ABSTRACT
The school has the responsibility in upholding and access to quality education for the
students to ensure optimum learning and to maintain its population. The growing size of the
educational enterprises, some of the innovations, and the widening concepts of the leadership
are some of the various factors that affect the population growth of the school. Thus, this study
was conducted to determine the various factors that significantly affect the Population Growth
of Basic Education Department of Saint Michael College of Caraga. However, this study is
anchored on Human Capital Theory of Gary S. Becker. The researchers used a descriptive
method and stratified random sampling method in this study. The data were gathered through
survey questionnaires. There were 1899 enrolees coming Junior and Senior High School
students and 330 is the sample size as the respondents of this study.
The result of the study revealed that the facilities and the curriculum have the
significant factors affecting the population growth or the enrolment of the Basic Education
Department of Saint Michael College of Caraga. Therefore, the administration of the school
should enhance and update state-of-the-art facilities of the school thus providing the best
quality of education to the students and encourage more enrolees. And the school should
improve services on implementing intended school curricular and academic programs in order
to make the school enrolment would not possibly decline.

INTRODUCTION
Education plays a vital role in our life that supports children with the knowledge and
skills needed to prepare themselves and their society economically (Jennifer, 2010). However,
The governance of the Basic Education Act of 2001(R.A. 9155) is designed to use that the
country possesses a quality of education by empowering the school to create necessary
changes that suit to their respective schools for an optimum learning environment. The changes
in the educational thought and practices in the past years had a considerable effect on the
school’s population growth. The growing size of the educational enterprises, some of the
innovations and the widening concepts of the leadership are some of the various factors that
affect the population growth of the school.
Some factors affecting the students’ enrollment include the parents’ income, teacher,
environmental and employment opportunities. Demi, Coleman- Jensen &Synder (2010),
identifies the influences among the tuition, financial aids, policies and students’ socio-economic
status considering that the growing population of the school is firmly affected with the various
factors leading to the increasing enrollees.
The output of this study would be beneficial to the following. First, to the student that
this study will help them to choose what school they should enroll to equip their skills and
knowledge. Second, is to the teachers that this may help to apply and practice the best
strategies and approaches that they can impart to their students. Then, to the school that the
administrators will hire qualified teachers, improves their facilities and focus as to what factors
affect the enrollment of the Basic Education Department of Saint Michael College of Caraga. To
the parents, this study helps them in choosing the school that has a good quality of education
for their children. Lastly, to the future researcher, this study will serve as a guide especially
focusing on the population growth of a particular department.
FRAMEWORK
This study anchored to the theory of Human Capital of Gary S. Becker (1964), the
proponent. This theory states that the prospective student's decision-making process centers
on a comparison between the benefits and the costs of studying. The factors relevant to
entering the decision-making process are, completing the studies successfully, expected
benefits, like expected labor market returns and distinct cost factors including the costs. These
aspects express net utility from studying (Baier&Helbig, 2011).
According to Human Capital Theory, it explains that the investment in knowledge and
competencies are the most valuable assets of the organization that creates better benefits and
educational assurances for those who invested towards education (Becker, 2002).
The investment in knowledge, skills, and health would not only benefit the individual,
but it could also increase an employer or country’s human capital resource pool and potential
productivity. The poor investment in education is predicted at bearing a middle higher level of
manpower’s need that this manpower only required to be met if the primary and secondary
school are effectively programmed to give the essential background in education requirement
by the institution of higher learning is a major contributory factor that supports the individual
decision-making process.
Research Respondents
This study involved the junior and senior high school students. These were the total
respondents who participated in the data gathering.

