Objectives:
Professionalization should be establish with the proper rules and methods of controlling
or preventing police corruption and brutality with positive results on setting the boundaries of
discretionary power and reducing abusive force and unlawful use of firearms. Also must
establish the relationships with the community by successful strategies include fear of basic
right of individuals to live in peace and fully benefit and sustainable from community.

This guideline may help the police to get back their stated mission, to protect and serve
and may the society begin to trust and remember that the police are also the subject of law.

Background issue:
PNP will always be responsible for maintaining law and order by respecting the
individual rights. They will always have to trace down the offenders and place them in the
hands of the judiciary authorities, and will retain special responsibility for fighting crimes of
nation. What if the citizens of the community and the police don't get along at all? The people
don't trust the police to be fair and impartial, and the police feel threatened by the citizens.
Without this trust, police work becomes much less effective. Even if the police officers are
preventing crime, the people may not feel safe because there is no trust Can the police regain
trust of his people?
