CONSULTANT SERVICES
The government intends to strengthen and to increase number of public private infrastructure
projects especially in the roadway, bridges, and water resources by using Accelerating
Infrastructure Delivery through Better Engineering Services Project (ESP) finance from Asian
Development Bank. The expected outcome through implementation with ESP financing to
Directorate General of Infrastructure Financing for Public Works and Housing (DGIF) will be
(i) improved quality and timely start-up of public private partnership projects and (ii)
strengthened capacity of personnel in public private partnership management. The services
to be provided, but are not limited, (i) services to Project Management Office (PMO); (ii)
services to DGIF’s PIUs; (iii) quality assurance regarding the public private partnership tender
document and contract templates; (iv) project management services by adopting appropriate
software tools; (v) public private partnership capacity building by produce modules.
To achieve it, DGIF seeks a suitably qualified Project Management Consultant (PMC) firm or
association of firms, to support the DGIF in administration and implementation of the ESP.
The interested and eligible firms are requested to submit the expressions of interest (EOI) with
EOI standard template of ADB with providing management competence, technical
competence, geographic competence information.
The contract amount is estimated at IDR 11,484,339,887 equivalent, excluding VAT. (i) IDR
1.948,560,205 towards provisional sums and (iii) contingencies of IDR 546,873,328 The tax
portion of the contract will be calculated prior to signing the contract. The contract will be time-
based contract.
An EOI may be submitted either by a single firm or in the form of a joint venture (JV). Only
one EOI shall be submitted by a consulting firm. If a consulting firm participates in more than
one EOI (i.e., if a consulting firm submits EOI as a single firm and also as a member/partner
of a JV-), all such EOIs will be rejected. However, this does not preclude a consulting firm
participating in more than one EOI as a sub-consultant. Interested Consultant firms are
required to access the electronic procurement system (SPSE) of Ministry of Public Works and
Public Housing (MPWH) to register and to submit EOI which can be accessed at
