TECHNICAL SPECIFICATION
- for -
UPGRADATION OF EFFLUENT WATER TRANSFER SYSTEM (EWTS) IN
GC’s 17, 27 & 28 AND INSTALLATION OF NEW STORAGE TANK AT
ABDULIYAH PUMP STATION
1.0 GENERAL
1.1 This part of the Technical Specification describes the minimum requirements for the
Electrical Works. The Works shall include detail design & engineering,
procurement of materials, provision of skilled personnel & labour, provision of
support equipment and inspection, supply, construction & installation, testing &
commissioning of equipment as more specifically described in the following clauses
and the relevant drawings.
1.2 The principal activities shall include the provision of 440V extensions to the existing
440 volts switchboards at GC-17 for power supply to various low tension electrical
loads at GC-17, necessary power & control cabling and earthing system etc., and
provision of a distribution board inside Abduliyah pumping station substation for
feeding power to various electrical loads such as MOV’s and CP transformer, and
Power & earthing cable extensions and termination works inside GC-27 and GC-28 on
MOVs.
1.3 All Works shall be performed in accordance with this technical specification, data
sheets, relevant drawings and KOC Standards & other Project Specifications.
2.1 Power supply for various electrical loads shall be obtained at GC-17 by extending the
existing 440 Volts switchboards (MCC1 & MCC2) of centralized substation by three
panels each as indicated in the relevant project drawings.
2.2 Power supply at Abduliyah water pumping station shall be obtained from a reserved
feeder of the substation and shall be distributed by installing a New Distribution
board.
2.3 A local control station complete with start/stop push button (with or without ammeter
in line with Company standards) shall be provided near each Pump/motor as required
by the P&ID’s of the project and approved scheme.
2.4 The Motor Control schemes shall be integrated to achieve the over all process &
instrumentation requirements (as described in the process and instrumentation scope
of works) and shall communicate with DCS through Marshalling Panels.

This Scope of Work shall be read in conjunction with electrical project drawings,
reference drawings, standard drawings and data sheets along with other clauses of this
technical specification. The scope of work shall consist of detailed design &
engineering, supply, installation, testing and commissioning of equipment & material,
pertaining to following items of work:
3.1 GC-17
3.1.1 As the existing facilities are being extended for Dispatch pumping system and transfer
pumping system, Contractor shall ensure that the electrical network, electrical layout and
electrical facilities are well integrated with the existing equipment.
3.1.2 Extension of the existing 440 volts Switchboards (designated as MCC1 & MCC2) by
three panels. Carry out all necessary works to integrate the extension panels into the
existing switchboard. (Refer to Data sheets and drawings). Manufacturer’s
representative shall carryout the extension of the panels.
3.1.3 Laying of cables, (power, control, heater, lighting, vibration etc., cables) etc.,. from
extension panels to the Dispatch pump motors, Transfer pump motors, Recovery pump
motors, auxiliary pump motors, MOV’s, Marshalling panels etc.,
3.1.4 The size of feeders shall be finalized as required by the connected equipment that shall
be determined during design stage by the Contractor with the approval of
Superintendent’s representative
3.1.5 Provide Lighting system consisting of Lighting distribution board, approved Lighting
fixtures for the expanded parts of the Dispatch Pump shelter & Transfer Pump shelter &
New tank area & new Recovery pump pit area etc.,. as described in the relevant
drawings and Company approved schemes.
3.1.6 Provide Power and Control Cables as required by the approved electrical scheme and
approved cable schedule.
3.1.8 Provide earthing system (consisting of earth pits, earth bus bars and earthing conductors
etc.,.) for the newly extended 440 volts switchboards, new lighting distribution board,
new pump motor skids, new Vessels, new Tanks, Local Control Stations, Junction
Boxes, Lighting fixtures, Motor operated actuators etc.,. and integrate the same to the
existing plant earthing system.

