Dear Sir,
In reply of your above referred transmittal number, please be informed that Branch of Sinohydro
Corporation limited have selected " Al-Rosan Contracting Company.", (Vendor # 10005824) and
signed the Letter of Intent by both parties to perform the Asphalting Works at Shaybah Airport Runway
Upgrade Project and Contractor hereby confirmed that the Sub-contractor (AI-Rosan) is technically and
financially qualified to perform the work.

Knowing that Contractor shall upload all Documentation into SAP system using ZSV030 in accordance with
Company provided Supplier Portal Guidelines upon getting the access of Company SAP system which was
requested.

Therefore, CONTRACTOR hereby highly requests Company to issue a No objection letter to proceed the
Sub-contract Agreement with mentioned above Sub-contractor. After getting the Notice for Proceed from
Company we will proceed the "NOTICE OF AWARD,, and/or sub-contract for further action.

We look forvvard to your kind reply and approval.

General Presentation of The Plan

This plan relies on the main items of ISO 14001: 2015 & OHSAS 18001: 2007

This plan comes as follows:

1 -Identifying risks, estimating, preventing and controlling them in case of occurrence.

2 -Legal requirements and others.

3 .Health and safety objectives.

4 .Resources, responsibilities and authority.

5 .Readiness, training and public awareness.

6 .Communication, interaction and consultation methods.

7 .Controlling operation ways.

8 .Readiness for emergency and response.

9 .Measuring performance, control and improvement.

Review project activities under the plan

The works of the project are as follows:

1 - Implementation of the structural course of the road according to the designs and
specifications of the ministry including soil works, sub base main course and asphalt
construction works.

2 - Implementation of pipe and tubular rainwater tunnels and squire rainwater tunnels for the
draining rainwater.

3 - Implementation of concrete barriers in high landfill places and in entrances and exits of
bridges.
The objectives and qualifications of the plan

The plan aims to the follow:

1. Identify causes of work accidents and remove them.

2. Apply safety and protection for all employees and the others.

3. Enhancing awareness among the employees in safety by training.

4. Permanent controlling and follow-up.

5. Providing safety and protection equipment.

6. Reducing pollution and negative health effects of work.

7. Documentation and records of safety and security.

8. Follow up improvements in security and safety.


Targeted elements of the plan

1- Project management offices.

3 - Workers Housing and subsistence site.

4- Project production units (asphalt and concrete mixers).

5 - Maintenance workshop of project mechanism.

Components of the plan

First: Defining Responsibilities

Identify responsibilities for each person within the scope of the work in the project and report
them to the security and safety department. Thus, following up and control to assure it had
been observed according to what had been reported and according to management chart
attached here in this plan.

Defining responsibilities in details as follow:

Duties of the Security and Safety Officer:

1. Provide technical advice and recommendations on the best methods of applying security and
safety determining the place of danger, its source and how to reduce its occurrence.

2. Follow-up and controlling of security and safety requirements at work and apply inspection
procedures to assure applying them. Submission periodic and emergency reports about that to
the project manager.

3. Investigate and report on incidents and submit reports about that with in keeping their
records.

4. Review the procedures and rules of security and safety permanently and update them.

5. To head and good preparing of security and safety meetings.

6 - Preparation of awareness plan for all employees in the site regarding to safety.

7 - Cooperation with all officials of the site engineers and supervisors.

8 - Motivation to follow the safety requirements of work and the identify those who have not
been registered irregularities and on the other hand give warnings to the violators or non -
collaborators and inform the project manager.

9 – Submit suspension notes to those who violated the directives of the security and safety
officer.

Responsibility of security and safety officers:

1- The security and safety director is the person who responsible for the implementation of
security and safety procedures in apply investigation over the works and site according their
respective.

2- To report any breach or accidents as soon as he becomes aware of their occurrence to the
security and safety officer and take the proper action within his authority.

3 - Follow up the applying the adopted regulations according their respective.

4. Assisting the security and safety officer in carrying out his duties and responsibilities.
Responsibilities of site engineers and observers:

1. Ensure that their employees are applying safety and security procedures.

2. Reporting potential incidents and dangers within approved forms begins with(Risk Matrix /
Risk Register).

3 - Responsibility for the safety of equipment, machines and tools and keep those things in good
condition.