Research Locale
This study was conducted to the student of junior and senior high school enrolled
presently in the School Year 2018-2019 of Saint Michael College of Caraga located at Atupan
Street, Nasipit, Agusandel Norte.Saint Michael College of Caragastarted its operation on July 1,
1948, with a permit to operate in Secondary Education. SMCC was then under the name of
Saint Michael's Institute and changed to its present name on the year 2000. SMCC is a Christian,
non-stock, non-profit institution under the Diocese of Butuan as Fr. Francisco Van Dyke was the
first director. The area of the school is about 1,630 square meters with the subsequent director
Fr. Gerard Cruijen who converted the nipa- wooden structure into a two-story building with 16
classrooms. In 1993, Msgr. Cesar Gatela became the School Director. In his term, he opened the
Pre-school Department with Sister Minah B. Hijada as the Administrator. In 1999, Msgr. Juan de
Dios Pueblos, the Bishop of Butuan appointed Msgr. Bienvenido A. Baltazar, as the School
Director who was promoted as School President until at present. In his term, he opened the
Elementary School Department with Mrs. Minda R. Cocon as the First Principal offering Grades I
to IV. On June 10, 2005, a four-story concrete building was inaugurated. The Elementary
Department was transferred from the Montinola Building to the main campus where the new
building is situated. The new building housed the different offices, Preschool, High School, AVR,
and Faculty Rooms. In 2015, permit to operate Senior High School was granted by the
Department of Education offering Grades 11 and 12. At present, SMCC is getting bigger, better,
stronger, and holier.
Research Instrument
The research instrument that was used to conduct the study is a survey questionnaire.
The questionnaire has two parts. Part I asks the students profile. Part II is the factors that affect
the student’s decision to enroll. The questionnaire was taken from Ms. Hazel L. Repollo (2016)
with her research entitled “Factors Affecting the Enrollment in College Department of Saint
Michael College of Caraga: Basis for Marketing Strategy: The questionnaire is used to gather the
data and containing the items to determine the Factors Affecting the Population Growth of
Basic Education students.
Data Gathering
The researchers observed the following processes in gathering the data needed in this
study. First, the researchers sent a letter addressed to the School Registrar for his approval to
get the number of enrollees, particularly in Basic Education. Second, the researchers will send a
letter to the different Principals. After the approval to conduct this study, the researchers
conducted an orientation regarding the purpose, process, benefits, and participation as
respondent. Subsequently, the researchers distributed the informed consent form to the
respondents together with the survey questionnaire. Lastly, after all the respondents give
his/her responses, the researchers collected/retrieved the survey questionnaire for tabulation,
analysis, and interpretation of the data collected.
Ethical Standard
Through research protocols the researchers complied with the guidelines. In the data
gathering of the researchers, the informed consent was distributed and discussed its content to
the respondent. This notice of consent letter ensured that the researcher informed the
respondent of the nature and purpose of the study, its causes and benefits from the study. The
researchers assured the respondents that all of their answers to the questions would be treated
with utmost confidentiality, and that the respondents have the right to refuse since they were
not forced to answer. Researchers asked permission through letter signed by the principals of
Junior and Senior high school of Saint Michael College of Caragafor collection of data. For
documentation, the images of the respondents were made blurred.
Statistical Treatment
To thoroughly analyze the data collected, the researchers were utilized the following
statistical tools to aid the reliability and the validity of the test results namely: Slovin’s Formula
will be used to get the sample size of the total respondents. Frequency and Percentage
computation were used to get the profile of the respondents in problem number 1 and 3. While
Weighted Mean used to determine the mean of the factors affecting enrollment for problem
number 2. To solve for the significant relationship, Pearson rCorrelation Analysis used to
answer problem number 4. Lastly, Step-wise Regression Analysis used to determine the
variable(s) that significantly affect the enrollment.
Table 2 presents the Gender of the selected students. For the gender of Grade 7, there were a
total of 58 students, and 24 (41.38%) are male, and 34 (58.62%) are female. For Grade 8 level,
23 (43.40%) are male, and 30 (56.60%) are female with a total of 53 students. For Grade 9 with
21 (45.65%) are male, and 25 (54.35%) are female. Meanwhile, Grade 10 has 19 (50%) males
and 19 (50%) females. On the other hand, Grade 11 got the 1 st ranked with 89 students consists
of 43 (48.31%) are males and 46 (51.69%). And the Grade 12 with a total of 46 students
composed of 17 (36.96%) are males and 29 (63.04%) are females. In general female have 183
ranked as 1st while the male has 147 and ranked as 2 nd. Therefore, the majority of the selected
students enrolled in Saint Michael College of Caraga particularly the Basic Education
Department were females.

