KIOSK TYPE SUB-STATION 33/0.4 KV


(Secondary distribution network)

1. SCOPE OF WORK
Tenderers are invited for the design, manufacture, testing and supply of outdoor kiosk type
S/S, accessories, spare parts.

2. GENERAL REQUIREMENTS
The equipment shall be of first class quality and designed for continuous satisfactory
operation as continuity of supply is of prime consideration. The design shall allow all necessary
precaution for the safety of operation and maintenance personal. All equipment shall operate
satisfactorily under variation of load, voltage and short circuit or other conditions which may
occur on the system provided that these variations are within assigned ratings of the apparatus.
All the equipment shall be designed to withstand the accidental short circuit. The equipment used
shall be suitable for the following climatic conditions prevailing at site.

2.1 Ambient Temperature


Highest maximum – in the shade + 55 deg. C. for about 6 Hours a day
Lowest minimum –10 deg .C.
Max. Yearly average + 30 deg .C.
Max. daily average + 40 deg .C.

2.2 Sun Temperature


Metal object under direct Sunshine attain a temperature + 80 deg .C.

2.3 Air Humidity


Maximum 92 % at 40 deg .C.
Minimum 12 %
Yearly average 44 %

2.4 Altitudes
From sea level up to 1000 m

2.5 Sand storms


The equipment are subjected to strong and frequent sand storms. Adequate precaution
must be taken to cater for this.

2.6 Condensation
Enclosed compartments shall have the interior surfaces treated with approved materials.
Such treatment should in no way interfere with the satisfactory operation of the
equipment either electrically or mechanically.

3. TECHNECAL SPECIFICATION

3.1 System data. Medium voltage

System 3- phase,3-wire with neutral isolated but provision is made for
earthling through an earthling transformer to limit earth fault
current to 1000 A

System 3- Phase, 4 Wires with neutral solidly earthed

3.3 Class 5 and internal arc classification (IAC-AB) according to IEC 62271-202.

3.4 Standards
The latest relevant issue of the international electrotechnical commission (IEC) specifications.
Where these specifications are incomplete or not yet published then the national standards of
tenderers country shall be considered & subject to our approval.

4. KIOSK TYPE SUBSTATION


Each sub-station is to include 33 kV and 0.4 kV equipment and a room for the
transformer. The whole unit is to be contained in an outdoor sheet metal and thickness not
less than 2.5 mm.
The painting (inside and outside the enclosure) should be done after chemical treatment and to
be weather resistant type (dust, humidity and heat …. etc.).
Any alternative finishing which gives better heat radiation is accepted and must be confirmed
by calculations.
The sheet metal with structure of the kiosk is to have an extended double roof arrangement in
order to ensure lower sun heat effect. The sheet metal structure is to be mounted on a rigid
frame to ensure easy rigid final structure and successful operation. The complete unit must be
transportable to site as single unit. The kiosk to be divided into three sections, high tension
compartment, transformer compartment, and L.T. compartment each compartment to be
equipped with separate lockable door.

The dimensions of the compartment without the base shall be not more than:
Length: 3600 mm width: 2400 mm height: 2300 mm

The type of ventilation is natural. Adequate natural ventilation to the separate compartments
of the kiosk type installation with special attention to the transformer compartment which
must be taken with at most consideration.
Color: Green/Gray (subjected to our approval).

• Degree of protection for MV & LV compartment: IP55


• Degree of protection for transformer compartment: IP 23

Complete civil works drawings of the base are needed taking into consideration the suitable
opening for cables entry with height of 25-50 cm from ground level. The kiosk type s/s should
be supplied completely with the required arrangement for the cable connections by the
manufacturer between the H.V terminals of the transformer and the cable end box of the
switch fuse and the L.V terminal with the transformer and the cable end box of the main
L.V.C.B of the transformer.

Note: The transformer should be easy to change from the roof and sides of the enclosure.