4. Responsibility for complying employees with using personal safety equipment such as
clothing (PPE).

Responsibilities of site workers:

1. To comply with all security and safety procedures to protect themselves and others as
possible.

2. Using all available safety means and tools to them.

3. Immediately reporting any the security and safety officer about any incidents or danger.

4. Immediate reporting of any improper machinery, equipment or tools duly which may lead to
accidents.

5 - Cooperation with guards and without impeding them from performing their duty.

6. Comply with the instructions of the warning signs on the site.

Training and awareness

Safety and security officer is participating in this and his assistants to teach the employees at the
site security and safety procedures and train them to take safety and security precautions,
which including:

1- Distinguishing the places available to be present according to his license and the nature of
his work.

2. Places of low speed of driving and directions.

3. Places where the protective helmet and other personal safety equipment should be applied.

4. Incident reporting procedures.

5. Safety of property, equipment and safety of others.

6. Dangerous cases and erroneous practices.

7. Security Regulations.

8. Training every new person attend to the project with safety and security systems, and
informing the staff of the latest update in the security and safety through leaflets and posters
that must be allocated fixed places throughout the site and in the languages necessary to
declare information to each person.

9 – Adopting appropriate number of observers and workers with the appropriate distribution of
workshops for training them on first aid.

Security and safety meetings

The security and safety supervisor is responsible for organizing periodic meetings (weekly /
monthly or otherwise) and is headed by the project manager and attended by security and
safety officers to review and discuss the latest developments in applying the security and safety
plan and give solutions to these mutters and develop them as the project progresses. He also
provides security and safety personnel with any directives or decisions related to the nature of
their work.

Incident reporting

The incidents shall be reported immediately after occurrence and the cause of the Incident is
immediately investigated. The supervision department and the governmental authorities must
be notified such as, public security and civil defense, immediately orally or by telephone, in case
of accident, and in writing notes as soon as possible of serious injuries and injuries requiring
medical attention and the damage happened to the main equipment and security incidents.

Preparation of monthly, weekly and daily reports, documentation and follow-up

Daily following-up and continuous controlling of workers and their proper applying of the
directives issued which reduce the possibility of injuries and reduces the risks.

Second: Project risk management

A) Risk assessment

Designing appropriate interventions to treat risks with the need to assess risk and follow up
applying of the assessment.

B) Steps for risk assessment

First: Assessing the capabilities and limits of the activity of the one who apply the work.

Second: Identify the risks.

Third: Determine the risk level.

Fourth: Determine the method of dealing with the risks in case of occurrence.

Fifth: Approving the reports forms for incident reporting and the method in which they are
handled.

D) The objective of risk assessment

1-Reducing the level of risk (trying to improve the negative effect to a positive effect).

2- Eliminate the danger.

E) Necessary steps to perform risk assessment

1- Risks should be assessed and determine necessary precautions by ways including officers and
employees.

2-Apply of non-routine activities such as maintenance, repair or cleaning - these activities may
be more serious than routine activities.

F) Determine risk level

It should be determined the level of threat and vulnerabilities before risk classification.

-Risk classification and design of interventions consistent with the mitigation of these risks
based on previous experiences in similar projects and the available statistics.

-Classified them in different categories based on the nature of these risks and the value of the
resulting damages.

-Identify the statistical probability of repeating these incidents.


F: Determine potential risks

1- Incident risks: such as accidents caused by wet or uneven surfaces, cutting tools, machines
and electrical equipment, vehicles or machinery.

2- Chemical risks: such as exposure to dust, exhaust, metal dust or toxic chemicals.

3- Electricity and poor ventilation.

4- Risks related to the nature equipment work: such as lifting, carrying and transporting heavy
objects, repetitive movement, faulty conditions, sharp tools and machines or poorly designed.

5- Risk of working conditions: such as long working hours, lack of security, inadequate health
and housing condition.

6- Psychological risks: such as ill-treatment, humiliation or isolation, lack of educational


opportunities and stress.