Table 3 indicates the Year Level of the selected student from the Junior and Senior High School
Department of Saint Michael College of Caraga. For the Grade 7 level, it ranked as 2 nd consisting
of 58 (17.58%) students. For the Grade 8 level, we had 53 (16.06%) students and ranked as 3 rd.
While the Grade 9 ranked as 4th in the survey with 46 (13.94%) students. And for the Grade 10,
it consists of 38 (11.52%) students who ranked as 6 th in the survey. On the other hand, Grade 11
composed of 89 (26.97%) students which ranked as the 1 st. As to the level of Grade 12, we had
46 (13.94%) students and ranked as 4 th. Therefore, the majority of the students enrolled in this
department are coming from Grade 11.

As presented in Table 4, parent's income of the Junior and Senior High School selected
students of Saint Michael College of Caraga shows that 9,000 and below of the income bracket
comprises a total of 157 in which it tells that most of the students enrolled were coming from
the low-income families. Belonging to the income bracket of 9,001 to 10,000 were resulted in a
total of 31 and ranked 5th. While in the bracket of 10,001 to 20,000 there are 56 students and
ranked 2nd in the survey. Income bracket of 20,001 to 30,000 have a total of 36 which ranked as
3rd. In the bracket of 30,001- 35,000 got 17 ranked as 6 th. As to the income bracket of 35,001
and above, there were 33 students. Therefore, the entire table presented it gathered a total of
330 of 100%. The majority of the students belonged to the lower income families. However,it
has found out that children from families with low income are more likely to exhibit the
following patterns in term of educational development; have lower levels of problematic school
behavior are more likely to have difficulties with their studies (Considine&Zappala, 2002).

Based on the table of the curriculum it shows that the curriculum is an important factor
that affects their decision to enroll in Saint Michael College of Caraga and has the impact on the
enrolment which has an average of 3.38 weighted mean which has uttered description of agree.
According to Snyder (2008), he said that the adaptable curriculum of the school is vital because
there's no such way to career success. Providing students with more flexibility is not a radical
departure from the system. The curriculum system changes allow students to upgrade the
intensity of their studies and the curriculum is a set of learning goals that regulated the outline
and intended content and process goals at a particular point in time throughout the K-12 school
program which is necessary for the student decision.

Table 6 shows the Faculty and staff as the factor affecting the enrolment, faculty and
staff have a total average of 3.53 and an oral description of "strongly agree," and it means that
faculty and staff have very important that affects their decision to enroll in Saint Michael
College of Caraga. According to Fredricksen (2004), he says that in the teacher-related aspects,
the item "teacher's ability" had the greatest mean with a very high impact. Teacher's influence
contributed the students to remain and motivated in the school whereas the students and
teacher relationship attached positively.

Based on table 7 it shown that the facilities of the school indicated as a significant factor
that affects their decision to enroll in Saint Michael College of Caraga which got a 3.23 total
weighted mean with a verbal description of "Agree.” A variety of technological instructional
support is variables to facilitate the teaching and learning process. It’s a high time that our
schools should benefit from this instructional technology so that all students would have the
chance to experience how it is to learn this millennium as stated by Boiser (2000).

Based on the table 9 it signifies that the accessibility of the school indicated as an
important factor that affects their decision to enroll in Saint Michael College of Caraga which
got a total weighted mean of 3.46 with a verbal description of "Strongly Agree." According to
Shanka et al. (2005), they explained that the school location could be the main factor of why
student applies and enroll, due to the preference of others to live nearby for convenience. The
location of an institution has a significant influence on student decision.

As table 10 was presented the availability of scholarship and grants of the school
indicated as a significant factor that affects their decision to enroll in Saint Michael College of
Caraga because it got a total weighted mean of 3.50 with a verbal description of "Strongly
Agree." According to Foskett, Marine, and Robert in 2006, they found out that flexibility of fee
payment and availability of financial scholarship or aids would exert as a significant influence on
the student’s choice decision. That the management offers for the availability of the scholarship
and grants for the respective students to supplement the needed concern of such problem to
minimize drop out in the school.

