1 Introduction
1.1 Waste Management
The construction industry is responsible for producing a significant proportion of the nation’s waste material and this
contributes considerably to landfill amounts. Estimates suggest that 10-30% of waste material on-site has never
actually been used and is therefore a major waste of resources. The true cost of waste due to unused materials,
transport and disposal has been calculated to be up to 15 times more than the cost of skip hire for waste disposal.
The Government’s target is to have zero construction waste to landfill by 2020.

1.2 Site Waste Management


SWMPs are continuing to be used on many projects as ‘best practice’ or ‘minimum standard’. The plan needs to be
prepared at the beginning of the project, before construction, demolition, refurbishment, or maintenance and repairs
are undertaken. It must always be prepared before works begin.

1.3 Objectives
This Site Waste Management Plan establishes how building materials and any resulting waste from the
construction and site work will be managed to comply with the waste duty of care regulatory requirements. This
SWMP is for the Department for Business, Innovation and Skills.
The SWMP:
n Describes and quantifies each waste type expected;
n Identifies each different waste type and considers re-use, recycling, recovery and disposal;
n Ensures waste is disposed of in accordance with section 34 of the Environmental Protection Act 1990 and the
Waste Regulations 2011;
n Avoids cost implications from waste; and
n Manages required building materials efficiently.

Furthermore, the plan attempts to identify local projects where waste materials can be reused and ensures that any
possible impacts on the environment are minimised. This is a working document which will be updated at key
stages of the development by the Principal Contractor.

1.4 Site Actions


The Principal Contractor will establish and employ waste reduction measures which take into account the nature of
the project, its design, construction method and the materials involved.
Actions will include:
n Developing waste streams of recyclable material throughout the project;
n Examining alternative materials and methods other than those traditionally used materials, which may reduce
waste;
n Assessing suppliers who provide waste minimisation and reuse services, including returnable transport
containers; and
n Ensuring continual monitoring of the SWMP with amendments if necessary.

2.2 Responsibilities
The principal contractor should nominate an environmental co-ordinator for the project that shall be
responsible for instructing workers, overseeing and documenting the results of the SWMP. The principal
contractor shall distribute copies of this plan to the CDMC, Client, Site Manager and each Subcontractor.
This will be undertaken every time the plan is updated.

3 Waste Management
3.1 Introduction
Surplus or waste materials arise from either the materials imported to site or from those generated on site.
Imported materials are those, which are brought to the project for inclusion into the permanent works.
Generated materials are those which exist on the project such as office equipment, furniture and materials
from demolition works etc.
However, there are other considerations to waste management such as waste reduction, segregation of
waste, disposal of waste, financial impacts of waste disposal and recording, monitoring, education and
reviewing. This plan outlines the procedures that are to be put into practice and aims to reduce impacts upon
the environment by limiting waste sent to landfill.

3.2 Waste Controls and Handling


3.2.1 Declaration
The client and principal contractor will take all reasonable steps to ensure that:
a) All waste from the site is dealt with in accordance with the waste duty of care in section 34 of the
Environmental Protection Act 1990 and the Environmental Protection (Duty of Care) regulations 1991; and
b) Materials will be handled efficiently and waste managed appropriately.

3.2.2 Site Security
Both client and the acting principal contractor must take reasonable steps to ensure site security measures
are in place to prevent the illegal disposal of waste at the site.

3.3 Forecasting and Planning the reduction, reuse and recycling of waste
The quantities set out in the Excel Document ‘SWMP Records’ in tab ‘WM Forecast’ (Appendix A) are
approximate quantities of waste that will arise from the work related to replacement of comfort cooling. At this
stage of the project, assumptions have been made as to the re-use, recycling and recovery of waste.

4 Implementation of SWMP
4.1 Register of Waste Carrier Licences and Permits
The table in Excel Document ‘SWMP Records’ in tab ‘W Carriers’ (Appendix A) should be used to outline the
waste management companies that will be removing waste from the project. Waste management
contractors, their waste management licenses, waste carrier licenses and exempt site licenses should be
detailed there, checked and verified for use.

4.2 Training and Communication


Relevant training should be provided by the contractor to everyone on site. This should include:
n Notification of SWMP and where it is kept;
n Waste procedures on site (e.g. appropriate separation, handling, recycling, reuse and return methods)
n Hazardous waste;
n Duty of care;
n Materials storage; and
n Responsibilities
The SWMP should be mentioned in the site induction process. This will ensure that everyone feels they are
included and that their participation is meaningful. Training could be done in the following ways.
– Meetings – pre-construction, construction to discuss waste predictions and waste performance
– Site briefings – briefing of key personnel on the site whilst the site is live
– Awareness training – SWMP to be included in site induction process
– Notice boards – posters explaining and encouraging waste minimisation
– Training – training sessions which will vary depending on job roles and level of competence
required
A training log (sign off sheet) will be used to record those who have undertaken the necessary training.
The relevant table designed to keep a record of Training can be found in Excel Document ‘SWMP Records’
in tab ‘Training’ (Appendix A).

4.3 Monitoring the SWMP


The SWMP will be accessible on site and will be made available to any contractor who may be involved in
any waste management processes presented in this plan.
The plan will be monitored on a regular basis ensuring work on site is in compliance with the SWMP and an
explanation is provided if any deviation from estimates presented in the plan occur. Within three months of
completion of the project the principal contractor must confirm that the monitoring process has been
undertaken and ensure predicted and actual quantities are in accordance with the plan.
The skips need to be monitored to ensure that contamination of segregated skips does not occur. A log of
waste including quantities leaving site must be kept to identify waste going to landfill and recycling centres.

4.4 Waste Records

4.6 Updating the SWMP
The plan will be reviewed every two weeks and a physical site inspection and validation of the records shall
be undertaken at least once through the duration of the project. Revisions are recorded in the table below.

5 Review of SWMP
5.1 Post-construction confirmation
The SWMP should be monitored on a regular basis and within three months of completion the principal
contractor should;
n Complete a comparison of the estimated quantities of each waste type against the actual quantities of
each waste type;
n Provide an explanation of any deviations from the plan;
n And estimate any cost saving by completing and implementing the SWMP.

The above actions have been undertaken. Details of actual waste management
actions and waste transfers that have taken place have been recorded.

5.2 Estimated vs. Actual waste quantities


The actual waste quantities should be recorded in Excel Document ‘SWMP Records’ in tab ‘Review of
SWMP’ (Appendix A).
Comparison between that forecasted and actual waste amount is automatically carried out in Excel
Document ‘SWMP Records’ in tab ‘Forecast vs Actual W’ (Appendix A).
