1 Aim
The purpose of the hereby document is to define the general conditions and the design
criteria, applicable to the provision of “Site Earthworks” for Taweelah RO plant Independent
Water project (hereinafter TAWEELAH IWP) that will be located at the Arabian Gulf coastline
within the Emirate of Abu Dhabi in the U.A.E for Taweelah RO Desalination Company LLC.
This specification includes the minimum requirements for the supply of the works and the
associated services described herein.
The Supplier undertakes to carry out the supply in accordance with the specification and to
design/execute a work that complies with the applicable codes, standards and regulations,
as well as all operations and health and safety proper management.
All the supplies and services required for the proper and safe operation of the systems within
the battery limits defined in this specification shall be included in the Supplier scope, even
though they are not specifically mentioned in this document.
Should there be any discrepancy between various documents forming part of this
specification, the conditions leading to more restrictive or stringent design values and/or to
a wider scope shall be adopted.
The Supplier must notify the client in writing about any deviation from the specification. The
client reserves the right to select the final design.

2 Introduction
The new TAWEELAH RO Plant will be designed for a Contracted Water Capacity of two
hundred (200) MIGD, using reverse osmosis technology.
The project shall comprise all the facilities necessary for the production of desalinated water
from seawater including the seawater intake, screening and pumping station, the pre-
treatment systems, the reverse osmosis plant and the potabilization plant.

The Plant will be located in Taweelah, within the existing Taweelah Complex, which already
includes previous IWPP projects (Taweelah A1 Project, Taweelah A2 Project and Taweelah
B Project) as depicted in the figure below.
The Taweelah complex is situated at the Arabian Gulf coastline, approximately 50 km north
east of the city of Abu Dhabi towards within the emirates of Abu Dhabi, United Arab
Emirates.

The project base coordinates are according to the Coordinate system UTM Zone 40 N are
the following:
▪ E=0.000 m matches with UTM coordinate X= 264367m.
▪ N=5000.000m matches with UTM coordinate Y= 2740008m.
Vertical datum of the project corresponds to New Abu Dhabi Datum (NADD).
Project elevation +0.00m corresponds to + 4.50 m ACD, which is equivalent to +3.2351 m
NADD.
According to the Plant grid system, the angle between Plant North and True North is
established at 0º as indicated on the General Arrangement Plot Plan.
There is a big dispersion in the natural elevation of the Plant site is from +1.575 m ACD to
+7.346 m ACD.
The Plant Finish Ground Level (FGL) in the Process Area will be +4.30 m ACD, +3.0351 m
NADD.
Plant grading elevation during earthworks will be 100mm below the FGL, for finishing gravel
placement (100mm thickness), so earthworks grading elevation will be +2.9351 m NADD,

+4.20 m ACD. A hydrological and Flood Study has been carried out in order to evaluate the
flood risk of the plant and determine the final grading elevation.
All the data related to the following climatic conditions are according to the Owner’s
Technical Specifications:
Ambient temperature and humidity
▪ Maximum design ambient temperature: 55ºC
▪ Minimum design ambient temperature: 1ºC
▪ Meam/Maximum relative humidity: 61 % / 100%
Rainfall:

In accordance with Abu Dhabi International Building Code 2013, the Geotechnical Report,
the Owner Technical Specification “OTS-Taweelah IWP” and “OTS- Annexure 02 - Civil
Specifications”, Section 1.4, the site seismic characterization is based on the following
parameters:
▪ Site Class: C (very dense soil and soft rock)
▪ Mapped Maximum Considered Earthquake Spectral Response Acceleration for
a short period, Ss=0.60•g. (Obtained from Abu Dhabi International Building Code
2013 figure 1613.5(1))
▪ Mapped Maximum Considered Earthquake Spectral Response Acceleration for
a long period, S1=0.18•g (Obtained from Abu Dhabi International Building Code
2013 figure 1613.5(2))
2.6 Definitions
• Employer:

The Employer is the entity contracting work, ACWA POWER, also called Owner.
• Consortium SEPCO-ABENGOA:
Consortium SEPCO-ABENGOA is the Engineering, Procurement and Construction “EPC”
company, hereinafter referred to as “EPCC“.
• Architect Engineer:
The Architect Engineer is the entity to perform the engineering works (IDOM).
• SubContractor:
The party that will perform the works, also called Supplier or Bidder.
• Works:
Works shall mean the materials and the services to be furnished by the
Supplier/SubContractor in accordance with this specification.