5. 33 KV SWITCHGEAR

5.1 33 KV switch gear incorporated each kiosk substation is to form a ring main unit consisting of
two switches for two incoming cable feeders or more according to tender requirement and one
fuse switch for the transformer. The switchgear shall comply with IEC 60298, 60694, 60265,
60420, and 60129, and of the completely enclosed type, with (SF6) gas sealed insulated chamber
or with vacuum interrupters with insulated bus-bar not less than 630 A rating. The insulating of
the bus bar in the air chamber should be either by cast resin or any other suitable materiel
flame resistance (compound filled bus bar chamber will be rejected).
The switch gear shall be provided with suitable inter – locks and adequate safety devices to
prevent access to the live compartment.
Earthing device should be of built-in type used for earthing the cables

5.2 Switch
(Non-automatic) suitable use for in conjunction with switch fuse to form composite ring main
switch board. It is preferable that the switch to be of a single break type having ON/OFF and
earth position with quick makes and break features in all positions. The switch must be capable
of making, carrying and breaking currents under normal circuit conditions which may include
specified operating overload conditions and also carrying for a specified time currents under
specified abnormal circuit conditions such as those of short – circuit. It may be capable of
making, but not breaking short circuit currents. It must have continuous current rating not l es s
than 630 A.

•The operating mechanism shall be of local hand control spring - assisted type with
lockable ON/OFF and Earth positions

•Mechanical and indication ON/OFF and in addition to switch position indication.

•Mechanical interlocking for earthing switch is to be provided such that it cannot be closed unless
the switch is in the off position and the front doors cannot be open unless the Earthing switch in
ON position.

•Cables testing facilities are to be provided.

•Potential indicators are to be provided with neon lamps and placed on the cable side in
order to indicate whether the cables energized or not. Alternative facilities for providing such
indication will be considered. The neon indication and should be on the front of the switch.

The switch panel should include:


•Set of 630 A insulated bus bar in air insulated bus bar chamber.

•One Earthing switch of making capacity specification

•One set of short circuit indication with mechanical reset operated on short Circuit 4 times the
rated current

•One set of earth fault indication with mechanical reset

•Protection against high pressure when short circuit fault occur within Switch gear.

•One set of cable end box with gland suitable for XLPE cable up to (3 × 150 mm²) 33kV copper
conductor complete with suitable connectors and all necessary jointing accessories (Plug in type).

5.3 Fuse Switch


The fuse switches should be hand – operated totally enclosed in line with the switch panel.
The fuse switch shall be triple pole with provisions for automatic tripping in case of failure of
any fuse. Furthermore reclosing cannot carried out unless the burnt fuse is replaced. The switch
fuse must be capable of switching ON/OFF the normal load current and must have a continuous
current rating not less than 200 A with cartridge fuse according to the capacity of the
transformer.

•Its operating mechanism shall be of local hand control spring assisted type with
lockable ON/OFF positions.

•Mechanical indication ON/OFF to be free with operation and tripping.

The fuse switch includes the following:

•Set of 630A insulated bus bar in air insulated bus bar chamber
•One fuse switch 200 A rating.
•Three cartridges (HRC) with striker fuse of rating according to transformer rating.
•The earthing switch should be of type that earthing the fuse from both sides.
•Set of single cable size not less than 3× (1×50) mm². The termination for both sides should be
plug-in type

5.4 Fuses
In general fuse links should comply with IEC 60420, I E C 6 0 2 8 2 -1. The successful tenderer
will be requested to insure selectivity between the L.T circuit breaker over current and short
circuit protection and the time/current characteristic of the 33 kV HRC fuses.

5.5 Short circuit Indication


In arrangement for short circuit and earth fault indications is to be provided on each kiosk with
indicating lamps or any other alternatives on the front door of the kiosk with proper
cancellation facilities. The arrangement is to be done in such a way that when a short circuit
current passes through the bus bars of the substation it will be indicated to isolate the faulty
part.

6. TRANSFORMER
The tenderer is requested to insure that the compartment of the transformer is suitable for installing
the transformers ratings which achieve the kiosk specifications.

The transformers are oil immersed, copper winding, plug-in type. The transformer dimensions and

specification according to D-27 attached satisfy the requirement of this specification.

7. CABLES AND CONNECTIONS


The connection between the M.V terminals of the transformer and cable end
termination of the fuse switch is done by manufacture.