i) Contractor shall carry out the relocation of the existing lighting poles and existing
Flood Light Tower pole to a suitable location to enable installation of new tank as
indicated in the relevant drawing.
ii) Contractor shall supply and install the required lengths of cables for such relocation
works. Contractor shall carry out the works like checking, identification and
verification of existing cable and use one size higher cable for jointing purposes in
order to take care of the voltage drop related problems of the extended cable circuit
lengths.
iii) Contractor shall supply, install, test and commission minimum two numbers new
lighting poles to match the extended new perimeter fence and make the new lighting
poles as part of the relocated lighting circuit by supplying & installing required
lengths of cables. The new lighting poles and lighting fixtures shall be similar to
existing lighting poles & lighting fixtures complying with relevant standard
drawings.
3.2.1 Provide new distribution board in the existing substation of Abduliyah Pumping station.
3.2.2 Laying of cables from switchboard to new distribution board, from new distribution
board to various MOV’s and CP transformer etc.,.
3.2.3 The size of feeders shall be finalized as required by the connected equipment that shall
be determined during design stage by the Contractor with the approval of
Superintendent’s representative
3.2.5 Provide earthing system (consisting of earth pits, earth bus bars and earthing conductors
etc.,.) for the new distribution board, new Tank, Junction Boxes, Motor operated
actuators etc.,. and integrate the same to the existing plant earthing system.
3.3.1 De-energize & disconnect the existing power cables from the existing MOV’s and
extend the existing cables to the location of new MOV that will be installed on RTRP
line.

3.3.2 Contractor to study the location, orientation of the newly installed MOV’s (as
replacement of existing MOV’s on RTRP pipes in line with mechanical scope of works)
and assess, supply & install the required length of power cables, joint, terminate, test and
commission the system for extending the power supply to new MOV’s.
3.3.3 The Power cables of MOV’s whose existing route lengths are less than 100 meters shall
be replaced with new cables of type XLPE/LC/PVC/SWA/PVC from the existing
source DB to the MOV. The new cable size shall be subject of Company approval
based on the cable sizing calculations which shall be provided by the Contractor.
3.3.4 However power cables of MOV’s whose existing cable lengths are more than 100
meters (from the source D.B. to MOV) shall be provided with straight through joint by
supplying & installing required lengths of appropriate sized cables of same type as that
of existing one and extend the power supply to the NEW MOV locations.
3.3.5 All associated works to power the new MOV’s at new locations, as shown in the P & ID
such as excavation of laying cables, installation of cable trays and other related works
shall form part of the Contractor
3.3.6 The new earthing cable shall be provided for each of the new MOV that will be installed
in RTRP pipe lines.
3.3.7 Contractor shall refer to Company standard KOC-L-026 for Cathodic protection related
works of tanks.
3.3.8 Further, Contractor shall supply, install, test & commission the power supply system &
feeders for the transformer/rectifier as per the KOC-L-026 “External Cathodic
Protection of on grade New Steel Tank Bottom” to meet the Cathodic Protection
requirements at GC-17 and Abduliya Pump station.
The Contractor shall execute the following Works at GC-17, GC-27, GC-28 and
Abduliyah Pumping Station.

4.1.1 The Contractor shall prepare all drawings, reports, documents, calculations and data
sheets for the new equipment and facilities and submit for Company review/approval.
Information given in the drawing and documents are preliminary only.
4.1.2 The Contractor shall be responsible for engineering review & updating of data sheets,
filling in of all the data in the Data sheets, vendor submissions, incorporating
Company comments & for timely transmission of all vendor data & Drawings to /
from the Company. The Contractor shall obtain prior approval of the documents and
drawings entirely at his responsibility.
4.1.3 The Contractor shall submit the following drawings/documents related to design and
engineering:
• Material Take-off
• Load list & data
• Equipment Sizing Calculations
• Single Line diagrams
• Area Classification Drawing
• Equipment Layout drawings, sections and details, fully dimensioned
• Cable volt drop calculations
• Motor Starting Voltage dip calculations
• Cable Schedule
• Cable Layout Drawings, sections and details
• Interconnection diagrams
• Earthing Layout Drawings
• MOV Distribution Board schedule
• Lighting Layout Drawing along with lighting calculations
• Data sheets
• Installation details
• Inspection & Test Procedures for the installations
• Relay setting schedule
• Scheme drawing for each type of feeder.
4.1.4 The electrical system design, layouts, schedules and data shall comply with KOC
Standards and Specifications listed in Technical Specification Part I General. In case
of conflicts between various Standards and Specifications, the most stringent shall
apply.