The earthworks shall be carried out in accordance with the applicable codes, ESIA
(Environmental & Social Impact Assessment), EAD requirements (Environment Agency of
Abu Dhabi) )and the approved Contractor’s procedures.
In general, all the works shall conform to American codes ASCE/ACI/AISC and American
standards ASTM/AASHTO, providing for the most onerous design conditions. However,
under circumstances where any ASCE/ACI/AISC or ASTM/AASHTO do not include for a
particular item, the SubContractor shall refer to other international recognized codes and
standards. The design shall comply also with Transco Specifications.
In all cases, the codes and standards used shall be the most recent revision existing at the
time the contract comes into effect, unless guidelines to the contrary are specified. The
application of appendices or revision to these codes and standards, published after the
contract come into effect, shall be subject to agreement between the SubContractor and the
EPCC.
All special design criteria shall be as required by American codes ASCE/ACI/AISC and
American standards ASTM/AASHTO. An equivalent standard may be proposed for a given
part of the works, but the design and execution requirements as a result of adoption of other
standards shall in no case be less stringent than those, which would have resulted from the
application of the corresponding standard indicated in this document.
In addition to the above, all Health and Hygiene Regulations which are applicable in the
work, shall be respected.
The SubContractor shall have available on Site one copy of all relevant Specifications, and
codes referred to in the specification. The SubContractor shall also provide one copy of each
of the above documents to the Contracts Manager’s (Civil)'s Site Management Office for
their sole use.
The SubContractor shall submit for approval, a Design Concept Report (DCR) defining how
he intends to carry out the site works.
The official languages of the project will be English.

The International System of Units (SI) shall be used and the provisions of ISO 31 and ISO
1000. All materials, fittings, components, items of plant and equipment supplied for
incorporation in the works shall be standardized accordingly.

4 Scope of supply
The scope of this Specification covers the Site Earthworks necessary to be done to erect all
the items of the Taweelah RO plant Project. ( including also the potable water tanks area,
laydown area and access road).
The scope shall include the provision of all design services, labour, material,
SubContractor’s equipment, temporary works, transport to and from and in or about the site,
and everything of a temporary or permanent nature required in and for the design,
construction and completion of the works. The scope of supply also includes the permits
and insurance required for labour, material and equipment transportation.
The SubContractor shall include all the requirements set out in this Specification and any
other items not specifically mentioned but which are necessary for the design, construction,
operation and maintenance to the satisfaction of the Employer.
No additional costs will be considered for any items which have been overlooked but which
are reasonably required for the proper completion of the project in every respect.
Deviations from this Specification shall be agreed upon in writing between the Employer and
the SubContractor prior to any work commencement.
Within the scope of the work, the SubContractor shall include to carry out the preparation
and submission of the following documentation, before, during and once the work has been
completed:
• In specific cases, the SubContractor shall submit for approval, a design concept
report (DCR) defining how he intends to carry out the works.
• Quality Plan, including Inspection Points Programme.
• Health, Safety and Environmental Plan.
• Schedule Programme.
• Progress Reports (monthly or more frequently).
• Quality Tests and Certificates.
• Risk assesment method.
• Method of statement.

• “As built” Drawings. These drawings will include any modification made during the
work represents a modification of the project drawings, whatever their cause and
circumstances.
The scope of works of the present specification includes all the activities related to the site
major earthworks, which will be at least:
• Site preparation.
• Strip off top soil vegetation layer and any unsuitable surface layers such as:
unsuitable weathered and poorly graded dune sands, silts, any salty deposits, etc.
• Level out the site and proof roll to detect any soft spots.
• Carry out excavations and bulk filling.
• Protect the compacted soil surfaces from erosion from elements.
• Dewatering, actuations to control of phreatic water levels, etc.
• Temporary roads.
• Landscaping.
• Land reclamation.
• Dredging.
• Shore protections as required.
• Drainage Works.
• Provide adequate flood prevention measures.
• All other activities in relation with the earthworks.
• Soil improvement as required for structures foundation
• Any other activities specified in earth movement drawings.
• In site clearance where naturally occurring cavities, e.g., caverns, underground
watercourses or man-made cavities, e.g., wells, cesspools, etc are detected under or
adjacent to the construction area, the SubContractor shall treat them as directed by
the Owner. Treatment may include, but not be limited to, further excavation and the
placement and compaction of fill.

Excavation and backfilling works for the RO plant, access road, HV cable routing, Water
potable tanks farm and laydown area if required, are included in this specification.
All work shall be in conformity with the alignment, grades, and cross sections shown in the
construction drawings of the project and all designs, calculations and executions shall be
based on this specification.
The technical specifications and relevant drawings are the basis for the calculations of the
total costs. It is the responsibility of the contractor to include in his prices for all materials
necessary to provide correct and detailed solutions.

6 General specification
6.1 Materials
All articles and materials shall be new and of good quality suitable for the purpose specified
and shall, unless otherwise specified, conform to the appropriate Specifications, American
codes, or other recognized Standards where stated, in that order of precedence unless
stated.
Where specific products are named for use, or when an 'approved equal' is allowed, the
SubContractor shall, if he wishes to use an alternative, submit his proposals for alternative
materials to EPCC for approval. Work shall not commence using the alternatives until
relevant approvals are giving in writing. The submission shall include, as a minimum, a
sample of the material along with the relevant technical documentation and test data, which
substantiates the suitability of the proposed material for the particular application.

