I. RATIONALE

Republic Act (RA) 10121, otherwise known as the Philippine Disaster Risk
Reduction and Management Act of 2010, is the overall legal framework that provides
holistic and comprehensive Disaster Risk Reduction and Management (DRRM)
approach. It was signed into law on May 10, 2010. Prior to its enactment, the
Philippine government used to focus on intensifying and strengthening disaster
response operations. Whenever disaster strikes, the government agencies convene
to plan and prepare for the necessary rescue and relief activities. However, such
approach revealed pre- and post-disaster gaps. In particular, past rehabilitation and
recovery practices have not ensured that better and safer structures are built on
safer locations (NDRRM Plan, 2012: 12). Overall, the reactive stance was
concentrated on disaster response, which was not enough to comprehensively
manage the consequences of disasters.

Because of the identified pre- and post-disaster gaps, the Philippines took a
paradigm shift from a reactive disaster response and coordination to a proactive
DRRM stance through RA 10121. As defined in Section 3 (o) of RA 10121, DRRM is
“the systematic process of using administrative directives, organizations, and
operational skills and capacities to implement strategies, policies and improved
coping capacities in order to lessen the adverse impacts of hazards and the
possibility of disaster.” To operationalize DRRM, four thematic areas are introduced:

1. Disaster Prevention and Mitigation;


2. Disaster Preparedness;
3. Disaster Response; and
4. Disaster Rehabilitation and Recovery

The paradigm shift gave birth to the Disaster Rehabilitation and Recovery as
a specific DRRM thematic area. Section 3 of RA 10121 further expounds on Disaster
Rehabilitation and Recovery through the following terminologies:

(aa) "Post-Disaster Recovery" - the restoration and improvement where


appropriate, of facilities, livelihood and living conditions. of disaster-affected
communities, including efforts to reduce disaster risk factors, in accordance
with the principles of "build back better".

(ee) "Rehabilitation" - measures that ensure the ability of affected


communities/areas to restore their normal level of functioning by rebuilding

livelihood and damaged infrastructures and increasing the communities'


organizational capacity.

To put Disaster Rehabilitation and Recovery into action, the NDRRM Plan
was formulated, which serves as a fulfillment of the requirements of RA 10121. It is
basically a road map from 2011 to 2028 on how DRRM shall contribute to gender
responsive and rights based sustainable development, promote inclusive growth,
build adaptive communities, increase resilience of vulnerable sectors and optimize
disaster mitigation opportunities to promote people welfare and institutions (NDRRM
Plan, 2012: 17). The NDRRM Plan covers the four (4) thematic areas, with a total of
fourteen (14) objectives, twenty-four (24) outcomes, fifty six (56) outputs, and ninety-
three (93) activities. It enumerates the key agencies and the participating institutions
involved, their vertical and horizontal mechanisms for coordination, and the
operational timelines of completion.

According to the NDRRM Plan (2012: 37), Disaster Rehabilitation and


Recovery covers concerns related to employment and livelihoods, infrastructure and
lifeline facilities, and housing and resettlement. The head agency for all activities
under this thematic area is the National Economic Development Authority (NEDA) as
the economic planning and policy coordinating agency of the Philippines.

The goal of Disaster Rehabilitation and Recovery is to restore and improve


the facilities, livelihoods, living conditions and organizational capacities of the
affected communities, and reduce disaster risks in accordance with the “build back
better” principle (NDRRM Plan 2012:37). To achieve the said goal, the NDRRM Plan
(2012:37) enumerates four (4) objectives:

1) To restore people’s means of livelihood and continuity of economic activities


and business;
2) To restore shelter and other buildings/installation;
3) To reconstruct infrastructure and other public utilities; and
4) To assist in the physical and psychological rehabilitation of persons who
suffered from the effects of disaster

To ensure an efficient, effective and well-organized Disaster Rehabilitation


and Recovery, the Philippine government begins by conducting an aggregate but
detailed assessment of the disaster impacts and identifying the critical needs of the
affected sectors. Such strategy is particularly achieved thru the Post-Disaster Needs
Assessment (PDNA).

PDNA is defined as a multi-sectoral and multidisciplinary structured approach


for assessing disaster impacts and prioritizing recovery and reconstruction needs.
PDNA is led and undertaken by the government in collaboration with international
development partners and even the private sector. PDNA is generally intended to
estimate two important factors: (1) the short-term interventions to initiate recovery
from the damages and losses; and (2) the financial requirements needed to achieve
a holistic post-disaster recovery, reconstruction and risk management. To fully
understand how PDNA works in the Philippine context, this concept note for Five-
Day PDNA Training Course is proposed.

II. GENERAL OBJECTIVE

At the end of the training, the participants will be able to:


1. Demonstrate understanding on PDNA as a tool for disaster rehabilitation and
recovery;
2. Identify the steps involved in conducting PDNA, the assessment
methodologies and the reporting mechanism; and
3. Create a sample PDNA report.