4.1.5 The Contractor shall execute all Design & Engineering Works, not limited to the
following:
a) Ascertain the power supply requirements for the Dispatch Pumps & Transfer
pumps and other Pumps based upon the Manufacturer’s data and update the
schemes for power distribution based on the guidelines given in this Document,
drawings and Company Standards.
b) Prepare a consolidated list of all drive motors of each voltage category complete
with their technical details for each skid/package, based upon the requirement
finalised in accordance with the P & ID, the Mechanical Scope of Work and the
Vendor data.
c) Verify the equipment (motors & electrical feeder components) ratings and sizes
etc. given in the drawings to match the pump requirements and submit with all
necessary supporting calculations. Upsize and match the feeder ratings, if
required, to suit to driving equipment ratings.
d) Survey the area for cable route from the substation to each pump skid and
identify all underground and above ground services for cable crossings.
e) Develop a complete cable schedule including cable size, length and submit for
Company review together with necessary calculations for voltage drop & voltage
dip.
f) Develop cable layout drawings from the designated source
substation/panel/board to each skid/package together with trench sectional
details, cable separation, road/walkway entry, existing services crossings and
installation details, fully dimensioned based on the guidelines given in the
Drawings and Documents.
g) Identify spare terminals in the marshalling cabinets and submit a formal request
to Company for allocation of these spares. If spare terminals are not available,
install required number of terminals along with 25% spare future spares,
h) Prepare interconnection diagrams for interconnection of the Switchboards with
driving equipment, Local Control Stations and the Marshalling Panels etc.
i) Develop detailed earthing layout drawing showing all main earthing, equipment
earthing, location of earth electrodes and earth pits, earth bars and provision of
connection with the existing Plant Earthing system. Separate drawing shall be
produced for the substation equipment earthing system.
j) Identify any other equipment that needs power supply in accordance with the
Works required by Instrumentation & Mechanical Scope of Works and make
provisions from the given network during Design stage. Submit all such
proposals for Company approval.

4.2.1 The Contractor shall be responsible for purchase engineering, procurement, supply,
testing & inspection of all equipment, required for the Works, based on its own
Material Take Off. The Contractor shall be fully responsible to ensure all actions to
avoid any delays caused by the procurement and any shortfall in the quantities of
project material.
4.2.2 Submit manufacturer’s proposal for the items, not limited to the following:
• 440V MCC extension panels
• L.T. Cables & cable glands & termination materials
• Marshalling panel related items
• New Lighting Distribution board, light fittings, junction boxes etc.
• Earthing equipment
• Various miscellaneous materials as required by MTO
4.2.3 The Contractor shall submit the following documents for Company review relating
to material procurement and delivery:
• Engineering requisition
• Vendor’s technical offer, statement of compliance to technical specifications &
Company standards, vendor data, catalogues, GA drawings etc.
• Contractor’s technical evaluation
• Un-priced purchase requisition
• Vendor drawings (General Arrangement Drawings, Schematics, wiring
diagrams) data sheets, calculations etc.
• Inspection & Test Procedures
• Test Certificates
• Painting procedure
• Spare part list
• Installation, Testing, commissioning, operation and maintenance manuals.
All Vendor drawings, data and documents shall have been reviewed by the Contractor
with necessary mark ups prior to submittal to the Company.