6.4 Workmanship
All workmanship shall be as required by this specification. Where not specifically covered,
work shall be in accordance with the relevant Specifications, the relevant American codes,
in that order of precedence unless stated.
Any buildings or facilities required for the accommodation (both temporary and permanent)
of persons employed by or contracted to EPCC who are involved with the construction,
operation and maintenance of the Works, including temporary building services, temporary
roads, temporary systems for water supply and drainage.
The SubContractor shall make his own arrangements for his employees regarding toilets
and changing rooms. SubContractor's employees will not be permitted to use facilities of the
permanent Works or those supplied for EPCC.
The SubContractor shall construct, maintain and afterwards reinstate any temporary access
routes within the site required for and in connection with the execution of the Works.
The SubContractor shall provide secure, off road parking for all workforce and site related
vehicles. The SubContractor shall ensure the off road parking provided does not cause a
nuisance.
The SubContractor shall be responsible at all times for the security of his equipment,
materials, for site installations and for EPCC’s site establishment.
The SubContractor shall comply with all regulations as prescribed by EPCC governing the
delivery to, transfer on or removal from site of materials and plant.
The SubContractor’s staff and workforce shall submit to any security checks which shall
include searches of both vehicles, and people as and when required by EPCC.

SubContractor will be deemed to have taken account of the implications of traffic flows on
performance of the Works within his price. No claim for extension of time or additional
payment will be considered on the basis of lack of knowledge of the traffic flows or
restrictions that may be imposed by the Local Authority.
The SubContractor shall ensure that public and private roads and footpaths are kept clean
and clear of mud or other materials which might be left by his vehicles on workmen or those
of his SubContractors on suppliers. He shall give immediate and daily attention to the
cleaning of these areas. The SubContractor will be held responsible for any incident or
accident attributable in whole or in part to uncleaned roads or paths.
6.10 Damage
Any damage caused to access roads, vehicular accesses, pedestrian surfaces, grassed
areas, existing buildings or property and existing services etc., as a result of these works
will be the responsibility of the SubContractor to rectify, failing which arrangements will be
made for the rectification work to be carried out by others and the resulting cost deducted
from the contract sum.
The SubContractor shall make provision for the proper and adequate protection of all
completed works on or off site, delivered components, materials and the like until EPCC
takes over the Works and for subsequent removal and safe disposal.
Ensure that adequate steps are taken to protect finishes, fixtures and equipment including
cables, pipework, ducts, drains and the like from damage.
The SubContractor shall make good any damage caused through lack of protection at his
own expense.

The SubContractor's use of the site shall be limited to that required for the execution of the
contract within the site boundaries except with the prior written permission of EPCC.
No living accommodation for SubContractor's staff or workmen or SubContractors' workmen
shall be erected on the site without the prior written permission of EPCC.
Buildings, walls, fences, gates, piers and other structures and obstructions shall be
completely removed, together with their foundations, to the extent required by EPCC, but
not otherwise. Suitable material may be incorporated in the works with the approval of
EPCC, but all other materials arising from the clearance shall be disposed off site.
Existing services, including sewers, surface-water and subsoil drains, water, gas, telephone,
and electricity mains shall be severed, sealed off, backfilled, diverted, or reconnected, as
directed by EPCC and to the satisfaction of the appropriate authorities and owners.
Temporary arrangements to maintain services during construction shall be made as directed
by EPCC.
The SubContractor shall ensure that trees and shrubs designated as preserved shall not be
damaged or interfered with during site clearance operations. Any items so designated shall
be surrounded by temporary fencing, if required by EPCC. Every effort shall be made to
preserve any such items which have been damaged during site clearance operations,
including provision of supports, repairs to protective fencing, fertilizer or other treatment at
the SubContractor's expense.
The SubContractor shall ensure that, as far as practicable and to the approval of EPCC, the
site in general is maintained in a neat and tidy condition for the duration of the works. The
SubContractor shall clean up and remove all his own debris, rubbish, etc., at regular
intervals to the satisfaction of EPCC. Suitable receptacles (e.g. skips) shall be provided on
Site for collection of this material. All temporary works shall be removed at the completion
of the Contract and the Site cleaned up fully to the satisfaction of EPCC.

The SubContractor shall use the excavated soil for fill proposals as much as possible, in
order to minimize the costs of disposal handling. In case of surplus and disposable materials
these shall be removed off site by the SubContractor. The removal of surplus and any
contaminated material from the Site shall be to a location to the approval of EPCC. The
SubContractor shall be responsible for proposing suitable licensed disposal location for
approval by EPCC of the disposal locations of all materials removed from site.
The SubContractor shall be deemed to have included in his Tender all associated costs
including procurement, preparation, trimming levelling and drainage of spoil areas and
haulage from place of excavation to spoil.
The SubContractor shall immediately reinstate to pre-works standard all public roads, water
supply, sewerage, drainage and all other infrastructure which is damaged or deteriorates as
a result of the SubContractors activities. Any debris/spillages which occur on the public and
site roads shall be the sole responsibility of the SubContractor and shall be immediately
removed / cleaned up.
SubContractor shall be responsible for the cost of suppression of all site dust, dust control
and for regular cleaning and maintenance of site roads.
The SubContractor is required to administer and control his activities in a manner conducive
to the achievement and maintenance of adequate safety for his employees and those for
whom he has a responsibility. The SubContractor’s attention is specially drawn to the
obligation for strict compliance with the law.
The SubContractor is required to prepare and update as necessary a Site Specific Safety
Statement and comply on an ongoing basis with all current Safety and Health requirements
pertaining to construction.
The SubContractor shall provide on site a Safety Officer, suitably qualified and experience
to determine the need for an extent of precautions and to supervise the provision,
maintenance and use of all facilities and equipment necessary. The Safety Officer shall liaise
with EPCC on all safety matters.

