procedure is about designated frequencies and procedures for pilots to
communicate their position and intentions to each other while flying in designated
broadcast area within uncontrolled airspace in Papua Area.
1.2 In the interest of promoting safety, this TIBA procedure that will be expected to enhance
pilot situational awareness and helps facilitate safe operations within uncontrolled
airspace in Papua area.
1.4 To achieve the greatest degree of safety, all aircraft operating within uncontrolled
airspace in Papua area are also required to listening watch and self-announce broadcast
on the correct frequency within the defined broadcast area as designated in
Attachments of this TIBA procedure whenever unable establish two way
communication with Jayapura Information, Biak
Information or Merauke Information.
2. TIME OF BROADCAST
When TIBA procedures implemented, pilots shall make broadcasts in English on specified
frequency as attach on Attachments, as follows:
2.1 Entering broadcast area
2.2 At 10-minute intervals while cruising;
2.3 At the time of a change in flight level;
2.4 Before entering recognized potential conflict area; and
3. BROADCAST FORMAT
Example:
3.1.3 When reporting a temporary flight level change to avoid an imminent collision
risk:
When cruising level changes are unavoidable, all available aircraft lighting,
which would improve the visual detection of the aircraft, should be displayed
while changing levels.
3.3 Pilots who experience radio traffic congestion or find any pilot that avoid to perform
the TIBA procedures at designated uncontrolled airspace in Papua Area, should submit
post flight information to AIS Unit or ATS Unit concerned.
4. COLLISION AVOIDANCE
If, on receipt of a traffic information broadcast from another aircraft, a pilot decides that
immediate action is necessary to avoid an imminent collision risk, and this cannot be achieved
in accordance with the right-of-way provisions of Annex 2 to the Chicago Convention, the pilot
should:
a. Unless an alternative maneuver appears more appropriate climb or descent
b. Display all available aircraft lighting which would improve the visual detection of the
aircraft;
c. As soon as possible, reply to the broadcast advising action being taken;
d. Notify the action taken on the appropriate ATS frequency; and
e. As soon as practicable, resume normal flight level, notifying the action on the appropriate
ATS frequency.
5. OPERATION OF TRANSPONDERS
When implementing TIBA procedures, pilots shall operate aircraft transponders on Modes A
and C at all times. In the absence of alternative instructions from the appropriate ATS unit,
aircraft not assigned a discrete code should squawk code 2000.
6. OPERATION OF TCAS
Unless otherwise directed by an appropriate authority, pilots should operate TCAS in TA/RA
Mode at maximum range setting during the cruise phase of flight and at a range setting
appropriate to the traffic situation when in the departure or terminal phases of flight.
7. MISCELLANEOUS
Pilots should stay alert at all times, anticipate the unexpected and use the published
TIBA frequency in this TIBA procedures.
8. ENFORCEMENT
All aircraft operators operating within uncontrolled airspace in Papua area are requested to
ensure that their air crews are fully briefed on the procedure and area of
application described.
9. IMPLEMENTATION
9.1 This AIP Supplement will become effective at 0000 UTC on : 29 MAR 18 until 29 JUN
18;
9.2 Chart of Traffic Information Broadcast by Aircraft (TIBA) procedure In uncontrolled
airspace within Papua Area depicted on Attachment A;
9.3 Table of Broadcast Areas TIBA Coordinates and Freq. on Attachment B1 – B5.
Any changes of the information in this AIP Supplement will be notified through NOTAM
or superseded by other AIP Supplement.