4.2.4 Specifications for equipment that shall be incorporated into the Electrical works:
4.2.4.1 General:
• All electrical equipment irrespective of indoor or outdoor shall be rated for an
ambient temperature of 500C and shall be suitable for operation in the ambient
conditions specified in the Basic Design Data KOC-G-007.
• All outdoor Electrical Equipment shall be installed in the shade of sunlight or
shall be provided with sunshield.
• All electrical equipment exposed to open air shall as a minimum be specified
fully weatherproof, IP55 and suitably protected for operation in a hostile salt
laden marine environment.
• Electrical equipment shall be manufactured to the approved standards and
certified by a national testing or approval authority and shall carry the
corresponding marking on the equipment.
• All equipment manufacturers shall be selected from the Company approved list
of manufacturers listed under Contract Document.
4.2.4.2 The specifications of 440V Switchboard extensions, 440 Volts (LT) motors, Lighting
distribution Board and Cables etc., are indicated in the relevant data sheets &
specification sheets attached to this document. All proposed equipment shall comply
with the requirements specified therein.
The light fixtures shall be as per approved lighting layout drawing. In general, the light
fixtures shall be suitable for 50 degrees centigrade ambient temperature and shall have
minimum IP 55 enclosure.
All light fittings shall be complete with lamps, wire guards, instant starting control gear,
electronic ballasts, compensating capacitors etc., shall be of approved manufacturer,
constructed of best quality materials and complete with all accessories required for
installation. Special precaution shall be taken to protect the wiring from damage by heat
generated by fitting.
Lighting poles shall comply with the requirements indicated on Company ‘s relevant
standard drawing.

Junction Boxes shall be galvanised cast iron having a minimum degree of protection
IP65.
No more than one wire shall be inserted into any one terminal. Adequate space for
wiring shall be provided between any terminal face and gland entry.
The Junction boxes shall be provided with internal and external earthing studs.
Cable glands shall be suitable for termination of types and sizes of cables to be
finalised during detailed engineering.
All cable glands shall be made of brass, compression types E2W to BS 6121 for
termination of XLPE/LC/PVC/SWA/PVC Cables. All cable glands shall be industrial
type. However glands for termination of cables inside the hazardous zones shall be
flameproof type.
Earth electrodes shall be 16mm diameter extendible type solid copper driven directly
into the ground to a minimum depth of 3.6 metres without excavation or drilling.
The earth electrode set shall comprise of copper earth rod, phosphor bronze couplers,
steel driving tip, steel driving head, conductor clamp, and concrete inspection pit.
`Furse' make or similar shall be accepted.
Local start/stop push buttons and ammeter shall be as per data sheet and as required by
P& ID’s and in line with instrumentation scope of work.

Cable trays, ladders and all fixing accessories including saddles, cleats and bolting
material shall be manufactured from good quality heavy gauge materials.
Cable trays shall be manufactured from hot dipped galvanised steel, shall be robust
and to support and secure the cable. Saddles and cleats shall be of robust construction
and sufficiently rigid to support and secure the cables.
5.1 Installation of all new equipment shall be strictly as per the manufacturer’s
recommended procedures in addition to instructions of Superintendent’s
representative. All miscellaneous works that are required to be implemented to
facilitate installation of new equipment shall form part of the scope of work. Refer to
the relevant drawing for relocation works to be implemented inside the substation.
5.2 All cables shall be XLPE/LC/PVC/SWA/PVC type except within the substation,
where non lead sheathed cables could be used. Cables shall comply with the
requirements specified in KOC Standard KOC-E-023.
5.3 Cable installation shall be in accordance with KOC General Specification for
Electrical Engineering 381/020, KOC standard KOC-E-008 and Specification 015-
PH-1901
5.4 The Contractor shall survey the cable routes from the designated source Substation to
the proposed locations shown on relevant drawings and estimate the cable route
lengths, crossings and other under/above ground services.
5.5 Co-ordination with other services shall be implemented, and as indicated in the
Document KOC-L-002 titled “KOC Recommended Practice for the Protection of
KOC Services: Clearance requirements for Buried Pipelines and Piping, Cables,
Underground Structures and buildings”.
Generally at crossing points with other services, the cables shall be laid in UPVC pipe
ducts in order to achieve segregation. UPVC Ducts shall also be provided at the bund
wall crossings.