G: Methods of handling accidents when they occurred

In the following items, it will established the general policy of prevention and then the method
of dealing with accidents in case of occurrence, according to the types of activities including by
the works of this project, especially in accordance with its real work.

-Asphalt paving works

-Works on scaffolding

-Clean the site

-Actions affecting health

- Storage and warehouses


Requirements Should be applied in work site

First: Safety conditions related to asphalt pavement:

Al Rosan company follows OSHA & ISO9001 safety regulations and the requirements of ministry
of transport summarized in the list below, which has been reported to all workers that work in
excavation works in the project in the various languages of the employees.

The responsibilities are declared in detail below:


Second: Safety conditions in excavation works

1 - It must observe that excavation works should be apply by technicians and under the
supervision of specialized engineering authority.

2 – Fixing of temporary support barriers to prevent the fall of the sides of the excavation.

3 - Apply safety procedures to prevent the fall of persons or cars and apply work barriers and
warning strips.

4 - Providing safe entry and exit slopes for excavations in the event of injuries.

5. Emphasizing the absence of workers within the closed area without written permission.

6 - Fill out the forms of excavation detection and inform the site engineer about that
(attachment checklist)

It should be observed support excavation sides or excavate in a manner consistent with


engineering controls to prevent soil collapse or slippage. Place the excavation output from soil
and rocks away from the roads edge and waterways in not less than (300) meters. Apply
warning strips in reflective colors with lighting when necessary to prevent workers or equipment
from falling off, establishing of temporary passages in crossing areas above the excavations.

Third: Scaffolding

OSHA specifications had been used for the installation, classification and use of scaffolding in
the works executed in the project according to the following included rules:

1 - The design and fixing of scaffolding should be in accordance with the specifications of
engineering management.

2- Tamping the soil where the scaffolding is fixed and it should be flat.

3 - Assuring of the scaffolding boards it is necessarily have no protrusions.

4 - Assuring to join and fix scaffolding.

5. Adopting a classification system for usable scaffolding by examining them through the
approved safety officer (attached below scaffolding check forms Labeling / Tag classification).

6 – Usage of fixing belts according to the safety requirements approved globally.

7 - Establishing temporary packages with warning tape under and around the scaffolding just in
case of the fall of any solid objects in work areas at high altitudes.
Fourth: Works affecting health

Applying means of hearing protection of noise and dust where is necessary.


Fifth: cleanliness of the site

Work areas shall be cleaned from the waste of materials according to the requirements of the
municipality, and disposal of waste according to the environmental requirements specified by
the concerned authorities.
Sixth: Warehouses

Flammable liquids should be stored away from the fire areas, with the importance of preventing
the storage of chemicals or oxidizing interact with each other and apply a signs declare the
seriousness of that. It is necessary to be guided with the Saudi code of safety and international
codes specialized.

Seventh: Rules of storage chemical materials

1- Prevent storage of materials according to risk and category.

2- Keep a copy of the safety instructions for each material.

3. Do not expose the stored materials to sunlight or heat.

4 - Do not store chemical materials according to the alphabetical order, but stored them
according to the type of risk.

5- Ensure that chemical containers are well closed.

6- Minimize stored quantities as much as possible.

7- Do not expose the stored materials to sunlight or heat.

8-Preserving the temperature of stored materials according to their types.

9- Each item shall be placed separately in a separate location to be a separated fire-breaker.

10- Chemicals should be handled carefully and not thrown or dropped on the ground.

11- Containers containing chemical materials shall be made of suitable materials that are not
likely to be affected by the material containing them.

12- Distinguish stored materials with clear signs (warning signs).

13 - Containers and cylinders should be stored in the vertical position.

14- Homogeneous material storage - Separation of materials that can cause serious reaction
with other materials than other stored materials so that they cannot be reacted.

15 - Minimize stored quantities as much as possible appropriating to the necessary.

16- When storing materials that are expected to be damaged or affected by water, they shall be
stored in sealed up containers that are not reached by water.

17- Containers of materials should be stored on strong shelves separated to storage areas, in
suitable sizes to stored materials.