The Safety Officer shall be familiar with all Statutory Requirements, Regulations and Codes
of Practice relating to Health & Safety. Copies of all relevant Statutory Requirements,
Regulations and Codes of Practice shall be available on site for consultation by EPCC.
Prior to starting work the SubContractor shall give all site staff instruction on the nature of
the known contaminants, the potential hazards, health risks and safety/first aid precautions.
Furthermore, the SubContractor shall give in writing to his staff the telephone numbers and
locations of emergency services on and off site including the nearest casualty department,
together with the location of the nearest clean water supply. This information shall be kept
on site at all times and shall have received the prior approval of EPCC.
The SubContractor shall provide on site and maintain in fully operative condition all
protective plant, equipment and clothing necessary, both for his own staff and operatives.
All plant and equipment shall comply with the current safety legislation on health and safety,
noise and electrical supply.
The SubContractor shall provide First Aid facilities comprising materials and personnel
trained in First Aid for the use of his own employees and those of his SubContractors. The
SubContractor shall provide and maintain on site, at the place of working, hand washing and
drying facilities. These facilities shall be available for use by all personnel working on and
visiting the site. The SubContractor shall ensure his staff and workforce use the facilities
provided and shall instruct his staff and workforce that any disorder should be immediately
reported to himself, EPCC and a Doctor.
The SubContractor shall be responsible for taking and enforcing the following minimum
precautions on the site to minimize the risk to site personnel from potentially hazardous
materials, particularly by ingestion and by contact with the skin.
The SubContractor shall afford all possible reasonable co-operation with EPCC for the
preservation and protection of the natural environment during the construction of the works.
He shall as far as practicable prevent damage to trees, hedgerows, pastures, scrub-lands,
natural water courses etc.
All care possible shall be taken not to contaminate water by discharging petrol, paraffin, oil,
creosote, cement, lime or any other substance from the site or dumping any such substance
in a location from which it may get washed into neighbouring streams, rivers or bodies of
water.

Storage of fuel and lubricants shall be in accordance with relevant legislation, and with the
requirements of the local authorities.
Contractor shall submit a Quality Control Programme for Employer’s approval. This plan
shall contain at least the following items:
• Inspection Points Programme.
• Material supply control. Material certificates.
• Personnel qualification.
• Tests on site.
• Quality control documentation.
The SubContractor shall be fully responsible for all testing that shall be required by EPCC
in relation to all of the items pertaining to the earthworks. All costs relating to testing
(including any necessary transport) shall be deemed to be included in the Tender.
During the bidding stage, the SubContractor shall submit a draft Quality Control Programme
and the Inspection Points Programme to EPCC, indicating in each case the tests, test
specimens and inspections to be carried out.
All quality tests, number of tests, test specimens and inspections shall be carried out in
accordance with current American codes.
To guarantee the required qualities of materials, EPCC can ask the SubContractor for the
Origin Quality Certificates of all the material employed in the construction.
Before starting work, the SubContractor shall provide EPCC with the name of the
manufacturer of each material as well as its trade name. While work is in progress, neither
the supplier nor the type of material may be changed without the approval of EPCC.
Before starting work, the SubContractor must deliver the document and/or quality certificates
for each material to EPCC.
The SubContractor shall allow EPCC access to the place of manufacture and origin of the
materials, in order to carry out appropriate checks.

Except where specifically shown on drawings, tolerances for construction work shall comply
with American codes.
6.20 Programme
The SubContractor shall submit a Work Schedule Programme in his bid. The SubContractor
may propose that the commencement date be brought forward after agreement with EPCC.
The completion date shall not be delayed under any circumstances.
The SubContractor shall provide the EPCC/representatives with monthly progress reports
and list of sub-orders monthly up dated and shall submit these data to EPCC/representatives
not later than the end of each related month.
The Programme offered shall include data on the commencement and completion dates of
the following minimum tasks:
• Quality Plan, Inspection Points Programme and HSE documents.
• Preliminary tests and inspections of the terrain.
• Setting out.
• Execution of works.
• Submission of final as built documentation.
In relation to “structure fabrication/erection works” tasks, the SubContractor shall break
down the commencement and completion of works.
Execution works priority for each item will be fixed during Tender and Procurement process.
The Contractual Conditions shall have preference over any indications contained in this
document.