5.6 The new cable route shall follow the existing cable route where possible. Cable routes
proposed for this Work and shown on the drawing is only representative. The existing
cables route shall be ascertained based on the reference drawings and site verification.
Existing facilities drawings shall not be purported to be “as-built” or complete,
irrespective of the status given in the drawing revision block and shall be used as for
reference purpose only. The Contractor shall survey existing facilities to determine the
“as-built” condition of the plant as it affects the project work prior to commencing
design work.
The presence of the existing underground cables at the new facility locations shall
be determined by way of slit trenching. The information provided on the Company
drawings are only preliminary and the extent of these services shall be verified by
carrying out extensive site survey and slit trenching works.
All cables shall be extended and rerouted by carrying out heat shrink joints to the
existing cables. However, if the length of the cable exceeds that imposed by the
cable voltage drop criteria, the entire length of the cable shall be replaced by a new
upsized cable or reinforced by an identical cable. The extent of such requirements
shall be determined by the Contractor and shall be submitted for approval.
5.8 Cables shall be run underground and where necessary, above ground.
5.9 Between substation and process areas and within unpaved areas, cables shall be
directly buried.
5.10 Within paved areas, cables shall be laid in reinforced concrete trough filled with sand
and covered with reinforced concrete cover or duct banks or tiles identical to the
existing facilities.

5.11 When underground cables cross roadways, pipeways close to ground level, when they
enter building, they shall be run through grouped UPVC ducts, encased in concrete,
forming cluster to provide permanent crossing. Only cables having the same voltage
group shall be run in the same pipe sleeves. Pipes and ducts shall be sized considering
40% area filled. Ducts shall be 150 mm dia minimum. At least 25% spare ducts of
each size shall be provided at all such places for future use. At buildings and
substations, these ducts shall be extended beyond the paved area.
5.12 For cables rising from ground, (stub up) ducts shall be provided at least 500mm above
ground.
5.13 Cable loops (at least 2 metres) shall be provided at termination points. At substation,
these loops shall be provided outside the pavement area.
5.14 Above ground cables shall run on ladder racks or cable trays made of galvanised steel
and suitably protected from direct sun light by solar shields without restricting
ventilations.
5.15 All lighting and small power cables laid above ground (junction box onwards) in the
process/operating area shall be MICC type.
5.16 Where the quantity of underground LT cables is large, they shall be laid in two (2)
layers with at least 100 mm separation between the layers instead of a larger cable
corridor.
5.17 The separation between the cables shall be at least equal to the diameter of the cables.
Control cables could be laid touching.
5.19 Cables of different voltage grades shall be segregated and separation distance shall be
maintained as per Company Standard KOC-E-008.
5.20 Each cable shall be provided with an identity tag made of lead, with cable numbers,
source and destination (from-to) and the relevant drawing no. punched, securely
fastened at every 30 metres of its run, at every bend, at each end before the cable
enters or leaves the ground, at each termination point, and at both side of every cable
joint.
5.21 Cable glands shall be compression type suitable for the type of cable approved.
5.22 PVC shrouds and earth tags shall be fitted for all cable glands.

6.1 Earthing shall be carried out in accordance with Company Standard 381/20 titled
“General Specification for Electrical Engineering” and KOC-E-024 “KOC Standard
for earthing and bonding”. All non-current carrying metal components of electrical
installation and power consuming equipment shall be connected to earthing system.
6.2 The skids shall be connected to the existing earthing system by means of underground
earthing loops by at least two (2) branches in addition to provision of local earths as
shown on the drawings.
6.3 Earthing for the extension panels shall be connected to Panel Earth bar.
6.4 The existing Earth network shall be identified by the Contractor at site by way of site
survey.
6.5 Cross sectional area of underground earthing cables shall not be less than the
following:
• 120 mm2 for Large Pump skids
• 35 mm 2 in other areas
6.6 Metallic non current carrying parts of all electrical equipment shall be grounded by a
connection to the ground network. Following items shall be connected to the earthing
system:
• Metallic parts of electrical equipment
• Tanks, vessels
• Steel structures and equipment
• Each steel structure shall be connected to the earthing system at multiple places
on opposite sides.