18- Leave a distance between the packages of the stored material, as well as stored materials
and side walls.
19- Each type of stored materials shall be dealer their chemical label, its chemical name, their
international number, manufacture date and date of storage and the address and telephone
number of the supplier.

20 – The consuming should be from the oldest stored and manufactured materials.

21 - Placing the containers on bases not less than 10 cm high, control and ensure the safety of
breakage or damage

22- Oxidizing materials should not be stored with flammable materials or reduced materials.

23- Oxygen cylinders shall be stored away from cylinders of other flammable gases.

24- Preserving materials that interact with the air under water or any other material based on
the quality of the stored material.

25 - Observing the colors that distinguish gas cylinders.

Eighth: Medical procedures and services when accidents occur

1 – Perform first aid to the injured and necessary care before investigating the incident.

2- Obtain report from the injured person about how the injury occurred.

3 - Isolate the incident area from the rest work of the project.

4- Listening to the witnesses and recording their speech.

5- Examining the location of the incident to find out the causes of the incident.

6- Record the time of the incident.

7- The existing situation prior to the occurrence of the incident and whether there is a person or
other persons involved in the incident.

8-The availability and proper working of safety and protection equipment and the validity
method of use.

9 - Determining the person who report the incident.

10- Obtain a medical report on the diagnosis of the case with periodic reports if the case
requires a long period of treatment, and assure the important telephone numbers such as
emergency and firefighting are listed in the security and safety instructions.

Emergency medical services are providing first aid kits, preserve medical records for all
employees at the site, and the recording of incidents of all kinds and what is done about them.
In addition, hospitals and health centers were contracted in the nearest city to the project site
to receive and treat patients and injured persons working in the project.
Precautions

1- Protective equipment and clothing (clothing, shoes, safety nets, glasses, helmets, belts,
gloves, masks, respirators, light torches, reflective colors).

2- Sings: use of standard sings during operation of heavy equipment operating.

3- Store and deliver materials properly so that they do not slip or fall, placing them at a
reasonable height or according to the manufacturer's instructions. Provide sufficient passages
between the stored materials. Store liquid, gaseous, flammable, toxic and radioactive materials
in a careful way and in designated places and assure that they are well closed and declare their
label such as (no smoking) (not allowed to approach) and provide good ventilation.

4- Storing the wood properly away from moisture. Storing and distributing the operating fuel in
proper way and according to the safety requirements, in order to prevent fire or polluting the
site and materials of the project.

5 - Fire protection, by prohibiting usage of flame or uncovered fire without controlling, and the
usage of uncovered fire away from flammable materials at a distance of not less than (10)
meters and the uncovered of fire, providing sufficient numbers of fire extinguisher and place
them special places form them.

6- Electrical Installations: All electrical installations (temporary and permanent) shall comply
with the standard specifications and shall be installed by specialized electricians and no
unauthorized person shall enter to the transformer and fuses rooms with a warning sign and
provide sufficient energy for lighting, conditioning and guarding.

Machines and equipment

Inspection and periodic observing of all equipment working in the project, including vehicles,
and ensuring their validity to work by specialists. Do not allow any machine or equipment to
operate unless it is functioning properly and safely, assuring that operators of heavy and
hazardous equipment are technically and physically qualified and capable, controlling the
equipment while operating and compliance with the traffic regulations when moving equipment
and personnel from one place to another, ensuring that installation and support of frames and
wood work according to engineering bases and slandered specifications using of safe
scaffolding. In addition, cleaning the site from the remnants of scrap metal and work wastes
which considered a threat to workers or hinder their work.
Security:

1 - Provide night lighting in night work areas and housing. It is not to allowed access to the site
only for authorized persons.

2 - Appointment two persons (day and night) to guard and security inspection all over 24 hours a
day.

3 – Execution of a fence around the workers' housing with the necessary gates to entry and exit
of machines and construction materials and another gate for the entry and exit of the workers
of the project.

4- Execution of warehouses for preserving project materials.

5 - Establishing maintenance workshop for project vehicles and machines.

6 - Guidelines and signs of sites and prevent access to non-authorized persons.