7 Earthworks Procedures
7.1 General
Procedures included in this section are applicable to the works included in the scope of this
specification and listed in Section 4.
The SubContractor shall minimize the production of dust during the excavation, processing
and placement of materials by using dust suppression measures at source. The
SubContractor shall also minimize dust caused by vehicles and plant moving around the
site.
The SubContractor shall thoroughly moisten with water all surfaces as required to prevent
dust emission, to the satisfaction of the Employer. Any temporary stockpiles of fine material
subject to wind whipping shall be damped down to ensure satisfactory dust control.
The SubContractor shall liaise with the appropriate Environment Health Authority and the
Employer prior to the commencement of site works and agree working practices to be

The Contractor shall take all reasonable measures to minimize the noise level produced by
his operations and he shall comply with the requirements of the Local Authority on noise
control.
The Contractor shall ensure that all vehicles and all mechanical plant used on the site are
fitted with effective exhaust silencers. All compressors shall be "sound reduced" models
fitted with acoustic linings and ancillary pneumatic percussive tools shall be fitted with
mufflers and silencers of the type recommended by the manufacturer.
The SubContractor shall liaise with the appropriate Environment Health Authority and the

8 Excavation
The SubContractor, prior to commencement of any site clearance and/or excavation work,
shall provide a “method statement” to the approval of the Employer. No excavation work
shall commence before such “method statement” is approved by the Employer. No
excavation work shall commence before all relevant statutory permits, licenses, etc. are
obtained.
All necessary licenses and permits shall be obtained by the SubContractor from the relevant
Governing Authority to use the existing public roads. Maintenance of such roads will be
maintained by the SubContractor during the occupied time.
Access to site point(s) must be well defined. All safety/traffic control measures must be taken
at access locations.
The SubContractor shall submit his traffic management proposal to the Employer for written
approval before commencing the works.
The SubContractor shall not commence excavation before agreeing with the Employer on
the elevations of the existing ground before excavation.
Excavation work shall be carried out mechanically by the SubContractor, by using
equipment and machinery approved by the Employer.
All excavations shall comply with the lines, levels, sizes and elevations indicated in
drawings.
With reference to the bench marks established by the Employer, the SubContractor shall
set out the works in accordance with the elevations and alignments indicated on the
drawings. It is under the SubContractor’s responsibility to check and prove the correctness
of the benchmarks and elevations that were handed over by the Employer. If any deviation
is identified, the SubContractor shall immediately inform the Employer in writing.
Levels and coordinates shall be referred to the bench marks indicated by the Employer.
If the excavation bottom is of unsuitable soil or the formation contains soft and hard spots
or highly variable material, the SubContractor shall inform the Employer and wait for
clarification before carrying out further works.

The SubContractor may, for his own reasons, extend the excavation beyond the required
design dimensions. In such a case, the additional excavation performed shall not be
included in the bill of quantities for payment; the SubContractor shall provide at his expense
the backfilling of the greater volume of excavation and perform the relevant compaction,
using suitable material in accordance with the Fill requirements of this Procedure.
The SubContractor shall make sure to minimize the amount of dust being dissipated during
earthworks. The SubContractor shall thoroughly moisten with water all surfaces as required
to prevent dust emission, to the satisfaction of the Employer.
Excavations shall be performed as described in Geotechnical Investigation Report included
as reference in this document.
As it is stated in Geotechnical Investigation report, water has been found between + 0.56 m
NADD and -0.26m NADD.
The SubContractor shall keep all excavations free from water until: formations are covered,
below ground construction are completed, basement structures and retaining walls are able
to resist leakage, water pressure and flotation.
Abu Dhabi Dewatering regulations shall be followed. The choice of the system to be used
for the removal of groundwater shall be agreed and approved by the Employer, upon
evaluation of the documents produced by the SubContractor to support the proposed
system, either before the commencement of the works or when groundwater is encountered
during excavation. The equipment to be used for installation, activation, deactivation and
removal shall be agreed and approved by the Employer, before the use of such equipment.
The SubContractor shall indicate in writing to the Employer where and how to remove the
groundwater. The SubContractor shall identify foundations which require dewatering. A
detailed method statement for Dewatering including the dewatering quantity of water and
the disposal of water to sea through a settling pond system shall be submitted for Owner's
review.
The SubContractor shall keep all excavation work areas well drained at all times and shall
ensure that all work is carried out in a dry environment.

