For appointment of Co-ordinator, the host institution shall recommend a panel of these
names preferably from among the academics serving in the institution, following provisions
shall be observed while recommending the panel.

1. The name of the head of the institution where the Study Centre is proposed to be
located should not be recommended.
2. The persons recommended should be fairly senior, preferably with some
administrative, organizational experience.
3. They should be willing to work for the promotion of the open learning system.
4. They should not be retired persons of those nearing retirement.

Instructions to follow while filling up entries in proforma for Study Centre

1.1 (a) Enclose a detailed map of the district where the centre is located.

(b) Enclose the map of the entire region and point out locations of the existing
SSCs/SSCs and the proposed centre in this map.

1.2 Indicate the area in 1.1 (b) above.

Signed between Indira Gandhi National Open University, hereinafter referred to as 'IGNOU',

1. The Host Institution will

• Recommend the name of IGNOU for appointment of the Coordinator.


• Give 1 or 2 rooms with a space of approximately 500-800 sq. ft. for exclusive use
of IGNOU for the office of Coordinator, Special Study Centre.
• Let a signboard of IGNOU Special Study Centre installed prominently at a proper
place.
• Make halls/rooms available for holding counselling, practicals and term-end
examinations.
• Bear recurring expenditure towards stationary, computer, stationery, telephone
charges and maintenance of equipment supplied by the University.
• Arrange necessary personnel for delivery of programmes/services.
• Extend library, computer and Laboratory facilities etc. to the students of IGNOU
for given programme(s).

2. IGNOU will

• Provide equipment as per the scheme i.e. CTV 29", VCD, Audio System,
Telephone and Satellite Receiver.
• Provide table, cabinet for CTV, VCD, Audio System and Audio-Video
Cassettes.
• Provide five sets of Self-instructional and Audio-Video materials pertaining to
the programme(s) activated.
• Provide lump sum grant on per student per programme basis to the
Host Institution at the rates prescribed in the scheme.
• Appoint part time Coordinator on the basis of the recommendation of the
Host Institution with monthly honorarium at the prescribed rates.

• have the right to shift or close the Special Study Centre if it finds that
support services are not being provided, as per the requirements of the
university. In such case the Coordinator would have to hand over all the assets
and academic records of the learners to the Regional Director. The Coordinator
will also have to settle all financial accounts with the Regional Directors.

Instructions to follow which filling up proforma for Special Study Centre

(Specific Category of the Special Study Centre should be mentioned clearly)

1(2) The PIN code and the STD code should be mentioned clearly.

11(1) The major objective of the institution in respect of its on going activities, irrespective

of its proposal for having a IGNOU centre, should be spelt out clearly.

ll(2) The existing educational programmes of the institution/organizations should be

mentioned. For example, if it is a college, they may write BA/B.Com/B.Sc. but if it is an

organisation, it should indicate the disciplines for which it is activated.

ll(3) (a)Enclose the map of the district where the centre is located.

(b)Enclose the map of the entire region and point out locations of the existing

SSCs/PSCs. In this map indicate the location of the proposed centre.

(c ) ln II (30 (b) indicate the area that the proposed centre will cater to.

ll(4) Indicate the expected enrolment for each programme for which the centre is
proposed to get activated. The total expected enrolment can be worked out as the
sum of the figures pertaining to each programme.

applying for an SSC of IGNOU.

111(1) ©This refers to the requirement for specific target groups and programmes having

special requirement. For example if the proposal is meant for visually impaired
learners then the available Blind-Friendly-Arrangements, if any, should be indicated.
Likewise for hearing impaired, the Deaf-Friendly-Arrangements, if any, should be
indicated.

If it is meant for Women's programme like DNHE/DECE facilities like pre-school,


creche, day-care centres etc., should be indicated. If the centre has proposed for
any lab based programme then the relevant details of the laboratory (Computer
Science, Engineering and Technology, etc.) should be indicated.

lll(2) (a) Please attach a separate sheet indicating the names, educational qualifications,

experience of the teachers who can be our counsellors. Such teachers need not be
drawn from the host institution only. They may be taken from any other institution of
higher learning from which each access to the host institution is available.

ll!(2) (b) Indicate the names of professionals such as Doctors, Engineers, Lawyers,

Chartered Accountants, whose qualifications and experience are commensurate


with our requirement.

