DRM Initiatives For CDO

Natural disasters are caused by natural hazards like earthquakes, typhoons, and floods, while man-made disasters result from human actions like fires and accidents. Several initiatives have been conducted in Cagayan de Oro City to map disaster risks from hazards at specific locations and develop community-based disaster risk management programs. These initiatives included disaster risk mapping of specific barangays for flood and fire risks, seismic risk mapping at the local level, and developing a flood risk profile and disaster risk reduction program for other communities. A geographic information system was used to analyze hazard exposure and vulnerability factors to calculate disaster risk indices for areas and recommend solutions.

Natural disasters are caused by hazards due to the natural
dynamic systems of the earth like earthquakes, landslides,
typhoons, etc…
While man-made or technological disasters are caused by
consequences of human actions like fire, industry and
transport accidents, etc…

2009 Oro Flood
Disaster Risk – refers to the likelihood of loss or harm
(of lives, persons injured, property damaged, and economic
activity disrupted) due to a particular hazard for a given area.

Vulnerability – is
the capacity (or lack
thereof) to resist
stresses or hazards,
and to prepare, cope
and recover from
such hazards.

several factors…

Disaster Risk

Hazard Population Vulnerability

(strength, (exposed (structural, socio-
frequency) population economic profile)
density)

RISK = Hazard x Population x Vulnerability

Disaster Risk Index = ƒunction

{Hazard, Exposed Population,
Vulnerability [Structural (Factors)]}
Dri = Hs x Ps x { HSVs x [ 1 + (Sf + Wf)/2 ] x [ 1 + (VPf +Pf+DAf)/3 ] }
A Geographic Information
System (GIS) is a
computerized system for
dealing with information
about geographically
located features.

In a GIS, one deals with

geographic features,
usually presented on top of
some type of backdrop map
or base map. Also included
are the descriptive
properties of these features
like population density,
hazard severity, socio-
economic profile, as well as
disaster risk index.

A community-based program in disaster
risk management needs to be connected
with development.
For example, it is not enough to focus on
earthquake-resistant construction; the
program should also aim at increasing
access to housing through the provision of
finance and land.
While flood management is an important
objective, it should be pursued in the
context of water resource management.
Natural resource management, urban
development, and sustainable agriculture
are some of the anchors where disaster
mitigation and development connect.