During pumping of water, the subcontractor shall assure not to disturb excavated surfaces
or stability of adjacent ground or structures and to discharge water without flooding the site
or adjoining property.
Drainage of water from excavations, if required, must be carried out using suitable
equipment such as motor driven suction pumps, submersible pumps, well-point systems,
etc., approved by the Employer.
The drainage operations shall continue until the Works are completed, unless otherwise
agreed by the Employer.
For excavations deeper than 1.5 to 2.0 (below groundwater table) temporary
shoring/dewatering will be required. Because of high cohesion of relatively intact coral
formation nominal shoring may be needed for excavations below 2.0m depth.
In any case, shoring is considered necessary for safety and stability of all excavations
deeper than 1.5 to 2.0 meters at site. Because of shallow groundwater table the best shoring
option is secant piles to have proper control of dewatering and to minimize inflow of water
into the excavation and prevent disturbance in the native soil because of migration of fines.
However, for any shallow excavation (above groundwater table) temporary shoring can be
used to stabilize the side slopes.
Dewatering can be performed using well point system. Deep well system will be required for
deep excavations. Open sump dewatering shall be avoided to prevent migration of fines
from coral formation.

Existing services, including sewers, surface-water and subsoil drains, water, gas, telephone,
and electricity mains shall be severed, sealed off, backfilled, diverted, or reconnected, as
directed by the Employer and to the satisfaction of the appropriate authorities and owners.
Temporary arrangements to maintain services during construction shall be made as directed
by the Employer.
During progress of work, any damage given to existing utilities by the SubContractor shall
be the SubContractor’s responsibly to remediate. The utilities shall be repaired immediately
to their original state at the SubContractor’s own expense.
The SubContractor shall immediately inform the Employer if it discovers any underground
installation or archaeological remains. A program of work shall be proposed by the
SubContractor for dealing with any such installation or archaeological remains found after
first consulting the Employer and any other parties who may be involved. This program shall
be approved by the Employer before the work commences.
All excavations for foundations and utilities can be made using normal excavators. A clear
space of at least 0.6m (2 ft.) shall be maintained on all sides of an excavation or trench.
Excavation slopes for depths down to 1.5m can be made at a slope cut to 1.5H to 1V. These
slopes are generally stable and minor sloughing may be anticipated.
The excavation for construction of foundations and other substructures such as below
ground tanks, sump pits, etc. will be mostly made in Layer-1 and 2 of the subsurface. The
excavation in these layers can be made using conventional earth moving machinery such
as trenchers and excavators. In case of hard nodular coral pneumatic chiselling will be
required. However, the side slopes of the excavated area will be unstable and susceptible
to wind erosion and sloughing.
If access and/or operation with mechanical equipment is impossible from any location, or if
excavation is close to existing underground utility networks, i.e. pipes, cables, etc. or
foundations, excavation may be performed by hand, by hand jack hammers or by necessary
other tools only after verification and written prior approval by the Employer.
The SubContractor has to get approval for their proposed offsite disposal area before he
disposes any material off the site.

The bottoms of excavations shall be made perfectly horizontal and/or levelled to the
specified elevation.
The surfacing soil disturbed by mechanical equipment shall be removed or compacted.
The compaction of excavation bottoms and of backfilling shall be in accordance with the Fill
requirement in this Procedure.
The use of explosives is not allowed.
The SubContractor is responsible for maintaining the stability of the shoring systems or cut
slopes.
Should the SubContractor carry out excavation outside the lines, levels and profiles shown
on the drawings or to levels of suitable material acceptable to the Employer, the
SubContractor shall remove and dispose of all material resulting from such Excess
Excavation and shall make good any Excess Excavation with fill compacted as specified by
the Employer at its own expense.
Excavation works shall meet 2 different requirements. On the one hand, it shall allow non-
adequate soil removal and, on the other hand, it shall provide required platform levels.

Materials resulting from excavations shall not be disposed to cause restriction to the works,
to the free drainage of surface water, or to existing structures.
Roots, shrubs, debris, plants, etc. from topsoil removal must always be transported to
approved disposal areas.
On-site excavated materials must be stock piled and tested for their suitability according to
project specification before using as backfill material.
Excavated material unsuitable for filling shall be disposed off site to an approved landfill area
after the Employer’s approval.
Topsoil removal also includes clearing of brush, grass, shrubs, hedges, trees, other
unsuitable material (for example debris) and removal of all loose stones and rocks; this
material shall be removed using the same mechanical equipment as for topsoil removal (for
example bulldozer, payloader, etc.).
Backfilling in landscaping areas and not loaded areas shall be with general fill and for under
foundations and roads structural fill shall be disposed.
At the beginning of the topsoil removal works, clearing of the site shall be undertaken in
order to totally remove any existing vegetation, steel, concrete, disused buildings and
equipment, piping debris and other foreign material. All such materials and debris shall be
disposed of only to specially designated disposal areas as directed by the Employer. The
SubContractor shall make sure that these materials shall not be used for filling.
Excavated topsoil shall be stored separately for reusing at specially designated areas as
directed by the Employer.
It shall be scarified the site down to 30 cm to remove the top loose soil, coral debris and any
vegetation and compact.
Where excavation in hard rock is necessary, rock excavation techniques shall be anticipated
during grading, excavating, trenching and other earthwork operations. Use of heavy-duty
ripping equipment, heavy-duty backhoe, headache ball, hoe-ram, or rock saw should be
anticipated.

