5.2 Role & Responsibility of Workers

1. To seek permission and supervision from TNB Authorize/Competent Person


prior to normalize /isolate all secondary circuit.
2. To get permission and confirmation from TNB Authorize/Competent Person at
site before accessing and doing any testing / work to LIVE panel compartment.
3. To ensure ESE/ECE/EAP presence and his monitoring during work especially
related to live scheme.
4. To follow strictly on all safety guidelines mentioned in the risk analysis.
5. To wear PPE at all time during working at site.
6. To report to the supervisor on all incidents occurred working at site to TNB
supervisor/ESE/ECE/EAP.

4.0 Contingency Action.


In case DC earth fault occurs during testing.

1. Switch off each MCB and identify the circuit that is causing the earth fault.
2. Investigate and clear the dc earth.
3. If dc earth is from the existing system inform TNB’s authorized personnel.
4. Recovery time duration of 30 minutes.

In case if tripping occurs during testing or operation of equipment:


1. Stop all testing and operation of equipment.
2. Make sure all personnel are safe and no accident has occurred.
2. Record all tripping information such as alarm facia, relay indication and CB no.
3. Investigate what has caused the tripping and give detail information to TNB authorized
personnel.
4. If system is requested to be normalized, use the isolation checklist and close back all
isolation points and cancel the PTW.
5. Expected time of recovery is about 30 minutes.

In case if unwanted hazard to equipment:


1 Stop further operation of equipment and testing.
2. Investigate and analyze damage on equipment.
3. Study what could have caused the fault.
4. Give detail information to TNB authorized personnel on all of the activities and events that
had occurred.
5. Get confirmation with manufacturer if testing need to discontinued.

In case if unwanted hazard to personnel:


1 Stop further operation of equipment and testing.
2. Give first aid treatment to personnel involved.
3. Study what could have caused the fault.
4. Give detail information to TNB authorized personnel on all of the activities and events that
had occurred.

5. TEST PROCEDURE

5.1 Continuity Check

To ensure the wiring termination point to point is correct with proper termination
material i.e. lugs and ferrule no. In accordance with the cable schedule provided.

Test Equipment:

i) Multimeter or buzzer

Test Procedure:

i) One terminal of the cable is connected to the ground and the other terminal is connected to the

multimeter as shown in figure 1.1

ii) Record the reading on the multicore cable test sheet.

5.2 Insulation Resistance Test

To ensure the multicore cable insulation in good condition

Test Equipment:

i) 1kV insulation test set

Test Procedure:

i) The multicore under test is open circuited.

ii) One lead of the test equipment is connected to cable while the other one is connected to

the ground as shown in figure 1.2

iii) Record the reading on the multicore cable test sheet.

i) Record the serial numbers.

ii) Record the relay type, relay ratings.

iii) Record the site, bays and circuit required.

iv) Insert the correct setting to the relays.

v) Inject the protection relay that can initiate autoreclosing for example differential relay according to
drawings from the terminal block.

vi) Generate injections for differential; the circuit breaker should auto-reclose.

vii) Record the facia indication on the differential relay.

viii)Record the facia indication on the control panels.

x) Record the circuit breaker operation.

xi) Record the master trip operation, for successful auto-reclosing, the master trip must not trip.
Record that it did not trip.

xii) Generate injection for lockout operation, it must not auto-reclose, and master trip lockout operated.

xiii)Complete the approved test format provided.

xiv) Tick the appropriate values and the expected operation accordingly.

xv) Confirm setting again.

i) All breakers in the plant should be kept in closed position during the trip test.
Only the breaker meant to trip shall trip.

ii) Trip test shall be performed using the actual CB not dummy breaker.

iii) To test the DC supply segregation of the tripping scheme, only the protection DC supply
of the trip coil under test kept on. All other DC supply.

iv) During the trip test, the following shall be recorded:

a) all indication for each trip test.

b) counter operation for each trip test.

c) Disturbance Recorder, SCADA and SCS.
