FORMULATION OF TRAINING
POLICIES
CONCEPT NOTE
I. RATIONALE
I. BACKGROUND
The Office of Civil Defense (OCD) as stipulated in the Republic Act 10121, is
mandated to strengthen its human resource development in disaster risk
reduction management through competence building and enhancement
initiatives. This function brought out the creation of the Education and Training
Division (ETD) as indicated in Section 13.3 of the Letter of Implementation
No. 19 of Malacañang on the Organization of the Department of National
Defense.
With the Organizational Structure and Staffing Pattern (OSSP) leading to its
final phase of implementation, the Department of Budget and Management
(DBM) based on their Memorandum for the President dated 24 July 2015
has recommended the elevation of the ETD to a service level unit known as
the Capability Building and Training Service (CBTS). This is parallel to the
National Disaster Risk Reduction and Management Framework (NDRRMF) –
Preparedness Thematic Area that is geared to effectively and efficiently lead
the continuous capability development towards the reduction of vulnerabilities
and risks to hazards and manage the consequences of disasters.
Hence, the OCD through the ETD in its effort of fulfilling its goals and
functions will be conducting a Writeshop on the Formulation of Training
Policies to develop specific guidance towards implementing standard
procedures and strategies that will provide a more effective and efficient
implementation of plans and programs for capacity building.

GENERAL OBJECTIVE:
To develop specific guidance in the implementing standard procedures and
strategies in Disaster Risk Reduction-Climate Change Adaptation capacity
development.
SPECIFIC OBJECTIVES:
1. To identify policy agenda based on training gap analysis;
2. To review / enhance the existing training policies of the Office of Civil
Defense Education and Training Division; and
3. To develop training policies consistent to the mandate of the Capacity
Building and Training Service.

The budget of the said writeshop shall be taken on two different OCD fund sources:
a) APB 2016 Funds Unit Final Output: Disaster Risk Reduction Management
Services specifically on the Program/Actvity/Project: Formulation of One Training
Policy Agenda; and b) DRRM Fund 2015.

The main output of the activity is the developed Training Policies and
Guidelines consistent to the mandate of the CBTS of the Office of Civil
Defense.