8. 416 VOLT SWITCH BOARD


The low voltage switch gear is to comprise number of outgoing circuit breakers, according to
the attached single line diagram metering devices relays and cable glands for outgoing feeders
according to attached single line diagram. The low tension switch gear is to be totally enclosed
and entirely protected against the danger of vermin and dust, the degree of protection is to be
(IP 55). The construction is to be with front access only. The switch gear shall be in corporate
with the following:
8.1 Circuit Breaker
The circuit breaker specification according to D-09 attached. The operating mechanism shall be
of trip free type. A mechanical ON/OFF indication is to be provided for CB position. Provision
for pad locking the door of the circuit breaker is to be provided and the operating handle to be
engaged when the door is closed.

8.2 Selectivity
The tenderer will have to insure that the protection setting of the circuit breaker will make it
possible to obtain selective tripping between the L.T and the 33 kV sides. The selective tripping
will have to be maintained throughout the temperature variations.

8.3 Metering Current Transformer


The current transformer shall comply with IEC 60185 class 1 for ammeters with ratio specified
in schedule.

8.4 Power Factor Correction Equipment


The equipment will be used to improve the power factor in factories or network where a large
number of induction motors of different sizes are in service. It shall be placed in the same
enclosure as the circuit breaker but with a separate access door.
The bank of capacitors should be made of standard sizes of equal ratings with discharge devices.
Capacitors with synthetic film dielectric are preferable. The control gear should consist of:

A-Reactive power relay which can be set on power factors (0.8) lagging to (1) and which
insure switching in & out capacitors according the set value of P.F switching from step to
step must be delayed in such a way that a capacitor can be connected to the mains before
it is being sufficiently discharged. Burden of the relay should be small so that it is possible
to use the metering C.Ts.

B-Heavy duty air contactor of suitable ratings (160 A for 50 kVAR capacitor, 80 A for 25 kVAR
capacitor).

C-Protection by means of cartridge H.R.C fuses to disconnect the faulty equipment


(120 A for 50 kVAR rating, 60 A for 25 kVAR rating).

D-(Manual –off- Automatic) switch.

E-Pilot light for each feeder internal wiring should be numbered and colored for easy
identifications.

9. DRAWINGS AND INSTRUCTION

9.1 The following documents shall be submitted in three copies with the tender documents in the
English language.
•Technical literature giving full description of the switch, switch fuse, L.T switch gear offered
with all details of the s/s and their contents. Also outline drawings with dimensions showing
the front, side and top elevation of the substation.
•Complete description of operating mechanism of the switch and switch fuse.
•Type and routine test certificates.

9.2 The document to be furnished by the successful tendered in the English language include three
copies of the order with C.D.
•Schedule of the anticipated shipping dates
•Foundation details
•Installation drawing
•Outlined drawings of the s/s
•General arrangement, single line diagram, and schematic diagram of all equipment.

NOTE
It must be noted that all drawing are subjected to approval before manufacturing.
•The list of crates with shipping weights and dimensions
•All instruction for storing and cresting the materials
•All instructions for maintenance, testing and commissioning of all relays and equipment.
•One set of reproducible print on C.D disk AutoCAD-14 file type and one set printed drawings
on trace paper of all approved drawings plus three sets of printed copies per S/S of all
drawing, operation and maintenance instruction books, catalogs and renewal part lists,
bound in a proper files.

10. PACKING
The supplier will pack or protect the goods in the most appropriate manner. He will be
responsible for any loss or damage arising from careless packing or protection up to the
place of final destination. After completion of the inspection and test at the factory each item
shall be packed for export shipments.

11. INSPECTION
1- The material with (compartment the M.V&L.T and the transformer) be subject to inspection
and test by our inspectors at any time during manufacture. All testing and inspection shall be
made at the place where the material manufactured. The manufacturer shall provide all
inspection facilities for the site inspection and testing. The inspector shall have the right to
reject any portion of the material at time during manufacture if it does not meet with the
requirements of this specification in all particulars. He shall have the right of overseeing the
packing and shipping of all materials to be supplied

2-Test and manufactures work.


Tests at manufactures work shall comprise type tests and routine tests.