IU (2) (c )This category is independent from teachers and professionals. Here you may

Indicate persons who by way of their work experience be our academic counsellors.
For example. A person may not be a teacher but might have contributed towards
science popularization. Such a person can become an academic counsellor of
FST-01. Persons in charge of creches, day-care Centres, pre schools can be
academic counsellors of the courses under Women's studies. However, for that
special recommendations have to be made by the Coordinator at the stage of
sending the bio-data format.

About the Institute.
NSWA was set up in 2003, is a non-profit making voluntary
organisation registered under Societies Registration Act 1961. NSWA
is dedicated to promote, establish, run & maintain educational
institutions of excellence to keep pace with the rapid industrial
development in this region. This society is managed by a Board of
Governors comprising of eminent personalities who are great
visionaries.

It was in the summer of 2002, a few students of Jammu


University led by Mr. Sadaket Malik and others got together to think
of ways in which they could play a role in the development of
education in J&K state.

These young people shared the belief that education is a critical


requisite and an effective catalyst for social and economic change in
the area. Basic education became the agenda for the action group
that emerged from this gathering. The group was named NSWA to
represent the hope that had brought these individuals together and
the hope that they aimed to bring into the lives of youth of the area.
In that summer of 2002, mission was born at University of Jammu
J&K.

NSWA aims at creating a modern education centre of


excellence in “NSWA Institute of I.T Education and Third World
Studies” Sainik Colony Jammu, provide value based education of
international standards and with a motto to march ahead to build a
Knowledge based society by democratizing education in remote and
disadvantaged areas pf the society.

We at NSWA Institute of I.T Education and Third World Studies


Jammu are all set to conduct interdisciplinary research dealing with
social, political and economic issues in a comparative framework with the
collaboration with International Organisations and Universities.

The Institute conducts research on strategies of planning and socio-


economic development, international relations, national movements and
cultural relations of third world.

In view of the noble objectives of NSWA, it gets support from


the National Council for Promotion of Urdu Languages (Under Union

HRD Ministry of Government of India) as well as from the industrial
and business houses in and around Jammu and Kashmir.

Some Milestones
Massive Peace Rally:-

In june, 2003, the massive peace really was organized at Bhalessa Doda with a view to
disseminate the message of peace and communal hormony, more then 5000 youth
participated in the rally.

Free Education Camp:-

In December, 2003,a free education camp was organized at Soti,wherein the students were
imparted free education.

Seminars:-

integration,youth  leadership,self employment till May 2004.

G R Azad Students Welfare Academy Kakoo Bhalessa:-

In June,2004,he was opened a school “G.R.Azad Students Welfare Academy at Kakoo


Bhalessa (Doda) wherein the needy students are getting free education.

Orphan Welfare Programme:-

In July,2004 onwards, orphan welfare programme was organized in various schools of
Bhalessa more  their studies.

In March, 2005,NSWA

National Integration:

In June 2005, a District level seminar on role of students in national building was organized
at town hall Doda wherein more than 16 students spoke on the topic.

Information Cell for Youth:-

In August 2005, NSWA established an information cell to disseminate the information to


youth regarding career development and self employment programmes launched by Govt.
Of India.

Solid Waste Management:-

In November 2005, NSWA organized a massive campaign on solid waste management in


Bhalessa 
Bhalessa  Gandoh (Doda) in collaboration with WWF Nature India.

Value inculcation:-

In order to inculate the cultural and human values among the current posterity the
association organized seminars,group discussions,on truth truth  and non violence at Doda
Bhalessa area of Doda Distt. The overall programme was presided and inspected by
Distt.Development commissioner Doda Sh. Gulzar Ahmed Qureshi (KAS) 30 speakers of
different area of schools participated in the seminars.The ngos hold an valedictory ceremony
at Town Hall Doda in which 
which  the Shakti Singh Principal Govt. HSS Boys Doda presided over
the ceremony.The functions were organized in cot 2004,in connection with thegandhi
Jayanti 2005.Prizes were distributed among the studentsand participants.

Child Development:-

In order to provide solace to the disadvantaged sections of the students,the association


provided free books to 50 students of Bhalessa in 2005-06.The stationary items were
distributed among the 100 students of the area.