Unsuitable material shall be defined as soil or organic matter not suitable for foundation
material regardless of moisture content. Material that is unsuitable for planned use, including
material below the natural ground surface in embankment areas, shall be excavated and
disposed of in a manner approved by the Engineer.
When unsuitable material is removed and disposed of, the resulting space shall be filled with
material suitable for the planned use. Such suitable material shall be placed and compacted
in layers as specified.
8.10 Tolerances
Immediately prior to placing subsequent layers of material thereon, the grading layer shall
conform to one of the following:
• The subgrade shall not vary more than 10 mm above or below the grade established
by the Employer.
• The final subgrade layer prior to application of the structural base shall not vary more
than 0 mm above or 10 mm below the grade.
• The finished grade and finished surface shall not vary more than 10 mm above or
below the grade established by the Employer.

9 Filling works
9.1 General
For the selection of fill material, the following are guidelines on selecting categories on
backfill based on destination and purpose.
The SubContractor shall use the selected excavated soil for general fill purposes. In case of
surplus and disposable materials these shall be removed off site by the SubContractor.
The SubContractor shall be deemed to have included in his Proposal all associated costs
including procurement, preparation, trimming levelling and drainage of spoil areas and
haulage from place of excavation to spoil.
As above mentioned in section 8.6, in order to reach platforms levels required it should be
excavated additional areas and backfill other ones. After earthworks, the platform elevation
shall be at +4.20 m ACD.
The SubContractor shall submit full details of proposed fill materials to demonstrate
compliance with specification, including: type and source of imported fill, proposals for
processing and reuse of material excavated on site and test reports as required elsewhere.
The SubContractor, prior to commencement of any filling work, shall provide a “method
statement” to the approval of Employer. No filling work shall commence before such “method
statement” is approved by Employer. In this document, in addition to other information, on
the basis of the materials properties and the analyses made, the SubContractor shall
propose to Employer specific methods and equipment for the required filling. Details of
machinery shall be attached, as well as any results obtained from previous experience on
similar materials or specific trial tests.
No filling work shall commence before all necessary statutory permits, licenses, etc. are
obtained, as specified in the Contract Documents.
The SubContractor shall set out the works in accordance with the elevations and alignments
specified on construction drawings, with reference to the bench marks fixed by Employer.
The SubContractor shall take account of deductions from finished levels due to the
thicknesses of trimming and top-soiling layers, road sub-bases, etc.

Compaction of fill by water flooding or jetting shall not be used without the prior specific
written approval of Employer.
The required compaction degree shall be obtained using suitable equipment and shall also
be reached in limited areas and/or adjacent to existing works or foundations.
Compaction operations shall be continuous, from the outer edges of the area to be
compacted towards the centre, until the laid material has reached the required compaction.
After compaction, surface of each layer must be well closed, showing no movement under
compaction plant, and without cracks, holes, ridges, loose material and the like. Defective
areas shall be removed and re-compacted to full thickness of layer using new material.
Compaction tests shall be carried out in accordance with this technical specification to verify
the level of compaction obtained for each type of fill.
The moisture of the material used for each layer can be adjusted, if necessary and after
obtaining Employer’s approval, by wetting with water using a suitable sprinkler, or by drying
or other treatment.
According to Geotechnical Survey Report, the materials to be used for backfilling purposes
shall be of selected fill composed of sand/or granular mixture free from organic matter or
other deleterious substances. The plasticity index for the backfill material shall not exceed
15 percent. It shall be spread in lifts not exceeding 25cm in uncompacted thickness,
moisture conditioned to its optimum moisture content, and compacted to a dry density not
less than 95% of the maximum dry density as obtained by Standard Proctor Compaction
test (ASTMD-1557).
Most of the materials which expected to be excavated from the site consists of sand
interbedded with clayey material (including loose dense sand and stiff clay). Sand materials
will probably be satisfactory for backfilling purposes and should meet the following criteria
while clay or clayey Sand material will not be satisfactory for backfilling purposes. However,
the final decision shall be taken during construction.

Any ruts, holes, defects, or soft yielding places which occur in the subgrade or sub-base for
any cause whatsoever shall be corrected and compacted to required density and stability
before an aggregate base course is placed thereon.

The ground surface that shall support the first layer of fill shall be cleared of topsoil,
vegetation and any other unsuitable material through soil stripping and removal, in
accordance with the Excavation requirements of this Procedure, and deforestation, if any.
Any facilities and equipment used during excavation, including propping for wall support,
etc., shall be removed from the excavation before and during backfilling.
In the event of interruption of fill construction, the work can be resumed only after removing
the shrubs, bushes and vegetation that may have grown, and after making the required
furrows for connection of the new materials with those previously employed.
After topsoil removal, the subgrade, unless otherwise specified, shall be compacted to at
least 95% of the maximum dry unit weight determined as per ASTM Standard D1557. The
water content of the material shall range between -2% and +2% the laboratory value. When
the SubContractor cannot compact the existing soils to the required density, upon the
approval of the Owner, he shall place and compact a 200 mm gravel or crushed rock blanket
layer before placing the fill material.
The material shall be placed in regular layers so as to avoid particle segregation, until
obtaining (after compaction and settling) the finished work in accordance with design
sections and elevations.
Each layer shall have a suitable slope to permit quick removal of rain water, but in any case
the slope shall not be greater than 3%.
The best material available, whether from excavation or imported, shall be used for the top
layers. In any case Employer reserves the right to establish the laying sequence for the
various materials on a case-by-case basis.
The larger size rock fragments shall be spread in the lower part of the fill, and the smaller
size fragments in the upper layers.
The SubContractor may start a new layer only after the underlying layer, finished and
compacted, has been accepted by Employer on the basis of the inspections and tests made.
Any deviation from the above shall be subject to Employer’s prior approval.