A-Type Test
These tests are in general, detailed in the IEC which pertain to the equipment being tested.
Type tests are to prove the general design of the equipment. The manufacturer may submit
test certificates of tests which have been carried–out on identical equipment. The inspector
after referring to our enterprise may accept such certificate in line of the specified type test
or to reject them. The type test prescribed shall be carried-out in all cases where such
certificates are not available or are rejected the type test shall be carried–out according to the
following standards.
IEC 62271-202 (H.V/L,V Prefabricated substation)
IEC 60298 (Metal-enclosed switchgear)
IEC 60694 (High voltage switchgear)
IEC 60265 (High voltage switchgear)
IEC 62271-105 (High voltage alternating current switch-fuse combination)
IEC 62271-102 (Alternating current disconnectors and earthing switches)
IEC 60947-2 (Low voltage switchgear and controlgear)
Certifies test certificates issued by KEMA or any other independent international laboratory
for type tests carried-out on identical equipment will be accepted in lieu.

B-Routine Test
The routine test shall be carried–out on each of the following equipment IEC Standards
•Switch gear:
The switch gear shall be subjected to routine tests at the manufactures works according to
clause 23, 20, 24, 3 IEC 60298
•Switch:
Each switch shall be subjected to all routine tests under section 2 chapter 5 of IEC 60265,
IEC60129
•Fuse switch:
Each switch shall be subjected to all routine tests according to relevant standards
•Current Transformer:
Each switch shall be subjected to all routine tests specified in IEC 60185.
•L.T switchgear:
Each switch shall be subjected to all routine tests specified in IEC 60157.
•Instruments and meters:
Instruments and meters shall be subjected to the routine tests specified in IEC 51 as
applicable
•Transformers:
Test shall be carried –out at the manufactures work shop and shall comprise (type &
routine) tests as specified in the specification D-27.

12. SCHEDULE OF MATERIAL

The kiosk type S/S shall consist the following item:

12.1 MV equipment complete with fuses two isolators and one switch fuse complete with
bus bar, earth switches indication, short circuit indication and earth fault indication.

12.2 L.T equipment for kiosk 250 kVA are as following


• Main 800 A bus-bar.
•Main C.B. 400 A rating equipped with multi-meters, three 400/5 C.Ts class 1,
and voltmeter with selector switch.
•Two outgoing feeders 250 A.
•4×25 kVAR capacitors with automatic stages IN/OUT operation through var.
metric relay with P.F meter, the capacitor banks shall connected to L.T bus bar
with suitable protection (cartridge fuse and contactor).
•Supply switch for steer lighting.
•Heater 220 V.
•Lighting of Kiosk and 15 A sockets.
•Cable glands for outgoing feeders suitable for cable size used

12.3 L.T equipment for kiosk 400 kVA are as following


•Main 800 A bus-bar.
•Main C.B. 600 A rating equipped with multi-meters, three 600/5 C.Ts class 1,
•Three outgoing feeders 250 A.
•4×50 kVAR capacitors with automatic stages IN/OUT operation through var.
metric relay with P.F meter, the capacitor banks shall connected to L.T bus-bar
with suitable protection (cartridge fuse and contactor).
•Supply switch for steer lighting.
•Heater 220 V.
•Lighting of Kiosk and 15 A sockets.
•Cable glands for outgoing feeders suitable for cable size used.

12.4 L.T equipment for kiosk 630 kVA are as following


•Main 1800 A bus-bar.
•Main C.B. 1000 A rating equipped with multi-meters, three 1000/5 C.Ts class 1
•Four outgoing feeders 400 A.
•6×50 kVAR capacitors with automatic stages IN/OUT operation through var.
metric relay with P.F meter, the capacitor banks shall connected to L.T bus-bar
with suitable protection (cartridge fuse and contactor).
•Supply switch for steer lighting.
•Heater 220 V.
•Lighting of Kiosk and 15 A sockets.
•Cable glands for outgoing feeders suitable for cable size used.

12.5 L.T equipment for kiosk 1000 kVA are as following


•Main 1800 A bus-bar.
•Main C.B. 1600 A rating equipped with multi-meters, three1600/5 C.Ts class 1
•Five outgoing feeders 400 A.
•8×50 kVAR capacitors with automatic stages IN/OUT operation through var.
metric relay with P.F meter, the capacitor banks shall connected to L.T bus-bar
with suitable protection (cartridge fuse and contactor).
•Supply switch for steer lighting.
•Heater 220 V.
•Lighting of Kiosk and 15 A sockets.
•Cable glands for outgoing feeders suitable for cable size used.

Note :
Using the main circuit breaker in the low tension side is optional according to tender
requirement