Vocational Training:-

The NGO managed two computer centres at Doda so as to provide skill based and job
oriented training to the youth and make them self employed.In 2005 the organized
supported G.R.Azad institute of IT at Doda for infrastructure.

Free Education:-

A free education camp was organized at Kilhotran and Soti in cooperation with NHRDS IN
2005.

Medical  care and physiotherapy:-

In 2005,collected 
2005,collected  Rs 23000-00 for the treatment of one blood cancer patient Rukya Banoo
of Chilly Bhalessa and referred to her for therapy in AIIMS New Delhi.

Education:-

NSWA opened a school at Kakoo for the disadvantaged, orphan and poor students in 2005.

Oganized self employment awareness camp at Gandoh in 2005.

Culture awakening:-

To enable the youth in infusing the sprit of respect to the culture heritage of J&k state in
general and Bhalessa in particular,the association organized a”composite mushira at Kackoo,
Batara Singers meet at Bhalessa MARCH 2006.

Health

IPPI programme at Bhalessa to familiarized the people about deadly disease of


polio.Moreover, the inter school debate on AIDS at Gandoh in 2nd Dec.2005 in connection
with world aids day was organized.

Women and child empowerment:-

A seminar on “women and child empowerment” was organized at G.R.Azad institute near
Dak bungalow Doda in collaboration with field publicity Deptt.Doda in 2005 Feb.

Information cell and documentation Centre at Bhalessa:-

Established information cell in which students are getting useful information of schemes,
notification, career guidance Bhalessa.

Environment

NSWA Organized a solid waste management programme at Bhalessa in collaboration BY


NSWA with Govt. Middle School Bharthi and Akhil Bharat Rachnatnak Samaj Bhalessa in
March,2006.

Seminar on Child Labour:-

A seminar on topic child labour was organized at the college of Higher Education in Bhalessa

An awareness programme entitled self employment 


employment  for rural youth was organized at
Bhalessa with a view to make the youth familiar of the schemes launched by central and
state Govt.in awareness programme more than 100 youths were given self employment
training in collaboration with field publicity office Doda in June 2006.

Vocational Training:-

NSWA Opened a vocational centre named as N.S.W.A institute of education and vocational
training (NIEVT) at Kahara Bhalessa, wherein 100 students are getting computer
education.The centre was opened under the supervision of local MLA G M Saroori who also
inaugurated the centre.

Computer facilities and other Infrastructure:-

Infrastructure facilities to be provided by educational intuitions:

At least approximately 1000 sqr. meters space is available for


running BCA, BA, CIT, BTS. computer centre comprised of one
room size atleast 15"x12" (computer lab) another room of same size
for Class room and third room of size atleast 10"x12" for
Supervisor's office and Library. In addition to this separate toilets for
girls and boys are available.

Computer Lab:

1. Ten computer tables for Ten computers and two printers.

2. 50 computer chairs.

3. Venyle flooring and false ceiling.

4. One generator of 5 KVA.

5. Two A.C. of two tones.

Class Room:

1. Tables and chairs or writing chairs for at least 100 to 150


students.
2. Tables for Counselors.
3. White Board.

Coordinator's Office and Library:

1. Table with at least 10 or 15 chairs.


2. Two steel almirahs - one for keeping office record and second
for library books.
3. Proper light arrangement in computer lab and class room and

Community:

The community in the project area is the main beneficiary. Capacity


building in the form of meetings, IGNOU programmes, participating
in the activities of learning and capacity building that will help the
community to understand the magnitude and seriousness of
problem .

Panchayat officials and elected representatives

Adopt resolution and policies and by taking necessary administrative


steps to popularize the IGNOU programmes, further help the
participating NGO in advocacy and implementation.

Monitoring and Evaluation

The monitoring shall be made on monthly basis and MMR shall be


submitted in time before every 7th of every month.

Coordinator Shall:-

The coordinator will be coordinating the activities of the academic


counselors and coordination with various agencies,
Govt.departments and NGOs and Community Based
Organization.The entire centre will be implemented under the
guidance and supervision of the coordinator to be appointed by
IGNOU and time to time directions of the authorities of IGNOU.