6.7 Required number of Earth pits shall be provided in compliance with Company
standard drawing, consisting of electrodes of hard drawn solid copper rods of
sufficient lengths driven firm into ground to a minimum depth of 3.5 metres
6.8 Their connections to the earth cables shall be accessible for testing and inspection
through a removable link. Concrete inspection pits shall be provided.
6.9 The arrangement for testing earth pits shall be such that the disconnection of one earth
pit does not disconnect other pits from the earth network.
6.10 Lugs, bolts, nuts, washers, screws, clamps, cleats and other items which come in direct
contact with copper earth bars, tapes and cables etc. shall be non ferrous and
manufactured from brass, bronze or other suitable conducting material which will not
cause electrolytic corrosion. Connection between copper and galvanised structures
shall additionally be tinned. All Brass materials used for earthing of the Skid and the
associated equipment shall be coated with Cadmium to prevent from corrosion by
chemical action.
6.12 Earth cables shall run in the same trench as power and control cables wherever
possible. Where earthing conductors run separately and are directly buried they shall
be laid at a minimum depth of 600mm. An approved excavation certificate shall be
obtained by the Contractor and all excavation shall be carried out by hand.
7.0 LIGHTING
7.1 Lighting shall be provided for new operating areas in accordance with the drawing.
7.2 Contractor shall submit the lighting layout drawing along with lighting calculations to
achieve minimum illumination level of 200 lux level at 0.85 meter above floor level
inside the dispatch pump, transfer pump, recovery pump shelters and locations.
General areas the lighting shall be minimum 50 Lux at grade level.

8.1 It shall be the responsibility of the Contractor to conduct site survey, slit trenching
and other works as required such that the new underground installations for cabling
and related electrical work is fully coordinated with the existing installations. It
shall be noted that all the existing underground facilities form an integral part of an
operating plant and kept functional. The new installation shall take into account all
the interferences, appurtenances and shall be detail engineered by the Contractor and
approved by the Company before installation / construction.
8.2 The Contractor shall coordinate his electrical design with the design of the existing
installation to ensure overall integration.
9.1 Testing and commissioning shall be executed by the contractor to the satisfaction of
the Superintendent's representative. Testing and commissioning shall in general be in
accordance with Section 17 of the requirement of the Company's General
Specification for Electrical Engineering 381/20 in addition to Manufacturer’s
instructions given in the respective equipment manuals.
a. Verify that all Company reviewed, commented and accepted Vendor drawings
are available at site
b. Check equipment nameplates and labels against drawings and specifications
c. Check the equipment against latest issue of drawings. Any deviations detected
shall be recorded for incorporation in the as-built drawings
d. Check the suitability of all equipment and materials against area classification
e. All fuses and breakers shall be checked to ensure that voltage and current ratings
are in accordance with the latest approved drawings and that no damage has
been incurred during shipment
f. All wiring & cabling identification tags shall be checked to ensure that they are
properly installed, legible and correct.
g. The equipment shall be visually inspected for damage and cleanliness.
h. The alignment of all equipment shall be checked in accordance with
manufacture’s instructions.
i. Check the tightness of all bolted connections
j. Check all wiring for continuity
k. Proper functioning of all draw-out mechanism, mechanical and electrical
interlocking devices shall be checked.
l. Correct functioning of all internal space heaters shall be checked
m. Correct functioning of all indicating lamps shall be checked
n. All protective device settings shall be checked
o. Proper phasing of all connections and phase rotations of all rotating machines
shall be checked

Typical tests are listed below. The list is not exhaustive and is meant only for
guidance. Contractor shall prepare detailed test lists as per the standards and submit
for Company’s approval.
In addition to normal testing instruments like ammeter, voltmeter etc., the following
instruments shall also be used as required.

All the required functional tests and interlock checks shall be carried out as per the
Manufacturer’s O&M manual of the respective equipment.
9.3.3.8 All test measurements shall conform to the minimum acceptable values as per
Standards unless otherwise specified.
Superintendent's Representative reserves the right to approve the test results before
energising.
9.3.3.9 The contractor shall submit two sets of test results to the Company upon successful
testing at the site. The test results shall be checked and countersigned by the
Superintendent's representative before acceptance.