The loose material for each layer shall be laid so that after compaction, the thickness of
each layer shall not exceed the value prescribed on Geotechnical Investigation report and
this specification.
Earthwork operations shall be observed and compaction of structural fill and backfill
materials shall be tested by the project’s geotechnical consultant. These services should
include observation of removal of soft, loose, or otherwise unsuitable soils, evaluation of
subgrade conditions where soil removals are performed, and performance of observation
and testing services during placement and compaction of structural fill and backfill soils.

Quantity of field test to be performed for each type of fill shall be in accordance to this
technical specification. Additional field tests may also be performed in structural and non-
structural areas at the discretion of the project’s geotechnical consultant.
The SubContractor shall carry out the necessary tests in accordance with ASTM Standard
D698 and with ASTM D1557. Nuclear Method test is acceptable.
The SubContractor shall maintain detailed records of the tests for the various materials, a
copy of which shall be handed over to Employer within one day after the completion of the
tests.
If in-situ dry unit weight in two successive tests carried out on the laid and compacted
material is more than 105% of the dry unit weight determined by the laboratory test, the
compaction degree obtained is not acceptable and retesting is required.
The material to be compacted, during and after the compaction operations, shall have water
content between -2% and +2% the laboratory optimum water content in accordance with
ASTM Standard D1557.

Fills shall be finished with regular and flat slopes, well-shaped and aligned edges. During
the work, and until work acceptance, the necessary cutting or refilling shall be performed,
as well as trimming and grading of the slopes, and cleaning of any ditches.
Backfilling shall not commence until the concrete has attained its characteristic strength or
a lower relevant strength shown on the drawings. The start of backfilling shall be approved
by the Employer. Backfilling shall not commence against retaining walls until all effective
floor supports are in position and have attained their 28 day characteristic strength.
9.11 Measurement
Unless otherwise specified, filling will be measured on a volume basis by cross sectioning
the area to be filled and computing neat lines for an end area.

The average end area method will be used with no allowance made for curvature. If for any
reason it is impossible or impractical to measure quantities by average end areas, the
Employer will compute the quantities by a method which, in the Employer's opinion, is best
suited to obtain an accurate determination.
The quantity of filling to be measured for payment shall be the number of cubic meters filled
and placed as shown on the plans and as directed by the Employer. The estimated quantities
shown on the plans, plus or minus authorized changes will be the quantity used for payment.

11 Optional prices
The SubContractor shall include in his Commercial Proposal the Optional Prices that they
consider.
Any technical issue related to Optional Prices shall be included in the Technical Proposal.
It is understood that any Optional Price shall have absolutely compliance with this Technical
Specification except if it is stated by the Supplier in the Exception List.

12 Site information
The SubContractor is allowed to visit the site before tendering if it is considered necessary.
In this way contractor can examine for himself the existing site conditions, as to the
accessibility of the site, space available for carrying out the work, drainage of the site,
drinking water, sanitary arrangements for men and staff employed on the work, and other
matter liable to affect their tenders, under which the Contract will be executed. No extra
payment will be entertained at a later date due to the tenderer's failure to allow for
contingencies arising out of the work and the nature of existing site conditions.
The SubContractor entering into this contract shall be deemed to have full knowledge of the
site conditions.
Drawing with general site arrangement will be provided by the Employer.
The SubContractor shall consider the possibility of installing autonomous and independent
systems both for the production of electricity and sanitary installations. The Employer shall
provide the SubContractor a water service connection for the installations, unless noted
otherwise.
The SubContractor shall check the existing site condition including levels, slopes, drainage,
presence of obstacles such as foundation, tree stumps, etc. and shall allow in his rate for
completing the work as intended, no claims whatsoever in respect of any discrepancies shall
be entertained.
The following actions are inside the SubContractor’s scope unless otherwise indicated by
the Employer:
• The SubContractor is deemed to have included in his tender the cost of maintenance
of all access roads, security fencing and services, in compliance with all
environmental requirements in relation to the construction.
• A separate area will be provided for the SubContractor's offices and dressing rooms,
as well as for material supplies.
• The design, construction and maintenance of temporary services required for
construction work such as electricity, water, sanitary and sewerage systems, and
storm water system, shall be borne by the SubContractor under his responsibility.