Based on the table 11, the accreditation of the school indicated as an important factor
that affects their decision to enroll in Saint Michael College of Caraga wherein it has a 3.46 total
weighted mean with a verbal description of “Strongly Agree.” According to Sayson (2000), she
stated that the accrediting agency has a set of predetermined qualification or standard which
are the characteristics of an “ideal school.” The school cannot fully attain it because the perfect
is unreachable. However, some school administrators misconstrue that accreditation is the time
to "showcase" their school. Accreditation equated with a quality education. And quality
education does not occur by accident. It is attained as a result of careful planning, followed by
critical review, analysis, and evaluation.

According to Lee & Chatfield (2003), says that an interesting result revealed by the
source of media such as TV programs, radio advertising, soap operas and views has a significant
impact on the international students that promotes the good/services for everyone. The
advertisement was recognized as one of the best methods in addressing the service that your
school offered in which the audience is effortless to pay attention or appear to be doing so.

Based on the data, the majority of the students indicated that faculty and staffs,
scholarships and grants, accessibility, accreditation, and advertisement had the most
influencing factors of all that made their decision to enroll in Saint Michael College of Caraga.
As to curriculum, tuition fee and facilities of the school does not much affect their decision to
enroll in.

Table 14 shows the actual basic education enrolment rate particularly the junior and
senior high school department of Saint Michael College of Caraga from the Academic Year
2016-2017 to Academic Year 2018-2019. Therefore, as the table presented, it signifies that the
enrolment rate of the junior and senior high school department of Saint Michael College of
Caraga had increased with 18.74% of the population in the academic year 2018-2019.

Table 15 shows the results that indicate the significant relationship on the student’s
profile and the factors affecting their decision to enroll in Saint Michael College of Caraga. In
variable of the student’s profile and the factors affecting the enrolment rate has a correlation
coefficient of -0.04 and a computed t-value of -0.726 with a tabular value 0.113. Therefore, the
decision is to accept the null hypothesis (Ho 1), and we concluded that there is no significant
relationship between the student’s profile and the factors affecting the enrolment rate.
The influences among the school enrolment can be reduced in some main factors
wherein the quality of student's family, gender, as well as the economic difficulties, are
prominent that showed no significant relationship between the student's background and of
the factors that affects about the reasons for their decision stated by (Triado, 2014).

Table 16 shows the Step-wise Regression Analysis of what variable(s) that significantly
affects the basic education enrolment. It shows the overall measure in the strength of
association among the factors as the table presented above. It was found out that Curriculum
has significantly affected the enrollment with a significant of .016 which means that curriculum
has an important factor in the Basic Education department. According to Bilbao et al. (2008)
expressed their points that a curriculum is considered the “heart” of any learning institution
which means that schools or universities cannot exist without a curriculum.
Also, based on the table above it shows that the Facilities were one of the variables that
significantly affect the enrollment of Basic Education department with a significant of 0.29.
However, Adesola (2005) found out that the availability of the resources is indeed a variable to
facilitate the teaching and learning process. It is high time that our schools should benefit from
this instructional technology so that all students would have the chance to experience how it is
to learn this millennium.
CONCLUSION
In general, the facilities and the curriculum have significantly affected the population
growth of the Basic Education Department of Saint Michael College. As to the faculty and staff,
tuition fee, accessibility, scholarship and grants, accreditation and advertisement have not
significantly affected the population growth of the Basic Education Department of Saint Michael
College of Caraga.
RECOMMENDATIONS
The school management must find ways to update and enhance it to be more efficient
and effective in providing the best quality of education to the students and to encourage more
enrollees. And the school should improve the services to give students that include a wider
perspective of planning and implementing programs on the school curricula and the academics
programs of the school. However, faculty and staff, accessibility, tuition fee, scholarship and
grants, and other variables that consider as a factor on the enrolment of the school that should
maintain and uphold to make the enrolment would not possibly decline.
