Dr. Nicomedes P. Eleazar, CESO IV launched the Ahon Lahat Pagkaing Sapat (ALPAS)
Kontra COVID-19 Program. Popularly known as
Plant, Plant, Plant program, it is anchored on the
department’s New Thinking for Agriculture paradigm of
collectively empowering farmers, fishers, agripreneurs,
and the private sector to increase agricultural
productivity towards attaining a food-secure and
resilient Philippines with prosperous farmers and
fishers.

In line with this, DA-Bureau of Agricultural Research

refocused its research for development (R4D)
programs, activities, and projects to support resiliency
response toward transitioning to the New Normal and
recovery of the agriculture and fishery sector.
